Abstract

The purpose of the study was to determine the implementation of the policy on the appointment of honorary workers to become ASN, the supporting and inhibiting factors in the appointment of honorary workers to become ASN in Jayapura Regency based on the efforts made in solving the problem of appointing honorary workers to ASN in Jayapura Regency. The research method used in this research is descriptive qualitative by describing the implementation of the policy on the appointment of honorary staff to become ASN in Jayapura Regency based on Government based on the theory of Edward III. Informants in this study consisted of; 1 Head of District 1 BKPSDM Office, Head of Sub-dept. of Mutations and 1 Head of Sub-Procurement and 3 honorary staff. The analysis of this research, namely data collection, data reduction, data presentation and conclusion drawing. The results of the analysis obtained that the implementation of the communication and coordination indicators has not been maximized, because in the appointment of honorary staff there is no clarity between honorary staff and first aid workers. The availability of human resources has been very good for the appointment of Honorary Personnel charged to the regional revenue and expenditure budget. The facility is authorized by the Regional Personnel Agency of Jayapura Regency. The bureaucratic structure is good. The supporting factor is the existence of government regulation policy No. 56 of 2012 in favor of K1 honorary staff, information that is easily and quickly accessed by all honorary staff in delivering information through radiograms of each agency, bulletin boards and online information. As well as a quick re-verification update by BKPSDM through an independent team in the public test and informed through the Jayapura district government portal, so that non-verified honorary staff can re-verify, because the public test was carried out 3 times. The inhibiting factor is the lack of good communication between BKPSDM and other regional apparatus related to the requirements to become honorary staff and PPPK because of the lack of socialization regarding the administrative completeness of the selection of ASN candidates, so that during verification there were honorary staff who did not pass the verification. This is certainly detrimental to honorary staff who have served for several years, especially for honorary workers classified as K2. In addition, there are indications of data errors that indicate collusion and nepotism.

Abstract

This article focuses on the study of Evaluation of Village Fund Management in Yobeh Village, Sentani District, Jayapura Regency, with the aim of analyzing and evaluating village fund management in Yobeh Village and knowing the factors that influence the Village Fund management process in Yobeh Village, Sentani District, Jayapura Regency. To determine the success of village fund management in Yobeh village, the author uses William Dun's theory of policy evaluation which divides policy evaluation into Effectiveness, Efficiency, Sufficiency, Equality, Responsiveness, and Accuracy, then to analyze more deeply about the management of village funds, the author refers to Minister of Home Affairs Regulation No. 20 of 2018 concerning Village Financial Management which regulates the Principles of Village Financial Management. Furthermore, to analyze the factors that affect the management of village funds, the authors refer to Permendagri No. 20 of 2018 concerning Village Financial Management, it regulates the stages of village financial management and then combines them with the results of interviews and observations in the field so that conclusions and solutions can be obtained to improve village fund management in Yobeh Village, Sentani District, Jayapura Regency.

Abstract

The issue of village development has become a priority for realizing development from the lowest level of government. Particularly in poverty alleviation priorities of rural communities. One of the activities aimed at building and prospering the village community is contained in Law No. 6 of 2014 on the Village, which is the activities of BUMDes. This research is conducted to know the implementation of the policy of BUMDes in Sugapa District Intan Jaya Regency. The correct management and implementation and in accordance with the policies made are expected to realize the ideals of BUMDes establishment. This research uses qualitative descriptive writing method. The data source used is primary data and secondary data. The study used the data obtained through interview, bservation and documentation. The theoretical basis used is the theory of policy implementation of Van Meter and Van Horn explains that policy implementation is an action to transform policy into action that is operational by government or private that directed to reach the purpose which have been determined. There are 6 variables of policy implementation according to Van Meter and Van Horn are Policy Objectives, Resources, Inter-Organizational Relations, Characteristics of implementing agencies/ organizations, Political, social and economic environment, Disposition/ response or attitude of the implementers. The process of policy Implementation BUMDes Sejahtera Sugapa District can run smoothly. The achievement of BUMDes welfare mission-mission can be realized. The resources of the marine can be well explored. The relationship between supervisors, administrators and members of BUMDes is conducive. The political, social and economic sectors can thrive. It is based on the level of understanding of the very high actors of economic development and poverty alleviation in Sugapa District. Neither the Village Government nor the managers of BUMDes Sejahtera.

Abstract

The election of regional heads is a tool to increase public participation in the life of the nation and state and can be regulated through a mechanism of openness and equality for every citizen and is a process of transitioning leaders of a region that involves the real role of the public or the people in a sovereign manner. The objectives of this study: 1. To examine and analyze how the implementation of the Regional Head Election Policy (Pemilukada) in Waropen 2020. 2. To examine and analyze the supporting and inhibiting factors of the Implementation of the Regional Head Election Policy (Pemilukada) in Waropen 2020. The methodology of this research is descriptive qualitative. . The results of this study indicate that the Waropen Regional Head Election was carried out in the following indicators: 1). Standard policy targets. 2). Policy resources. 3). Communication between organizations. 4). Characteristics of the implementing agency. 5). Executor attitude. 6). Social, political and economic conditions. Of these six indicators, the independence and individual organizers of the event are still involved in supporting one of the candidates for the 2020 Regent and Deputy Regent. Conclusion. 1. Standards and policy objectives the statutory provisions in guarding the Regional Head Election are free, general, honest, fair and dignified as regulated in the regulations, but in practice there is a delay in entering the Covid-19 pandemic. 2. Policy resources and implementing characteristics are available both through regulations, but the consistency of the organizers is still questionable. 3. Filling in the composition of people or members of the organizers (KPUD commissioners, PPK/PPD, KPPS and KPU witnesses) is delayed. 4. Late budgeting affects the activities of each stage of the General Election. 5. Logistics and other supporting facilities were delayed. Suggestions: 1. It is hoped that the standards and policy objectives as regulated in the provisions of the legislation related to the Election of Regional Heads are supported by good quality organizers (KPUD, PPK/PPD, PPS and KPPS). 2. It is expected that the provision of policy resources and characteristics of implementers is on time on the indicators. a. Provision of various regulatory policies. b. Office and work administration. c. Fill in the composition of people or members of the organizers (KPUD commissioners, PPK/PPD, KPPS and KPU witnesses). d. Budgeting and e. Logistics and other supporting facilities. 3. It is expected that the attitude of implementers and communication between organizations related to the implementation of the Warope Regional Head Election remains independent or professional and is not involved in the succession of regional heads. 4. It is hoped that the quality of social democracy, health protocols, political maturity and the candidates for the Regent and Deputy Regent do not stipulate the Regional Revenue and Expenditure Budget (APBD).

Abstract

This study aims to analyze and determine the implementation of rental house management policies in Jayapura City, as well as analyze the supporting and inhibiting factors for implementing the policy. This study uses a qualitative descriptive approach conducted in Jayapura City, the determination of informants is carried out by snowball. Data collection techniques used are observation and interviews. Data analysis includes the stages of data reduction, data presentation, and drawing conclusions. The results showed that the implementation of the Regional Regulation Number 13 of 2016 concerning Rental Houses in Jayapura City. Judging from the aspect of communication and information dissemination, it has been carried out by utilizing information technology and installing billboards as an appeal to the public to pay taxes, including rental house taxes. In the aspect of resources owned, the quality of the resources is inadequate and does not meet the adequacy aspect, so it is very necessary to hold training and technical guidance as well as increase the level of education to improve aspects of management and service delivery. Disposition is going quite well based on the high commitment that exists at the District office level. Then, the Bureaucratic Structure is based on the authority and responsibility given in governance, but does not yet have an SOP so that the division of tasks and main functions is still unclear. the supporting factor is the institutional aspect that involves all components of the related unit, as well as the commitment of all existing personnel in managing governance and providing services to the community. Then the inhibiting factors are the quality of human resources which are still very lacking and the lack of facilities and infrastructure to support governance in implementing these policies.

Abstract

Community participation is a form of community participation as a form of strengthening democracy. Community participation is not only carried out during regional head elections, but village head elections are also carried out as a form of support for leaders who represent themselves to become aspirational and accommodating leaders who are elected in the Yuwanain Village head election in Arso District, Keerom Regency. The methodology used is by combining qualitative research methods and quantitative research methods. Qualitative method through interviewing respondents. While the quantitative method is the author gives a questionnaire to the respondents by selecting the answer options and then quantitatively statistically. These two methods are used with the aim of making the data more valid and comprehensive. The results show that community participation in the election of the head of Yuwanain Village, Arso District, Keerom Regency has gone well, this can be proven in the highest percentage of 72%, and field observations

Abstract

General Election (Pemilu) are a medium for channeling democracy by providing opportunities for every citizen who has met the requirements to be elected as representatives of the people, both executive and legislative. The regulation regarding the mandatory 30 percent quota for female legislative candidates is one of the importained in a number of laws, namely Law number 7 of 2017 concerning elections and Law number 2 of 2011 concerning amendments to Law number 2 of 2008. The problem is how to implement, the inhibiting factors and the efforts made to fulfill the 30 percent quota of women’s representative elections in Jayapura city for the 2019-2024 period.The type of research used is descriptive research with qualitative methods, namely this research is designed with qualitative methods. The research was was constructed in Jayapura City with the following respondents. Elements of the Regional People’s Representative Council (DPRD), Elements of the General Election Commission (KPU) Elements of the Party Carrying Women Legislative Candidates in Jayapura City. The results of the study that : first, policy efforts to make it happen have been carried out as optimally as possible; second, the role of women in p to politics is still considered as a complement to political activities in order fulfill the requirements of parties to participate in democratic parties, tend to do a lot of considerations and feel so influence the gait of women in democratic parties; third, It is necessary for women to be prepared to fulfill their knowledge, experience and struggle optimally, parties are expected to be committed to fulfilling the the quota for women’s representation, and the role of parties in encouraging women to fight more so that the quota of 30 percent of women’s representation in legislative elections can be fulfilled

Abstract

This article aims to analyze public participation in the payment of motor vehicle taxes in the city of Jayapura. Then the supporting and inhibiting factors in community participation in the implementation of motor vehicle tax payment policies in the city of Jayapura. As well as analyzing the efforts made in increasing community participation in the implementation of PKB policies in the city of Jayapura. The research method is descriptive research using a qualitative approach. The phenomenon observed in this research is how the implementation of Regional Regulation No. 7 of 2016 in increasing public participation in the implementation of motor vehicle tax payment policies in the city of Jayapura. The results showed that . All officers and employees follow the rules or legal basis of the police and their main duties and functions (duties, principals and functions) according to applicable regulations. However, in collecting motor vehicle taxes there are problems, but all of them must be normally resolved by the UPPD Samsat Kota Jayapura office. Supporting factors include supporting factors internally and externally from the support of the community and other relevant stakeholders. while the inhibiting factors are the level of compliance of the policy target groups, both supporting resources and HR personnel owned. Then, the efforts that need to be done are Optimizing socialization, Optimizing advertising / promotions, Maximizing services, Revitalizing traffic orderly areas, Conducting raids, Increasing infrastructure support, and Providing officer allowances.

Abstract

This research is entitled Implementation of Regional Development Information System (SIPD) Policy in Regional Development Planning in the Asmat Regency Government. The Regional Development Information System Policy aims to provide facilities and the availability of data and information systems to stakeholders to make decisions and development planning policies at the regions or at the center. This study aims to determine and analyze how the implementation of the Regional Development Information System policy and what are the inhibiting and supporting factors in regional development planning in the Asmat Regency Government. The research locus is at the Regional Development Planning Agency and Regional Development Research and other Regional Apparatus Organizations. This study uses a qualitative method with a descriptive approach. The implementation of the policy of the Minister of Home Affairs Regulation Number 70 of 2019 is assessed by four variables, namely: communication, resources, disposition and bureaucratic structure. There are two variables that become inhibiting factors, namely: resources, staff or human resources of the Regional Development Planning and Research Agency have fulfilled and understood, while the Regional Apparatus Organizations are constrained by the number of implementers who understand and other resources in the form of network access internet network connectivity, while the bureaucratic structure, the absence of a regional head decision regarding the Asmat Regency Data Management Team, the division of tasks and functions that are not in accordance with the accounts in the application resulted in duplicate duties and functions of the implementer so that the input delay was in accordance with the schedule for the preparation of planning documents. Furthermore, there are two supporting variables, namely: communication, the Development Planning Agency and Regional Development Research as the manager of the Regional Development Information System application has carried out communication smoothly with other Regional Apparatus Organizations and internally themselves. The clarity of the orders given by the head of the Regional Development Planning and Research Agency to the heads of fields to carry out their duties and functions as well as consistency in communicating with Regional Apparatus Organizations in accordance with their field of affairs, as well as disposition variables, the attitude of the implementers are responsive and in accordance with the direction of the leadership. The results and discussion of research in the implementation of regional development information system policies in regional development planning at the Asmat Regency Government are assessed in accordance with the Regulation of the Minister of Home Affairs Number 70 In 2019 by following the stages of inputting the preparation of regional development planning documents on an application in the form of a website, namely the Regional Development Information System

Abstract

The purpose of this study is to find out how the implementation of Village Fund management in Kemiri Village, Makki District, Lanny Jaya Regency, to find out how productive economic business is in Kemiri Village, Makki District, Lanny Jaya Regency. And to find out whether the implementation of Dana Desa (DD) management in Kemiri Village can improve the community's economy. This study aims to analyze the implementation of Village Fund Management in Improving the Community Economy in Kemiri Village, Makki District, Lanny Jaya Regency in 2020 and analyze the obstacles that hinder the implementation of Village Fund Management in Improving the Community Economy in Kemiri Village in 2020. The author uses qualitative research methods with 10 key informants and data sources in the form of documents and researchers as research instruments to obtain data that meets the requirements in writing this scientific paper. The results of this study indicate that: a). Implementation of Village Fund Management in Improving the Community Economy in Kemiri Village, Lanny Jaya Regency in 2020, which includes indicators: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy has been going well, although there are still people who are not satisfied with the implementation of the Village Fund program in improve the economy of the people in Kemiri Village in 2020. b). The obstacles to implementing Village Fund management in Improving the Community Economy in Kemiri Village, Makki District include: psychological constraints on the distribution of village funds that are not in accordance with technical guidelines/or lacking, the market field is difficult to predict for external markets, political constraints of the Regency Government, District Government, Government The village is not consistent in the funding ceiling available for serious realization in the village but there is budget politics, the village government's authority does not run optimally, practical political factors during the election are a measure of the distribution of village funds, resource constraints all SPJ (Surat Pertanggung Jawaban) is regulated by District Government because the Human Development Index in Kemiri Village is still low in special skills, there is no reality, this can be seen in the realization of the distribution budget for non-physical village funds, which is more than for physical development.
