Abstract

This study aims to identify the potential and destination readiness of five tourism villages in North Badung—Pelaga, Belok, Pangsan, Petang, and Carangsari, for the development of wellness tourism, analyze the internal and external factors influencing its development, and formulate a wellness tourism development model that supports sustainable tourism and local economic strengthening. The study employed a qualitative descriptive-analytical approach using document analysis, observation, in-depth interviews, and Focus Group Discussions (FGD). Informants included village officials, tourism awareness groups, community leaders, tourism business actors, and tourists. Data were analyzed using descriptive analysis, SWOT, Analytic Hierarchy Process (AHP), and Quantitative Strategic Planning Matrix (QSPM), followed by FGD validation. The findings indicate that the five villages possess strong natural, agricultural, cultural, and community-based resources that can support wellness experiences. However, destination readiness remains constrained by human resource capacity, infrastructure, accessibility, institutional coordination, and promotion. The study identifies the need to differentiate wellness products according to the characteristics of each village, strengthen human resources and institutions, develop inter-village collaboration, integrate tourism routes, increase community participation, and expand digital market access. The resulting model positions local natural and cultural potential as the foundation, followed by 4A destination readiness, capacity strengthening, product differentiation, inter-village collaboration, wellness journey development, digital marketing, community participation, and local economic value creation toward sustainable tourism.

Abstract

The realisation of good governance is the aspiration and hope of every nation. In the context of public administration, the principles of good governance are among the concepts adopted by the government as a guide for thinking and acting with a view to achieving sound public administration. However, in practice, the application of the principles of good governance at the Tasikmalaya City One-Stop Integrated Investment Service Agency (DPMPTSP) still faces numerous problems, including a lack of transparency in the delivery of services, the continued existence of illegal levies, and a lack of information provided to the public. The theory employed in this study is Sedarmayanti’s framework on the principles of good governance, comprising the dimensions of accountability, transparency, openness and the rule of law. The research design employed was a qualitative descriptive study, with data sources comprising officials and members of the public involved in the licensing process. Data collection techniques included observation, interviews, documentation and triangulation of sources. The research findings indicate that the implementation of the principles of good governance at the Tasikmalaya City One-Stop Integrated Investment Service Agency (DPMPTSP) has been proceeding quite well, particularly in terms of accountability, transparency, openness and the rule of law.

Abstract

Indonesia has a system of legal pluralism characterised by the interaction of state law, customary law, religious law and local social norms. This pluralism is significant in the resolution of disputes of public interest, particularly those relating to communal lands, customary forests, the environment, natural resources, spatial planning and development that affect communities governed by customary law. This article aims to analyse legal pluralism in the resolution of disputes of public interest, as well as the relationship between the state judiciary and customary law in Indonesia. The research employs a literature review method. The findings indicate that customary law functions as a living law that accommodates communal justice, collective rights, deliberation, reconciliation, and social restoration. However, its status remains subordinate as its recognition depends on administrative procedures, formal evidence, and the interpretation of the state judiciary. The state judiciary remains vital for ensuring legal certainty and the protection of constitutional rights; however, a legalistic approach may overlook the socio-historical evidence of indigenous communities. Therefore, an integrative and responsive model of legal pluralism is required through the strengthening of recognition of indigenous communities, contextual evidence, the involvement of customary institutions in mediation, and the protection of human rights and environmental sustainability.

Abstract

This study aims to design a Tri Hita Karana (THK) implementation model for the sustainable management of Song Broek Tourist Lodge in Melinggih Village, Payangan District, Gianyar Regency, Bali. The study employed a qualitative case study approach to explore the implementation of the three THK dimensions: Parahyangan, Pawongan, and Palemahan. Data were collected through documentation, Focus Group Discussion (FGD), interviews, and observation involving tourism and cultural experts, representatives of the Tri Hita Karana Foundation, THK Award assessors, ASITA representatives, and the lodge management. Data were analyzed using an interactive qualitative analysis consisting of data collection, reduction, presentation, and conclusion verification, supported by source and method triangulation. The findings identified 14 THK implementation indicators, consisting of four Parahyangan indicators, five Pawongan indicators, and five Palemahan indicators. The study further developed operational procedures for implementing these indicators through standard operating procedures, action plans, responsibility allocation, targets, monitoring, and evaluation. The findings demonstrate that THK can be translated from a Balinese philosophical value into an operational management framework that integrates spiritual, social, cultural, and environmental dimensions. The study concludes that the proposed THK model provides an applicable framework for strengthening sustainable management of community-based tourist accommodation.

Abstract

Digital globalisation via social media has transformed communication, identity and the sustainability of local cultures in Indonesia. Exposure to global popular culture on TikTok, Instagram, YouTube and Facebook can influence language, lifestyle, consumption, self-presentation, and the younger generation’s engagement with local traditions. This literature review highlights the ambivalent impact of social media. Social media can foster the dominance of global culture, individualism, consumerism, the homogenisation of lifestyles, and the commodification of traditions. However, social media also has the potential to serve as a means of documentation, education, cultural promotion, the revitalisation of regional languages, the development of the creative economy, and the enhancement of appreciation for local art and cultural heritage. Therefore, cultural preservation in the digital age must be supported by digital and cultural literacy, the active role of indigenous communities or cultural custodians, the integration of local culture into education, and collaboration between the government, the public, educational institutions, artists, and content creators. In this way, social media can be utilised to strengthen cultural identity and safeguard the continuity of Indonesian traditions.

Abstract

Maimun Palace continues to preserve three forms of Deli Malay culture: ideas (Islamic philosophy and customary values), activities (the Junjung Duli and Tepung Tawar traditions), and artifacts (eclectic architecture and the Pedang Bawar heirloom). However, practices of staged authenticity can be observed through three forms of commodification: apparent commodification (the physical polishing of chairs and the royal throne), actual commodification (the combination of the private residential function of the Sultan’s relatives with souvenir sales), and new commodification (the rental of traditional clothing). This phenomenon creates a dichotomy of authenticity, namely conceptual authenticity among the Sultan’s family and contextual authenticity in tourists’ visual perceptions. Based on the Tourism Area Life Cycle (TALC) theory, Maimun Palace is considered to be in the stagnation stage due to the physical deterioration of the building. Therefore, rejuvenation is needed through attraction innovation and physical revitalization to prevent the destination from entering the decline stage and to avoid the simplification of cultural meanings (cultural flattening).
