Jurnal Kebijakan Publik contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Through Community Empowerment Program Allocation. The purpose of thisstudy is to investigate and analyze the factors that influence the empowerment of rural communitiesthrough village fund allocation (ADD) in District Central Kuantan Kuantan District Singingi. Thisresearch was conducted in the Central District of Kuantan Kuantan District Singingi, where theinformant is research officer involved in the ADD program, community leaders and prominentscholars who know the ADD program. Data collected by interview and observation techniques,after the data was collected and then analyzed using qualitative descriptive analysis. The resultsshow the effectiveness of community empowerment through ADD program in District CentralKuantan Kuantan District Singingi still not running smoothly or less effective, while the dominantfactor influencing factor is fear.

The purpose of this study isto investigate and analyze the influence of principal leadership on student achievement at SMANegeri 1 Benai Singingi Kuantan District. This study was conducted at SMA Negeri 1 BenaiSingingi Kuantan District, where the population and the sample is the school committee, board ofeducation, teachers, school staff, parents and pupils. The data was collected by distributingquestionnaires and observation techniques, once the data is collected and then analyzed usingquantitative descriptive analysis. The result showed that the leadership of the principal SMANegeri 1 Benai was pretty good and held student achievement is quite good as well. While theinfluence exerted by the variable X (the leadership of principal) to variable Y (student achievement)is quite strong.

The purpose of this study was to analyze thequality of public services provided by the health center Bangkinang I Kampar regency. Theapproach taken by this research is a qualitative approach. The data collected is not the form ofnumbers, but the data comes from a script interviews, field notes, personal documents, notes,memos and other resumes, so that is the goal of this qualitative study was to portray the empiricalreality behind the phenomenon in depth, detailed and tutas. The results showed that in manyways the service provided does not seem to satisfy their customers. Still common complaints ofpatients every time they go to there.

The purpose of this study is toanalyze what factors are inhibiting coaching career civil service positions Esselon II and III in theDistrict Secretariat Singingi Kuantan. This research was conducted at the District SecretariatSingingi Kuantan, where the population and the sample is Regent, Vice Regent, Assistant RegionalBaperjakat and BKD. Data was collected through questionnaire dissemination techniques, interviewsand observations, as the data collected were analyzed using descriptive analysis that prioritizesquantitative techniques. Results showed coaching career civil servant positions Esselon II and IIIin the District Secretariat Singingi Kuantan is good. While the factors that inhibit the developmentof civil service positions Esselon II and III in the District Secretariat Singingi Kuantan is thecapability of management and budget development.

This study aims to analyze the recruitment andplacement of personnel in the Office of the District Kesahatan Singingi Kuantan. Data collectedby interview and observation techniques, after the data was collected and then analyzed usingqualitative descriptive analysis. The results showed that the analysis of the recruitment andplacement of personnel in the Department Kesahatan Singingi Regency Kuantan is not good.While found factors that hinder the analysis of employees in Kuantan District Health Singingi,the coordination factor, the factor of transparency and financial factors.

This research use method research of survey with descriptivequantitative approach, and also obtained data of taken away from sampel is population, namely[done/conducted] research at small and also big population, but data studied by data of taken awayfrom sampel is population, so that found by events relative, relations and distribution betweenvariable. Whereas data collecting technique that is by observation, interview, and enquette. Resultof research and solution of data analysis concerning evaluation countryside known that policy ofpemekaran of implementation countryside have better by government. The research wasmotivated by the placement officer job in question many people, especially those that occur atpositions in the district. This study examined in Pekanbaru city in order to determine competencypenaruh working toward district employees and job placement to determine the employment climateorganisais employees and analyze the influence of organizational climate and job competencies tostaffing districts in the city of Pekanbaru. Survey method used in this study to all employees in thecity of Pekanbaru district and set 64 people in the sample. The results proved that the competenceof district employee positive and significant (0.05 <0.05) on the implementation of the placement ofcivil servants who were executed by the government of the city of Pekanbaru to district employees,which means that the more competent the district employees better placement.

The purpose of this study is to investigateand analyze the factors that influence people’s participation in local elections Regency KuantanSingingi Year 2011. This research was conducted in the district Singingi Kuantan, where theinformant research is community leaders, religious leaders, youth leaders, prominent intellectuals,the Election Commission and the public. Data collected by interview and observation techniques,after the data was collected and then analyzed using qualitative descriptive analysis. The resultshowed that people’s participation in local elections in Kuantan District Singingi Year 2011 can besummed up quite well. While the factors most likely to influence people’s participation in localelections in Kuantan District Singingi factor is the willingness and the capacity factor.

The purpose of this study is to investigateand analyze the factors that affect the management of the market district in Lower RegencyKuantan Kuantan District Singingi. This research was conducted in the District of KuantanKuantan District Downstream Singingi. Where the population and the sample is Head, Departmentof Market, district officials, village and market traders. Data was collected through questionnairedissemination techniques, interviews and observations, once the data is collected and thenanalyzed using qualitative descriptive analysis. The result showed that the management fees thedistrict market in Kuantan District Downstream unfavorable conclusion. The dominant factoraffecting the management of the market district levies are men or human factors.

The purpose of this study was to analyzethe targeting of taxes and levies in the field of revenue Revenue Service, Finance and AssetManagement area Siak. This research is a case study using a descriptive analysis comparingtheory with practice. In accordance with the facts on the ground are obtained from target-settingprocess reribusi local taxes and services in the field of revenue income, management, finance andasset Siak area, apparently targeting because: 1) the lack of data, lack of data was the factor thatled to the decision taken in the determination taxes and levies targets seem less rational, since thedetermination based on the realization last year and projected using an average of the targets setin the years to come, 2) lack of human resources, lack of sumberdya human factor in this regardabout jobs and tax collection object retribution on the field, so that the required data in the targetsetting is not available, it is due to the lack of a dedicated budget to pay the counterparty tocollect data in the field, and 3) lack of infrastructure, this factor with regard to data collectionfacilities required so that taxpayers are less than optimal data collection acquisition.
