Abstract

The Government Gianyar Regency is one of the districts that collects rural and urban land and building taxes (PBB-P2) in accordance with Law Number 28 of 2009 concerning Regional Taxes and Regional Levies. One of the efforts made is by collaborating with financial institutions such as Bank BPD Bali, BRI, LPD and cooperatives that collaborate in collection. The research objective was to determine the implementation of PBB-P2 tax collection policy and the factors causing the PBB-P2 collection not maximally. Using the theory of Van Meter and Van Horn. This research was conducted at the Regional Financial and Asset Management Agency of Gianyar Regency (BPKAD) using qualitative research methods. The results of the research on the implementation of PBB-P2 collection policy at BPKAD Gianyar Regency show that it is not optimal. Where the results of the discussion show that the size and objectives of the policy have been guided by Law 28 of 2009 on local taxes and levies. Resources are generally adequate. The characteristics of the executing agent are running quite well where the organizational structure can be used as a variable that explains the character of the organization. Communication between organizations and implementing activities has not run optimally so that various obstacles in service are still found.

Abstract

This study aims to analyze the implementation of the policy of managing bums and beggars By the Badung District Civil Service Police Unit based on Regional Regulation No. 7 of 2016 concerning Public Order and Community Peace. The research method used is a qualitative descriptive research method using the policy implementation model by Van Meter and Van Horn. The results showed that the implementation of the policy to control bums and beggars had not been running optimally was still experiencing obstacles. This is because the enforcement of legal sanctions has not been fulfilled, lack of human resources and facilities and infrastructure. The factors that influence the implementation have not been maximized include: resource factors, factors of the attitude of the implementers, social, economic and political environmental factors. Efforts to improve the success of implementation by adding human resources, facilities and infrastructure and improving the performance of Satpol PP with law enforcement in accordance with local regulations, causing a deterrent effect on the homeless and beggars.

Abstract

The Clean River Program (PROKASIH) is a government policy in an effort to overcome pollution problems and maintain the preservation of environmental functions. Environmental problems, especially river pollution in Indonesia, are the reason for the need to maintain the function of waters to support development and improve human welfare. The purpose of this study is to assess the performance of policies to determine the effectiveness of the Clean River Program in overcoming the problem of river pollution. The research method used is a qualitative descriptive approach with data collection techniques through non-participatory observation, interviews, and documentation. The results of this study indicate that the implementation of the Clean River Program in Tukad Bindu, Kesiman Sub-district, Denpasar City is very effective. The effectiveness of the implementation of this program can be seen from the accuracy of policies in overcoming pollution problems in Tukad Bindu; target accuracy in program implementation; the accuracy of the implementation as proven through the synergy between the government, the private sector, and the local community; environmental accuracy as seen from the disposition and contribution of the community; accuracy of the process in complying with applicable rules and division of tasks; as well as the benefits obtained by the local community in the implementation of the Clean River Program as well as changes in behavior in maintaining and developing Tukad Bindu. The successful implementation of this program requires efforts to strengthen the institutional system in overcoming the problem of river pollution as well as optimizing community empowerment in realizing sustainable environmental management.

Abstract

The global health crisis due to the Covid-19 pandemic has an impact on various lines of life. This problem requires a solution in acting and responding to the challenges faced, one of them is through policy. Various government products in the form of public policy have been presented to respond to the rapidly growing pandemic. To maximize the policy performance, it is necessary to actualize the values of local wisdom to participate in the form of synergies to overcome the problems of society. Cultivating value that flourish in the community is prominent to be applied for policies to strengthen community resilience and optimize policy implementation. The value of life that arises in the community is an effort to attain policy effectiveness in dealing with challenges and obstacles due to the Covid-19 pandemic. The method used in this study uses a qualitative descriptive approach. The data collection technique used by a literature study with a research focus to describe and analyze the philosophical values of Tri Hita Karana in regional policies as a form of civilizing local wisdom. The results of this study indicate that policy instruments in answering problems must be able to revive the values ​​that exist in the society. The form of dissemination between policies and local wisdom values becomes a symbiosis that supports each other and can establish a more adaptive ecosystem and answer the challenges faced by local communities. The implementation of the Gotong Royong Task Force (Satgas) policy based on Traditional Villages in Bali by integrating the philosophical values of Tri Hita Karana has been able to respond the neccesities of the local community in dealing with the COVID-19 pandemic and is a form of cultivating the Tri Hita Karana values that are implementable and inherit the values of the Tri Hita Karana local wisdom for future generations.

Abstract

Tourism has become a mainstay sector in development in the Province of Bali. The contribution of tourism to the economy is quite high. At the end of 2019 tourist visits and international tourists experienced a significant decline due to the Covid-19 pandemi which caused the collapse of Bali tourism, especially in Badung Regency as a major tourist destination. Facing an increasingly difficult economic situation amid the outbreak of the Corona virus, the Financial Services Authority has begun to implement a policy of providing stimulus to the economy with the issuance of POJK No.11/POJK.03/2020 National Economic Stimulus as a Countercyclical Policy as a result of the spread of Covid-19 This POJK is expected to be a policy that is able to maintain economic stability and maintain economic growth for the Balinese people, most of whom are engaged in the tourism sector, especially in Badung Regency. This research uses qualitative research methods with descriptive research type. Primary data obtained through the process of observation, interviews, and documentaries. The selection of informants was done by purposive sampling. Data validation is done by triangulation of data sources so that the data presented is valid data. The results of this study describe the implementation of the policy stimulus as a countercyclical in an effort to prevent tourism actors causing the COVID-19 pandemi and describe the supporting and inhibiting factors of this policy.

Abstract

The tourism industry has been most affected in the pandemic era. Until now, the development of the tourism industry, especially in big cities, has only focused on public and private sector actors. while in big cities there are two groups of people, namely local communities and urban communities. This community group has never participated in the tourism development process. The city of Surabaya is the second largest city in Indonesia, where the development of the tourism industry is quite massive. From these problems, the researcher wants to see how the process of developing Surabaya's tourism development process runs. Qualitative methods used in this research method, and data collection techniques with in-depth interviews. Ansell and Gash's collaborative governance theory was used in the data analysis of this study. The results showed that the cooperation of the city of Surabaya was not in sync with other players. This can be seen from the government itself which has two tourism promotion agencies, but these two institutions continue to operate independently. Even the people themselves are not involved in the tourism development process, this can be seen from the people who do not know when tourism development takes place in their place of residence. In turn, private individuals who act as developers in the development process do not use local communities as employees. It is clear that the management of cooperatives in Surabaya has not been effective.

Abstract

Public service is a form of activity that is sought to assist service needs that refer to the laws and regulations for citizens and residents in the form of services, goods, or administrative services that have been provided by the public service providers. The government is obliged to carry out public services optimally based on law number 25 of 2009 article 1 paragraph 1 which explains that public service is a form of activity carried out by the government to fulfill the basic rights of its citizens. Therefore the provision of public services is required to be carried out in an optimal manner. optimal. One of the efforts to form public services held by the government is in the field of population administration. As a government agency in charge of providing all population administration services, especially for the Surabaya area. In developing a smart city using e-governance, it is none other than the Surabaya city government, especially the Surabaya City Civil Registration Department, which aims to provide better and excellent public services and provide convenience in interacting with the community. There is a need for reform which is intended to improve and even improve the quality, efficiency, and effectiveness of public service delivery. Through these reforms, systems, methods, and technologies will be created that can reduce costs, shorten service time, and cut bureaucracy. This study aims to determine the application of e-klampid in realizing good governance in the city of Surabaya and to find out the inhibiting and driving factors for e-klampid online. The research method applied in this study is a qualitative method. The results of his research refer to the four indicators of good governance, namely community participation, transparency, supremacy, effectiveness and efficiency.

Abstract

This study aims to determine the effectiveness of the library and archives service in increasing people's love of reading, based on Law Number 43 of 2007 concerning Libraries, libraries are facilities or places to provide reading materials. The research was made using qualitative method, with an on-site observation process, structured and academically, the data obtained from interviews with related parties, documentation and descriptions. The result showed that, the East Java Provincial Library and Archives Service succeeded in increasing the love of reading for the people of East Java beyond what was targeted in the Strategic Plan. This was due to the active efforts of librarians to continue to invite people to read online and offline and to invite children to make reading a habit. Even so, according to SAKIP, the performance of librarians tends to decline due to the pandemic that hit and remains categorized as good. There are several factors that influence the people's love to read, such as the lack of human resources, the lack of awareness of the people of East Java towards reading and making reading a culture, and the lack of development and development of types of libraries. With the factors that affect reading habits, there are efforts that can be made by the East Java Provincial Library and Archives Service to increase people's reading habits such as socialization and promotion to the public about the importance of reading, increasing the number of human resources, and leveling the development and development of libraries. libraries throughout East Java.

Abstract

The establishment of a market value policy is expected to increase the PAD of Karangasem Regency. However, in its application, the Karangasem Regency BPKAD still finds differences in the selling value of non-metallic minerals and rocks among entrepreneurs. This study focuses on the implementation of market value policies in collecting taxes on non-metallic minerals and rocks in Karangasem Regency, obstacles and efforts to overcome obstacles. The study used descriptive qualitative methods and data collection techniques using interview instruments, observation, documentation studies and online searches. The results of the study found that the implementation of the market value policy in collecting taxes on non-metallic minerals and rocks in Karangasem Regency has not run optimally due to several obstacles.

Abstract

A tourist village is a rural area in which it offers rural authenticity, both social life, culture, customs and is supported by tourist potential and supporting facilities presented in the structure of village life. Besan Village is one of the villages that has been designated as a Tourist Village. By establishing it as a Tourist Village, it will increase the Village's Original Income. This study uses a qualitative descriptive approach that aims to describe the management of tourist villages to increase village original income. This research is a qualitative research using the Penta helic theory in which the development of the Tourist Village must be focused on the integrated development of 5 (five) important elements consisting of Academics, Business, Community, Government, and Media. This research was conducted in Besan Tourist Village, Klungkung Regency. The type of data used is qualitative with data sources consisting of primary and secondary data. Data collection techniques used are in the form of observations, interviews, documentation studies, and online data searches. Data analysis techniques are carried out by collecting data, reducing data, presenting data and drawing conclusions. The results of this study indicate that the management of the Besan Tourist Village in the context of improving the original village in the Besan Tourist Village is an integrated development of 5 (five) important elements consisting of Academics, Business, Community, Government, and Media. From the results of this study the researchers concluded that the Management of Tourist Villages in the Context of Increasing Village Original Income in Besan Village in Klungkung Regency has been going well but still experiencing some obstacles.
