Abstract

The purpose of this study is to describe and find out the implementation of policies to fulfill women's representation in the 2019 legislative general election in Biak Numfor Regency and also to find out the level of supporters and obstacles in fulfilling women's representation in Biak Regency. The type of research used in this study is descriptive qualitative. Data collection techniques used in collecting research data are in-depth interviews, observation, and document studies. The results of the research on Policy Implementation meet the representation of women in the Biak Numfor district. The implementation of the policy on the placement or implementation of women's representation in the general election of the legislature requires the need for gender justice in party management and implementing a 30% quota policy for women's representation in the list of legislative candidates. Power interests and strategies involved in policy implementation. It is also necessary to take into account the strengths of the actors involved to facilitate a policy. Inhibiting and supporting factors in implementing policies to fulfill women's representation are more on structural, institutional, and cultural constraints that must be more organized so that they can provide sufficient space for an applicable regulatory requirement so that it can meet the requirements in implementation. election

Abstract

This study aims to analyze and determine the role of the Village Community Empowerment Service in Village Fund Distribution in Puncak Jaya Regency, both what factors support and hinder the Village Fund Distribution mechanism. This research is qualitative research with the main objective to describe or describe in detail and depth the role of the Village Community Empowerment Service in overseeing and supervising the process of implementing village fund distribution so that it can contribute as expected by the government for the village community in Puncak Jaya Regency. The data collection technique used is the free guided interview method, observation, and documentation. After the researcher collected the data, the next step was data analysis. The analysis that the researchers carried out used two ways, namely processing the initial data and classifying it, and the next stage the data would be analyzed. The results of this study indicate that: 1) The role of the Village Community Empowerment Service (DPMK) has been effective in distributing the Village Fund Allocation in Puncak Jaya Regency: (a) Obeying the rules and regulations: tupoksi that have been regulated in the Act and Ministerial Regulation. Factors that hinder the performance and role of DPMK are (a) village delays in setting APBDes, (b) whether factors are an obstacle, and (c) problems with changing village apparatus and village human resources. 3). Lack of human resources who do not understand about government management.

Abstract

This study aims to identify and analyze the implementation of promotion policies for improving performance within the Sarmi Regency Regional Government and to analyze the inhibiting and supporting factors. This research uses desciptive qualitative approach. The phenomena observed in the research are based on the problems that occur in the Sarmi Regency Regional Government bureaucracy related to the promotion of positions that are not running according to the rules and seem to have elements of nepotism and political policies. Interviews are one of the main methods of collecting data with several informants. Furthermore, the data were analyzed using data reduction, data display, and conclusion drawing. The results of the study indicate that the implementation of promotion policies for improving performance in the Sarmi Regency Regional Government Environment can be seen based on the dimensions of policy implementation in Edward III's theory (communication, resources, disposition, and bureaucratic structure) which shows that the implementation of promotion in the Regency Regional Government Sarmi is quite significant but not optimal because there are still some weaknesses. The inhibiting factors are communication and coordination that are not smooth and effective and some policies are political and do not apply the merit system in the promotion. Supporting factors, namely the quantity of Human Resources is sufficient, as well as the existence of regulations governing promotion and placement of positions.

Abstract

This study aims to examine the Implementation of the ADD Program Policy in Jayapura Regency, precisely in Kampung Bumi Sahaja and to analyze the supporting and inhibiting determinant factors. This study used a qualitative approach with descriptive analysis. Data were obtained through observation, documentation and in-depth interviews with informants consisting of various elements of society. Data analysis includes the stages of data reduction, data presentation, data verification and drawing conclusions. The results showed that the implementation of the village fund program implementation policy in Jayapura district, precisely in Kampung Bumi Sahaja, involved various elements of the community and government, infrastructure development was appropriate because it had been felt by the community and in terms of decision making, the opinions of local community leaders were taken into consideration by government. Furthermore, the community hopes that in the future the allocation of village funds should be prioritized for development activities that can revive the local community's economy and are in accordance with the vision and mission of Jayapura Regency

Abstract

The problem of how to implement the Electronic-based Business Travel Order Management Policy (E- SPPD) in the Travel Division of the General Bureau and Protocol of the Papua Province and what are the supporting and inhibiting factors for the Implementation of the Electronic-Based Business Travel Order Management Policy (E-SPPD) in the Travel Division of the General and Protocol Bureau of the Papua Province were developed as a result of this research. This study aims to explain and assess the Electronic-Based Service Travel Order Management Policy (E-SPPD) implementation process as well as the factors that support and hinder the implementation of the Electronic-Based Business Travel Order Management Policy. A study that describes the Implementation of Website-Based Business Travel Order Management Policy (E-SPPD) in the Travel Subdivision of the General Bureau and Protocol of Papua Province is an example of the descriptive qualitative research type. This kind of phenomenological research aims to paint a clear picture of the issues under investigation based on the informants' personal experiences. Abstract

The General Election Commission, hereinafter abbreviated as KPU, is a national, permanent, and independent election management body whose task is to carry out elections. Election violations are actions that conflict, violate, or are not by the laws and regulations governing elections. The purpose of this study is to analyze and describe the implementation of the KPU Regulation No. 5 of 2019 in the 2019 legislative elections in the Intan Jaya Regency. This study used qualitative research methods. The focus of this research is electoral malpractice and what factors lead to electoral malpractice in the implementation of determining the acquisition of seats for political parties and elected candidates for DPRD members of Intan Jaya Regency in the 2019 legislative elections. The types and sources of data used in this study are data primary and secondary data. Informants in this study are election organizers, election supervisors, and election participants. Data collection techniques in this study are through observation, interviews, and documentation. Data analysis techniques in this study are data reduction, data presentation, and conclusion/verification. The results of this study indicate that there was election malpractice committed by the Intan Jaya district KPU commissioner regarding the process of determining the acquisition of political party seats and the determination of elected candidates for the Intan Jaya district DPRD members in the 2019 legislative elections, in the form of vote manipulation. Factors that cause election malpractice are negligence, deliberate, and intimidation of election organizers.

Abstract

This research aims to evaluate the distribution of logistics in the 2019 elections in Yalimo Regency. Then describe what factors support and hinder the 2019 election logistics distribution process in Yalimo Regency. As well as formulating what efforts need to be made to improve the quality of election logistics distribution in the Yalimo District. This research uses descriptive qualitative research. Determination of key informants was carried out purposively by selecting representatives from the Yalimo Regency KPU, Yalimo Regency Bawaslu, TNI/Polri Security Officers, and the PPS Committee. Data collection techniques used were in-depth interviews and observation. Data analysis includes the stages of data reduction, data presentation, and conclusion. The results of the study show that the evaluation of the distribution of logistics for the 2019 election in Yalimo District has been quite effective; in terms of efficiency it is still less efficient; and in terms of responsiveness, the implementation of election logistics distribution to organizers is very responsive. The supporting factors are the participation of relevant stakeholders, the existence of technical regulations as guidelines, and the existence of an operational budget. The inhibiting factors are geographical and topographical conditions which are a challenge in itself, because it is difficult to reach, coupled with inadequate KPU personnel. Efforts made to improve the quality of election logistics distribution are by increasing funding, the planning process at an early stage needs to be considered to anticipate delivery delays, and improving communication and coordination to establish collaboration between agencies in implementing policies.

Abstract

The purpose of this study is to explain and analyze the 2019 election logistics distribution process in Central Mamberamo District, analyze the factors that support and hinder the logistics distribution process, and propose efforts that need to be made to improve the quality of the election logistics distribution in Central Mamberamo district. The method used is the descriptive qualitative research method. Data collection techniques used in this study were in-depth interviews, active observation, and FGD (Focus Guide Discussion). The steps taken to analyze the data that have been obtained from the results of literature studies, observations, and interviews are to analyze in more detail by coding the data, restating themes and descriptions in narrative form, and interpreting research results with information derived from literature studies. or theory. The results of research on the distribution of election logistics in 2019 in Central Mamberamo Regency are that the distribution of logistics in the 2019 elections in Central Mamberamo Regency has two main focuses, namely the distribution process from third parties or tender winners to the KPU and distribution of post-packaging logistics. The factors that support and hinder the logistics distribution process for the 2019 Election in Central Mamberamo Regency are support in logistics distribution, namely the implementing human resources, distribution facilities, and infrastructure.

Abstract

This study aims to identify and analyze the implementation of Regional Regulation No. 5 of 2014 concerning the Control and Supervision of Alcoholic Beverages in Keerom Regency, and analyze the inhibiting and supporting factors for the Implementation of Regional Regulation No. 5 of 2014 concerning Control and Supervision of Alcoholic Beverages in Keerom Regency. The research method used is descriptive qualitative. Research informants were taken from SKPD officials and staff members of TP2MB, representatives of community leaders, and religious and community shops. Data collection techniques include interviews, and observation, as well as documentation. Data were analyzed using qualitative analysis of data reduction, data presentation, and conclusion drawing. The results of the study indicate that policy implementation, seen from the communication aspect, conveying information or outreach to the public about the Keerom District Alcoholic Beverage Regulation Policy as the target group of the policy has not been implemented optimally. The resource aspect, in terms of human resources, is well available. but the financial resources are not yet available properly while the infrastructure resources have not met the needs. In the aspect of disposition, the attitude of policy implementers shows commitment and firmness toward implementing alcohol regulatory policies. The aspect of the bureaucratic structure was strengthened by the issuance of Regent Regulation Number 62 of 2018 concerning the Formation of an Alcoholic Beverage Supervision and Development Team. The supporting factors are regulatory derivatives for technical issues, consistency and strong support from the community, and the commitment of policy implementers to the optimal deployment of resources. While the inhibiting factors include budget constraints, ineffective inter-agency coordination, and some people still lack awareness because the socialization has not been thorough.

Abstract

This study aims to determine the process of implementing a non-cash transaction system for regional financial management. The main objective of this research is to analyze and explain the obstacles to the Implementation of Non-Cash Transaction Policies in Financial Management at the Personnel and Human Resources Development Agency (BKPSDM) of Jayapura Regency, as well as to analyze and explain the supporting and inhibiting factors for the Implementation of Non-Cash Transaction Policies in Financial Management in Agencies. Staffing and Human Resource Development (BKPSDM) Jayapura Regency. This research is a type of qualitative research. The data sources in this study are primary data sources and secondary data sources. Primary data was obtained by direct interviews with competent parties at BKPSDM Jayapura Regency. Secondary data is used to support primary data in the form of materials and data archives from the Jayapura Regency BKPSDM. Data was collected using interviews, documentation and observation. The results showed that Policy Implementation, in terms of the Communication aspect, namely that most of the employees in the finance section already understood the implementation of Non-Cash Transactions, then in terms of the Resource aspect with Non-Cash Transactions there was little difficulty in carrying it out, then in terms of the Disposition aspect that The treasurer is expected to have more expertise and skills in carrying out his duties and functions, and in terms of the Bureaucratic Structure aspect, based on the informants' responses, it is known that the Bureaucratic Structure indicator is good enough. The supporting factor is the existence of strong support for the successful implementation of Non-Cash Transactions in the ranks of regional heads as decision makers to policy implementers. While the Inhibiting Factors there are still deficiencies in the implementation of non-cash transactions, so that employees do not fully understand the Non-Cash Transaction System and some people still do not understand because the socialization has not been thorough.
