Abstract

Upaya administratif merupakan sarana perlindungan hukum kepada masyarakat dalam rangka memberikan kesempatan sebelum sebuah sengketa administratif diajukan ke peradilan administrasi. Upaya administratif secara umum diatur sebagai sebuah mekanisme penyelesaian menggunakan keberatan dan banding administratif. Di Indonesia, pengaturan upaya administratif telah diatur dalam UU No. 5 tahun 1986 tentang Peradilan Tata Usaha Negara. Namun pasca hadirnya UU No. 30 tahun 2014 tentang Administrasi Pemerintahan, membawa sejumlah perubahan paradigma dan prinsip-prinsip dalam hukum administrasi negara maupun dalam proses berperkara penyelesaian sebuah sengketa administratif terkait pelaksanaan upaya administrasi. Metode penelitian yang digunakan dalam penulisan ini adalah dengan menggunakan metode penelitian yuridis normative. Hasil penelitian ini adalah pertama, belum efektifnya pelaksanaan upaya administratif menjadikan penyelesaian gugatan di Peratun terkendala aspek formil, kedua, belum adanya pelembagaan upaya administratif dalam setiap instansi pemerintah agar pemerintah menyadari kewajibannya untuk memenuhi hak-hak warga negara. Kesimpulan dalam penulisan ini adalah pertama, perlunya pemahaman dari berbagai pihak yang berkepentingan terkait upaya administratif baik dari warga masyarakat, pejabat pemerintah, maupun hakim yang memutus perkara, kedua, perlu adanya pelembagaan upaya administratif secara komprehensif dan serentak di seluruh instansi pemerintah.

Abstract

This research is research on strategies for developing community-based cage tourism at Nelayan Beach, Canggu. This research aims to examine the development of the physical and non-physical potential of Canggu Village with the Tri Hita Karana philosophy, which can be managed sustainably by the local community in order to improve welfare. This research is qualitative research with a descriptive approach. The data collection techniques used in this research are interviews, observation, and documentation. The informants in this research were six people, consisting of 2 government officials, two fishermen representatives, and two representatives from youth organizations using a purposive sampling method. The research results show that Canggu Village has a work plan for monitoring adjustments and maintenance so that the Keramba Tourism Development Strategy becomes sustainable. The Work Plan is regulated in MUSDES (Village Conference). Through MUSDES, community participation is optimized. The implementation of tourism development has so far gone well, with the involvement of all aspects of society in accordance with the plans that were carried out.

Abstract

Isbat nikah is a periodic conjugal marriage program that has been implemented in accordance with the provisions. The program is a means of administrative fulfillment that was previously unrecorded. The purpose of this study is to find out: 1) The role of stakeholders in efforts to encourage the submission of marriage isbat to the community in Bulak Banteng Village. 2) Procedures for administrative recording through the isbat nikah program. Researchers use qualitative approach methods with descriptive research types. The data collection techniques chosen in this study were observation and interviews. Van Metter and Van Horn's implementation theory uses 6 indicators. The results showed that the implementation of the isbat nikah program has run optimally. However, in its implementation, there are obstacles, namely in the aspect of resources that have not been optimally implemented, there are 2 residents who have been registered but canceled to take part in the isbat nikah program due to communication constraints.

Abstract

The implementation of electronic government is part of an effort to improve the quality of public services. The implementation of electronic government in Indonesia is currently not running optimally because there are still a number of challenges and obstacles. Banyuwangi Regency through the Smart Kampung Banyuwangi application also hopes for better changes in terms of service quality, but in its implementation there are still obstacles in using the Smart Kampung Banyuwangi application as a means of accessing services. The research focuses on knowing the effect of the Smart Kampung Banyuwangi application on the quality of population administration services at the Population and Civil Registration Office of Banyuwangi Regency. Previous research related to Smart Kampung Banyuwangi, no one has discussed the effect of the Smart Kampung Banyuwangi application on service quality, so research needs to be done to find out whether the use of the Smart Kampung Banyuwangi application is in accordance with the purpose of creating the system so that further efforts can be formulated in using the Smart Kampung Banyuwangi application. The research includes aspects of system security, accuracy of documents produced, design, ease of use, social involvement, and the opportunity for the community to assess the performance of the application system, so as to complement aspects that have not been studied in previous studies. The research was conducted using quantitative methods, with data collection techniques through observation, questionnaires, and documentation. The data analysis process was carried out through descriptive statistical techniques and inferential statistics. The analytical test tools used include validity, reliability, product moment correlation, simple linear regression, and coefficient of determination analysis using SPSS version 25. Based on the results of the correlation test, a correlation value of 0.827 was obtained, indicating a very strong level of relationship between the Smart Kampung Banyuwangi application and the quality of population administration services. The results of the simple linear regression analysis test obtained the regression equation Y = 3.543 + 0.908X which shows a positive and significant influence between the Smart Kampung Banyuwangi application on the quality of population administration services. The results of the coefficient of determination analysis obtained an R^2 value of 0.685, indicating the magnitude of the influence of the Smart Kampung Banyuwangi application on the quality of population administration services by 68.5%. Thus the hypothesis that there is a positive and significant influence between the Smart Kampung Banyuwangi application on the quality of population administration services at the Population and Civil Registration Office of Banyuwangi Regency can be accepted.

Abstract

Aplikasi layanan aspirasi dan pengaduan masyarakat (SIDUMAS) dikembangkan oleh Dinas Kominfo, yang digunakan untuk menampung pengaduan dan aspirasi masyarakat secara transparan. Aplikasi SIDUMAS terintegrasi pada dinas terkait, salah satunya Dinas Pekerjaan Umum dan Penataan Ruang dalam menanggapi pengaduan bidang infrastruktur. Aplikasi SIDUMAS ini sudah berjalan untuk menampung pengaduan maupun aspirasi masyarakat. Namun terdapat kendala dalam aplikasi yaitu kinerja admin dalam verifikasi akun cenderung lambat. Penelitian ini bertujuan untuk mengetahui efektivitas penggunaan aplikasi SIDUMAS dalam menanggapi pengaduan masyarakat di Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Badung. Pendekatan penelitian menggunakan deskriptif kualitatif. Teknik pengumpulan data yang digunakan melalui observasi, wawancara dan dokumentasi. Sumber data penelitian ini adalah data primer dan data sekunder. Satuan kajian dan informan penelitian ini berjumlah 5 informan terdiri dari pemerintah dan masyarakat. Adapun teknik penentuan informan pada penelitian ini menggunakan teknik purposive sampling. Teknik analisis data yang digunakan melalui kondensasi data, penyajian data, penarikan dan verifikasi kesimpulan. Berdasarkan hasil penelitian menunjukkan bahwa masyarakat dan Dinas PUPR dapat memahami penggunaan aplikasi SIDUMAS. Dalam menanggapi pengaduan masyarakat berkaitan dengan infrastruktur dinas dapat dikatakan sudah tepat sasaran, tepat waktu dan tercapainya tujuan. Adanya perubahan nyata dari Dinas PUPR dan masyarakat selama menggunakan aplikasi SIDUMAS. Namun terdapat beberapa masyarakat yang belum mengetahui aplikasi SIDUMAS, verifikasi akun yang cenderung lama dan adanya penyaringan pengaduan yang kurang baik. Sehingga diperlukannya sosialisasi secara menyeluruh kepada masyarakat dan pembaharuan aplikasi. Diperlukannya pengecekan infrastruktur dengan jangka waktu tertentu sebagai bentuk pemeliharaan infrastuktur serta konsistensi dalam menanggapi pengaduan masyarakat di Dinas PUPR Kabupaten Badung.

Abstract

The term tourist village is closely related to Pandean. The reason is, this area is quite an attraction for local tourists. This research aims to identify strategies for utilizing local wisdom in developing the Pandean Tourism Village, Trenggalek Regency. The urgency of this research is to increase tourism potential, what needs to be done is to plan tourism development using the 3A concept (attractions, facilities and accessibility) which is a requirement in developing a tourist destination, because these three elements have an important role. In building a comfortable travel experience and meeting tourist needs. This research uses a descriptive qualitative approach, namely providing a systematic, factual and accurate description of the facts and potential of tourism in the Pandean Tourism Village. The location of this research is in Dongko District, Trenggalek Regency, East Java Province, while the location in this research is Pandean Tourism Village. Data collection techniques use observation, documentation and interviews. The informants in this research were: 1) Dewi Arum Pulosari Tourism Awareness Group; 2) Head of Pandean Village; and 3) business actors in the Pandean Tourism Village. The results of this research indicate that the Pandean Tourism Village is not yet optimal in implementing the 3A tourism concept. Various interesting tourist attractions are presented at Pandean Tourism Village to make an impression on visitors. The accessibility of the Pandean Tourism Village does not provide comfort for tourists, the road conditions are not good, large buses cannot enter the Pandean Tourism Village location because the road conditions are narrow. Existing facilities in the Pandean Tourism Village need to be developed, so that they can meet the needs of visiting tourists.

Abstract

We Love Bali is a program created by the Ministry of Tourism and Creative Economy aiming to help tourism businesses in Bali to grow in the midst of new normal era while still paying attention to health protocols. This activity is supported by programs that can make tourists interested with the situation of tourist destinations in Bali. It is hoped that this program will be able to make tourism in Bali recover and the economy will rebound and people are able to return to their normal activities in the midst of the Covid 19 pandemic. This paper employs literature studies and interview to examine the implementation of the program. The descriptive result that emphasizes interviews with tourism actors are supported by data from tourists visiting Bali. The results of this study indicate that We Love Bali program is able to restore the economic condition of the Balinese people to a better condition. And also We Love Bali program is one of the programs implemented to help tourism businesses and the creative economy including hotels, travel businesses, transport businesses, tour guides, restaurants, tourist destinations, MSMEs, and others.

Abstract

Leadership related to developing employees’ competencies is an important part of organization life. However, this has not been carried out properly to ensure all duties and obligations are carried out within the organization, one of which is developing the competence of organizational members. Objectives of this research are to determine the role of leadership in developing the competence of Civil Servants at BPSDM Bali; and to determine the constraints of developing the competence of Civil Servants at BPSDM Bali. This research uses qualitative descriptive method with transformational leadership theory. There were 8 (eight) informants determined using purposive sampling technique. Data collection use interview guidelines, observation and documentation. The methods and data analysis techniques were carried out by reducing, presenting data and drawing conclusions. The final stage of the analysis carried out the presentation of the results of the data presented with narrative text. From the analysis, the results show that the role of leadership in developing the competence of civil servants at BPSDM has not been maximal in mobilizing, directing and evaluating subordinates to fulfill the rights and opportunities for competency development of civil servants for 20 hours of lessons / year according to government regulation Number 11 of 2017 concerning Employee Management Civil Affairs. Furthermore several constraints are found, namely the egoism of subordinates, no leadership commitment, no strategy in accelerating employee competency development, the need for employee competency development get maximum budget support.

Abstract

The rapid development of tourism in Badung Regency has caused it provision of tourism accommodation has increased particularly in villa accommodation. However, there are villas that are already operating but do not have business legality, therefore it is necessary to carry out strict supervision to prevent violations. The purpose of this study was to determine the performance of the Tourism Office in Supervising of Villa Tourism Accommodation in Badung Regency. The theory used is Mahsun's Theory of Performance which includes Input, Process, Output, Outcome, Benefit, and Impact. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews and documentation study. The results showed that the Performance of the Tourism Office in Supervision of Villa Tourism Accommodation has been running well but has not been optimal because there are still obstacles, namely limited human resources, narrow monitoring targets and the absence of strict sanctions given.

Abstract

The poor quality of public services in Indonesia must be addressed by the government. One of the government's efforts to improve the quality of public services is to take advantage of advances in information technology in the process of governance. This is known as e-government or electronic or internet-based government administration. The process of implementing e-government goes through several stages, namely presence (web presence), interaction (interaction), transactions (transactions), and transformation (transformation). This study aims to determine how the implementation of e-government through the provision and operation of village websites can improve the quality of public services in Bona Village. This research is a qualitative-descriptive type of research that describes and explains the results of research based on relevant data collected through observation and literature study. The analysis of the research data used the Miles and Huberman model which included the initial data collection stage, the data reduction stage, the data presentation stage, and then the conclusion drawing stage. The results of this study are the application of e-government is carried out through the provision and operation of village websites as a means of public services that are easy, practical, and efficient. There are several services related to village administration including writing business letters, complaint reports, writing letters for other purposes, and essential telephone services. These services can be accessed by the village community easily and through a mechanism or procedure that is not complicated, so that the community feels satisfied with the public services they get. Based on the research results, it can be concluded that the application of e-government through the provision and operation of village websites that provide easy and practical public services can improve the quality of public services in Bona Village. Through the application of e-government, the implementation of village government can be carried out effectively, efficiently, transparently and accountably.
