Abstract

General Background: The rapid advancement of digital technology has significantly impacted public service delivery, with governments worldwide exploring digital transformation to enhance administrative efficiency and public engagement. Specific Background: In Samarinda City, the implementation of a digitalization trial program in sub-districts has been undertaken to address the existing dissatisfaction among the public with conventional public services. Knowledge Gap: While digitalization is presumed to improve service efficiency and accessibility, empirical evidence on its effectiveness, particularly at the sub-district level, remains sparse. Aims: This study aims to evaluate the policy of the digitalization trial program in Samarinda City's sub-districts, focusing on its capacity to improve service quality and its broader impacts on public administration. Results: The findings reveal significant enhancements in service efficiency and user satisfaction, marked by a decrease in physical visits to sub-district offices as residents increasingly access services online. Novelty: This research contributes to the understanding of digital transformation at a micro-administrative level, a less explored area in digital governance studies. Abstract

The management of archives is a critical function within governmental and private organizations, ensuring the preservation and accessibility of vital information. General Background: In response to the rapid advancements in information technology, the Government of Samarinda implemented a technology-based archival management system to improve efficiency and effectiveness. Specific Background: The study focuses on the implementation of this system within the Library and Archives Service of Samarinda, where traditional archival challenges such as the fragility of paper documents and the need for quick information retrieval necessitated a shift towards digital archives. Knowledge Gap: Despite the implementation of technology-based systems, there is limited research on their effectiveness within Indonesian governmental institutions. Aims: This study aims to evaluate the effectiveness of technology-based archival management in the Samarinda Library and Archives Service, focusing on document transfer, storage, indexing, and access control. Results: The findings indicate that the digital archival management system is effective in enhancing the security and accessibility of documents, with processes such as document scanning, digital storage, and indexing significantly improving archival practices. However, challenges such as inadequate storage capacity and network issues persist. Novelty: This study provides new insights into the specific challenges and successes of implementing a technology-based archival system in a governmental context in Indonesia. Abstract

Background: The dynamic interplay between corporate financial strategies, particularly capital structure and dividend policies, significantly influences firm value in the manufacturing sector.Knowledge Gap: While previous research has explored the direct relationships between capital structure and firm value, less attention has been paid to the moderating effects of dividend policy, profitability, and Good Corporate Governance (GCG) in this context. Aims: This study aims to assess the moderating roles of dividend policy, profitability, and GCG on the relationship between capital structure and firm value. Results: The findings indicate that dividend policy, profitability, and GCG significantly moderate the relationship between capital structure and firm value, suggesting that firms must balance dividend distribution with their capital structure decisions. Novelty: This research contributes to the existing literature by integrating dividend policy and GCG into the analysis of capital structure's effect on firm value, addressing previously overlooked aspects. Abstract

Background: Effective implementation of comprehensive emergency obstetric and neonatal care programs is vital for improving maternal and neonatal health outcomes. Specific Background: At RSU Al-Islam H.M Mawardi, various factors—including communication, resources, disposition, and bureaucratic structure—affect program implementation. Knowledge Gap: Previous research has often neglected how these factors interact and their influence on healthcare policy implementation. Aims: This study evaluates the relationship between these factors and the implementation of the emergency obstetric and neonatal care program using a quantitative survey approach. Results: Analyzing data from 54 respondents revealed significant correlations between effective communication, resource allocation, and successful policy implementation (p < 0.05), with the questionnaire demonstrating high reliability (Cronbach's Alpha = 0.969). Novelty: This research contributes empirical evidence on the specific elements influencing healthcare policy implementation locally. Implications: Strengthening communication and resource management is essential for enhancing policy implementation effectiveness, ultimately improving community health outcomes. Specific Background: This study examines SIKS-NG's implementation in Banjarbendo Village, Sidoarjo, East Java, to evaluate its impact on service delivery. Abstract

Effective management of official letters is crucial for village governance, yet many villages face challenges in this area. Specific Background: Tambak Kalisogo Village in Jabon District, Sidoarjo Regency, implemented the E-Buddy application to address these challenges. Knowledge Gap: While digital solutions like E-Buddy promise efficiency, their practical implementation in village administration is not well-documented. Aims: This study aims to describe and assess the implementation of the E-Buddy application in managing official letters within the Tambak Kalisogo Village Government using a descriptive qualitative method. Results: The study utilized purposive sampling, involving key informants such as the village head, village secretary, and the head of the service section responsible for E-Buddy. Findings indicate that communication within the application was generally effective; however, the transmission was one-directional, focusing solely on communication from the village head to the E-Buddy operator instead of all users. Resource availability, including facilities and infrastructure, was deemed sufficient to support E-Buddy's optimal implementation. However, issues such as margin-setting difficulties and application errors posed challenges. The disposition indicator was aligned with the management of incoming letters, while the bureaucratic structure demonstrated adequate standard operating procedures. Novelty: This study highlights specific implementation challenges, such as margin-setting difficulties and delayed notifications, that need attention from service providers. Implications: The findings suggest the need for improved communication channels and technical support within E-Buddy to enhance official letter management at the village level, with the Sidoarjo Regency Government's support in addressing these obstacles. Abstract

The Specific background shows that although many E-Government applications have been implemented, the effectiveness of the next generation social welfare information system (SIKS-NG) in processing poverty data at the village level is still poorly understood. Knowledge gap raises questions about how SIKS-NG can be optimized to meet social welfare objectives. The aim of this study is to evaluate the performance of SIKS-NG as a poverty data processing application and identify the challenges faced in its implementation. Results of the study show that accuracy in determining program targets, lack of effective socialization, and inadequate monitoring are obstacles to the optimization of SIKS-NG. The novelty of this study lies in the descriptive qualitative approach that reveals the direct experiences of stakeholders in using the application. Implications of these findings suggest the need for improvements in program socialization and monitoring so that SIKS-NG can function optimally and provide maximum benefits to the community in managing poverty data and improving public services in the field of social welfare. Abstract

General Background: Economic development in developing countries aims to enhance economic growth, job opportunities, income distribution, and balance the economic structure. Specific Background: Indonesia, known as an agrarian country due to its fertile land, still relies on rice imports despite its agricultural potential. Knowledge Gap: The effectiveness of government roles in increasing rice production remains unclear, especially at the local level, where farmers face challenges with seed and fertilizer assistance. Aims: This study examines the government's role in increasing rice yields in Karangtanjung Village, Candi District, Sidoarjo Regency, focusing on its function as a stabilizer, innovator, pioneer, and implementer. Results: The findings reveal that the government’s role has been implemented but not fully effective. Farmers perceive challenges with assistance, notably in obtaining superior seeds and affordable, environmentally friendly fertilizers. Moreover, government efforts to enhance production through agricultural support face obstacles, including irrigation issues and limited farmer participation in training programs. Novelty: This study highlights the gaps in the current government interventions, emphasizing the need for improved policies to provide superior seeds and sustainable farming practices tailored to the specific conditions of Karangtanjung Village. Implications: For the government to enhance rice production effectively, there must be efforts to address the supply of superior seeds and environmentally friendly fertilizers, tailored training programs, and better irrigation systems to meet the needs of local farmers. This study underscores the importance of a more targeted approach in agricultural policy to ensure sustainable and increased crop yields. Background: Effective policy implementation is essential for achieving developmental goals, particularly in rural areas. Specific Background: This study examines the implementation of the Government Work Plan (RKP) in Kedungrejo, Jabon District, Sidoarjo. Knowledge Gap: There is limited research on the operational challenges of RKP implementation in rural Indonesia. Aims: The research analyzes RKP implementation, focusing on communication, resources, disposition, and bureaucratic structure per Edward III’s framework. Results: Findings reveal that village officials engage in monitoring infrastructure projects but lack Standard Operating Procedures (SOPs) and dedicated oversight teams.
