Abstract

Nepal's public service system faces significant challenges in effectively addressing citizen grievances. This study examines how Public Service Management operates as a Grievance Redressal Mechanism (GRM) within the Communication and Information Service. Utilizing a descriptive qualitative research design that involved five informants and a mixed-methods approach for data analysis, this research delves into the complexities of public service delivery in Nepal. Key findings highlight critical gaps in direct evidence, reliability, responsiveness, assurance, and empathy within the GRM. These deficiencies obstruct effective grievance redressal and undermine public trust. This study enriches the literature by providing a nuanced understanding of the challenges encountered by Nepal's public service sector and offers recommendations for enhancing grievance handling mechanisms. Abstract

Family responsibilities can impact workers’ employment relationships. These circumstances may lead to conflicts of interest between the dualities of working obligations and family duties. Workers might face discrimination, lower wages, delayed promotions, or other adverse outcomes because their employers perceive their responsibilities as secondary. Such challenges can affect all workers, particularly women, who are traditionally seen as the primary caregivers in the family. Employment relations are undergoing a shift in how workers carry out their duties. The emergence of working activities includes using digital platforms and alternatively creating working systems. This Digital Workplace trend involves completing tasks on digital platforms such as email, social media, or cloud systems. With this shift, workers can no longer attend the office in person. This research posits that the emergence of the digital workplace addresses cultural roles within families, especially with flexible working hours and informal work settings. On the other hand, the stakeholders may need to address several issues, including the uncertainty surrounding labor protections, encompassing workplace exploitation and fairness concerns. Therefore, this article argues the condition of women in the digital workplace, specifically by the lack of regulations that might have insights to recognize the value of women’s roles in the family, particularly by the uncertainty of digital platforms that change the landscape of the working system.   Keywords: Digital Workplace, Family, Labour Law, Women, Workers

Abstract

Migration patterns among ASEAN Member States (AMS) are diverse and complex, with nations like Brunei Darussalam, Malaysia, Singapore, and Thailand serving as net immigration countries. Conversely, Indonesia, the Philippines, and Vietnam are among the world’s largest emigration nations. Most migration within AMS is temporary and primarily consists of low-skilled workers, while many skilled workers from the region seek permanent migration opportunities in OECD countries. Economic factors serve as the primary drivers of migration; however, these are often intertwined with environmental, social, and economic influences. By examining the intersection of economic motivations and environmental pressures, this research focuses on economically driven migration (labor migration) in the context of economically driven climate migration. The study aims to understand climate-induced migration in ASEAN and investigates the role of OECD countries, which have become key destinations for ASEAN migrants. The research explores how migration patterns are affected by climate change's economic and environmental challenges and how these pressures shape migration flows within and beyond the region. Lastly, the research analyzes how ASEAN countries have recognized and responded to the economic challenges related to climate-induced migration, particularly amid rapid regional growth. Moreover, this article argues that the current migration frameworks in these countries of origin might require improvement, mainly to protect climate migrants better and enhance the understanding of ASEAN’s stance on this issue. Ultimately, this research promotes strategies for managing climate-induced migration within ASEAN and in collaboration with OECD countries, contributing to a global dialogue on climate migration.       Keywords: climate migration, labour migration, Southeast Asia, ASEAN, OECD

Abstract

This article undertakes an analysis of the alignment between the right to the city and Laudato Si’, an encyclical issued by Pope Francis in 2015 to critique the global damages resulting from unchecked growth. The Laudato Si’ perspective offers a means to integrate ethical considerations into human rights law, providing a normative framework for sustainable development. Within these concepts, this article argues that incorporating the right to the city and Laudato Si’ may bridge the perspectives that are often understood as opposite, while demonstrating the need to develop a new understanding of sustainable cities. Additionally, by integrating these perspectives, it could increase awareness that cities serve as a prevalent home for multiple species, thereby necessitating a shift away from anthropocentrism. The interests of humans and ecology within the right to the city will contribute to improving the quality of life. To achieve this equilibrium, the development of the right to the city concept should provide a normative framework to: (1) curb the rapidification trend in urban development conflicting with the naturally slow pace of biological evolution, (2) eliminate the privatization of spaces restricting citizens’ access to basic needs, and (3) reinforce community participation, especially among the poor and vulnerable, in urban planning. Undoubtedly, the realization of such a normative framework faces challenges within a developmentalist state oriented towards high economic growth. Abstract

This research aims to explore the portrayal of Javanese traditional performing arts within Merle Calvin Ricklefs' work on the history of Islamization in Java, recognized as one of the most comprehensive historical accounts on this subject. Ricklefs' trilogy includes "Mystic Synthesis in Java: A History of Islamization from the Fourteenth to the Early Nineteenth Centuries" (2006), "Polarising Javanese Society: Islamic and Other Visions, C. 1830-1930" (2007), and "Islamisation and Its Opponents in Java: A Political, Social, Cultural, and Religious History, C. 1930 to Present" (2012). The arts are an integral part of spiritual life within Islam, flourishing among Muslim societies worldwide, including among the Javanese. One form of the arts is the performing arts, encompassing music, dance, and theater. Studies on this form of art are a crucial means of uncovering the multifaceted dynamics of Javanese society. This research employed the Foucauldian concept of historical discontinuity, utilizing content analysis as the methodological approach. This research argues that Javanese society's articulation of its arts and performances, as seen through the historical discourse of Islamization, demonstrates a dynamic evolution. Whilst continuously reinterpreting the idea of Java. To contextualize the historical account, this research examines the empirical findings among PASER (Paguyuban Seni Relijius), a performing arts group organization based in Sleman, Yogyakarta. Abstract

This article examines the effects of Indonesia's proposed Value-Added Tax (VAT) increase policy, which would raise the tax rate from 11% to 12% starting in January 2025. This policy aims to increase state revenue, reduce the budget deficit, and fund national priority initiatives, including infrastructure development, reducing food dependency, and poverty alleviation. This article demonstrates the efficacy of VAT reform in boosting economic growth through a comparison with Asia-Pacific nations, such as China, Singapore, Japan, and Taiwan. The study's findings suggest that increasing the VAT may enhance state revenue but also reduce people's purchasing power and exacerbate social inequality, particularly in rural areas. To mitigate the effects and improve the effectiveness of policy implementation, this study also identifies best practices from other countries, such as China's incremental changes and Singapore's digitalization of the tax system, which can be applied in Indonesia. This article suggests that Indonesia's VAT increase will generate state revenue but disproportionately burden lower-income populations and deepen inequality unless accompanied by compensatory social protection mechanisms and progressive reforms informed by comparative experiences in the Asia-Pacific region. Abstract

This article critically examines the socio-spatial impact of the Trans-Java Toll Road on Java's northern coastal region, also known in Indonesian as Pantura, with a focus on micro, small, and medium enterprises (MSMEs). While promoted as a solution for improving logistics and economic growth, the toll road exemplifies a neoliberal spatial fix that unevenly redistributes development. Drawing on David Harvey's concepts of "spatial fix" and "uneven geographical development", this study explores how infrastructure megaprojects privilege specific spaces while displacing others. Using a critical-qualitative approach grounded in "critical realism", the research analyses curated secondary data, policy documents, statistical releases, academic studies, and news reports through hybrid thematic analysis. Findings reveal that MSMEs along the Pantura corridor face declining income, reduced visibility, and business closures, while toll-exit zones attract concentrated investment and land speculation. This spatial reordering illustrates the contradictions of capital-driven infrastructure, which deepens regional inequality and marginalizes historically embedded economies. This study argues for inclusive planning that recognizes the non-neutrality of infrastructure and prioritizes spatial justice. Furthermore, contributes to broader debates on infrastructure, dispossession, and development in post-authoritarian Indonesia and the Global South. Abstract

Indonesia's maritime potential contributes to economic benefits, particularly the coastal area of the Northern Coast of Java, which serves as a major maritim trade route. This has led to increased industrial activity through the development of industrial infrastructure, property, and public facilities. However, industrialization in the Northern Coast of Java has resulted in increased land subsidence, resulting in significant tidal flood over the past few years. This flooding has had a serious impact on the community and indicates class-based risk inequality. Therefore, this study uses Ulrich Beck's analytical framework on risk communities. The method used in this study are literature review and secondary data analysis obtained from previous researchs, articles or video of credible digital media, and data from relevant ministries. The research results indicate that tidal flood on the Northern Coast of Java is a natural disaster caused by tides and alluvial soil characteristics. However, the significance of tidal flood in recent years has been influenced by massive industrial activity as a manifestation of modernity, especially groundwater exploitation, which has accelerated land subsidence. The impact of tidal flood has become increasingly intense and extends to inland, impacting the ecological, economic, and social aspects of the community. However, the impacts of tidal flood are not evenly distributed, but rather accumulate among the directly affected communities, namely the lower classes, who have to bear the risks, because of no another choices.
