Abstract

ABSTRAKSI Optimalisasi sambang Oleh Bhabinkamtibmas Guna Mencegah Curanmor Di Polres Pekalongan Kota Yusan Saka Firman, 18.166, yusanfirman@gamail.com Fokus penelitian tugas akhir ini adalah tentang mengoptimalkan sambang oleh bhabinkamtibmas guna mencegah curanmor di Polres Pekalongan Kota. Fokus kajian ini dipandang penting karena pelaksanaan sambang oleh bhabinkamtibmas selama ini dipandang belum maksimal. Ini artinya, dalam konteks pelaksanaan sambang oleh bhabinkamtibmas saat ini belum sepenuhnya sesuai dengan kondisi yang ideal. Ada dua persoalan yang diajukan dalam penelitian tugas akhir ini, yakni tentang; (1) Bagaimana pelaksanaan sambang oleh bhabbinkamtibmas guna mencegah curanmor di Polres Pekalongan Kota ?, (2) Bagaimana optimalisasi sambang oleh bhabinkamtibmas guna mencegah curanmor di Polres Pekalongan Kota?. Untuk menganalisis terhadap dua persoalan tersebut, menggunakan metode penelitian kualitatif dengan jenis penelitian lapangan. Beberapa teori yang digunakan dalam penelitian ini, yakni; teori Manajemen Fungsi, teori Manajemen Unsur dan teori Komunikasi. Adapun temuan penelitian ini yakni (1) Perecanaan kegiatan bhabinkamtibmas belum memperhatikan kondisi sasaran (2) Personel bhabinkamtibmas yang belum sesuai dengan kondisi yang ideal (3) Laporan kegiatan bhabinkamtibmas belum memenuhi target yang ditentukan (4) Pelaksanaan sambang oleh bhabinkamtibmas terkait pencegahan curanmor belum maksimal (5) Ditemukan laporan pelaksanaan sambang oleh bhabinkamtibmas yang tidak serius. Dari temuan penelitian tersebut, disarankan kepada Kapolres Pekalongan Kota untuk memberikan reward kepada bhabinkamtibmas yang berprestasi, menerbitkan sprin untuk pelaksanaan pendidikan pengembangan fungsi pembinaan masyarakat bagi bhabinkamtibmas dan melaksanakan pemeriksaan secara rutin terhadap pelaksanaan sambang oleh bhabinkamtibmas. Kata kunci : Optimalisasi, sambang, bhabinkamtibmas, mencegah, curanmor.

Abstract

The purpose of this study was to describe the performance of the Pati Police Kamsel Unit and the implementation of Traffic Dikmas activities carried out to prevent traffic accidents in the Pati Police jurisdiction with the hope that the Pati Regency community had awareness and knowledge of driving safety. In writing this final project, the researcher uses several concepts and theories as analytical tools, such as the optimization concept, the traffic education concept, the traffic accident concept, performance theory and management theory. The approach used in this study is qualitative. Techniques Data collection was carried out using observation, interviews, and document studies. The data analysis technique was carried out using data reduction techniques, data presentation and concluding. Based on the results of research that has been carried out that the performance produced by the Kamsel unit through Traffic Dikmas activities to prevent traffic accidents is still far from expectations because the level of awareness of the people of Pati Regency for driving safety is still very low and the implementation of Traffic Dikmas activities carried out by the Pati District Police Kamsel Unit, not by the activity plan that has been made. It can be concluded that in terms of the performance of the Pati Police Kamsel Unit through the Traffic Dikmas to prevent traffic accidents it can still be improved by paying attention to the indicators of quality, quantity, timeliness, effectiveness and independence. As well as in terms of the implementation of the Traffic Education Unit activities carried out by the Pati Polres Kamsel Unit, it is necessary to pay attention to the Planning, Organizing, Actuating and Controlling processes by management theory according to Tery.

ABSTRACT OPTIMIZATION OF BURGLARY INVESTIGATIONS THROUGH THE ROLE OF IDENTIFICATION DEPARTMENT OF CRIME INVESTIGATION UNIT OF THE PATI POLICE DISTRICT FOR INCREASING CRIME CLEARANCE IN REALIZING PRESISI LAW ENFORCEMENT Bhaskara A.A.Nasution, No Ak .18.157,baskara.nasution@gmail.com Behind the high number of burglary cases but low crime clearance. Crime Investigation Unit of Pati Police District is required to improve the performance of PRESISI law enforcement following the mandate of Police Chief General Listyo Sigit Prabowo, M.Si. In the implementation of the burglary investigation. There is an element in the function of the crime investigation unit that is missing. This element is the function of police identification. This function was carried out by the identification department of the crime investigation unit Pati Police as the first investigator who should carry out the crime scene. But in fact, the identification department of crime investigation of the Pati Police district does not have an active role in the burglary investigation. The results of the study conducted by the authors show that the settlement of burglary criminal acts through the role of Uridentification is still relatively lacking because the identification department in Pati police district usually only helps to handle murder cases or helps with the task of registering fingerprints so for SKCK manufacturing services. This is due to the lack of competent members, systems, and methods that are not implemented properly, and the lack of cooperation carried out. For this reason, optimizing the role of the Identification department in conducting burglary criminal investigations needs to be carried out by improving competent human resources, revamping systems and methods of carrying out tasks, and building cooperation to help improve crime clearance to realize PRESISI law enforcement in the Pati area.

Abstract

Pemeliharaan keamanan dan ketertiban masyarakat (Harkamtibmas) sebagai bentuk saIah satu tugas pokok Polri. Sulitnya mewujudkan Harkamtibmas dimasa pandemi Covid-19 karena banyaknya masyarakat yang kehilangan pekerjaan. Akibatnya, menimbulkan masalah yang beruntun. Kondisi demikian memicu munculnya niat masyarakat untuk melakukan kriminalitas. Berbagai cara yang dilakukan masyarakat termasuk perbuatan yang melanggar hukum dan peraturan yang ada. Salah satu perbuatan yang melanggar hukum ialah melakukan tindak pidana pencurian dengan pemberatan. Untuk menekan angka kriminalitas diperlukannya upaya pre-emtif dari Polri berupa kegiatan sambang yang dilakukan Bhabinkamtibmas guna mencegah tindak pidana pencurian dengan pemberatan agar tercipta Harkamtibmas. Penelitian ini dilakukan untuk mengetahui pelaksanaan kegiatan sambang Bhabinkamtibmas di Polres Kendal, faktor-faktor yang mempengaruhinya serta bagaimana kontribusi masyarakat terhadap optimalisasi kegiatan sambang Bhabinkamtibmas guna mencegah tindak pidana pencurian dengan pemberatan agar tercipta Harkamtibmas di Polres Kendal. Dalam melaksanakan penelitian, penulis menggunakan metode kualitatif dengan teknik pengumpulan data primer yang diambil dari hasil wawancara terstruktur dengan narasumber yang sudah ditentukan. Dalam tugas akhir ini, penulis menggunakan beberapa konsep dan teori yang digunakan sebagai pisau analisis dalam membahas setiap persoalan-persoalan yang sudah ditentukan. Adapun konsep dan teori yang digunakan adalah konsep optimalisasi, konsep Bhabinkamtibmas, konsep sambang, konsep pencurian dengan pemberatan, teori manajemen, dan teori komunikasi. Hasil menunjukkan bahwa kegiatan sambang yang dilakukan oleh Bhabinkamtibmas di Polres Kendal kurang optimal sehingga tindak pidana pencurian dengan pemberatan mengalami peningkatan. Kurang optimalnya kegiatan sambang yang dilakukan oleh Bhabinkamtibmas disebabkan oleh beberapa faktor, yang terdiri dari faktor internal dan faktor eksternal.

ABSTRAK UPAYA SATLANTAS POLRES TEGAL DALAM MENCEGAH PELANGGARAN LALU LINTAS OLEH PELAJAR DI WILAYAH HUKUM POLRES TEGAL AFDHAL ANANDA TOMAKATI, 18.212, afdhalananda53@gmail.com Situasi lalu lintas di Kabupaten Tegal yang begitu padat dengan tingginya jumlah penduduk dan pengguna kendaraan bermotor didukung dengan meningkatnya angka pelanggaran lalu lintas yang dilakukan oleh pelajar sekolah melatarbelakangi Unit Kamsel Satlantas Polres Tegal melakukan upaya pencegahan pelanggaran lalu lintas berupa Dikmas Lantas melalui Police Goes to School. Penulisan ini bertujuan untuk mendeskripsikan manajemen Satlantas Polres Tegal melalui Police Goes to School dalam mencegah pelanggaran lalu lintas pelajar dan mendeskripsikan sumber daya organisasi Unit Kamsel Satlantas Polres Tegal sebagai upaya peningkatan peran dalam pelaksanaan Police Goes to School kepada pelajar di Kabupaten Tegal. Penelitian dilakukan dengan metode pendekatan kualitatif dan teknik pengumpulan data melalui observasi, wawancara dan telaah dokumen. Pada bab II kepustakaan konseptual, penulis menggunakan teori motivasi, teori manajemen, konsep Dikmas Lantas, konsep Police Goes to School, konsep pelanggaran lalu lintas, konsep pelajar, konsep administrasi sarana dan prasarana, dan konsep anggaran berbasis kinerja untuk menganalisa rumusan masalah pada bab I. Hasil penelitian pada tugas akhir ini yaitu upaya Satlantas Polres Tegal melalui Dikmas Lantas yaitu Police Goes to School kepada pelajar dalam mencegah pelanggaran lalu lintas yang sudah terlaksana, namun masih terdapat beberapa kekurangan, mulai dari planning karena tidak adanya sasaran sekolah, organizing karena kurangnya personel dan sarana prasarana, actuating karena pemberian materi yang tidak optimal dan controlling karena tidak dilaksanakannya Acara Arahan Pimpinan dan konsolidasi sebelum maupun sesudah kegiatan Police Goes to School. Berdasarkan pengamatan penulis, Unit Kamsel Satlantas Polres Tegal harus melakukan Police Goes to School secara menyeluruh kepada pelajar sekolah dengan memperhatikan sumber daya organisasi yang dimiliki dan meningkatkan manajemen pelaksanaan Police Goes to School agar dapat terlaksana dengan optimal sehingga angka pelanggaran lalu lintas pelajar dapat menurun di Kabupaten Tegal. This research aims to describe the efforts of Dikmas Lantas through Police Goes to School in preventing student traffic violations and to describe efforts to improve the performance of the Kamsel Unit in implementing Police Goes to School for students in Tegal Regency and describe the organizational resources of the Kamsel Unit as an effort to increase the role in implementation of Police Goes to School for students in Tegal Regency. The research was conducted using a qualitative approach and data collection techniques through observation, interviews and document review. In chapter II of the conceptual literature, the researcher uses motivation theory, management theory, the concept of Dikmas Lantas, the Police Goes to School concept, the concept of traffic violations, the student concept, the concept of facilities dan infrastructure administration, and performance-based budget concept to analyze the problem formulation in chapter I. The results of the research in this thesis are the efforts of Dikmas Lantas through Police Goes to School to students that is implemented by the Kamsel Unit of Polres Tegal in preventing traffic violations that have been carried out, but there are still some shortcomings, ranging from planning due to the absence of school targets, organizing due to lack of personnel and infrastructure, actuating because the material is not optimal and controlling because AAP and consolidation are not implemented before and after Police Goes to School activities. Based on the researcher observations, Kamsel Satlantas Unit of Polres Tegal must carry out Police Goes to School as a whole for students with regard to organizational resources and improve the management of the implementation of Police Goes to School so that it can be carried out optimally so that the number of student traffic violations can decrease in Tegal Regency. ABSTRAK KINERJA PELAYANAN DAN PERLINDUNGAN TERHADAP ANAK KORBAN TINDAK PIDANA PENCABULAN GUNA MELINDUNGI HAK ANAK DALAM PROSES PENYIDIKAN UNIT PPA DI WILAYAH HUKUM POLRES DEMAK AULIA RAMDANIA, 18.234, auliaramadania53@gmail.com Tugas Akhir penulis mengangkat permasalahan mengenai “Bagaimana Kinerja Pelayanan dan Perlindungan Terhadap Anak Korban Tindak Pidana Pencabulan Guna Melindungi Hak Anak Dalam Proses Penyidikan Unit PPA di Polres Demak?”. Tugas Akhir ini bertujuan untuk mengidentifikasi bagaimana pelaksanaan pelayanan dan perlindungan anak Unit PPA dan mengidentifikasi upaya untuk mengoptimalkan pelayanan dan perlindungan anak terhadap tindak pidana pencabulan yang selama ini terjadi. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian field research dengan melakukan observasi, wawancara narasumber dan studi dokumen. Selain itu, data yang digunakan juga diperoleh dari data–data dokumen maupun laporan. Penelitian ini menggunakan teori manajemen dan teori kompetensi serta konsep-konsep peraturan perundang-udangan dan konsep dari pencabulan itu sendiri. Fokus penelitian ini yang berhubungan dengan Kinerja Unit PPA dalam perlindungan anak korban pencabulan di Polres Kota Demak Unit PPA Polres Demak dalam permasalahan mengenai pelayanan tindak pidana anak korban pencabulan pada kondisi saat ini memiliki angka tertinggi dari kasus-kasus lainnya. Pelayanan yang dilakukan sudah sesuai Perkap dan tata cara kerja. Namun dalam hal ini, kurangnya kompetensi pendidikan beberapa anggota Unit PPA Polres Demak sebagai seorang penyidik, baik pendidikan kejuruan maupun pendidikan umum hukum. Kurangnya tingkat pendidikan dari masyarakat Kabupaten Demak juga menghambat Unit PPA Polres Demak dalam memberikan perlindungan khusus dalam rangka memeriksa anak korban persetubuhan. Sehingga pelaksanaannya menjadi tidak optimal. Perlu adanya upaya untuk melakukan peningkatan kompetensi personel Unit PPA Polres Demak serta mengadakan peningkatan tingkat pendidikan masyarakat Kabupaten Demak, khususnya masalah pendidikan mengenai hukum. Hal tersebut selain bermanfaat bagi kelancaran pemberian perlindungan anak pada saat pemeriksaan anak korban persetubuhan juga bisa bermanfaat sebagai pengawas bagi Unit PPA Polres Demak dalam rangka pemberian perlindungan anak di wilayah hukum Polres Demak. ABSTRACTOPTIMIZATION OF LANTAS DIKMAS IN REDUCE TRAFFIC ACCIDENT RATE BY SALATIGAPOLICE SATLANTAS NAOMI OLINNA HARAHAP, 18.228, Accident is an incident on the road that is not suspected to involve a vehicle or road user resulting in loss of life or property. Traffic accidents are caused by various things, one of which is the quality of the driver, the feasibility of motorized vehicles, and the condition of infrastructure that does not meet safety standards. Satlantas Polres Salatiga are expected to be able to reduce the number of traffic accidents by using social methods, namely by giving an appeal to the publicKamsel, and the Binluh concept with data collection techniques through interviews, and observations.So, based on the results of this study, it was found that social education in reducing the number of traffic accidents is still not optimal because it is motivated by several factors, both internal and external factors that affect the implementation of the traffic education. Analyzed by using the SDO Theory explaining the implementation of direct social services in reducing the number of traffic accidents and then using the Communication Theory and Binluh Concept which describes the implementation of the direct social education to the community is to provide an appeal or socialization to the public regarding traffic rules with the aim of the community getting education about safety in traffic. cross. Penelitian ini dilatarbelakangi oleh penurunan jumlah pemohon SIM dari tahun 2017 s/d 2021 dan adanya keluhan dari masyarakat tentang pelayanan SIM di Polres Tegal Kota. Tujuan penelitian ini adalah mengetahui pelaksanaan pelayanan SIM, faktor-faktor yang mempengaruhi pelayanan SIM dan upaya Satuan Lalu Lintas polres Tegal Kota dalam meningkatkan pelayanan SIM guna terciptanya pelayanan prima Konsep dan teori yang digunakan penulis adalah konsep pelayan prima, konsep pelayanan SIM, teori manajemen, dan teori kepuasan masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif analisis . Berdasarkan hasil penelitian, penulis menemukan fakta bahwa terdapat hal yang belum terpenuhi sesuai dengan konsep pelayanan prima. Dalam pelaksanaan yaitu unsur-unsur dan fungsi tahapan, upaya yang dilakukan untuk peningkatan peran, dan faktor-faktor yang mempengaruhi kondisi awal belum maksimal dan juga masih terdapat kendala. Dapat disimpulkan bahwa pelayanan SIM di SATPAS Polres Tegal Kota belum prima. Saran yang diajukan adalah meningkatkan kemampuan personil dari pengetahuan, meningkatkan dan memperbaiki sarana dan prasarana, serta. Memperbaiki media informasi mengenai pelayanan SIM di SATPAS Polres Tegal Kota. Kata kunci: Upaya, Satuan Lalu Lintas, Polres Tegal Kota.

Abstract

The final project written by author discusses the optimization of the Sat Reskrim performance, especially members of the Resum I unit in resolving the crime of theft with weights in the jurisdiction of the Sragen Police. This is motivated by theft with weighting which is still a crime with a high crime rate compared to others. Therefore, the Sat Reskrim Polres Sragen seeks to optimize performance so that its implementation is in accordance with the Regulation of the Head of the Indonesian National Police Number 6 of 2019 concerning Criminal Investigations and Perkabareskrim Number 1 of 2014 concerning SOPs for Planning for Criminal Investigations. This study aims to: (1) describe the performance of the Criminal Investigation Unit in the settlement of the criminal act of Curat, (2) describe the efforts to optimize the performance of the Criminal Investigation Unit in the settlement of the crime of stealing. In the conceptual literature to analyze the problems above, several theories are used in the research, namely; Management theory, and Performance Theory. While the concept used is the concept of Optimization, the concept of Theft by Weighting. This type of research uses field research and a qualitative approach. Data collection techniques used are interviews, observation and document research. Data analysis techniques used include data reduction, data presentation and drawing conclusions. The results of the study found that there were still obstacles, namely the lack of members of the Sat Reskrim Polres Sragen making it difficult to resolve criminal cases due to the large number of criminal cases that occurred. Lack of public knowledge of the importance of crime scenes, many damaged crime scenes. The conclusions in this final project, (1) The Sat Reskrim's performance is still not optimal, it must be adjusted to Perkap No. 6 of 2019. (2) Efforts to optimize performance are still not carried out properly, but evaluations must still be carried out to control the performance of members.
