This study aims to analyze policies and implementation of budget reallocation, refocusing activities, and procurement of goods and services during the Covid-19 pandemic. This activity is a policy step for the Ministry of Finance to provide the budget needed to handle Covid-19 in various fields, namely health, economy, finance, and social affairs. Handling the impact of covid-19 is part of public service to the community. Reallocation and refocusing activities carried out with integrity and prioritizing the public interest will result in activities and budgets that are responsive to handling the impact of a pandemic. This research is exploratory qualitative research using primary data in the form of observations during reallocation, refocusing, and procurement of goods and services and secondary data in the form of regulations, news, literature review. The results showed that through budget reallocation and refocusing activities, the budget collection could be carried out to overcome the impact of covid-19. Supervision of budget execution is needed in the context of handling covid-19 and an attitude of integrity from work unit financial managers.

ABSTRACT The development of UMKM is an important thing to do, considering its contribution to GDP and its potential number. Especially the UMKM assisted by the PPKUKM Service in Tanjung Priok District which have more potential numbers than other sub-districts in North Jakarta City. The implementation of the Jakpreneur Program is one of the efforts to develop UMKM and reduce various increases in entrepreneurship opportunities. This research was conducted with the aim of knowing the implementation of the Jakpreneur Program Implementation at UMKM Assisted by the PPKUKM Service in Tanjung Priok District. In order to implement educational policies during the Covid-19 emergency period, the Minister of Education and Culture of the Republic of Indonesia released Circular Letter 4 of 2020 on March 24, 2020. Universitas Islam Negeri-Ar-Raniry Banda Aceh has also been affected by Covid-19, and they have decided that all academic activities and faculty services be completed online by all students. The purpose of this study is to evaluate the effectiveness of student academic services during Covid-19 and the factors that hinder and facilitate that effectiveness. In this study, we used a descriptive qualitative methodology with in-depth interviews conducted with the purposively selected informants. The findings demonstrated that, despite the availability of online resources, the effectiveness of student academic services during the Covid-19 pandemic was still insufficient. Goal attainment, integrity, and adaptation are three examples of service effectiveness metrics that have not been met. Despite this, service providers continue to work on enhancing their offerings, particularly in light of the Covid-19 outbreak.

Saat ini banyak penyelesaian tindak pidana yang dilakukan dengan pendekatan Restrorative Justice baik di tingkat kepolisian, kejaksaan maupun pengadilan. Hal ini tentu menjukan hal positif terkait penegakan hukum di Indonesia. Indonesia sebagai negara yang menganut sistem hukum civil law yang megedepankan hukum posif dalam proses penegakan hukumnya. Salah satu ciri dari sistem hukum civil law yaitu adalah hakim seagai corong undang-undang. Konsep pendekatan restorative justice merupakan suatu pendekatan yang menitik beratkan kepada kondisi terciptanya keadilan dan keseimbangan, bagi pelaku adanya restitusi atau ganti rugi terhadap korban, hal tersebut merupakan salah satu tujuan hukum yaitu keadilan selain dari kepastian hukum dan dan kemanfaatan. Rumusan masalah dalam penelitian ini yaitu bagaimana konsep restorative justice sebagai wujud hukum progresisf dalam peraturan perudang-udanngan di Indonesia?. Tujuan dari penelitian ini adalah untuk mengetahui konsep restroratice justice sebagai wujud hukum progresif dalam peraturan perudang-udanngan di Indonesia. Adapun hasil penelitian menunjukan bahwa penerapan restroactive justice atau keadilan restoratif telah diterapkan dalam beberapa peraturan perundang-undangan dan peraturan teknis lainnya. Penerapan keadilan restoraktif sudah diterapkan di beberapa peraturan perundang-undangan dan beberapa peraturan teknis terkait penerapan keadilan restoraktif (restoractive justice) dengan pendekatan deversi yaitu penyelesaian perkara di luar persidangggan. Bahwa penerapan keadilan restoraktif ini merupakan tonggak baru dalam pembaharuan reformasi hukum pidana (criminal justice system) yang masih mengedepankan hukum penjara.

This study aims to formulate several strategies related to the steps of the Aceh provincial government in achieving one of the national priorities, namely child-friendly city. According to the regulation of the Minister of Women's Empowerment and Child Protection number 11 Year 2011, that achieving the title of Child Friendly City must meet thirty one (31) indicators of Fulfillment of Children's Rights, which consists of 6 parts, namely institutional strengthening, and five (5) child rights clusters. , namely: civil rights and liberties cluster, family environment and alternative care cluster, basic health and welfare cluster; education, leisure and cultural activity clusters; and special protection clusters. The research method in this research is descriptive qualitative method, using a combination of primary and secondary data. Primary data was obtained through interviews, focus group discussions with relevant agencies, and secondary data sourced from several studies of applicable laws and regional regulations (Qanun of Aceh Province), as well as several regulations and other documentation related to the indicators that must be achieved. This study also provides several conclusions and suggestions that become policy recommendations for achieving Child Friendly Cities (KLA) in Aceh Province

Schools are the most frequently observed places of public service in the field of education. Customer satisfaction can be achieved through the provision of high-quality services in schools. The quality of administrative services analyzed in this study is the quality of administrative tasks such as academic, personnel, facilities and infrastructure, finance, student services, and institutional development. The main objective of this study is to determine the impact of motivation and work discipline on the service quality at SMP Negeri 2 Banda Aceh. The employees of SMP Negeri 2 Banda Aceh, a total of 59 people, are the subject of this study. The census method was used to carry out the sampling approach, resulting in 59 observations in this study. Multiple linear regression analysis was used to examine the data. The findings revealed that at SMP Negeri 2 Banda Aceh, employee motivation and work discipline had a positive and significant impact on the quality of services.

Menjadi hal yang krusial, bahwa penyusunan sebuah peraturan perundang-undangan menjadi efisien bukanlah dari kecepatan proses penyusunannya hingga finalisasinya, tetapi lebih kepada penilaian bahwa prosesnya telah berjalan secara inklusif atau tidak. Berdasarkan penelitian Bappenas (2020), menunjukkan bahwa proses legislasi atau perumusan peraturan di Indonesia memiliki kualitas yang buruk, hal ini salah satunya karena rendahnya analisis dampak (Impact Assessment) dalam prosesnya. Dalam studinya, Bappenas juga mengklasifikasikan sejumlah undang-undang yang memiliki substansi yang bermasalah. Masalah pada substansi tersebut mencakup pasal atau ketentuan yang bertentangan dengan peraturan perundang undangan lainnya, tidak konsistensinya dalam proses perumusan substansi, adanya ketidakjelasan objek maupun subjek yang diatur, serta seringnya terjadi redundansi dalam substansi undang-undang yang eksisting (Nalle dan Kristina, 2020).

Penelitian ini dimaksudkan untuk menilai usability/penggunaan (Learning Management System) LMS pada pelatihan tenaga kesehatan masa pandemi Covid-19 di Bapelkes Cikarang. Pada penelitian sebelumnya LMS digunakan untuk pengolahan data-data master yang dibutuhkan dalam menunjang kegiatan pelatihan dan pembelajaran di kalangan guru, pendidikan formal dan perusahaan. Namun penelitian ini fokus pada pemanfaatan LMS dalam pelatihan jarak jauh, akibat pandemi Covid-19 di balai pelatihan kesehatan. Penelitian dilaksanakan pada Agustus 2021, menggunakan model teori usability Neilsen, dengan subyek alumni peserta pelatihan Penugasan Khusus di angkatan tiga belas yang berjumlah 38 orang. Instrumen penelitian berupa kuesioner, pedoman wawancara dan telaah laporan penyelenggaraan pelatihan. Analisis penelitian dilakukan dengan metode kualitatif deskriptif. Penelitian ini melakukan pengukuran usability aplikasi LMS SI Tangkas Bapelkes Cikarang, untuk mendapatkan gambaran seberapa besar manfaat, pemahaman dan tingkat kepuasan peserta. Pengukuran dilakukan terhadap hasil belajar dan tingkat kepuasan peserta serta ketergunaan LMS SI Tangkas melalui lima kriteria, yaitu learnability, efficiency, memorability, errors dan satisfaction. Hasil dari penelitian ini menunjukkan bahwa hasil belajar memenuhi nilai kelulusan dan tingkat kepuasan peserta rata-rata memuaskan. Sementara tingkat ketergunaan (usability) dari aplikasi SI Tangkas, adalah mudah dipelajari dan pengguna menyatakan puas dengan aplikasi ini. Namun dari sisi efisien, prosedur penggunaan dan tingkat kesalahan dalam mengoperasionalkan aplikasi didapatkan hasil kurang memenuhi usability. Hasil penelitian ini dapat digunakan sebagai masukan dalam pengembangan antarmuka aplikasi untuk pelatihan berikutnya dan juga untuk pelatihan bidang kesehatan lainnya. Rekomendasi untuk penelitian ini adalah agar LMS bisa dikembangkan menjadi LMS yang lebih mudah diingat prosedur penggunaanya, lebih efisien, dan lebih sedikit kesalahan yang ditimbulkan.
