Abstract

Advances in information technology have encouraged governments to optimize e-government-based public services, including emergency services through Call Center 112. This study aims to analyze the communication strategies of the Siak Regency Communication and Information Agency in implementing Call Center 112 as an emergency service and to identify factors affecting its effectiveness. The research employs a qualitative method with a case study approach. Data were collected through in-depth interviews, participant observation, and documentation, and analyzed using Miles and Huberman’s interactive analysis model with source triangulation to ensure data validity. The results show that communication strategy planning has been carried out systematically and integrated with the Siak Regency Smart City Master Plan. The strategy is implemented through structured service mechanisms and the use of conventional, electronic, digital, and social media to disseminate information to the public. However, the effectiveness of Call Center 112 is still constrained by low public literacy, frequent prank and ghost calls, limited coordination among regional government agencies, and insufficient budget support. Program evaluation indicates that although evaluation mechanisms are supported by data and technology, strengthening communication strategies, improving public digital literacy, and enhancing cross-agency integration remain necessary. This study concludes that effective communication strategies play a vital role in realizing responsive, efficient, and sustainable emergency services.

Abstract

The rejection of PT Indofon’s new factory construction in Taruban Kulon Hamlet reflects a relational crisis triggered by the lack of early socialization and community involvement during the project planning phase. This study aims to analyze and formulate a relevant and applicable crisis communication model for Indofon to strategically and sustainably prevent, respond to, and restore social relations with the local community. The model refers to Situational Crisis Communication Theory (SCCT) and Expectancy Violation Theory (EVT). This research employs a qualitative approach using a case study method. The findings reveal that during the crisis phase, Indofon undertook several efforts to mitigate tensions, including internal communication coordination, formation of a crisis communication team, appointment of a spokesperson, crisis message delivery, strategic meetings with village officials, participatory dialogue (discussion), public commitments and implementation, and evaluation. Based on SCCT, Indofon adopted a rebuild strategy by offering a formal apology (apology strategy) and providing both written and unwritten compensation (compensation strategy). Furthermore, although categorized within the intentional cluster, Indofon also applied an attack the accuser strategy typically found in the victim cluster by confronting parties making negative claims. This study contributes a crisis communication model based on community expectation mapping, consisting of five stages: crisis preparedness, stakeholder mapping, crisis diagnosis, announcement and implementation, and evaluation with contingency planning

Abstract

This study examines the integration of Islamic communication values in the philosophy of Poda Na Lima among the Mandailing ethnic community. In the context of increasing globalization and digital influence, local wisdom plays an important role in preserving ethical and cultural identity. This research aims to analyze how the principles of Poda Na Lima function as a framework for Islamic communication in social, cultural, and spiritual life. This study employs a qualitative approach using library research methods, drawing data from scholarly journals, books, cultural documents, and previous studies related to Islamic communication, Mandailing local wisdom, and Poda Na Lima. The data were analyzed through descriptive-analytical techniques by interpreting the philosophical meanings of Poda Na Lima and their relevance to Islamic communication principles. The findings reveal that the five elements of Poda Na Lima Paias Rohamu, Paias Pamatangmu, Paias Parabitonmu, Paias Bagasmu, and Paias Pakaranganmu represent a holistic ethical system that integrates verbal and nonverbal communication, personal integrity, social harmony, and environmental responsibility. These values correspond closely with Qur’anic teachings on purification, truthful speech, mutual respect, deliberation, and stewardship of the environment. The study concludes that Poda Na Lima serves as a culturally embedded model of Islamic communication that strengthens interpersonal relationships, reinforces social cohesion, and sustains moral values within the Mandailing community in the modern era
