Abstract

University is one of the educational facilities in order to equip oneself with the knowledge and skills needed to face the future. There are several factors that underlie prospective students in determining the major they want to enter at university. This study aimed to describe the factors for selecting a medical records and health information study program for new students at Universitas Esa Unggul, Jakarta, Indonesia. This research is a descriptive observational study. The inclusion criteria for this research were new students from the Universitas Esa Unggul medical records program class of 2023 who were willing to take part in this research process. The research subjects were carried out using proportional random sampling techniques. A total of 129 students participated in this research. Data collection was carried out using a questionnaire. The study results showed that most of the students were teenagers (58.1%) and women (67.4%) and chose the regular program (76.7%). The highest factors influencing new students' decisions are accreditation (university image) (90.31%) and employment availability (89.73%), while the lowest is the interest factor, namely the dream of becoming a medical recorder (76.16%). In conclusion, the study program image factor (accreditation) is the underlying factor in selecting a medical records and health information study program for new students at Universitas Esa Unggul, Jakarta, Indonesia.

Abstract

Efforts by the Regional Civil Service Agency (BKD) of Central Java Province aims to improve public services and the operational efficiency of the state civil apparatus. Based on data related to primary and secondary law, legislation and policy, this research uses a qualitative normative juridical approach. This research emphasizes several important points, including improve public service quality and operational efficiency of state civil servants; BKD's efforts to improve services through the placement of employees in accordance with their competencies; implementation of SINAGA to improve personnel administration; and the performance of the Central Java BKD. strategic planning for the future that focuses on the industrial revolution 4.0. This study shows that BKD Central Java is trying to improve service quality by increasing employee competency, providing adequate facilities and infrastructure, and utilizing information technology by introducing the SINAGA application. However, there are several obstacles and difficulties to overcome, such as a lack of adequate human resources and difficulties related to changing regulations. The Central Java Province BKD must continue to develop innovation and technology for personnel administration, strengthen a fair performance evaluation system, and ensure that employee needs are met. With this improvement, it is hoped that personnel services in this field will continue to improve.

Abstract

The objective of this article is to elucidate the administrative onus within the Department of Industry and Trade in the Central Java Province. Various perspectives, including expert analyses and interviews with sources, might be employed to elucidate this issue. This research employed methodological strategies such as informant interviews, historical reviews, and evaluations grounded in specific facts. This paper employs a normative legal methodology, utilizing primary data sources such as interviews and secondary data sources such as literature reviews, including legal and non-legal materials. Based on this analysis, it can be deduced that there exists a theory regarding administrative burden, specifically the concept of compliance burden. The government's policies have consequential effects on the community. There are signs of bureaucratic obstacles inside the Industry and Trade Department of the Central Java Province.

Abstract

Complete systematic land registration is a manifestation of the State's concern in the land sector, where it is responsible for fulfilling legal certainty for each property right holder. The program is held simultaneously throughout Indonesian territory and has its own objectives. The terminology of this PTSL realizes a form of perfection of the listing of the National Agrarian Operations (PRONA) project, where the stage of land certification is implemented on a massive and organized basis. The purpose of writing this article is to analyze the maintenance of the PTSL work program implemented by the land office of the district of Semarang. This research method uses normative research methods, which are qualitative descriptive and are derived from secondary data, namely data obtained through observations and interviews at the Land Office of Semarang Regency as well as from a variety of literature that comes from the article. By 2023, the City of Semarang, through the Land Office located in Semarang Regency, again became the target to obtain the target 26.139 fields of land that must be certified and has successfully completed as many as 17.629 certificates so that the percentage of performance with the presence of this PTSL program is 67.44 percent. The program has been conducted regularly and quite effectively, but it also raises some questions that still need to be addressed.

Abstract

This study discusses the administrative burden on the Office of Community Empowerment, Village, Population, and Civil Registration (Dispermadesdukcapil), especially in the field of Village Planning. The method used in this study is empirical jurisprudence by examining policies that have been in effect and in reality, in people's lives. This study is oriented towards the basic data obtained directly from research conducted in the field, i.e., by interview data collection techniques. Each state administrative tool certainly has its own administrative burden, including the Village Planning Sector Dispermadesdukcapil, which consists of two sections, namely facilitation of village government regulation and evaluation of village development arrangement. The field of Village Planning has its own tasks and functions that focus on facilitating the regulation of the village government. In its implementation, the office issued several policies, and there are certainly obstacles experienced in various ways, both in facilitating regulation, budget, and other activities.

Abstract

This article comprehensively examines the administrative burden on Semarang Regency's Spatial Planning Office and the ways in which it can be addressed. From a HAN perspective, administrative burden is often seen as a consequence of the regulation and administration necessary to ensure that the government operates in accordance with the law and is transparent and accountable. The method chosen in this research is a descriptive qualitative research method with a socio-legal approach. The subjects in this research are community stakeholders of Semarang Regency, the Head of Semarang Regency Spatial Planning Office, as well as civil apparatus. This research found that strategic steps can be taken to reduce it significantly. It should be recognized that administration is an integral part of every organization's operation, and some level of regulation and governance is necessary to ensure transparency, accountability, and policy compliance. In that regard, agencies can reduce the administrative burden by implementing advanced information technology, automation of routine processes, and bureaucratic reforms to improve efficiency. Human resource training and development can also play a role in improving employees' skills in managing administrative tasks. In addition, stakeholder engagement and inter-agency cooperation can help simplify regulations and reduce administrative overlap. This research recommends this approach, which can help create a more efficient administrative environment that is responsive to changing organizational dynamics and the external environment.

Abstract

The government organization responsible for managing, promoting, and supervising the employment sector is the Manpower and Transmigration Office or Disnakertrans. The Manpower and Transmigration Department, which is responsible to the Governor through the SEKDA, is tasked with implementing government policies related to employment and transmigration. This research uses a normative juridical method, namely a method that looks at legal doctrine, principles, norms, and general rules through the lens of literature study and legal research, as well as using interviews and observations. This research discusses the administrative burden borne by the community as well as the effectiveness of work programs offered by the Manpower and Transmigration Office. The programs of the Semarang Regency Manpower and Transmigration Office have been running effectively, although there are still several challenges and obstacles. Apart from that, there is an administrative burden on society, where people with low backgrounds have difficulty accessing social media to search for information related to the Manpower and Transmigration Department.

Abstract

This research aims to examine the challenges and obstacles faced by the Regional Revenue Agency (Bapenda) of Semarang City in handling administrative burdens, as well as the efforts and steps taken to reduce and optimize these burdens. The research method used is a normative juridical approach with qualitative and inductive methods. Primary data were obtained through interviews with the Head of the Finance and Regional Property Subdivision of Bapenda Semarang, while secondary data consisted of relevant regulations. The results indicate that Bapenda Semarang faces high workloads, a large volume of administration, technological and information constraints, and a lack of public awareness regarding administrative obligations. Efforts made by Bapenda Semarang include the use of information systems, the implementation of tax reduction regulations, human resource development, and the expansion of service locations. Despite progress, there are still obstacles, such as the public's lack of understanding of information system features. Increasing the number of employees, implementing standard operating procedures (SOP), and providing incentives for staff involved are part of the applied solutions. This research provides a comprehensive overview of the challenges and efforts made by Bapenda Semarang in handling administrative burdens. Suggestions involve increasing public awareness, optimizing information systems, improving technological infrastructure, and developing human resources.

Abstract

Humans have a central role in the overall dynamics of the organization, especially in the context of the Department of Cooperatives, Micro Enterprises, Industry, and Trade (Disperindag) of Semarang Regency. The role of humans as organizers and managers of organizational activities is the key to success, with competent human resources (HR) being assets that must continue to be trained and developed. The success of an organization really depends on the ability of human resources to achieve the goals that have been set. However, HR is also faced with challenges, both internal and external. Internal factors include an individual's personal abilities, while external factors involve changes in policies and regulations, which can affect employee performance. Technological limitations, especially among senior employees, are an obstacle to achieving optimal performance, requiring additional efforts to adapt to current developments. The Semarang Regency Department of Industry and Trade, as a government agency, is facing various problems, especially regarding employee workload in dealing with changes in regulations and internet-based work systems. These obstacles can affect employee performance, requiring further adjustment and training efforts. Therefore, understanding and handling these factors is the key to increasing effectiveness and efficiency in achieving organizational goals.

Abstract

Administrative expenses are all forms of activities that are supporting and do not directly contribute to achieving organizational goals. This study aims to describe the administrative burden on the Semarang Regency Public Works Office, one of the regional apparatus organizations (OPD) responsible for providing public works infrastructure in the area. This study analyzes the administrative burden in terms of finance, human resources and work processes. The results of the analysis show that the administrative burden from a financial perspective is still low, while the administrative burden in terms of human resources and work processes is quite high. There are several efforts to optimize administrative management, such as increasing employee capacity and competence, utilizing information technology, simplifying procedures, increasing transparency and accountability, and carrying out regular monitoring and evaluation. The aim of this effort is to reduce the administrative burden to a minimum, so as to increase the efficiency and effectiveness of OPD in carrying out public works affairs in Semarang Regency.
