Abstract

This research explores the application of Everett Rogers' Diffusion of Innovations Theory in updating the Tanjung Raya Sub-district website to build an excellent and participatory platform. A website that is not updated generates various problems, such as inaccurate information, low community participation, and compromised service efficiency. Through analyzing the current state of the website and implementing excellent features such as e-services, community forums, real-time updates, and social media integration, this research signifies that updating the website can improve the quality of public services and community engagement. A cost-benefit analysis with a ratio of 3.89 shows that every Rp1 invested yields an economic benefit of Rp3.89, confirming the effectiveness of this investment. The results suggest that up-to-date and participatory government websites are essential in supporting government transparency and accountability. Further research is recommended to explore the long-term impact of website updates on public participation and efficiency of public services, as well as effective communication strategies to initiate digital innovations in government.

Abstract

Village assets have significant potential to serve as a source of Village Original Income (PADes) if managed optimally. However, Desa Makmur, despite its abundant assets, has not yet succeeded in leveraging them effectively as a source of PADes. This study aims to examine the optimization of village asset utilization, the challenges encountered, and the efforts undertaken to overcome them. A descriptive, qualitative method was employed, with the researcher serving as the primary instrument. The findings indicate that the Village Government of Makmur, supported by the Pelalawan Regency Government, has made various efforts to manage assets through documentation, mapping, the formulation of regulations such as Regent Regulation No. 76 of 2018, and technical training on asset management. Nevertheless, several obstacles remain, including the unclear legal status of assets, limited human resource capacity, insufficient budget, the lack of a centralized asset data management system, weak asset security by the government, and limited communication from the central government regarding asset management regulations. To address these challenges, the regency government, village government, local communities, and the private sector have undertaken collaborative efforts to optimize the utilization of village assets.

Abstract

This study explores the role of mentors in character-building strategies for cadets at the Institute of Public Administration (IPDN) West Sumatra Campus. Using a qualitative case study design, data were collected through interviews, observations, and documentation, validated via source triangulation. Results show that mentors are central figures in enforcing discipline and shaping values through consistent guidance and exemplary behavior. Despite institutional frameworks, challenges such as insufficient mentor capacity and generational shifts impact the effectiveness of character formation. The study highlights the need to strengthen mentor competencies and improve character education programs to ensure cadets develop strong leadership values and integrity.

Abstract

The problem studied is about the failure to achieve budget realization in Singkawang Tengah District, with a minimum target of 25%, thus indicating that the performance budget is not yet optimal. This study aims to evaluate budget realization in Singkawang Tengah District, with a focus on the Performance-Based Budget approach. The researcher utilized the Qualitative Descriptive research method, using secondary data from the first quarter Budget Realization Report (LRA). The analysis technique takes into account the percentage of budget absorption (input), the results or outputs of activities, and the performance impact (outcome). Through observation of the LRA document for the first quarter of March 2025, it reached only 15.46% of the total budget, finding that the realization is still far below the target. Where the ideal quarter is 25%. Furthermore, important expenditure items such as the provision of Employee Income Supplements (TPP) have not been realized. The results of the study indicate that the researcher's assessment is that the budget in Singkawang Tengah District focuses more on input or budget obtained from the community, and does not consider in depth how the results and impacts ultimately form output and outcomes. As a form of accountability for the use of public funds, a budget planning and reporting system is needed that focuses more on output and the impact of results.

Abstract

The background of this study derives from the importance of fulfilling the right to adequate healthcare services for all citizens, including prisoners within correctional facilities. At Lembaga Pemasyarakatan Kelas IIA Kendari, although diabetes cases are not predominant, mortality data indicate that complications arising from this disease are among the leading causes of death. This study aims to evaluate the quality of healthcare services provided to inmates with diabetes mellitus and to identify the obstacles encountered in their implementation. This research employed a descriptive qualitative method, utilizing in-depth interviews, direct observations, and documentation studies involving diabetic inmates and medical staff at the prison clinic. The findings reveal that the overall quality of healthcare services is moderately good, with notable variations across dimensions based on L.D. Brown’s theoretical framework. The dimensions of accessibility and interpersonal relations stand out as the strongest aspects, reaching the very good category due to the clinic’s strategic location, free healthcare services, 24-hour emergency availability, and the friendly, empathetic, and non-discriminatory interactions of medical personnel that foster patient trust and adherence. The dimensions of safety, comfort, information, and timeliness are rated as good, supported by strict isolation protocols, a clean and inclusive clinical environment, clear health education delivery, and prompt responses to emergency situations. However, the dimensions of technical competence, effectiveness, efficiency, and continuity remain suboptimal. This is mainly due to limited ongoing training for medical personnel, failure to prevent fatal complications, reliance on external referrals caused by resource constraints, and administrative barriers that delay elective referral processes. The key challenges identified include limited medical infrastructure, such as the absence of laboratory facilities and diagnostic equipment, insufficient operational budgets, and bureaucratic procedures that hinder timely access to specialist healthcare outside the prison.

Abstract

This study explores the significance of village autonomy in Indonesia through a comparative analysis between nagari in West Sumatra and administrative villages (desa) across the country. The purpose of this research is to understand how both entities reflect different models of autonomy within the framework of community-based local governance. Using a qualitative comparative literature approach, this study examines legal documents, historical sources, and previous research, while also drawing comparative insights from barangays in the Philippines and customary villages in Negeri Sembilan, Malaysia. The findings show that nagari demonstrates a stronger capacity in fostering social cohesion, deliberative decision-making, and communal land management, whereas desa is more effective in ensuring bureaucratic accountability and alignment with national development programs. These results highlight that village autonomy in Indonesia represents a dynamic negotiation between traditional legitimacy and modern administrative governance. The study contributes to the development of a more inclusive and contextual model of local governance that harmonizes cultural values with administrative effectiveness.

Abstract

This research is a literature study that aims to analyse the role of talent management in supporting the optimisation of public services. Talent management is seen as a strategic approach to ensure the availability of quality human resources in the bureaucracy, through the process of identifying, developing, and retaining high-potential individuals. In this study, literature was added through a systematic search process using scientific databases such as Google Scholar and ResearchGate, with the keywords "talent management in the public sector," "bureaucratic reform," and "public service performance." The selected literature includes indexed international journals and e-books published from 2020 to 2025 to ensure relevance and topicality. This study highlights that the implementation of effective talent management can improve the performance of public organizations, encourage innovation, and strengthen the accountability and responsiveness of services to the public. However, the success of its implementation is greatly influenced by the commitment of the leadership, a competency-based management system, and a supportive organizational culture. This study also identifies challenges in the implementation of talent management in the public sector, such as limited regulations, political intervention, and a lack of integration with strategic planning. Thus, talent management is a vital foundation in bureaucratic reform to create more professional, effective, and community-oriented public services.

Abstract

The neutrality of State Civil Apparatus (SCA) is a fundamental principle that must be upheld in the implementation of Regional Head Elections (Pemilukada). This study aims to analyze violations of the neutrality of State Civil Apparatus, particularly in the Social Service Office of Central Lombok Regency, during the 2024 Regional Head Elections. The design of this study is qualitative research. The results of the study indicate that the neutrality of the State Civil Apparatus in the 2024 Regional Head Elections in Central Lombok Regency shows a very strong political dynamic affiliated with the incumbent candidate pair.

Abstract

This study examines the implications of the Constitutional Court Decision Number 135/PUU-XXII/2024, which is legally final, binding, and applies erga omnes, thereby requiring a restructuring of Indonesia’s electoral system by separating national and local elections into two distinct stages with a minimum interval of two years and a maximum of two and a half years. This separation effectively ends the five-ballot simultaneous election model and significantly affects the synchronization of terms for the President and Vice President, DPR, DPD, regional heads, and local parliaments. The new framework introduces constitutional challenges, particularly regarding the potential extension of terms for regional heads and local legislators beyond the five-year period or filling vacancies through appointed officials lacking direct electoral legitimacy. This research employs a normative legal approach based on constitutional analysis, electoral and regional election laws, Constitutional Court Decision 135/PUU-XXII/2024 and related rulings, as well as scholarly literature on constitutional law and democratic theory. The findings indicate that the 2–2.5-year gap between national and local elections may generate disharmony between the electoral calendar, term-of-office regulations, and the principle of periodic elections. The study concludes that although separating elections may reduce the complexity of the simultaneous five-ballot model, the restructuring demands meticulous regulatory engineering and a carefully designed transitional framework to remain aligned with constitutional principles, democratic accountability, and the sovereignty of the people.

Abstract

Plastic waste issues in Indonesia continue to escalate in line with rapid urbanization, shifting consumption patterns, and weak waste governance capacity at the local government level. Although several national policy instruments have been introduced, therir implementation at the  locallevel remainss suboptimal. This study aims to examine how local governments formulate and implement plastic waste management policies, identify institutional, social, economic, and political factors influencing implementation outcomes, and explore the role of multi-stakeholder collaboration. A scoping review was conducted using the PRISMA-ScR protocol to assess 35 eligible studies published between 2015 to 2025 retrieved from Scopus and Google Scholar,. Thematic coding was applied to synthesize findings across research qustions. The results indicate that implementation remains constrained by fragmented institutional coordination, limited financing, weak enforcement mechanisms, and low public participation. However, effective practices are observed in localities that apply collaborative governance approaches, integrate informal waste actors, and adopt circular economy models. The study concludes that improving policy effectiveness requires harmonizing national–local regulatory frameworks, strengthening institutional capacity, and institutionalizing multi-stakeholder collaboration supported by incentives and monitoring systems. These findings provide a consolidated knowledge base to inform future policy design and implementation strategies for plastic waste governance in Indonesia.
