Abstract

The purpose of this study is to provide an overview of the Rebound Effect (RE) in the context of the circular economy (CE). This study uses a narrative literature review to review and analyze scientific literature relevant to the topic of CER. Many approaches in CE are still dominated by an engineering perspective, namely seeing the world as a linear material flow system that can be transformed into a circular one without taking into account the complexity of the market and economy. Based on criticism and thoughts about the risks of the CE approach, a phenomenon called the Circular Economy Rebound (CER) emerged. CER occurs when circular activities, despite having a lower impact per unit, actually trigger an increase in total production and consumption, which ultimately reduces or even eliminates the expected environmental benefits. Based on the mapping of potential RE in CE, nine causes were found, while for the dimensions of CE implementation, 5 dimensions were found that cause RE both directly and indirectly. The method for measuring RE in CE found that RE can be measured at the micro, meso, macro and global aggregate levels with econometric techniques and Input-Output analysis.

Abstract

In international economic studies, the relationship between exports and economic growth has long been a subject of debate. Two key hypotheses growth-led export and export-led growth have been proposed to explain this linkage. This study investigates the validity of both hypotheses in four ASEAN NICs (Indonesia, Thailand, Malaysia, and the Philippines) from 2000 to 2023 using the Granger Causality Test. It also examines the interaction between the two variables through a linear framework utilizing the Autoregressive Distributed Lag (ARDL) model. The Granger causality results indicate that economic growth causally influences exports, thereby supporting the growth-led export hypothesis in all four countries. Moreover, the ARDL findings reveal that economic growth exerts a positive impact on exports in both the short and long term. These results underscore the importance of promoting economic activity, particularly in productive sectors that can strengthen export performance.

Abstract

Abstract This study aims to analyze the determinants of capture fishery production across 34 Indonesian provinces from 2020 to 2023. Using a panel data regression model, this research examines the influence of economic inputs (number of fishers and vessels), ecological conditions (fish stock status), and policy intervention (the implementation of the Measured Fishing Policy/PIT). The estimation results show that the number of fishers has a positive and statistically significant effect on production volume, confirming the labor-intensive nature of the sector. Conversely, the number of vessels and fish stock status did not show a significant effect within the short observation period. The main finding indicates that the implementation of the PIT policy in 2023 is positively correlated with a 4.4% increase in recorded production volume. This increase is interpreted not as a rise in biological productivity, but as a significant improvement in the accuracy of catch data recording and reporting. Keywords: Blue Economy, Capture Fishery, Measured Fishing Policy Abstrak Penelitian ini bertujuan menganalisis determinan produksi perikanan tangkap di 34 provinsi Indonesia selama periode 2020-2023. Menggunakan model regresi data panel, penelitian ini menguji pengaruh input ekonomi (jumlah nelayan dan kapal), kondisi ekologis (status stok ikan), dan intervensi kebijakan (implementasi Penangkapan Ikan Terukur/PIT). Hasil estimasi menunjukkan bahwa jumlah nelayan memiliki pengaruh positif dan signifikan secara statistik terhadap volume produksi, mengonfirmasi sifat padat karya sektor ini. Sebaliknya, jumlah kapal dan status stok ikan tidak berpengaruh signifikan dalam periode pengamatan. Temuan utama menunjukkan bahwa implementasi kebijakan PIT pada tahun 2023 berkorelasi positif dengan kenaikan volume produksi tercatat sebesar 4,4%. Kenaikan ini diinterpretasikan bukan sebagai peningkatan produktivitas biologis, melainkan sebagai perbaikan signifikan dalam akurasi pencatatan dan pelaporan data hasil tangkapan. Abstract

Tujuan studi ini adalah untuk menentukan peran dan dampak pembangunan ekonomi kelautan terhadap perekonomian Indonesia dengan menggunakan Tabel Input-Output tahun 2020. Hasil analisis Input-Output menunjukkan bahwa pembangunan ekonomi kelautan di Indonesia berkontribusi sebesar 24% terhadap total output perekonomian Indonesia secara keseluruhan. Di antara ketujuh sektor dalam ekonomi kelautan tersebut, sektor perikanan dan sektor jasa kelautan memiliki Indeks Difusi dan Indeks Sensitivitas melebihi satu, artinya sektor perikanan dan jasa kelautan memiliki dampak ke belakang dan ke depan yang signifikan terhadap aktivitas sektor ekonomi lainnya. Selain itu, diketahui pula bahwa sektor-sektor dalam pembangunan ekonomi kelautan yang berperan besar dan berkontribusi terhadap aktivitas ekonomi nasional berturut-turut adalah sektor jasa kelautan, pariwisata bahari, industri kelautan, perikanan, dan pertambangan. Rekomendasi bagi pemerintah untuk meningkatkan perhatian terhadap pengembangan ekonomi kelautan karena telah terbukti memberikan kontribusi yang signifikan, peran penting, dan berdampak pada aktivitas perekonomian nasional
