Abstract

This research examines the legal uncertainties surrounding restrictions on police officers holding positions outside the police institution, focusing on the analysis of Law Number 2 of 2002 concerning the Indonesian National Police. Using a normative legal research method with legislative and conceptual approaches, the study reviews relevant legal provisions and principles of legal certainty and separation of powers. Key findings reveal significant regulatory ambiguities in defining permissible external roles, enforcement mechanisms, and conditions under which police officers may hold such positions. These gaps contribute to overlapping authorities, legal inconsistencies, and potential conflicts of interest. The study concludes by recommending specific policy revisions, including clarifying legal provisions, strengthening oversight mechanisms, and establishing clear criteria for permissible external roles. These measures aim to enhance legal certainty, maintain institutional integrity, and foster greater public trust in law enforcement.

Abstract

The rapid advancement of digital technology has made the dissemination of false news a significant global issue, posing threats to social, political, and economic stability. This research investigates the challenges faced by police investigators in combating the criminal offense of disseminating false news in Indonesia and proposes innovative solutions to strengthen their authority. Using a normative juridical research method, the study explores legal, institutional, and technical factors contributing to investigative inefficiencies. Key issues identified include outdated legal frameworks, limited investigator capacity, weak organizational structures, and insufficient inter-agency collaboration. The study’s novelty lies in its multi-faceted approach to addressing these gaps. It proposes revising legal regulations to align with evolving technological dynamics, establishing more precise definitions of false news, and strengthening legal obligations for social media platforms. Additionally, the research highlights the importance of specialized training and professional certification for police investigators to enhance their technical and investigative skills. An advanced organizational structure is recommended, including the creation of a dedicated cybercrime unit equipped with state-of-the-art technology and international cooperation capabilities. To ensure transparency and accountability, the study also suggests implementing a robust oversight mechanism to monitor investigative actions, prevent abuse of authority, and foster public trust. By integrating these strategies, the proposed solutions aim to create a more effective and technology-responsive law enforcement system capable of addressing the complex challenges posed by the dissemination of false news in the digital age. These recommendations contribute to the broader discourse on modernizing law enforcement in an increasingly digitalized world.

Abstract

This study examines the ineffectiveness of issuing Investigation Orders (Surat Perintah Penyidikan or Sprindik) following complainant examinations in Indonesia’s law enforcement process, contributing to case backlogs. Using a normative juridical method, the research analyzes legal regulations, administrative procedures, and relevant case examples. A statutory approach involving legal reviews and a conceptual approach exploring legal accountability and procedural justice principles were applied. Key findings reveal that high investigator workloads, inadequate training, and administrative mismanagement hinder effective Sprindik issuance. A lack of standardized protocols for evaluating initial evidence leads to premature suspect designations, causing judicial delays. Limited use of investigative technologies and procedural misunderstandings further exacerbate inefficiencies. To address these issues, the study recommends revising police regulations to standardize evidence evaluation, expanding investigator training, streamlining administrative processes, and adopting digital case management systems. An oversight mechanism should be established to monitor Sprindik issuance, ensuring greater accountability and transparency. These reforms aim to modernize investigative procedures, reduce case backlogs, and promote fairer, more efficient law enforcement practices. The study’s integrated approach combines legal analysis with policy solutions, offering a roadmap for sustainable improvements in criminal investigation management.

Abstract

This study explores the optimization of police authority as gatekeepers in preventing and eradicating gambling crimes in Indonesia. Using a normative legal research method, it examines legal frameworks, administrative challenges, and social dynamics affecting law enforcement efforts. A legislative approach reviews relevant legal provisions, while a conceptual approach analyzes the police's role in crime prevention. Findings reveal that limited resources, insufficient community cooperation, rapid technological advancements in online gambling, and complex legal constraints hinder police effectiveness. Key recommendations include enhancing community partnerships, conducting regular police training, fostering inter-agency collaboration, and leveraging information technology to strengthen law enforcement capacity. These measures aim to improve crime prevention and eradication strategies while fostering public trust and promoting legal compliance. The proposed reforms offer a roadmap for developing more effective policing strategies and creating safer communities through proactive and responsive law enforcement practices.

Abstract

The coal mining industry faces significant safety challenges due to hazardous working environments and manual monitoring processes, particularly involving Tower Lamp units. These activities expose employees to risks, including harsh weather and operational incidents, leading to potential accidents and financial losses. This study proposes an intelligent safety control system employing real-time remote monitoring technology to mitigate these risks. The system enables centralized control of Tower Lamps, reducing manual interactions, improving energy efficiency through automated lighting adjustments, and enhancing workplace safety. The methodology includes designing and implementing a monitoring system with remote control capabilities supported by real-time data analysis. Expected outcomes include reduced work accidents, optimized lighting management, and streamlined operations, showcasing a scalable model for broader industrial applications. This technological innovation demonstrates a practical solution for improving safety and operational efficiency in coal mining environments.

Abstract

Aggressive behavior among adolescents, such as brawls, has become increasingly prevalent, particularly in school environments. This study investigates the relationship between social support and the risk of aggressive behavior among adolescents at SMK Muhammadiyah Cirebon City. Utilizing a descriptive correlation design with a cross-sectional approach, the study involved 152 students, with 60 respondents selected through proportional random sampling. Data collection utilized a reliable social support questionnaire and a risk of aggressive behavior questionnaire. The analysis revealed that 65.0% of respondents received moderate social support, while 61.7% were at risk of aggressive behavior. Notably, a significant and very strong negative correlation was found between social support and the risk of aggressive behavior (p = 0.000, ? = 0.05, r = -0.886). This indicates that higher levels of social support are associated with a substantially lower risk of aggressive behavior. The study recommends implementing counseling programs to enhance social support for students at risk of aggression.

Abstract

Construction projects involving heavy equipment, work at heights, and hazardous conditions are inherently high-risk, making safety management crucial. This study identifies hazards related to work accidents at the KAI Boutique Hotel Cihampelas project using the HIRARC (Hazard Identification, Risk Assessment, and Risk Control) method. The research applies a mixed-method approach, combining site observations, interviews, and questionnaires with project stakeholders. Statistical analysis and risk mapping classify risks based on severity and probability. Findings reveal 29 identified risks across ten work categories, including six high-risk items, 20 medium-risk items, and three low-risk items. The study emphasizes the need for consistent safety measures such as protective equipment, safety training, and adherence to standard procedures. The research’s novelty lies in its tailored HIRARC application in a specific construction context, offering actionable insights into mitigating occupational hazards and enhancing site safety.

Abstract

This research aims to model the flood overflow of the Cisanggarung River in Cilengkrang Village using HEC-RAS software. A quantitative method was used with a focus on hydrological and hydraulic analysis. The hydrological analysis includes rainfall calculation, Thiessen Polygon method, frequency analysis, rainfall intensity, Nakayasu method, and planned discharge calculation. Hydraulic analysis was performed using HEC-RAS to model flood overflow. The research results show that the annual rainfall in the study area varies significantly, with the highest recorded rainfall of 1290 mm in 2020. The planned discharge of the Cisanggarung River was calculated at 2137 m³/second. HEC-RAS modeling revealed that the river cross-section capacity is inadequate to contain flood discharge, especially in the upper part near the settlement. Flood distribution occurs at several points along the river with varying levels of elevation. This research provides important information for flood disaster mitigation planning in the Cilengkrang Village area and its surroundings and demonstrates the effectiveness of using HEC-RAS in river flood modeling.

Abstract

Lower back pain is a common health issue affecting many individuals worldwide, often leading to significant discomfort and reduced quality of life. Understanding patients' preferences for treatment options is crucial in providing adequate healthcare. This study analyzes the factors influencing patient preferences between Traditional Chinese Medicine (TCM) and conventional medicine for treating lower back pain in Salatiga District, Sambas Regency. A quantitative approach using surveys and Structural Equation Modeling (SEM) was employed, gathering data from 50 patients who had utilized either TCM or conventional medicine. Results indicate that treatment effectiveness, economic factors, perceptions of treatment, accessibility, and continuity of care significantly influence patient choices. Treatment effectiveness emerged as the most critical factor, with patients opting for the most effective pain relief methods. Economic considerations, including treatment costs and insurance coverage, were vital. This study highlights the need for inclusive health policies that support access to TCM and conventional medicine, aiming to improve patient education and integrate these treatment options into the healthcare system.

Abstract

Cirebon oral literature, specifically tembung éntar, is an essential cultural resource that reflects societal values, particularly concerning gender roles. However, previous studies have not thoroughly examined how these expressions play out in ritual practices, highlighting a gap that this research seeks to fill. This study investigates the concept of gender found in tembung éntar and how it changes within the traditional ritual of Slametan Memitu. Employing a qualitative descriptive approach with semiotic analysis, 412 tembung éntar texts were analyzed. The data collection process involved documentation and analysis performed in four stages: gathering data, reducing it, presenting findings, and verifying the results. The findings showcase symbolic representations of gender roles in which tembung éntar indicates masculine and feminine qualities, including persistence, diligence, care, and obedience. The Slametan Memitu ritual transforms these symbolic meanings into cultural practices, illustrated by expressions such as “Asah, Asih, Asuh” and “Manek gunung temurub jurang,” which emphasize mutual support and resilience. This research offers a fresh perspective by connecting oral literature with ritual performance, stressing the cultural representation of gender roles. Upcoming studies could investigate similar transformations in different cultural settings.
