Abstract

General Background: The adoption of E-Government systems is increasingly important in improving public services, particularly at the local government level, to enhance transparency and accessibility. Specific Background: In Indonesia, Village Information Systems (SID) have been introduced to streamline communication, resource management, and service delivery in rural areas. Sugihwaras Village in Sidoarjo Regency is one such location where SID has been implemented. Knowledge Gap: Despite its potential, the effectiveness of SID implementation remains underexplored, particularly in terms of communication, resources, and its impact on rural governance. Aims: This study aims to analyze and describe the implementation of E-Government through SID in Sugihwaras Village, focusing on the four indicators: communication, resources, disposition, and bureaucratic structure, using Edward III's policy implementation model. Results: The findings indicate that communication and resource allocation are the primary issues hindering SID effectiveness. Inadequate operator training and a lack of budget for operator fees have led to outdated information and diminished motivation. However, strong commitment from local government and adherence to standard operating procedures (SOPs) have ensured that the system continues to function. Novelty: This study highlights the crucial role of consistent training and budgetary support in enhancing E-Government systems at the village level, particularly in rural Indonesia. Implications: Strengthening operator skills and ensuring adequate financial support are essential for optimizing SID as a tool for public information transparency and service delivery, contributing to improved rural governance and E-Government effectiveness. Abstract

General background: Efficient public administration in village governance is key to improving community services. Specific background: The Siwalanpanji Village Government has implemented the Sipraja program, aiming to enhance population administration services. Knowledge gap: Despite the use of Sipraja, challenges remain in budget allocation, communication, and operator motivation, suggesting the need for evaluation to determine its effectiveness. Aims: This study analyzes the implementation of the Sipraja program in Siwalanpanji Village using Edward III’s policy theory framework, focusing on communication, resources, disposition, and bureaucratic structure. Results: The findings reveal that communication has been effectively facilitated by village officials who guide residents in using the application. Resources are adequate in terms of facilities, and officials can operate Sipraja, though budget sources remain unfulfilled as a motivator for operators. The disposition aspect is positive, with policymakers’ commitment aligning with existing regulations. The bureaucratic structure is relatively efficient, supported by clear standard operating procedures. However, the need for community socialization and consistent financial support is evident. Novelty: This study provides a detailed evaluation of Sipraja's implementation in administrative services, highlighting communication and resource gaps that affect the program's effectiveness. Implications: The study emphasizes the importance of financial support and community socialization for successful digital administration services in village governance. Abstract

General background of this study examines the role of commercial advertising in marketing, particularly in Sidoarjo Regency. The specific background focuses on whether licensing policies for advertisements account for environmental sustainability. The knowledge gap is the lack of clear distinction between commercial and non-commercial advertisement regulations and their environmental impact. The aims are to analyze Sidoarjo’s advertising licensing procedures, including rules on placement and environmental considerations. The results indicate that while policies exist, unauthorized advertisements still cause environmental harm. The novelty is the focus on integrating environmental aspects into advertising policy. The implications suggest stricter enforcement to protect the environment. Highlights: Advertising licensing in Sidoarjo lacks clear distinction between commercial and non-commercial types. Abstract

General Background: E-commerce platforms, such as Tokopedia, have expanded to offer Mutual Fund investments, creating new opportunities in the digital investment space. Specific Background: The sale of Mutual Funds on Tokopedia is governed by OJK Regulation No. 39/POJK.04/2014, aimed at reducing legal risks for investors. Knowledge Gap: There is limited research on how these regulations are applied to protect investors in e-commerce settings. Aims: This study examines the legal risks associated with Mutual Fund sales on Tokopedia and evaluates the effectiveness of existing policies. Results: The collaboration between Tokopedia and a Mutual Fund Securities Agent demonstrates compliance with OJK regulations, enhancing investor protection, reducing transaction costs, and simplifying investment monitoring. Novelty: The research introduces legal issues related to privacy and investment policies within e-commerce platforms. Implications: It highlights the importance of regulatory compliance to ensure investor protection and increase the credibility of digital investment platforms. Abstract

General background, many Indonesian villages have economic potential that requires strategic development. Specific background, Bluru Kidul struggles with asset utilization and income generation. Knowledge gap, strategies for improving Village Original Income (PADesa) in similar contexts are underexplored. Aims, this study analyzes the village government’s strategies to increase income. Results, qualitative research reveals that while internal stakeholders like BUMDes and PKK are engaged, income targets remain unmet due to inconsistent training and limited actions. Novelty, the study identifies the lack of consistent training as a key issue. Implications, improving training and resource mobilization can enhance income generation and provide a model for other villages. Highlights: Village income is hindered by poor asset management and undeveloped potential. Stakeholders like BUMDes and PKK are involved but not fully optimized. Abstract

General Background: Environmental pollution from electronic waste has become a significant issue in Indonesia, especially in Sidoarjo, where improper disposal causes serious health and ecological risks. Specific Background: Despite existing environmental regulations, their enforcement at the regional level remains limited and inconsistent. Knowledge Gap: Previous studies focused more on waste management systems rather than on legal enforcement processes and administrative accountability. Aims: This study aims to analyze the implementation of environmental criminal law against electronic waste polluters in Sidoarjo Regency. Results: The findings show that law enforcement conducted by the Sidoarjo Environmental and Hygiene Service has not been optimal due to limited authority, inadequate facilities, and public indifference. Novelty: This study highlights the gap between legal norms and actual practices in local law enforcement. Implications: Strengthening interagency coordination and public awareness is essential to achieve effective electronic waste regulation and sustainable environmental governance. Abstract

General Background This study examines the expanding influence of informal political actors—political parties, media institutions, and civil society organizations—as a result of democratic transitions that have reshaped governance structures in Iraq. Specific Background Although constitutional guarantees endorse political participation, practical engagement remains constrained by historical authoritarianism, sectarian divisions, and weak institutional cultures. Knowledge Gap Existing research has not sufficiently explained how informal forces simultaneously foster democratic practices and shape public policy within Iraq’s evolving political landscape. Aims This study aims to analyze the mechanisms through which informal actors contribute to democratic consolidation and influence policymaking processes. Results Findings indicate that political parties dominate policy formation, media act as pressure mechanisms that expose corruption and shape public opinion, and civil society organizations enhance political awareness and citizen engagement despite structural limitations. Novelty The study provides a comprehensive, system-based analysis of informal forces’ roles in both advancing democratic transformation and directing policy outcomes in a post-conflict political system. Abstract

Organizations have realized the importance of strategic intelligence, despite the few applications for Organizations. The research aimed to shed light on the reality of strategic intelligence and sustainable competitive advantages from the point of view of university employees. The researchers used the descriptive analytical method and designed the research questionnaire by collecting primary information from the study sample, and it was distributed 40 questionnaires on the sample items, while the questionnaires that were valid for analysis and were 30 questionnaires. The researchers use statistical methods. The researchers concluded the importance of strategic intelligence in making administrative decisions in order to achieve a sustainable competitive advantage. Researchers recommend the necessity of holding training courses on understanding strategic intelligence and the necessity of cooperation with organizations. Others in the same field in order to unify efforts and cooperate with exchanging experiences.Highlight : Shows how strategic intelligence supports effective decisions within the institution. Abstract

General Background: Modern marketing increasingly depends on data-driven approaches to understand shifting consumer behaviour. Specific Background: As predictive tools become central to customer-focused strategies, challenges remain in achieving accurate intent recognition and ensuring ethical data use. Knowledge Gap: Few empirical studies examine how predictive marketing, intent detection, and satisfaction jointly shape purchase intentions. Aims: This study evaluates how predictive marketing supports intention recognition, enhances satisfaction, and strengthens future purchase intentions in Kkalci Mobile Manufacturing Company. Results: Data from 250 respondents show high levels of predictive marketing use, effective intent reading, strong satisfaction, and high purchase intention, with all variables significantly correlated. Regression analysis indicates that predictive marketing, intent recognition, and satisfaction explain 71% of the variance in purchase intentions. Novelty: The study offers an integrated empirical model linking predictive marketing with behavioural intention pathways in a manufacturing context. Implications: Findings underscore the strategic value of predictive analytics for targeted decisions, personalised marketing, and loyalty building, while emphasising the importance of responsible data governance.Highlight : The results confirm strong links among predictive marketing, intent recognition, satisfaction, and purchase intention. These variables jointly account for most variations in customers’ future purchasing decisions. Predictive marketing supports improved customer experience and repeat buying, while ethical safeguards remain essential. Abstract

General Background: The increasing complexity of banking operations has intensified the need for reliable, high-quality accounting information to support sound financial decisions. Specific Background: Internal auditing has evolved into a strategic assurance and advisory function that enhances organisational control and strengthens financial reporting practices in the banking sector. Knowledge Gap: However, the extent to which internal auditing, through its operational efficiency, communication practices, and audit outputs, contributes to improving the quality of banking accounting information in private banks remains insufficiently examined, particularly within the context of Najaf Governorate. Aims: This study investigates the impact of internal auditing and its dimensions on the quality of banking accounting information, using data from 70 administrative leaders across five major private banks. Results: Structural equation modelling revealed a strong and significant positive effect of internal auditing on information quality (β = 0.621), with reliance on audit outputs showing the greatest influence (β = 0.411). Novelty: The study demonstrates empirically that managerial utilisation of audit outputs mediates the improvement of both fundamental and enhancing characteristics of accounting information. Implications: These findings highlight the need to strengthen audit–management communication and to institutionalise audit recommendations as strategic tools for enhancing financial reporting integrity in private banks.Highlight : The study emphasizes the strong influence of internal auditing on improving the quality and reliability of banking accounting information. Reliance on internal audit outputs appears as the most impactful dimension in enhancing information usefulness for decision-making.
