Abstract

Penelitian ini mengusulkan pelembagaan Akuntabilitas Keuangan Pemerintah Daerah di Jombang, dalam penelitian ini menggunakan metode deskriptif kualitatif dengan menggunakan pendekatan studi kasus. Model studi kasus yang digunakan dalam penelitian adalah untuk mendapatkan gambaran yang jelas dan mendalam tentang proses pelembagaan akuntabilitas keuangan di Pemerintah Kabupaten Jombang. Dengan mengacu pada perspektif dan dimensi akuntabilitas keuangan dalam Laporan Keuangan Pemerintah Daerah (LKPD). Dari hasil penelitian, kewajaran LKPD mengenai kepatuhan dengan Standar Akuntansi Pemerintah (SAP), efektivitas Sistem Pengendalian Internal (SPI), pengungkapan penuh (full disclosure) dan kepatuhan terhadap hukum dan peraturan. Dengan perspektif Teori Kelembagaan Baru (NIT), respons organisasi terhadap perubahan di lingkungan sekitarnya diperoleh. Pemerintah Kabupaten Jombang telah melaksanakan akuntabilitas keuangan dan telah melaksanakan tahapan-tahapan prosedur yang harus dilalui hingga akhirnya dapat dilembagakan dengan baik di Pemerintah Kabupaten Jombang, dengan memperoleh laporan keuangan tanpa pengecualian (WTP) dari BPK selama 5 (lima) tahun.

Abstract

Special Financial Assistance (BKK) to villages in the Field of Facilities and Infrastructure is Special financial assistance given to build infrastructure at the village or cross-village level. who are not included in the Village Fund proposal (DD) and Village Fund Allocation (ADD). In the study, it tried to find answers to the problems of the existence or absence of the BKK relationship to improving welfare through infrastructure development with welfare indicators through the 2013-2017 GRDP-ADHK. With a survey research model and simple quantitative regression descriptive linear regression analysis, it was found that there was no influence between BKK and welfare, with the influence of 0.402. This shows that the influence of Special Financial Aid is in a weak position on the value of welfare. Obstacles in infrastructure development using Special Financial Assistance are the lack of supervision conducted by the community in the implementation of development, weather and place, the price of materials and unaccountable reporting.

Abstract

Kualitas pelayanan publik selalu mengedapankan kepentingan masyarakat sebagai pelanggan, namun selama ini masyarakat mengkonotasikan pelayanan yang diberikan oleh aparatur pemerintah kepada masyarakat cenderung kurang baik dan tidak berkualitas, bertentangan dengan LAKIP yang setiap tahunnya di laporkan oleh Badan Negara bahwa kinerja institusi negara selalau baik. Dalam penelitian ini faktor pelayanan berupa 1) reliability: 2) responsiveness; 3) assurance; 4) empathy; 5) tangible menjadi tolak ukur kualitasn pelayanan di kantor DUKCAPIL Kab. Jombang. Perumusan masalah dalam penelitian ini adalah faktor apa saja yang mempengaruhi Kepuasan Pelayanan e-KTP di Dinas DUKCAPIL Kabupaten Jombang dan faktor Prioritas apa saja yang menjadikan pemenuhan kepuasan pelayanan e- KTP di Dinas DUKCAPIL Kabupaten Jombang, dengan tujuan untuk mengetahui faktor apa saja yang mempengaruhi Kepuasan Pelayanan e-KTP di Dinas DUKCAPIL Kabupaten Jombangdan untuk mengeahui faktor Prioritas apa saja yang menjadikan pemenuhan kepuasan pelayanan e- KTP di Dinas DUKCAPIL Kabupaten Jombang. Sampel dalam penelitian ini adalah masyarakat pemohon e-KTP. Penelitian ini menggunakan analisa faktor dan diolah dengan SPSS. Dihasilkan bahwa faktor X1 (realibiliy) mendapatkan respon 76,9%, berarti respon baik atau puas, sedangkan pada faktor X4 atau emphati karyawan terhadap pelayanan e-KTP mendapat respon 75,9 % yang berarti baik. Sedangkan pada faktor x3 / assurance dan x5/tangible mendaptkan nilai masing masing 67,7 dan 60,7 yang berarti tanggapan masyarakat terhadap pelayanan DUKCAPIL cukup baik. Sedangkan pelayanan yang dianggap kurang baik oleh masyarakat adalah faktor x2 atau responsive. Prioritas pelayanan yang dilakukan dengan sebaran umur, jenis kelamin, tingkat pendidikan dan pekerjaan, kesemuanya hampir merata. Dinas DUKCAPIL tidak membedakan atau tidak memproritaskan pada umur, jenis kelamin, tingkat pendidian atau pekerjaan, semua sesuai dengan tupoksi.

Abstract

Ferris et al. (1992) suggests three political consequences in the working environment for individuals: First, leaving the organization; Second, remain a member of the organization but silent not participate in political activity, and; Third, remain a member of the organization and actively engage in political activities. Research explores the third consequence through the dynamics of career motivation. Research randomly sampled 76 civil servants from five sub-district offices in Jombang District Government. The data of career motivation measurement and perception of organizational politics were analyzed by structural equation model. The results of the analysis show that employee career motivation will increase in the perceived political environment. The research findings explained that being an active member of the organization and actively involved in political activities can be understood as increasing career identity, career insight and career resilience. The career identity in a perceived political environment can be understood as an increased work involvement and desire for upward mobility. Work involvement can be understood as increasing job involvement, professional orientation, commitment to managerial work and primacy of work. Desire for upward mobility can be understood as the increasing need for advancement, need for recognition, need to dominate, financial motivation and ability to delay satisfaction. Career insights in a perceived political environment can be understood as increasing objectives and clear paths of objectives, the flexibility of goals, the need for change, social percepptiveness, realistic expectations, career decisions, and future orientation. Career resilience in a perceived political environment can be understood as increased self-efficacy, risk-taking, and non-dependence. Self-efficacy can be understood as an increasing self-esteem, need autonomy, adaptability, internal control, achievement, initiative and creative needs. Risks taking can be understood as increasing the tendency to take risks, not afraid to fail, no need for security and tolerance of uncertainty. Dependence can be understood as a decrease in career dependence, the recognition of superiors and subordinates. Research findings prove organizational politics is functional, support for positive perspective, and counter the flow of political understanding as selfishness behavior and contrary to organizational goals.

Abstract

The study aims to enhance the understanding of organizational political behavior through sources of power. The research subjects were 138 sub-district office staff and village offices. Organizational political behavior and sources of power are measured by questionnaires scaled. The data of research variables were analyzed by multiple regression analysis. The results of the analysis show: (1) F = 9,841, R = 0,478, R2 = 0,228, and p = 0,000 (p <0,01), legitimate power, reward power, expert power and referent power simultaneously have positive and highly significant effect on organizational political behavior with 22.8% contribution; (2) Regression coefficient of legitimate power = - 0,036 and p = 0,994 (p> 0,05), indicating legitimate power has no effect on organizational political behavior; (3) The regression coefficient of reward power = 0,983 and p = 0,000 (p <0,01) show the reward power very significantly have positive effect on the political behavior of the organization; (4) Regression coefficient of expert power = 1,331 and p = 0.016 (p <0.05) indicates that expert power significantly affects positively on organizational political behavior, and (5) Regression coefficient of referent power = - 0.128 and p = 0.697 (p> 0.05) indicates that referent power has no effect on the organization's political behavior. Research is discussed in the context of organizational behavior.
