Abstract

Study on stability of a purseiner, which is based in Lampulo, has never been carried out till now. The objective of the research is to analized quality of stability of a purseiner which is based in Lampulo Fishing Port based on its real load distributions. Stability analysis was carried out on some load distributions variations, such as: 1) Condition 1; departure (100% fuel-0% load) ; 2) Con-dition 2, 3 and 4; arrival from fishing ground (fuel remain 20%, 25%, 20% and load of fish 100%, 70%, 50% ) and 3) Condition 5; arrival from fishing ground (55% fuel-100% load). Krylov method combines with trapezoidal approximation was used for analyzing. The results show that in all load conditions, this purseseiner show a good stability with the highest GZ maximum value in condition 4 (GZ max 0.63 m) and the lowest is in conditon 5 (GZ mas 0.52). Comparing to the IMO reco-mendation on stability, all load variations above are comply with the recomendations.

Abstract

The purpose of this study is to analyze the conflict in Bengkalis waters and contributing factors. Analysis of the conflict is descriptive and the factors that cause conflict with the approach of analyzed Fisher et al. (2000). The study was conducted in the waters Bengkalis Regency. The results showed that the conflict in Bengkalis waters began in 1983 to the present. This conflict started when hunting for kurau (Eleutheronema tetradactylum) in the waters of District Bantan began to rise. Primary factors driving the conflict has not received much attention and as basis for conflict resolution that remains in progress. These factors are identified into three parts: 1) cultural background, 2) social factors, and 3) juridical factor.

Abstract

Liquid cargo in the hold of life fish carier might influence ship stability. This is due to effect of free surface that is generated by liquid cargo movement during ship motion. This research exa-mined the effect of free surface from two kinds of hold that are formed into box and cylinder shapes.The result shows that, the effect of free surface of liquid cargo that placed in box shape hold givesless impact comparing to the one in cylinder shape.

Abstract

The habits of Indonesian fisher who ride into the territory of the Australian fisheries often causing fluctuative relations between two countries, because repressive action of the Australian Government's apparatus. Therefore, the purpose of this study are: to assess the economic interest of fisher when get into the fishery regions of Australia, to analyze the offense of illegal fishing, and to get the eradication strategies of illegal fishing in two countries agreement areas. This study is a descriptive analysis, using a normative juridical approach which is equipped with comparative approaches. Based on the analysis yielded that 1) sea cucumbers and sharks are the main target of Indonesian fisher, wherein the value of profits from sea cucumbers of AU $ 14,000-AU $ 30,000, 2) illegal fishing violation occurred, i.e.; breach of the agreement not only operating areas, the utilization of fishery resources, environmental pollution, but also agents of illegal immigrants, 3) eradication of illegal fishing through the establishment of a legal approach by arbitration forming, and economic approach with alternative livelihoods development.

Abstract

Raja Ampat Regency in West Papua Province has abundance natural fishery resources. Marine Protected Area (MPA) has been established in marine areas of Raja Ampat Regency. To better manage of MPA is required with measureable parameters and clear indicators. To decide the indicator can be conducted by bioeconomic model approach. The results of research show that the establishment of MPA will increase harvest level and revenue. But “bigger is better” could’nt be adopted for the development of MPA. There is an optimal MPA size will contribute for increasing yields and revenue and can reduce the level of effort.

Abstract

Two species of scad fish (Decapterus russelli and D. macrosoma) is a major catch of purse seine in almost fishing area, its contributed approximately 58%. Production data of scad fish is based on catch data of purse seine which having fishing base in Java (2006-2007). Chlorophyll-a concentration, sea surface temperature and Photosyntetic Available Radiation (PAR) was derived from satellite imagery AQUA MODIS. That data is used to estimate primary productivity with Vertically Generalized Production Model (VGPM). The effect of ENSO (El Niño-Southern Oscillation) to scad fish fisheries also discussed. This research is aimed to get information about the effects of ENSO to primary productivity and abundance of scads in the southern part of Makassar Strait. Results showed scad fish abundance in the waters of the southern Makassar Strait fluctuates according to season, the peak abundance lasted for three months between November to January. Utilization of scad fish as 3th tropic level component showed percentage of utilization is 8,93% in 2006 and 14,59% in 2007. AQUA MODIS image data showed the highest chlorophyll concentrations occurred between February to April each year. While the highest sea surface temperature occurs in November-January period. There are indication that ENSO have indirect effect to chlorophyll-a consentrations and sea surface temperature. Both of them having relations with scad fish abundance in Makassar Strait.

Abstract

The research is aimed to reveal opportunity development of the capture fisheries in Talaud Islands Regency by using bionomy approach with Gordon-Schaefer model (Fauzy, 2005) con-cerning the dominant of illegal fishing activities around the area. The research was started by co-llected some secondary data on fish production and number of fishing units. Primary data were collected on catch composition and types of fishing gear. Gordon-Schaefer methods was applied to evaluate the tuna and skipjack resources in the area. The troll and pole and line are indicated as the dominant fishing gears used to catch the skipjack and tuna. In case of open access condition, the production will end up to 25,09 tons, while the resource rent will be end up to zero. For the development, simulations were exercised in 3 scenarios: 1) scenario of enhancing domestic fleet, 2) scenario of illegal fishing, and 3) scenario of net surplus. With those scenarios, if the illegal fishing could be eliminated, the capture fisheries in this regency could render economic value to 10 billion rupiah.

Abstract

Capture fishery conflicts is one issue that requires serious attention. The government has tried to overcome the fisheries conflicts by issuing various regulations, but the results have not been effective. This study aims to create a model of conflict management. The research method used the perception survey. Primary data collected through using a structured questionnaire done purposively to some respondents. Analytical survey of perceptions using SEM (Structural Equation Modeling). The results showed: (i) Simultaneously, the better the ability to identify the causes of the conflict the better the ability to determine the conflict resolution techniques. Furthermore, the better the ability to determine an appropriate conflict resolution techniques will increase support for the management of fisheries resources is responsible (ii) Partially causes of conflict are determined by the indicators of competition, opposition, economic, actors and cultural (ii) facilitation techniques, negotiation, litigation and avoidance can be used as an appropriate conflict resolution techniques (iii) an understanding of community participation and conservation of fishery resources determines the creation of sustainable fisheries resource management is responsible.

Abstract

Jakarta Bay and its neighbouring waters of Seribu Islands are categorized as fullly exploited water areas which theirs coastal areas accomodate multifunction services. Therefore, it needs precautionary approach to manage fisheries activity in that locations. The objectives of this study are to determine optimum allocation of fishing gears and fisheries development areas based on potential fishing gears in Jakarta Bay. The methods used in this study are Linear Goal Programming (LGP) and Locations Quotient (LQ). The result revealed that the potential fishing gears to be developed were pelagic danish seine, drift gillnet, boat lift net, set bottom long line, portable trap and muroami which have the optimum allocation for each fishing gear; 7 units, 98 units, 23 units, 18 units, 8547 units, and 798 units. The potential fishing gears for pelagic danish seine could be developed in Penjaringan and North Seribu Island Districts; drift gillnet could be developed in Cilincing District; boat lift net could be developed in Penjaringan District; set bottom long line could be developed in Penjaringan District; portable trap could be developed in Cilincing and South Seribu Island Districts while muroami could be developed in Penjaringan and South Seribu Island Districts.

Abstract

Kapoposang area is located in Pangkep Regency consist of six small islands and consist of high marine and fisheries resources, especially the white sandy beaches and coral reefs within its ecosystem. This is an important factor for further development of marine tourism based on conser-vation. Identification of marine tourism resources is the first step in development planning process. Focus Group Discussion (FGD) and survei method was applied in this research. The result show that this area is a potential area to be developed as marine tourism area based on conservation consideration.
