Abstract

Tiga puluh perangkap plastik dioperasikan untuk menangkap rajungan di perairan Palabuhanratu. Operasi penangkapan dilakukan sebanyak 16 kali pada kedalaman perairan ± 20 m dengan jenis substrat dasar berupa pasir berlumpur. Bentuk perangkap terdiri atas kubah, limas terpancung, dan balok. Adapun 2 jenis umpan yang digunakan adalah cucut (Rhinodon typicus) dan tembang (Sardinella spp.). Penelitian bertujuan untuk mendapatkan komposisi jenis rajungan yang tertangkap, jenis umpan yang disukai rajungan dan bentuk perangkap yang paling efektif menangkap rajungan. Hasil penelitian menunjukkan bahwa komposisi hasil tangkapan terdiri atas 249 rajungan bintang (Portunus sanguinolentus), 2 rajungan karang (Charybdis feriatus), dan 2 rajungan badak (Portunus pelagicus). Umpan cucut lebih disukai rajungan bintang dibandingkan dengan tembang. Umpan cucut menghasilkan 136 rajungan bintang dan umpan tembang 113 menghasilkan rajungan bintang. Perangkap berbentuk kubah menangkap 103 rajungan bintang. Perangkap berbentuk kubah lebih efektif dibandingkan dengan perangkap berbentuk limas terpancung dan balok.Kata kunci: umpan, bentuk perangkap plastik, rajungan

Abstract

Dengan adanya Undang-undang nomor 32 Tahun 2004 tentang Pemerintahan Daerah, Pemerintah daerah dalam hal ini pemerintah kabupaten atau pemerintah kota memiliki peranan penting dalam pengelolaan perikanan karang. Disisi lain kapasitas sebagian pemerintah kabupaten dan kota dalam pengelolaan perikanan masih relatif lemah. Sehingga banyak pemerintah kabupaten dan kota tidak melakukan kegiatan pengelolaan perikanan karang. Kota Sabang, merupakan kota terletak di ujung barat laut Pulau Sumatera, termasuk wilayah Provinsi Aceh. Berdasarkan Rencana Pembangunan Jangka Panjang Kota Sabang, bidang perikanan merupakan salah satu bidang prioritas dalam rencana tersebut. Salah satu masalah utamanya adalah kapasitas pemerintah Kota Sabang masih terbatas dalam melakukan pengelolaan perikanan khususnya perikanan karang sehingga memiliki kelemahan dalam menyusun strategi pengelolaan perikanan. Tujuan penelitian ini adalah: adanya kajian status kelembagaan pemerintah kota sabang dalam melakukan pengelolaan perikanan karang; dan adanya strategi dan rekomendasi pengelolaan perikanan karang berdasarkan status kelembagaan. Metode yang dipakai dalam studi ini adalah Institutional Development Framework (IDF) yang dikembangkan oleh Renzi (1996) dan Manulang (1999). Hasil penelitian menunjukkan secara kelembangaan, Dinas Kelautan, Perikanan dan Pertanian (DKPP), Badan Perencanaan Pembangunan Daerah (BAPPEDA), dan Badan Pengendalian Dampak Lingkungan, Kebersihan dan Pertamanan (BAPEDALKEP) berada dalam tahap pemantapan dalam melakukan pengelolaan perikanan karang.Kata kunci: kapasitas pemerintah, pengelolaan perikanan, perikanan karang

Abstract

Indonesia has signed Port State Agreement that initiated by Food Agriculture Organization (FAO), therefore some specified fishing ports including PPSNZJ should serve international ship well and safely. PPSNZJ, the biggest of fish market center, needs to prepare developing national and international marketing. Descriptive analysis was used to describe market activities in PPSNZJ, and SWOT analysis was used to obtain development strategy of PPSNZJ as a fish market center. The result showed that fish supply composition was 51,4% by fishing vessel landing in PPSNZJ and 48,6% by fish that transported into PPSNZJ. Share market of PPSNZJ consisted of export market (8,71%), domestic market (26,18%) and fish processing industry (65,11%). Development strategies of PPSNZJ as a fish market consisted of product strategy, facilities and infrastructure strategy and institutional strategy.Key words: development, fishing port, fish market center, strategy

Abstract

Bali Strait has potential abundance of pelagic fishery resources such as Indonesian oil sardine (lemuru), frigate mackerel (tongkol), scad mackerel (layang), short-bodied mackerel (kembung) and others which can be caught mostly using purse seine. Fishery resources are combined and also known asmultispecies; therefore this research aimed to analyze the model of bio-economic multispecies exploitation of pelagic fishery resources in Bali Strait. The analytical methods that used in this research were estimated dynamic model of Walters and Hilborn (1976) and analysis of bio-economic model. The results showed that actual production of exploitation of pelagic fishery resources in Bali Strait, was lower than the rate of sustainable production especially Indonesian oil sardine and short-bodied mackerel. Production and fishing effort were below the actual optimal value. The management of pelagic fishery resources in Bali Strait did not show a good level of economic efficiency. Thus the exploitation of pelagic fishery resources in Bali Strait using purse seine could still be increased.Key words: bio-economic, multispecies, optimal

Abstract

Marine ornamental reef fish trade is a huge industry with trade value USD 200-350 million/ year. Seribu Islands, Jakarta is one of the main ornamental reef fish catch area in Indonesia. The aim of this study was to compare ornamental fishing activities with total allowable catch (TAC). Ornamental reef fish catch data were collected from fishermen annually within 2007-2009, while reef fish population data are collected using underwater visual census every two years. The results showed that the total catch of 18 marine ornamental reef fish species exceeded TAC in 2007. Then there were 22 species in 2008 and 17 species of marine ornamental fish in 2009 that their catches were more than TAC. In addition, fish that are always included in the ten highest caught fish within 3 years were Cryptocentrus cinctus, Pomacentrus alleni, Pterosynchiropus splendidus, Premnas biaculeatus, and Amphiprion ocellaris. Abstract

Sardine oil (Sardinella lemuru Bleeker 1853) is the one of fish target of fishermen from Banyuwangi and Jembrana who fish in Bali strait. An in-depth study on current utilization rates and over 6 year period is required to obtain information on utilization of the sardine oil. . This study can be used as a guideline in formulating a policy in fishery management to promote sustainable sardine oil resources in Bali Strait. The purposes of this research were to calculate catch per unit effort (CPUE) of fishing gears, determine the standard fishing gears, determine of the production function, and determine feeding habits of sardine oil by analysing the stomach contents. Compared to other fishing gears, CPUE of purse seine has the highest average which made up 332.2032 metric ton per unit. Based on the calculation of the production function, the value of Cmsy was 88,358.71 metric ton per years, and the value of Emsy was 414.601 units. The analysis of the stomach contents showed that sardine oil’s food was plankton which consisted of phytoplankton and zooplankton. During the 6 year period, utilization of sardine oil resources was still allowed, because the highest catch did not exceed Cmsy. However, to sustain the resources, management and regulation in the use of fishing gears, especially purse seine was still needed. It can be done by renewing the joint decree between Governor of East Java and Bali in 1992.Key words: resources analysis, sardine oil fisheries, Bali Strait

Abstract

Utilization of fishing area in Banten Bay by various activities may cause multi sectors conflicts related to management of the bay. The integrated zone system in that area has not been established yet; therefore it is needed to be studied. The objectives of this study were to 1) determine fishing season and fishing ground; 2) determine indicators and criteria of fishing zone; 3) establish fishing zone. The study was conducted in four fish landing centers which are located in Karangantu, Terate, Wadas, and Kepuh from January to April 2010. Data were collected by surveying analyzed using the fishing season index analysis, relationship analysis between sea surface temperature, chlorophyll-a and fish abundance, and GIS analysis. Based on the results, it were revealed that 1) peak fishing season of pelagic fish was from November to January and demersal fish was from November to December; 2) the catches from fishing grounds surrounding Panjang island were anchovies, trevallies, squids, Indian mackerels, pony fishes, Fringescale sardinella; surrounding Pamujan besar island were threadfin bream, shrimps; and surrounding Tunda island were eastern little tuna, narrow barred king mackerels, black pomfret, red snapper, great trevally, scads, mullets, squids; 3) development indicators of fishing zone were (i) feasibility of fishing ground, (ii) compatibility of fishing gears with fishing grounds, (iii) possibility of conflicts, (iv) infrastructure, (v) carrying capacity of environment; 4) Banten bay water was divided into three fishing zones, they were (i) passive zone, (ii) passive and outboard motor zone, (iii) active and inboard motor zone.Key words: fishing ground, fishing zone, utilization

Abstract

Cilacap is the center of the shrimp fishery in Central Java’s south sea. Lately, the shrimp resources in that area have decreased biologically, which is characterized by a decrease in shrimp production trend line. From 2004 to 2008 there was a decrease by 6.3% per year which was caused by large scale utilization in shrimp resources and degradation in carrying capacity. This study aimed to determine influential factors in decreasing shrimp production and to develop strategies for business development in Cilacap’s shrimp fishery. Data were analyzed using the fish-bone diagram and SWOT (Strengths Weakness Opportunities and Threats) analysis. Influential factors in decreasing shrimp production were 1) fishermen; 2) units of fishing; 3) mangrove forests; 4) fishing methods, and 5) shrimp resources stock. Strategies for Cilacap shrimp fishery management were 1) law enforcement in controlling the shrimp capture and mangrove exploitation; 2) the economic development of fishermen and society; 3) integrated shrimp fisheries management; 4) mangrove and aquatic ecosystems rehabilitation; and 5) increase the environmental and shrimp resources carrying capacity.Key words: Cilacap, fish-bone diagrams, management, shrimp fishery, SWOT analysis

Abstract

Management of fishery resources can be hampered by destructive conflict. A fairly long period of conflict, due to the institutional implications of conflict management is not effective, therefore this studyaimed to 1) map the institutional management of fishery resources, 2) reveal on the role of institutional management of fishery resources management, 3) develop a concept institutional management of capture fisheries. This study used a qualitative descriptive approach and was analyzed in narrative. The result showed that the institutions that played role in conflict management consisted of formal, non formal and community institution of traditional societies. Institutions were in a synergy in community based monitoring system of fisheries and marine resources - which consisted of society groups and have a network ranging from district to central government levels. They played a role in making operational policy for supervising and controlling fishery resources, coordinating and harmonizing the programs and activities among institutions, as well as taking actions to follow up the allegations based on the information from society groups.. Conflict resolution can be done effectively with the negotiation and facilitation techniques known as ADR (Alternative Dispute Resolution). Thus, conflict management was conducted cooperatively by prioritizing on acceptable and long term output. . Application of ADR was conducted by involving the whole of law functionaries. Its application was believed could smooth the various institutional functions.Key words: capture fisheries, conflict, institutions, management, resolution

Abstract

PSP 01 is a training-fishing vessel that was built in a traditional dock yard in Palabuhanratu, so it was not completed with design drawings and stability calculation. This paper discusses on determining the vessel’s suitability of design and stability condition followed by redesign of main dimension to obtain more optimal design. Simulation carried out in various load conditions and different vessel sizes to get the considerably ideal size of the vessel. The main dimension ratio and coefficient of fineness analysis showed that the vessel was appropriate as multipurpose vessel for fishing activities. Stability condition of the vessel either empty or in existing load condition met the criteria recommended by IMO with a maximum GZ was 0.33 m and an initial GM was 0.64 m. To improve the stability and fish hold capacity, the breadth and depth needed to be increased. The redesign resulted an alternative size ofmain dimensions which were LOA = 14.30 m; B = 5.14 m; D = 2.12 m.Key words: design, fishing vessel, multipurpose, stability
