Abstract

This research is to observe the participation of the community of Kampung KB Keberkahan Bersama during Covid-19 pandemic in the terms of 8 (eight) family functions. The community’s participation in developing a village along the Covid-19 pandemic is very necessary. Likewise, the success of Kampung KB program cannot be separated from the community’s participation. This research aims at observing how far the participation of community in Kampung KB program during the Covid-19 pandemic in terms of 8 (eight) family functions. The method used in this research is qualitative approach with data retrieval techniques using documents, interviews and observations as well as data analysis by triangulation. The result showed that community’s participation was very high, as it is displayed from the participation data from 2020 – 2021 where all activities of 8 (eight) family functions were conducted and even exceeded the target that had been set. All activities are carried in the term of implementing health protocol..

Abstract

The research aims to find out how the government empowers the community through the drinking water business. The method used in the research is qualitative descriptive research, with interview and documentation techniques. Data were obtained through interviews and documentation. The research locates at Paringan Village because this village is one of the villages in the district which has a drinking water business called BALI. The drinking water business was established in 2021 by utilizing natural resources which have already been existing. The establishment of the drinking water business is the effort of the government in empowering the village community. It is evidenced that the villagers work in BALI. Then, some of them work as a distributor of water which can generate income. The village government's effort is interesting to be studied. The research results that BALI can support the program of village-owned enterprises and afford to provide investment to run the development of BALI.

Abstract

The background of this study is regional financial independence which is very low, yet dependence on the central government is very high in Kaimana Regency. This study aims to determine the level of regional financial independence in supporting community welfare improvement over the past five years, as seen from the analysis of financial ratios and human development index levels. The method used is qualitative descriptive research with an inductive approach. Data collection techniques are carried out by observation, semi-structured interviews, and documentation. The results showed that the level of financial independence of Kaimana Regency is still low in the last five years, namely from 2016-2020, with an average ratio of regional financial freedom is 3.82%, the average percentage of the degree of regional economic dependence is 95.67%, the moderate degree of fiscal decentralization is 3.67%, the average effectiveness of regional native income management is 111.54%, and the level of community welfare which is also still low with the average HDI is 63.63%. Based on the analysis results, the local government needs to issue strategic efforts by empowering regional potential that can be used as a source of provincial revenue to support the implementation of regional autonomy, which aims to improve the community's welfare.

Abstract

Tourism is a tertiary need. A person will do tourism if all the primary and secondary conditions are met. The pandemic of Covid-19 has been running for two years, from early 2000 to the end of 2021. It causes many traumas to human life. Thus, the researchers took three formulations of the problem, namely: how the strategy used by the Tourism Office in promoting local tourism during the post-Covid-19 pandemic in Pacitan Regency, the factors inhibiting the strategy of the Tourism Office in promoting regional tourism during the post-Covid-19 pandemic, and what solutions conducted by the Tourism Office to overcome the inhibition. The writing aims to describe the Office's efforts to develop tourism after the pandemic era. The result shows that the strategies conducted by the Tourism Office are suitable with the theories: advertising, promoting, publishing, and self-purchasing. There are two inhibiting factors, internal and external factors. The internal factors are the lack of human resources in management, while the external factors are caused by the limited number of tourists in tourism destinations. The Tourism Office's solutions are conducting an evaluation meeting every month, training for tourism management, and training for promotion to bring up creative ideas to attract tourists.

Abstract

Fakfak Regency is one of the largest nutmeg producers in West Papua. Hence, the authors are interested in conducting this study entitled "Empowerment of Nutmeg Farmers in Increasing Productivity of Nutmeg Crops in Pariwari District”. The study aims to find out how to empower nutmeg farmers in Pariwari District by the Plantation Service and also to find out what are the supporting and inhibiting factors and how the Plantation Service's efforts are in empowering nutmeg farmers in Pariwari District. The research method used by the authors is qualitative. Sources of data in this study are primary and secondary data. Data collection techniques consist of interviews, observation, and documentation. The results show that the Plantation Service of Fakfak Regency has carried out its duties to empower the community of nutmeg farmers in Pariwari District. This community is a model of an empowered nutmeg farming community.

Abstract

This research aims to find out the strategy used by the Communication and Informatics Office of East Luwu in improving public information facilities and the supporting and inhibiting factors in these efforts. The method used in solving this problem is the Descriptive Qualitative Method. Data Collection Techniques are used through observation, interviews, and documentation. The result of the research is the strategy used in improving the facilities using cooperation with media called Diskominfo Media Partner which consists of 20 online media and 9 print media. Therefore. It also utilizes social media in disseminating information since it is society’s most used platform. The Communication and Informatics Office can give the service optimally to the public. The public can also get benefits such as information and other good services. Based on the results, it can be concluded that there are still obstacles to implementing the established strategy, namely the lack of human resources, the lack of facilities and infrastructure, and the location factor in spreading information.

Abstract

This study aims to see how the implementation of the slumless city (KOTAKU) program in Dumai Kota Village in an effort to improve people's living standards and alleviate slums in urban areas. The method used in this study is a qualitative method. The data sources in this study are primary and secondary data. The data collection techniques carried out are interviews, observations and documentation. Meanwhile, the data analysis technique carried out in this study uses the model of Miles and Huberman (2009), namely by reducing data, presenting data, and drawing conclusions. The results of this study show that the slumless city program in dumai city village has been carried out well, which is proven by the implementation of established programs such as repairing concrete roads, improving environmental drainage, repairing garbage carts and repairing fire fighting motors. This program was carried out because of the existence of policy implementers who were able to implement policies properly from the planning stage, socialization, providing training and implementing the program properly. However, in the implementation of the program, there was still a lack of participation of the local community, it can be seen that not all were attending the socialization so that there are still people who do not know about the city without slums program.

Abstract

The calibration/recalibration service in Dumai City is the authority of the Dumai City Trade Office under the responsibility of the Kemetrologian Division, especially the calibration/recalibration service section. Based on observations, problems were found, namely: the lack of the number of markers, inadequate test equipment, lack of access to information, and limited service areas. This research aims to determine the quality of The calibration/recalibration services at the Dumai City Trade Office. The theory used is according to Dabholkar (1996) in Al Idrus (2019: 2) which explains that the benchmarks of service quality are: physical aspect, reliability, personal interaction, problem-solving, and policy. Research respondents were employees of the Trade Office and Business Actors. The number of samples was 119 people. Data collection techniques use observation, questionnaires, and interviews. The data analysis method used is a mixed method. The results of the analysis show that the Quality of The calibration/recalibration Services at the Dumai City Trade Office is categorized as good because the score obtained is 8225 in the range of 8,095 - 9,999.

Abstract

Government Regulation Number 94 of 2021 concerning Discipline for Civil Servants emphasizes that Civil Servants (PNS) are expected to be able to comply with obligations and avoid prohibitions specified in laws and regulations. One of them can be seen from the discipline for the time of arrival and return according to predetermined working hours. Therefore the Leadership Administration Bureau as one of the policy-making agencies intends to encourage civil servants to be more disciplined through online attendance application because they have noticed several forms of attendance disorder that are done manually. Thus the author intends to pay attention to and then describe the factors that influence the successful implementation of online attendance meant. The author uses a Qualitative Approach, Descriptive Method and data collection techniques in the form of Semi-Structured Interviews, Passive Participatory Observation and documentation. The informant determination technique is Purpossive Sampling namely the Head of Bureau as the policy maker and the operator as the technical implementer of online attendance at the Aceh Secretariat Leadership Administration Bureau. Meanwhile, data analysis techniques refer to Miles and Huberman, namely data reduction, data presentation and drawing conclusions. According to O'Brien and Marakas there are several factors that influence the successful implementation of an information system, namely the support of executive management, the involvement of end users(end user), the use of clear needs, clear planning and real expectations. Based on the results of writing, the use of online attendance of the Administration Bureau of the Aceh Secretariat Leadership is running well, judging from the goodness of all the dimensions referred to. All civil servants who work for these agencies have used the presence online application so as to coordinate discipline in order to maximize working hours for better performance.

Abstract

The author focuses on given the rise of public complaints on social media regarding damaged facilities and infrastructure, inaccurate information, and the phenomenon of natural damage which urgently needs follow-up from the government. Purpose: This study aimed to identify and analyze the online public service application (PRO) as a public complaint service at the Communications and Information Office of Denpasar City, Bali Province. Methods: This study uses a descriptive qualitative method with an inductive approach and an analysis of the e-Government theory from Richardus Eko Indrajit. Data collection techniques use in-depth interviews (5 informants), documentation, and observation. Results/Findings: There is still physical and digital infrastructure in the form of Network System Speed, Servers, Big Data Center Rooms, and Media Centers that need to be improved. Conclusion: This shows that the Denpasar PRO Application has been implemented well, but in its application in the community, is still not fully implemented by the community. Although there are several obstacles, the efforts that have been made by the government in overcoming these obstacles are to organize programmatic outreach activities to the community.
