The customary village is the closest government system to its territory. It has the autonomy to regulate and manage its household. The existence of Sampradaya, especially Hare Krishna Bali is the duty of the customary village to keep realizing the customary village kasukerta (harmony). If there is a violation of the Sampradaya ritual in the customary village territory, it will be the responsibility of each customary village. In addition, the results of violantion can be reported to the Customary Village Council (MDA), a party that can cooperate with the customary village. The issuance of SKB by PHDI and MDA cannot be intended as something that bond the customary village because it has an authoritative authority as the constitution of customary village autonomy.

Abstract

Foreign Direct Investment (FDI) is one of the superior strategies commonly used by governments from developing countries to obtain funding for development. Because of the research that concentrates on risk management, the authors tried to use six free variables derived from the economic framework.  The goal is to be able to find out how the selected free variables affect long - term and short - term FDI optimization.  Then from the six variables, the author identified unexpected incident which can cause the risk of FDI optimization in Indonesia. Error correction model is the method used by the author to process the data. The results showed similar results for both the long and short term. Exports and foreign debt are variables that do not significantly affect the presence of FDI in Indonesia. Meanwhile, interest rates and exchange rates are free variables that have a positive and significant effect, while labor and GDP have a negative and significant effect.

Abstract

This study aims to find out and explain how the dualism of government affairs management occurs in Batam City, Riau Islands Province and the efforts of the Central Government in overcoming this dualism of authority, as well as formulating an ideal model for managing government affairs in Batam City, Riau Islands Province. This study used a qualitative approach with a descriptive type and in the form of field research (field research). Using management theories in government as well as several other supporting theories in explaining the picture of dualism and overlaps that occur in the management of government affairs in Batam City. The fact that the main problem in government management in Batam City is the occurrence of disputes in terms of authority between the City Government and the Batam Concession Agency such as HPL (Land Management Rights), taxation, licensing, management of state vital assets, tourism and staffing; The efforts of the Central Government in dealing with this problem is to issue Government Regulation Number 62 of 2019 which states that the Mayor of Batam becomes the ex-officio Head of BP Batam with the aim of eliminating disputes over authority that have occurred, but in its journey there are still authorities which are in principle the same but still carried out and issued by the Batam City Government and the Batam Concession Agency. The model produced in this study is the TDM Special Autonomy model, namely Totality, Decentralization, and Monetization as a frame of reference in implementing special autonomy.
