Development Innovation Journal published starting from volume 01 of 2013 when it was still under the Bappeda Lampung Province in the Field of Research and Development under the name Journal of Development Innovation. Then since the enactment of Local Regulation of Lampung Province No. 3 of 2014 Regional Research and Development Agency of Innovation Lampung Province was formed on August 8, 2014. Field of Publication and Information one of the main tasks is the journal and journal title changed from Journal of Development Innovation to Journal of Innovation and Development. Furthermore, based on Regional Regulation No. 8 of 2016 Regional Research and Development Agency (Balitbangnovda) Lampung Province again changed into Regional Research and Development Agency (Balitbangda) Lampung Province, Division of Science and Technology oversees Sub Division Data Dissemination and Publication Kelitbangan as a manager of journals and the name of the journal was again changed to Journal of Development Innovation. Abstract

In composite science, desirable materials that are lighter but have the power and quality that can match or even exceed the material that has been there before. The purpose of this study was to investigate the effect of cellulose fiber addition from banana gedebok to tensile strength, compressive strength and damping of concrete composite sound. To achieve this objective, mixing of cellulose fibers with K-275 quality concrete mix with variation of 0% and 5% substitution in which the cellulose is varied in powder and wicker form. Delignification of lignin content from banana gedebok was done by soaking and drying method without any variation and yielding powder having cellulose content of 13,0388%, hemicellulose 18,2796% and lignin 0,6684%. This study produces concrete composites that have a tensile strength and a compressive strength lower than that of normal concrete. Normally reinforced concrete tensile strength value 94.5 kg / cm2, 71.4 kg / cm2 cellulose powder concrete and 90.3 kg / cm2 cellulose woven concrete. Normal concrete compressive strength value 334,22 kg / cm2, cellulose powder concrete 215,7 kg / cm2, and cellulose webbing concrete 157,98 kg / cm2. As for the power damping sound of cellulose webbing concrete has the highest damping power compared to other concrete with the absorbed sound intensity that is 52-68 dB

Abstract

Lampung province is being prepared by the government to become a food industry development center with superior products of Beras Siger made from raw cassava which is a food crop commodity. In order to improve the quality and quantity of Rice Siger, the Provincial Government of Lampung delivers through the Local Food Development Program (MP3L) program and increased production of sustainable Beras Siger. This research program was conducted to find out the problems related to, including the ways of cassava during harvest, the type of cassava that can be processed into Siger Rice, the quality of Siger Rice food products, production process procedures, human resources education workers support, available production house sufficient, capable resources, regulation, distribution, distribution of P-IRT permits, and program implementation have been well targeted. The desired results can be used as a consideration, input and information in determining the strategy model and success of the food diversification program of the basics of local resources, alignment of measures to address problems related to various production, demand for input output, agroindustry , government laws and policies to be used that can strengthen the revitalization of food crops for commodities.

Abstract

Survey results show that the soil organic matter content is very low, i.e. less than 2% for paddy fields and about 2% for the fields. The decrease of soil organic matter content is thought to be caused by the way of agricultural cultivation that is less attention to the content of organic matter with the use of chemical fertilizers is very intensive. The use of organic fertilizer can be a solution to the problem. Bio-slurry generated from liquid biogas reactors tends to be semi-solid and has characteristics, which are light brown or green and tend to be dark; little or no gas bubbles content; odorless and insect less; textured sticky, tough, and not shiny. The bio-slurry composition consists of organic materials (18-27%) and inorganic materials (2-3%). The content of NPK (Nitrogen, Phosphorus and Potassium) in liquid bio-slurry consists of nitrogen (0.25%), phosphorus (0.13), and potassium (0.12%). While the content of NPK in dry (solid) bio-slurry consists of nitrogen (3.6%), phosphorus (1.8%), and potassium (3.6%). In addition, bio-slurry also contains other nutrients, namely amino acids, fatty acids, humic acid, vitamin B-12, auxin hormones, cytokines, antibiotics, and micronutrients such as iron (Fe), copper (Cu), zinc (Zn), manganese (Mn), and molybdenum (Mo). Benefits of bio-slurry is for organic fertilizer, bio-pesticide, biological fertilizer, plant growth regulator, animal feed, improving soil structure, increasing weed growth, increasing soil fertility and increasing soil microorganism activity.

Abstract

God lavishes Indonesia with natural resources are very abundant, so we are proud to say "what the hell do not we have?". On the other hand, there are still many residents of this country are still far below the poverty line. Naturally, the question arises advanced "what's wrong?". The research method used is qualitative method used descriptive exploratory approach. Approach descriptive exploratory study conducted by the document. Based literature review concluded that there had been "mismanagement" in the management of natural resources (as above), should any sda management policy rests on the principles of good governance which is the organizing principle of good State: 1) Participation, 2)Rule of law, 3) Transparancy, 4) Responsive, 5) Consensus Orientation, 6) Equity, 7) Effectiveness and efficiency, 8) Accountability, 9) Strategic vision.

Abstract

Sorghum bicolor (Sorghum bicolor, L Moench) is very strong as a raw material for bioethanol industry. In various areas have emerged small bioethanol factories made from raw sorghum sapodilla. In order to optimally utilize sweet sorghum plant as raw material of bioethanol, besides the utilization of sorghum juice should also be attempted to use sweet sorghum seeds as raw material by efficient process method. In the hydrolysis of seeds still need assessment of pretreatment process because the process of starch hydrolysis inhibited by the matrix protein or protein body attached to the starch of sorghum starch. In order to improve the utilization of sorghum plant as raw material of bioethanol production, it is necessary to conduct a study to obtain efficient hydrolysis process conditions and optimum bioethanol conversion and able to produce other useful products. From the data obtained, it is known that sorghum seeds can be used as raw materials of bioethanol both local varieties and Numbu varieties. Differences in the results of DE (Dextrose equivalent) do show treatment with perendalaman in NaOH solution slightly better than with treatment without immersion, and it also affects the fermentation results that can produce greater ethanol. The optimum condition of sorghum seed process for local varieties (Hermada) and Numbu (sweet sorghum) was achieved under immersion conditions with 0.05 % NaOH at 45 °C for 1.5 hours. The fermentation ratio for Local varieties (Hermada) with immersion of NaOH is 86.75 %, without immersion 85.81 %. Meanwhile, the fermentation ratio for Numbu varieties with immersion of NaOH was 89.67 %, without immersion 87.68 %. For 2 (two) varieties of sorghum that were tried, did not show significant differences between treated and without treatment.

Abstract

Village development Index is an index used to determine of rural development by using indicators of Social Security Index (IKS), Economic Resilience Index (IKE), and Environmental Resilience Index (IKL). The purpose of this study is to determine the pattern of development of village development in the social, economic, and environmental fields. This research uses descriptive Quantitative approach. Analysis this study using triangulation data analysis. The results showed that the majority of villages in Gadingrejo sub-district belong to the Classification of Developing Villages of 87%. The Social Security Index score is the highest indicator in the realization of village development in Gadingrejo sub-district, which is 0.71. This shows the average of villages in the sub-district of gadingrejo social resilience / social development is in advanced calcification. The village community empowerment activities in Gadingrejo are able to contribute positively in promoting social resilience.

Abstract

In this research, automatically Lampung language translation into the Indonesian language was using neural machine translation (NMT) attention based approach. NMT, a new approach method in machine translation technology, that has worked by combining the encoder and decoder. The encoder in NMT is a recurrent neural network component that encrypts the source language to several length-stable vectors and the decoder is a recurrent neural networks component that generates translation result comprehensive. NMT Research has begun with creating a pair of 3000 parallel sentences of Lampung language (api dialect) and Indonesian language. Then it continues to decide the NMT parameter model for the data training process. The next step is building NMT model and evaluate it. The testing of this approach has used 25 single sentences without out-of-vocabulary (OOV), 25 single sentences with OOV, 25 plural sentences without OOV, and 25 plural sentences with OOV. The testing translation result using NMT attention shows the bilingual evaluation understudy (BLEU) an average value is 51, 96 %.

Abstract

Undang-Undang Nomor 6 Tahun 2023 disahkan untuk menetapkan Peraturan Pemerintah Pengganti Undang-Undang Nomor 2 Tahun 2022 tentang Cipta Kerja, tentunya didasari atas Putusan MK No 91/PUU-XIII/2020 yang menyatakan “cacat secara formil” dan “inkonstitusional bersyarat” terhadap UU Cipta Kerja lama. Pengesahan tersebut sekaligus menambahkan ketentuan baru terkait penetapan upah minimum bagi para pekerja, seperti penegasan syarat penetapan upah minimum kabupaten/ kota, formula penghitungan upah minimum yang berubah menjadi tiga variabel, yaitu pertumbuhan ekonomi, inflasi, dan indeks tertentu, dan penambahan kewenangan pemerintah dalam kondisi tertentu untuk bisa menetapkan formula perhitungan upah minimum yang berbeda dari formula perhitungan upah minimum. Eksistensi perubahan haruslah dimaknai sebagai wujud perlindungan yang adaptif untuk menghindari terlalu rendahnya upah yang diterima para pekerja. Upah minimum yaitu upah terendah yang meliputi gaji pokok dan tunjangan tetap dengan tujuan memberikan jaringan pengaman di sektor tenaga kerja serta menjaga pekerja agar memperoleh upah yang layak. Penetapan upah minimum juga guna menghindari para buruh/pekerja dari kesewenang-wenangan pengusaha dalam memberikan upah. Perubahan kebijakan upah minimum yang semula termuat dalam UU No. 13 Tahun 2003 tentang Ketenagakerjaan, UU No. 11 Tahun 2020 tentang Cipta Kerja, dan terakhir dalam UU No. 6 Tahun 2023 perlu diidentifikasi sejauh pembaharuan hukum dapat berperan sebagai jaring pengaman sosial bagi pekerja, atau justru sebaliknya menciderai hak-hak pekerja demi kepentingan pelaku usaha dan pemerintah. Penelitian ini akan dilakukan secara normatif dengan mengkaji peraturan perundang-undangan yang berkaitan dengan kebijakan upah minimum bagi para pekerja, disertai dengan analisis komparatif dengan membandingkan aturan lama dengan yang baru untuk dapat lebih menjamin kesejahteraan para pekerja.

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas pelaksanaan program BLT-DD pasca masa pandemi Covid-19 di Desa Tambak Kalisogo, Kecamatan Jabon, Kabupaten Sidoarjo. Selain itu, penelitian ini juga bertujuan untuk mengidentifikasi faktor-faktor yang menghambat efektivitas pelaksanaan program BLT-DD di wilayah tersebut. Penelitian ini mengadopsi teori efektivitas program yang dikemukakan oleh Sutrisno, yang menggunakan lima indikator sebagai alat ukur efektivitas program, yaitu pemahaman program, tepat sasaran, tepat waktu, pencapaian tujuan, dan perubahan nyata. Penelitian ini menggunakan pendekatan deskriptif kualitatif untuk menjawab permasalahan yang dihadapi. Hasil penelitian menunjukkan bahwa implementasi program BLT-DD di Desa Tambak Kalisogo, Kecamatan Jabon, Kabupaten Sidoarjo masih belum efektif. Faktor penghambatnya berasal dari adanya keterlambatan pencairan dana Program BLT Dana Desa dari Pemerintah Pusat yang mengakibatkan pelaksanaan Program BLT Dana Desa tidak sesuai dengan jadwal yang telah ditentukan.
