Abstract

Advances in information technology have encouraged governments to optimize e-government-based public services, including emergency services through Call Center 112. This study aims to analyze the communication strategies of the Siak Regency Communication and Information Agency in implementing Call Center 112 as an emergency service and to identify factors affecting its effectiveness. The research employs a qualitative method with a case study approach. Data were collected through in-depth interviews, participant observation, and documentation, and analyzed using Miles and Huberman’s interactive analysis model with source triangulation to ensure data validity. The results show that communication strategy planning has been carried out systematically and integrated with the Siak Regency Smart City Master Plan. The strategy is implemented through structured service mechanisms and the use of conventional, electronic, digital, and social media to disseminate information to the public. However, the effectiveness of Call Center 112 is still constrained by low public literacy, frequent prank and ghost calls, limited coordination among regional government agencies, and insufficient budget support. Program evaluation indicates that although evaluation mechanisms are supported by data and technology, strengthening communication strategies, improving public digital literacy, and enhancing cross-agency integration remain necessary. This study concludes that effective communication strategies play a vital role in realizing responsive, efficient, and sustainable emergency services.

Abstract

The rejection of PT Indofon’s new factory construction in Taruban Kulon Hamlet reflects a relational crisis triggered by the lack of early socialization and community involvement during the project planning phase. This study aims to analyze and formulate a relevant and applicable crisis communication model for Indofon to strategically and sustainably prevent, respond to, and restore social relations with the local community. The model refers to Situational Crisis Communication Theory (SCCT) and Expectancy Violation Theory (EVT). This research employs a qualitative approach using a case study method. The findings reveal that during the crisis phase, Indofon undertook several efforts to mitigate tensions, including internal communication coordination, formation of a crisis communication team, appointment of a spokesperson, crisis message delivery, strategic meetings with village officials, participatory dialogue (discussion), public commitments and implementation, and evaluation. Based on SCCT, Indofon adopted a rebuild strategy by offering a formal apology (apology strategy) and providing both written and unwritten compensation (compensation strategy). Furthermore, although categorized within the intentional cluster, Indofon also applied an attack the accuser strategy typically found in the victim cluster by confronting parties making negative claims. This study contributes a crisis communication model based on community expectation mapping, consisting of five stages: crisis preparedness, stakeholder mapping, crisis diagnosis, announcement and implementation, and evaluation with contingency planning

Abstract

This study examines the integration of Islamic communication values in the philosophy of Poda Na Lima among the Mandailing ethnic community. In the context of increasing globalization and digital influence, local wisdom plays an important role in preserving ethical and cultural identity. This research aims to analyze how the principles of Poda Na Lima function as a framework for Islamic communication in social, cultural, and spiritual life. This study employs a qualitative approach using library research methods, drawing data from scholarly journals, books, cultural documents, and previous studies related to Islamic communication, Mandailing local wisdom, and Poda Na Lima. The data were analyzed through descriptive-analytical techniques by interpreting the philosophical meanings of Poda Na Lima and their relevance to Islamic communication principles. The findings reveal that the five elements of Poda Na Lima Paias Rohamu, Paias Pamatangmu, Paias Parabitonmu, Paias Bagasmu, and Paias Pakaranganmu represent a holistic ethical system that integrates verbal and nonverbal communication, personal integrity, social harmony, and environmental responsibility. These values correspond closely with Qur’anic teachings on purification, truthful speech, mutual respect, deliberation, and stewardship of the environment. The study concludes that Poda Na Lima serves as a culturally embedded model of Islamic communication that strengthens interpersonal relationships, reinforces social cohesion, and sustains moral values within the Mandailing community in the modern era

Abstract

Language has always adapted to cultural and technological shifts, but the rise of social media has accelerated this evolution, reshaping how individuals communicate, construct identities, and negotiate power. With billions of users worldwide, platforms such as Twitter, Instagram, and Facebook have become key arenas where linguistic innovations and cultural expressions intersect with ideological struggles. This research investigates how social media discourse contributes to language evolution, focusing on three interrelated dimensions: linguistic innovation, identity construction, and power relations. Specifically, it examines how features such as hashtags, emojis, memes, and code-switching function as tools for creativity, belonging, and ideological framing. A mixed-methods design was employed, combining quantitative content analysis with Critical Discourse Analysis (CDA). A purposive sample of 500 posts, collected across major platforms, was coded for linguistic features and analysed in terms of how discourse reflected innovation, constructed identities, and reinforced or challenged power structures. The findings reveal that 72% of posts used abbreviations and acronyms, while 65% incorporated emojis, underscoring a trend toward brevity and emotional expressiveness. Code-switching appeared in 50% of posts, signalling hybrid cultural identities, and 75% of posts included cultural references that reinforced belonging. Hashtags emerged as powerful discursive tools: 68% of posts employed them for resistance and advocacy, while 45% perpetuated stereotypes, illustrating the dual role of social media in empowerment and marginalisation. The research concludes that social media is not only a site of linguistic creativity but also a space where identities are negotiated and ideologies contested. By integrating CDA with quantitative analysis, this research contributes a holistic framework for understanding language evolution in digital contexts, offering insights relevant to sociolinguists, educators, policymakers, and digital communities.

Abstract

The development of social media has played an important role in public communication of government agencies, including in conveying land service information to the public. This research aims to find out how the management of Instagram @kantahkabbogor1 is carried out by the Public Relations of the Bogor Regency Land Office I as an information and publication medium, as well as the obstacles faced in its implementation. This study uses a qualitative approach through observation, interviews, active participation, and literature studies by referring to The Circular Model of SoMe consisting of the Share, Optimize, Manage, and Engage stages as an analysis framework. Research results show that Public Relations has played a role in Instagram as a medium for disseminating land information through visual content that is informative and easy to understand by the public, as well as structured management strategies. The management still faces several obstacles such as human resource limitations, internal coordination that takes longer, and limitations of available devices. Public Relations of the Bogor Regency Land Office I are still able to maintain the sustainability of publications and support the transparency of public information through adaptive social media management strategies despite obstacles.

Abstract

He phenomenon of fanaticism communities (fandom) of K-POP in Indonesia is not merely related to music, but also  involved merchandise comsumption practice that has symbolic meaning. This research aims to explore the role of hyperreality and fandom capitalism in constructing compsumtive behavior of DAY6’s fandom.  This research located in Semarang, particularly through purchasing activity of DAY6 merchandise as the part of identity construction. This research using qualitative phenomenological approach through in-depth interview method toward DAY6’s fans who actively participate in the community and has high intensity of merchandise purchasing. The analysis is conduct through tematic analysis for identifed meaning pattern that appears from informan’s experience. The results show three key findings. First, merchandise plays a role as a simulation of the idol’s presence. Second, merchandise consumptions contributes to shape the identity of fans as “MY DAY”, the name of DAY6’s fandom. Third, merchandise ownership is related to social recognition within the DAY6 community. The research concludes that DAY6’S fans consumptive behavior cannot be viewed simply as an economic activity, but rather as a symbolic meaning that shapes emotional closeness, fandom identity, and social relations within fandom hyperreality and capitalism.

Abstract

This article examines the Qur’anic concept of amar ma‘ruf nahi munkar using a thematic exegesis (tafsīr mawḍū‘ī) approach to explore its relationship with social transformation. This study is a library-based research project, using the Qur’an as the primary source and classical/modern tafsīr works as well as supporting scholarly literature as secondary sources. The analysis was conducted by collecting relevant verses, organizing them into themes, and then synthesizing exegetical perspectives thematically. The findings show that amar ma‘ruf nahi munkar functions as a framework of social ethics that encourages personal moral improvement, strengthens a communal culture of virtue, and contributes to a more just and public-welfare-oriented social order

Abstract

The Qur'an as the primary source of Islamic teachings contains not only theological messages but also dynamic communication strategies that evolved according to the socio-historical context of revelation. This article examines the characteristics of Qur'anic communication during the Makkan and Madinan phases, emphasizing changes in linguistic style, thematic focus, and da'wah strategies. This study employs a qualitative approach through library research and thematic analysis of Makkan and Madinan verses based on classical and contemporary tafsir literature. The findings indicate that Makkan communication is persuasive and emotional, focusing on strengthening monotheism and individual morality, while Madinan communication is normative and argumentative, oriented toward establishing social order and legal regulations for the Muslim community. This shift demonstrates the adaptability of Qur'anic da'wah communication and its relevance to contemporary Islamic communication studies.

Abstract

Radicalism and terrorism in Indonesia remain an unresolved threat. One of the Indonesian government's efforts to address this issue is through a deradicalization program. Although not a region with the highest threat level, Jepara Regency, as one of Indonesia's regencies, is not immune to the problem of radicalism and terrorism. The purpose of this study is to describe effective da'wah strategies for deradicalizing radical/terrorist prisoners. This study uses a qualitative approach to gain a deeper understanding of the re-education da'wah strategy in the effort to deradicalize radical prisoners in Jepara, Central Java. This study adopted a case study design, which allowed researchers to intensively and comprehensively gather information about the re-education da'wah strategy implemented in Jepara. Primary data collection was conducted through in-depth interviews with da'i (re-education facilitators) and relevant stakeholders. This study concludes that radicalism prisoners in Jepara, Indonesia were successfully neutralized from radical thoughts before acts of terrorism occurred by law enforcement officers together with stakeholders, namely the Indonesian Ulema Council (MUI) and the youth organization GP.Ansor through a re-education da'wah communication.

Abstract

The family is a primary social institution that plays a crucial role in shaping children's character through everyday communication. In the digital age, Generation Z parents face unique challenges in maintaining ethical communication while adapting to rapid technological developments. This study examines Islamic communication ethics in the parenting patterns of Generation Z parents and their implications for children's character development in the digital age. This study used a descriptive qualitative approach, collecting data through in-depth interviews with eight Generation Z parents and analyzing them thematically. The results indicate that parents understand Islamic communication ethics as polite, gentle, dialogical, and compassionate communication implemented through persuasive interactions and role models. Despite facing challenges of gadget dominance and emotional control, Islamic communication ethics contribute positively to children's honesty, empathy, discipline, emotional control, and self-confidence.
