Abstract

This research tries to unravel the patterns that emerge from implementing single-pair candidate elections from electoral supervisors' perspective in Central Java. The aim is to identify the problems of the election, particularly from the electoral supervisory’s point of view. This descriptive qualitative research using the online interview as a primary data collecting method added with a questionnaire and supervisory report as secondary data finds some regulatory gaps regarding the “subject” and “activity” of empty columns. The gap has been the main factor in the issues of the electoral supervisory elections with the single-pair candidate. Moreover, if these gaps are not addressed promptly, it will become an ongoing problem that will re-emerge and even escalate into widespread horizontal conflict. Therefore, it is necessary to redesign the electoral institution of single-pair candidates comprehensively to suppress various potential problems.

Abstract

This paper offers collaborative governance as a concept of strengthening collaboration between institutions in the implementation of elections and local elections, namely by examining the phenomenon of electoral malpractice cases in the nomination stages in the 2019 NTT Provincial DPRD Election and the 2020 Sabu Raijua Regent and Deputy Regent Election. This study uses qualitative research methods descriptive with analysis techniques and data collection based on primary data and secondary data and literature study. The study results based on the case studies in this paper found that the concept of collaborative governance was able to overcome the weakness of the rules and the limitations of the authority of the election organizers at the election and regional head elections. This is evidenced by the potential for electoral malpractice in the nomination stage, which lies in the weakness of the rules for the verification mechanism for only administrative candidate requirements, so they are prone to be manipulated by candidates. At the same time, it is known that the validity and correctness of candidate requirements documents is the domain of authority of institutions outside the Organizing Institution Election (LPP). Therefore, collaboration and synergy between election organizers and stakeholders are needed based on collaborative governance to prevent electoral malpractice. The collaborative governance approach encourages collaborative problem solving involving stakeholders based on mutual trust and commitment and is oriented towards consensus. The cycle of collaborative governance that must be passed is face-to-face dialogue, trust-building, commitment to the process, shared understanding, and intermediate outcomes. Furthermore, legal norms are needed to regulate inter-institutional cooperation for election organizers to strengthen collaborative governance.

Abstract

This research aims to explain the observation result of social media Twitter utilization on programmatic politics campaign in each candidate pairs as the winning attempt on 2020 regional head election in Depok City. Two candidate pairs are contesting on 2020 regional head election in Depok City. The number 1 candidate pair is Pradi Supriatna and Afifah Alia, carried by The Coalition of Depok Rises. Meanwhile, candidate pair number 2 is Mohammad Idris and Imam Budi Hartono, carried by the Coalition of the Ordered, Fair, and Prosperous. This research is qualitative research on a campaign about the campaign activities which viewed through the programmatic politics campaign of each candidate pair's Twitter account. The data collection technique in this research uses Social Network Analysis (SNA) on Twitter accounts that represent each candidate pair. Those accounts are such as @pradi_afifah and @idrisimam2020. This research also integrates Andreas Jungherr’s perception of social media function on the campaign and Bardhan & Mookherjee’s perception of programmatic politics. Both perceptions intended to look social media function on doing programmatic politics campaign each candidate pairs. The findings of this research are that each candidate pairs enable social media Twitter as a programmatic politics campaign that offers the policy of various problems in Depok City.

Abstract

The dynamics and reality of the Beginner Voters in each General Election is an exciting and vital entity to study and research, including the study of the First Voters in Purwakarta Regency in the 2018 West Java (Jabar) Regional Head Election (Pilkada). Beginner Voters in the 2018 West Java Pilkada, this study aims to reveal and describe: (1) the reality of the 2018 West Java Pilkada in Purwakarta Regency; (2) Types of Beginner Voters for the 2018 West Java Regional Head Elections in Purwakarta Regency. This research employs a qualitative descriptive-analytic method that includes three data gathering techniques: interviews, documents, and group discussion forums. This research is based on the voter typology idea. Two fundamental discoveries were discovered in this study as a consequence of data analysis, namely: (1) the category of Beginner Voters in the 2018 West Java Regional Head Elections in Purwakarta Regency were voters aged 17-20 years; (2) The Type of Beginner Voters in the 2018 West Java Pilkada in Purwakarta is Rational Voters. The findings of this investigation lead to two suggestions: (1) To develop a theory about political studies among adolescents; (2) As a guide in conducting political campaign strategies and political education for youth.

Abstract

A policy of women's representation (affirmative action) in organizing elections (Elections) becomes essential. The representation of women as election supervisors is still very minimal and has not reached a quota of 30 percent despite the law, Particularly at the province, district, and city levels. In this research, women members of Bawaslu Province in Indonesia and women members of Bawaslu regencies/cities in East Java became the object of study. What aspects support them being elected as members of Bawaslu provinces and districts/cities become the subject of the problem that will be examined. Qualitative research methods are used to answer this research problem. Data collection techniques use literature study books, offline and online scientific journals, news, websites, youtube recordings, which are then critically analyzed with Hanna F Pitkin's representation theory. The representation of affirmative action in Indonesia's Bawaslu province was concluded based on the findings of the study and debate. Four things have supported Bawaslu regency/city in East Java. First, the education aspect. Second, the background of activities and professions before becoming a member of Bawaslu. Third, ownership knowledge as a former election organizer of Adhoc and KPU, and Bawaslu. Fourth, support operational experience in PMII, HMI, and organizations.

Abstract

Elections as a form of community participation must be carried out following the procedures set out in the law. One of them is in the Regional Head Election. The impact of the Covid-19 pandemic stated that the election could not be held considering that the virus outbreak was increasing every year. The assumption that the Regional Head Elections in 2022 and 2023 have been postponed has given special attention to all the pros and cons elements. The impact of the postponement of the 2022 and 2023 Regional Head Elections will happen to the KPU as the election organizer, and the complexity of the problems in the 2019 Election will repeat itself. The purpose of this study is to find the cause of the government abolishing the 2022 and 2023 Regional Head Elections in real terms by looking at the context that occurred in the simultaneous elections in 2019. This study uses qualitative descriptive methods and data collected using relevant journals, news, and also web. The theory used is an empirical political theory because it explains the predictions that will occur if the Regional Head Election is still held in 2024 by looking at the causes and effects. The analysis used is SOAR with research results in legitimacy and political parties. In legitimacy, there are regulations in the form of laws, while political parties are related to the strategies taken to win the Regional Head Election.

Abstract

Campaigning is a ritual that cannot be eliminated in implementing the General Election or Local Election. Given that campaigns are an essential part of political communication carried out by legislative or executive candidates to attract people's votes. Some of the campaign models that are frequently used are posters, banners, billboards, etc. This study uses a qualitative method by combining two data collection methods: observation and literature study. The results of this study are: First, conventional campaigns using posters, banners, billboards, and so on will create visual waste that disturbs beauty and the environment. Second, although the Perbawaslu already exists, the regulation has not created obedience in the implementation of campaigns carried out by candidates. But on the other hand, there is a Law on Environmental Protection and Management (UUPPLH) that exclusively regulates the use of criminal law facilities and administrative and civil law facilities related to environmental management. Therefore, it is necessary to make stricter regulations to create environmental order due to the implementation of the campaign. Third, conventional campaigns that create visual waste should be replaced with new media campaigns or campaigns using environmentally friendly materials. It aims to develop green elections.

Abstract

This study aims to reveal the existence of violations of the Bandar Lampung Mayor Election in 2020, which was carried out by the wife of the Mayor "Eva Dwiana" or often called "Mother Eva" as Candidate Pair Number 3. normatively from the legal and empirical literature from a political perspective, by coming to the TSM Violation Trial as well as through the TSM Violation Virtual Trial. Where to look deeper, a conceptual case approach is also used. Based on the results of the study, it was found that there were violations in the 2020 Bandar Lampung Mayoral Election (Pilwalkot) by Bawaslu, findings these violations were in the form of providing necessities, transportation money for family welfare empowerment, and there was the use of access to the husband's position as the incumbent mayor. Previously it had been found guilty of committing a Structured, Systematic and Massive Administrative Violation (TSM) by the Lampung Province Bawaslu, not long ago the disqualification was canceled by a judge at the Supreme Court level and gave rise to a new norm, namely reports must be at 07.00 to 13.00 which indirectly directly amend the General Elections Supervisory Agency Regulation Number 8 of 2020 concerning Handling of Violations in the Election of Mayors and Deputy Mayors on the provisions of the day which states that the day is 24 hours long. Based on these findings, law enforcement must be based on a view of the reality that occurs in society, not only from regulation. From the point of view of the reality that happens in the community, not only from regulation.

Abstract

Holding regional head elections during a pandemic presents many challenges for the Indonesian people in holding a democratic party. This is due to the implementation of the 2020 Pilkada during the Covid-19 pandemic with the threat of a dangerous virus that can kill humans. This research was conducted in the momentum of monitoring the elections during the Covid-19 pandemic with a focus on the campaign stages in the Bantul Regency. This study uses mixed methods with two data collection techniques: surveys and Nvivo-12 Plus software. The results of this study are: First, Facebook is the best social media for obtaining campaign materials from candidate pairs in the Bantul Pilkada. Second, social media is considered adequate as a political campaign platform if balanced with conventional campaigns. Third, most voters in Bantul Regency who use Facebook have never commented on the campaign of candidate pairs in the Pilkada of the Bantul Regency. Fourth, some issues have almost similar tendencies between candidate pairs, namely discussing social & culture and religion & tolerance. Fifth, Halim-Joko is considered successful in delivering campaign materials through content on social media compared to Suharsono-Totok. Sixth, the public's response tends to be neutral in responding to campaign issues on social media.

Abstract

The Gowaslu application is an election technology that exists to expand public involvement in online participatory surveillance. Public involvement in election supervision is important amid the limitations of Bawaslu in supervising the practice of election violations and fraud. This article attempts to capture how effective the Gowaslu application is in strengthening public involvement in participatory monitoring. The research method used is qualitative with a descriptive analysis approach. Data collection is secondary through a search of a number of literatures. The findings of this research reveal that the Gowaslu application is an innovation by Bawaslu by utilizing digital technology in the context of election monitoring. However, this application has not been substantively effective in expanding public involvement in participatory monitoring. The problems found are that the follow-up reports have not been submitted openly, the content is not interesting and not interactive because it is only one way, there is no voter education to ensure the quality of the report. In addition, the Gowaslu application has not been used massively by the public, referring to the very small number of application users and reports of alleged election violations which are still low compared to Bawaslu's findings
