Abstract

This research is motivated by the existence of a policy issued by the government, namely Permendes No. 6 of 2020 concerning Priority for the Use of Village Funds. This study aims to determine the factors that affect the success of handling Covid-19 in Selakau District. This type of research is qualitative research. The results showed that 1) Communication and coordination between implementing actors was carried out well, namely an understanding of the tasks carried out between agencies in handling Covid-19 which resulted in extraordinary synergy in the success of handling Covid-19. 2) The attitude of the implementers shown by the actors / implementers in handling Covid-19 was very good in responding to various policies set by the government. With the attitude of the implementers, it gives public confidence in the implementation of the Covid-19 prevention policy. 3). Human resource support was demonstrated by the formation of Task Force Teams at the Village and Subdistrict Levels. In terms of financial resources, the government has issued various regulations to be able to support the success of this program including Permendes No. 11 of 2019 concerning Priority for the Use of Village Funds which provides opportunities for village governments to use Village Funds for BLT in handling Covid-19 4) The bureaucratic structure implemented in handling covid-19 takes an open bureaucratic structure model, meaning that this model provides opportunities wide for all parties to be involved in the formulation of goals and there is space in forming new institutions, new models or strategies that are more locally oriented, such as developing a solution system a problem based on the participation of all elements, so that there are wider opportunities for involvement bottom-up and top-down balanced.   Keywords: Implementation, Policy, Village Fund BLT, Covid-19

Abstract

This paper examines the dynamics of the promotion process within the West Kalimantan Province's administrative structure. This essay's main concern is with laws and rules that have carefully and objectively governed the public bureaucracy's promotion system. The data are secondary data from numerous books, journals, internet news sources, and scientific papers. The method is qualitative with a descriptive approach. Data were gathered and examined from the various literatures. The study's findings show that the West Kalimantan Provincial Government's promotion system continues to give priority to traditional, structural, and patrimonial values, leaving employees who receive promotions in a powerless position with no leverage when negotiating with superiors. The study's finding is that Indonesia has only just begun to implement contemporary bureaucracy, and that it has not fully integrated its values.

Abstract

Kegiatan pengabdian ini dilaksanakan di Kecamatan Sajingan Besar mengusung tema proses reintegrasi bagi bagi korban perdagangan orang. Kegiatan pengabdian ini dilaksanakan mulai dari September hingga Oktober dengan bentuk pelaksanaan kegiatan terdiri dari ceramah penyampaian materi, sosialisasi, diskusi dengar pendapat. Sementara evaluasi yang dilakukan dalam kegiatan PKM  berbentuk analisis hasil pelaksanaan dalam bentuk analisis kuantitatif dari diskusi dengar pendapat. Berdasarkan kegiatan pengabdian yang dilaksanakan di Desa Sebunga Kecamatan Sajingan Besar, dapat disimpulkan bahwa masyarakat masih belum mengetahui dan memiliki pemahaman yang baik mengenai proses reintegrasi yang seharusnya diterima oleh korban perdagangan manusia. Namun, sosialisasi dan edukasi yang diberikan oleh tim pengabdian dapat membantu masyarakat dalam memahami bentuk perlindungan terhadap kejahatan perdagangan orang. Masyarakat juga mendapatkan edukasi yang baik terkait identifikasi korban, proses recovery, rehabilitasi sosial hingga proses reintegrasi secara komprehensif.

Abstract

Pengembangan pola etika dan moralitas yang baik sebagai komponen penting dalam pelayanan publik. Tujuan penelitian ini untuk menyoroti pola pengembagan etika dan moralitas pelayanan publik di lingkungan Aparatus Sipil Negara (ASN) di Kota Pontianak. Metode yang digunakan dalam penelitian ini adalah analisis deskriptif kualitatif. Hasil peneltian menunjukan bahwa terdapat upaya maksimal Pemerintah Kota Pontianak dalam pengembangan pola etika dan moralitas melalui program innovatioan in public service through open data. Program ini berbasis komputerisasi dengan pengembangan aplikasi yang diciptakan. Program yang dijalankan tersebut sebagai upaya dalam menciptakan suatu kultur yang mengutamakan kejujuran (culture of honesty), keterbukaan (openness), dan asistensi (assistance), yang merupakan atribut kunci dalam membangun lingkungan organissai pemerintahan yang rendah terjadinya inefisiensi maupun maladministrasi serta malpraktek dalam rangka meningkatkan kualitas pelayanan publik.

Abstract

Salah satu penyumbang pencemaran lingkungan yang signifikan adalah sampah plastik. Sifat sampah plastik membuatnya sulit terurai. Jika dilakukan secara alami, bisa memakan waktu ratusan tahun dan menghasilkan racun yang bersifat karsinogenik. Sebenarnya pemerintah telah mengambil sejumlah langkah untuk mengurangi kerugian yang ditimbulkan oleh sampah plastik. Namun masyarakatlah yang memegang kunci bagi maksimalnya upaya pengurangan sampah plastik tersebut. Penerapan prinsip 3R menjadi langkah selanjutnya selain mengganti bahan plastik dengan bahan yang lain agar dapat mengurangi penggunaannya. Berdasarkan hal tersebut digagaslah pengabdian kepada masyarakat ini untuk menyosialisasikan pengelolaan sampah plastik kepada masyarakat Desa Punggur Kecil Kabupaten Kubu Raya sebagai pengimplementasian community-based waste management. Hasil dari kegiatan ini diperoleh peningkatan pengetahuan dan tingkat kepedulian dari masyarakat terhadap permasalahan pengelolaan sampah plastik. Diharapkan kegiatan serupa dapat dilakukan secara simultan oleh seluruh stakeholder, penguatan regulasi, serta didukung dengan pelatihan serta pemenuhan sarana dan prasarana seperti TPS dan Bank Sampah.

Abstract

Pemerintah Indonesia menetapkan Perpres No 72 Tahun 2021 tentang Percepatan Penurunan Stunting dengan mentetapkan 5 Pilar Strategi Nasional. Untuk memperkuat pelaksanaannya peraturan tersebut mengamanatkan pelaksanaannya salah satunya kepada Pemerintah Daerah Kabupaten. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan 5 pilar tersebut di Kab. Kubu Raya sebagai lokus prioritas di Kalimantan Barat. Peneliti menggunakan metode kualitatif dengan analisis deskriptif dari sumber data primer dan sekunder. Fokus penelitian dianalisis dengan model implementasi kebijakan Edward III yakni: komunikasi, sumber daya, disposisi dan struktur birokrasi sekaligus refleksi dari indikator 5 pilar strategi nasional pencegahan stunting yakni: 1) Komitmen dan Visi Kepemimpinan Nasional dan Daerah; 2) Kampanye Nasional dan Komunikasi Perubahan Perilaku; 3) Konvergensi Program Pusat, Daerah dan Desa; 4) Ketahanan Pangan dan Gizi; serta 5) Pemantauan dan Evaluasi. Secara umum hasil penelitian menunjukkan bahwa implementasi kebijakan 5 pilar tersebut telah terlaksana dengan baik pada indikator komunikasi, sumber daya, disposisi dan struktur birokrasi, meskipun terdapat hambatan pada beberapa indikator lainnya, diantaranya belum semua pimpinan Organisasi Perangkat Daerah menanda tangani lembar komitmen rembuk stunting, waktu pelaksanaan rembuk stunting kabupaten belum sesuai dengan siklus pelasanaan aksi konvergensi, Pemda belum memiliki kebijakan spesifik terkait peningkatan fortifikasi pangan, publikasi tahunan belum secara konsisten dilakukan, terdapat perbedaan data antara SSGI dan E-PPGBM yang sangat jauh, serta updating data yang belum optimal terkait ketersediaan SDM TPG dan ketersediaan data kunjungan posyandu.

Abstract

This study explores how lecturers at Tanjungpura University implement case and project-based learning models to strengthen the Merdeka Curriculum. Employing a qualitative approach with a descriptive method, data were gathered from 49 lecturers across various faculties through questionnaires and unstructured interviews. Data analysis involved descriptive techniques, with questionnaire results analyzed by frequency and percentage, while interview responses were interpreted qualitatively to identify key themes. Findings indicate that while many lecturers have begun integrating case and project-based learning, the extent of implementation varies significantly among faculties. Significant challenges include a lack of awareness and understanding of these models, insufficient institutional support, and difficulty integrating these methods into theory-heavy or practice-oriented courses. However, factors such as the need to align teaching practices with accreditation standards and the availability of faculty development programs are essential enablers. The study concludes that case and project-based learning hold significant potential for enriching the Merdeka Curriculum, and more structured support and awareness-building initiatives are necessary to realize their full benefits. Recommendations for lecturers include improving competencies through training, collaborating in learning design, and developing evaluation methods. For policymakers, strengthening institutional support, socializing the curriculum, and reviewing policies to integrate case and project-based learning are advised.

Abstract

The present study explores the good governance processes of border management in Entikong Subdistrict. The Entikong Subdistrict in West Kalimantan is a priority district that receives special attention from Indonesian central and local governments. The Entikong border post started operating in 1989, making it the first land border in Indonesia. Nevertheless, despite its aged history and many development efforts within the area, the economic growth and welfare of the border community remained stagnant. The data for this article were collected through a field work in Entikong for four months in 2022 in which we conducted observation, interviews, and focus group discussion with local residents and government officers. This study reveals that good governance became the focal issue explaining Entikong’s lack of development by providing two problems in the border development at Entikong: 1) the government’s inconsistency on the road widening project and 2) the complexity of governance and bureaucracy. This paper further elaborates on the essence of locality in good governance practices while simultaneously addressing the authority division problems and communication towards the demands of the local community. This study argues that better public communication patterns should be implemented to avoid misunderstandings within the community and increase the participation of local citizens, government, and civil society in the development process of the border area.

Abstract

Law of the Republic of Indonesia No. 36 of 2009 concerning Health, Article 17 paragraph 1 states that the government is responsible for the availability of access to information, education, and health service facilities to improve and maintain the highest possible degree of health. In addition, Article 168 states that to carry out effective and efficient health efforts, health information is needed, which is carried out through information systems and through cross-sector cooperation, with further provisions even regulated by Government Regulations. Meanwhile, Article 169 states that the government provides convenience to the public to gain access to health information in an effort to improve the degree of public health. Community-Based Total Sanitation (STBM) is an approach to change hygienic and sanitary behavior through community empowerment by triggering. The implementation of STBM aims to realize hygienic and sanitary community behavior independently in order to improve the highest degree of public health (Permenkes RI No. 3 of 2014). In this research method, researchers use a type of descriptive research with qualitative analysis because it is considered more appropriate in describing various phenomena, facts, and existing data in order to be more detailed about the implementation process, implementors / officials involved, target group responses and provide an accurate picture of the various obstacles faced. The results of the study explained that villages that implement STBM, within the scope of villages in Bengkayng District, STBM is still very low, this is due to the lack of frequency of triggering carried out by puskesmas and health offices, limited funds and low community response. The lack of success of the STBM program from the triggering process to post-triggering is because the community is difficult to collect so that the monitoring and monitoring process is hampered. Abstract

Indonesia is an archipelagic country with ethnic and linguistic diversity. Through the Sumpah Pemuda (Youth Pledge), the Indonesian people agreed on Indonesian as a unified language to facilitate communication between people who have different local languages. However, in the current era of globalization, the existence of the Indonesian language is starting to be eroded. Many foreign languages are preferred in public spaces. Even though this is not in line with the mandate of the Indonesian constitution. Therefore, strengthening efforts are needed through the synergy of the younger generation in prioritizing the Indonesian language in public spaces through community service activities. This activity was carried out targeting the younger generation of 11th-grade students of SMA Negeri 1 Sungai Raya in Kubu Raya Regency as many as 30 people, through socio-political studies that focus on regulations and synergy. The forms of activity used in implementing this activity are in the form of giving a pre-test, giving material and face-to-face discussions accompanied by practice, and giving a post-test. The result of this activity is an increased understanding of the younger generation regarding the constitutional mandate of prioritizing the Indonesian language in public spaces through synergy between the younger generation and synergy between related actors such as the government, business sector, media, and academics.
