Abstract

This paper examines the dynamics of the promotion process within the West Kalimantan Province's administrative structure. This essay's main concern is with laws and rules that have carefully and objectively governed the public bureaucracy's promotion system. The data are secondary data from numerous books, journals, internet news sources, and scientific papers. The method is qualitative with a descriptive approach. Data were gathered and examined from the various literatures. The study's findings show that the West Kalimantan Provincial Government's promotion system continues to give priority to traditional, structural, and patrimonial values, leaving employees who receive promotions in a powerless position with no leverage when negotiating with superiors. The study's finding is that Indonesia has only just begun to implement contemporary bureaucracy, and that it has not fully integrated its values.

Abstract

This study aims to determine the performance of Posyandu cadres in Gunong Kleng Village in inputting dvia a computer. One form of participation in the health sector is the integrated service post (posyandu), which manages the posyandu are cadres. Posyandu cadres have a very important role because it is a health service. The duties of cadres in posyandu activities are registering, weighing every child or mother who comes at the posyandu, maternal and child services in the MCH book are given to health workers. Integrated service posts (posyandu) also provide convenience to the community in the field of basic health services to ease the decline in maternal and child mortality. In this study, qualitative research methods were used which were carried out while at the Keuchik Office of Gunong Kleng Village, precisely at the time of posyandu activities. Among the informants taken were all posyandu cadres in Gunong Kleng Village. Research data collection techniques taken are observation, interviews, and documentation. Due to the educational history of junior high school and high school cadres, the average cadre cannot operate a computer to input data. They still use how to input data manually and after being inputted manually they take it to a typing service to type it in.

Abstract

The purpose of this study was to determine the supervision of the instruction of the Banyuasin Regent Number 1564 regarding PPKM at the Saleh Mukti Village Level, Air Salek District, Banyuasin Regency. Data collection techniques were obtained directly from research informants, in the form of interview results. The results of the research indicator set school standards for carrying out the regent's instructions, namely teachers and students are required to carry out the obligation to use 3M, namely washing hands, maintaining distance, and wearing masks. In addition, the restrictions on face-to-face learning hours are also reduced shorter than in normal conditions. Supervision is carried out at places of worship, where worshippers must discipline themselves in carrying out worship such as wearing masks, maintaining distance, and washing hands. By regent's regulation number 1564 of 2021, the village of Saleh Mukti out of 16 regent rules has optimized but only 8 standards have been achieved. The instructions of the regent of the pious village community felt confused about what to do, it seemed that the community followed the rules seen from television, and information through social media, and at the previous time the regent's instructions still looked unremarkable. After the instructions were imposed, residents obeyed the instructions of the Banyuasin Regent Number 1564 of 2021. Enforcement for people who do not comply with the regulations is carried out by reprimanding, and socialization is carried out to the community to always comply with existing regulations. If there is a situation that causes crowds, the village government, police officers, and the Covid-19 task force will disperse the existing crowds. This is a deterrent effect for people who do not comply with the rules that have been put in place.

Abstract

This study aims to determine the efforts and obstacles of the Banda Aceh Resort Police Traffic Unit in tackling Traffic Violations by Teenagers as Motorcyclists. This research uses qualitative methods. Data sources are obtained through methods of observation, interviews, and documentation. The data inspection technique uses the triangulation technique method. The results of the study are known that the efforts of the Banda Aceh Resort Police Traffic Unit in tackling traffic violations committed by teenagers as motorcyclists, preventive actions, namely collaborating with several schools in Banda Aceh City to educate students not to do dangerous things using their motorcycles, either by violating traffic rules or by modifying motorcycles that can interfere with the driving comfort of others. Repressive efforts are carried out with raids to regulate traffic violations, to provide education and a deterrent effect so that teenagers who are not old enough to ride motorcycles do not use motorcycles on the road. The obstacles of the Banda Aceh Resort Police Traffic Unit in tackling Traffic Violations by Teenagers as Motorcyclists are, Neglected by parents has led to an increase in the phenomenon of school students using motorcycles even though they are not yet 17 years old. Research advises it is hoped that parents can provide understanding to their teens not to use motorcycles on the road because of the risk of accidents and crossings by the police for violating traffic rules

Abstract

To improve the economic capacity of a region, one of which is by investing in accordance with the paradigm of Endogenous Development strategy, which is to harmonize natural forces with human resource strengths. However, we still encounter many problems when we are about to make this investment, one of the problems is related to licensing which is still very complicated, requires a very long and complicated bureaucratic route. This is what prompted the researchers to conduct research on what is the problem with the difficulty of the licensing process. The researcher conducted this research using a qualitative research method in which he analyzed data from interviews with informants involved in the investment. The results obtained in this study are that there is still a large gap between investment interest and investment realization, which is one of the reasons for the weakness in policy implementation and communication between organizations.

Abstract

This study aims to analyze the digitalization of democracy in the implementation of e-voting in Pilkades in Bantaeng Regency, South Sulawesi. This study is based on qualitative research by gathering data through observation, interviews and questionnaires. The results of this study indicate that, first, the implementation of e-voting policies as a political innovation is carried out by formulating policies, namely compiling regulation as the first step in the process of public policy innovation. Second, the process of implementing e-voting consist of several stages, namely the stages of the preparation, nomination, voting, final recapitulation and inauguration where the preparatory stage to the final recapitulation is not much different from the conventional Pilkades implementation (paper based). The difference lies more in the use of electronic systems. The form of using electronic application in voting through the direct electronic recording (DRE) system. Third, evaluation of the e-voting policy based on the five aspects evaluated related to the implementation of e-voting in village head elections, as a whole that the five aspects which include effectiveness, efficiency, fairness, adequacy and responsiveness can be stated that the process has been carried out properly in accordance with the indicators or standard e-voting implementation criteria in village head election. Furthermore, evaluation of fie aspects is also a concern for the government regarding improvement to the implementation of e-voting in village head election. With improvements in some of these aspects, it can be stated that the application of e-voting in village head election as a political innovation can be continued as part of the process of digitizing democracy.
