Regional autonomy in Indonesia is not a new concept that has been implemented. Based on the track record of the previous prevailing laws and regulations, Indonesia officially defined autonomy in Law No. 22/1999 with a dominant focus on decentralization. However, in line with the implementation of autonomy itself, it is said that there are still many problems or even not in line with expectations. This study focuses on the concept of regional autonomy used in efforts to fulfill public services, the weaknesses of related concepts and examples of successful regions in Indonesia that implement regional autonomy. The research method used is qualitative with secondary data or secondary data in data collection. The results of the study are that regions in Indonesia have a tendency to use the concept of traditional bureaucratic authority, where the Indonesian government provides services without involving other parties. The weakness of the concept or model lies in the reach of the local government on all matters of public service itself. Regional limitations are the main factor for these weaknesses, as a result of all forms of public services being developed by the local government without involving the community and the private sector. The city of Surabaya is a successful example of fulfilling public services using E-Government

Good governance must be built so that the ideals of the Indonesian people contained in the 1945 Constitution of the Republic of Indonesia in the fourth paragraph can be realized. To make this happen, the Government of Indonesia is focusing on changes to 8 main areas contained in the 2010-2025 Bureaucratic Reform Grand Design which are devoted to excellent service to the community. The government is expected to be able to implement dynamic governance, according to the changing times but not ignoring the needs of the community. However, in carrying out this governance, of course there is an obstacle, especially in the health sector services at the Denpasar City Health Office. The mobility of the population is quite high and the pre-hospital services available to the people of Denpasar City are quite limited so to overcome this, the Denpasar City Government created a Health program, namely Denpasar Mantap Community Health or DAMAKESMAS. The program, which is coordinated by the Denpasar City Health Office, collaborates with the Denpasar City BPBD and the Denpasar City Communications, Informatics and Statistics Office. This research was conducted with the aim of analyzing and observing DAMAKESMAS management from dynamic governance. This type of research is descriptive research with a qualitative approach. Data collection techniques used are observation, interviews and documentation. Based on this research showing that the management of DAMAKESMAS is from a dynamic governance approach, the researchers found that the Denpasar City Government has been thinking ahead to improve health services. However, in its management there are obstacles that the government must rethink. To create complexity from managing this program, it must be run with cross-thinking.

The background of this research is to collect information and information about employees' perceptions of the workplace situation, job satisfaction and ongoing motivation and their relationship to employee performance. The purpose of this research is presented is to determine the effect of analysis: work situation, job satisfaction, motivation and environmental performance of employees of Pt. Semen Baturaja (Persero). This research was conducted at Pt. Semen Baturaja (Persero). Collecting information using a questionnaire, and taking the sample of this study as many as 65 employees with likelihood testing. Information analysis method used is multiple regression test, F test, and coefficient of determination (R²). The results show that: 1). Partially the t-test variable Work Situation (X1) has an effect on employee performance at PT. Semen Baturaja (Persero). It is known from p-value less than 0.05.2). Partially, the variable job satisfaction t test (X2) has an effect on employee performance at PT. Semen Baturaja (Persero). It is known from the p value which is less than 0.05.3). Partially, the work motivation variable t test (X3) has no effect on employee performance at PT. Semen Baturaja (Persero). It is known from the p value greater than 0.05. Based on the results of the study showed that the motivation at PT. Semen Baturaja (Persero) does not need to be held because employees have self-motivation, and to increase employee motivation, incentive money is needed for those who excel. 4). Simultaneously (Test F) Variables Work Situation, Job Satisfaction, and Work Motivation have a significant influence on the performance of employees at PT. Semen Baturaja (Persero). It is known from the p value less than 0.05.

Proses pelayanan publik diharapkan mampu mewujudkan konsep good governance agar pelayanan publik dapat berjalan secara maksimal. Salah satu daerah di Indonesia yang berupaya untuk menerapkan konsep good governance ialah Kota Denpasar yang terletak di Provinsi Bali. Kota Denpasar sebagai pusat pemerintahan yang memiliki tingkat mobilitas penduduk sangat tinggi telah berhasil meraih penghargaan tingkat nasional berupa Penghargaan Anugerah Pandu Negeri kategori Gold dengan penilaian tata kelola pemerintahan yang baik. Tetapi masih terdapat kendala dalam pelayanan publik yakni antrian masyarakat yang membludak serta dampak dari pandemi Covid-19. Sehingga Dinas Kependudukan dan Pencatatan Sipil Kota Denpasar berupaya memberikan solusi melalui (Sistem Pendaftaran Daring) Si Taring sebagai upaya dalam pelayanan publik berbasis daring. Penelitian ini dilakukan untuk mengetahui Implementasi Sistem Pendaftaran Daring (Si Taring) dalam Pelayanan Publik di Dinas Kependudukan dan Pencatatan Sipil Kota Denpasar. Jenis penelitian ini adalah jenis penelitian kualitatif dengan pendekatan deskriptif. Penelitian ini menggunakan 3 indikator dalam mengukur implementasi yakni melalui adanya program atau kebijakan, kelompok sasaran, dan elemen pelaksana. Informan dalam penelitian ini terdiri dari pemerintah dan masyarakat. Teknik pengumpulan data yang digunakan melalui observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan melalui kondensasi data, penyajian data, penarikan dan verifikasi kesimpulan serta diverifikasi melalui uji keabsahan data yakni kepercayaan, keteralihan, kebergantungan, dan kepastian. Berdasarkan hasil penelitian menunjukkan bahwa pelaksanaan Sistem Pendaftaran Daring (Si Taring) sudah berjalan dengan baik karena masyarakat sudah mengetahui adanya program Si Taring sehingga dapat memudahkan masyarakat dalam mengurus admnistrasi kependudukan secara daring dan tidak perlu merasakan antrian yang panjang serta sudah tersedianya prosedur pelaksanaan pada website. Namun masih terdapat beberapa masyarakat yang kurang paham dengan layanan yang tersedia sehingga diperlukannya sosialisasi secara rutin melalui Dinas Kependudukan dan Pencatatan Sipil Kota Denpasar kepada masyarakat.

Sumenep Regency has many diverse tourism potentials, a very prominent tourist destination in Sumenep Regency is island tourism. Gili Iyang Island is also known as “Oxygen Islandâ€, because it has natural tourism potential and high oxygen content potential (above 20% normal parks) compared to other regions in Indonesia (LAPAN). Gili I Island Tourism Development which requires community accessibility by playing an active and systematic role, the role of the community in understanding the management and utilization of tourism potential is very important in developing tourism in the region. Tourism management will be optimal if it is community-based. This study focuses on Tourism Governance of Gili Iyang Island: Community Based Tourist Perspective, by analyzing the level of participation of local communities on Gili Iyang Island in exploiting and developing tourism potential on Gili Iyang Island. Qualitative methods are used in this research method, and data collection techniques are in-depth interviews. Community Based Tourism theory Suansri (2003) is used in data analysis, with five principles of approach namely: (1) economic principles, (2) social principles, (3) cultural principles, (4) environmental principles and (5) political principles. The results of the study show that Tata managing tourism on Gili Iyang Island has been going well, as evidenced by the role of Pokdarwis in being able to create jobs in the tourism sector, increasing tourist visits to Gili Iyang Island. Environmental conservationists and the community can participate in tourism management, by becoming part of the Pokdarwis members.

The administrative system that was previously done manually greatly hampered employee performance in terms of time and cost so that the development of information technology can affect employee performance in playing a very important role in managing management information systems, such as the following: data entry, data management, and information data transmission. In adapting to the rapid development of technology, one example is the adaptation of technology used by the Bali Provincial Government, namely SIKePO (Online Employee Performance Information System). The SIKePO application is an application that records all daily activities of employees within the scope of the Bali Provincial Government. BAPPEDA Bali Province is one of the Bali Provincial government agencies that implements SIKePO with the hope that this system can be more effective and efficient in terms of time and cost to supervise the performance of civil servants. The problem of research on the application of SIKePO in BAPPEDA Bali Province is the influence of the application of SIKePO on the performance of civil servants, therefore, the purpose of this study was to determine how much influence the application of SIKEPO has on the performance of civil servants in the Regional Development Planning Agency of Bali Province. This research method is an associative research method with a quantitative approach. The data needed in this study are primary data and secondary data. Data collection techniques used through observation, questionnaires, and documentation. Data was obtained from a questionnaire distributed to all civil servants in BAPPEDA Bali Province containing a total of 32 respondents. The sampling method in this study used saturated samples. The population in this study is all civil servants in BAPPEDA Bali Province. Based on the results of this study, it shows that the correlation results between variables X and Y amounted to rxy = 0.534 which means that the variable application of SIKePO has a positive and significant effect on the Performance of Civil Servants, with a simple linear regression analysis of Y' = 5.64 + 0.67 X which means that there is a positive relationship (unidirectional between x and y) and the results of determination have an influence on the application of SIKePO stimultan has a contribution of 28.5% to the Performance of Civil Servants Civil, while the other 71.5% were contributions from other variables that were not studied in this study. It can be concluded that there is a significant relationship and the hypothesis proposed is proven correct.

The existence of tourists in a tourist attraction is the spearhead of the success of that tourist attraction, the number of tourist visits plays a strong role and actively contributes in improving the economy and people's welfare. The tourist attraction of Tanjung Pendam Beach, Belitung Regency has its own potential and is attractive to tourists who visit, but if the tourist attraction of Tanjung Pendam Beach does not carry out sustainable measures, it will result in being abandoned by visiting tourists. In this research study, a tourism sustainability strategy is provided using a review of the 4A main components in tourism, namely Attraction, Amenity, Accessibility and Anciliary. In the Qualitative Research Approach activities in data collection activities through observation, interviews and documentation. The results of this research show that the main components of 4A (Attraction, Amenity, Accessibility and Anciliary) are that the facilities are quite complete and good, but some facilities are still not utilized properly, and some facilities are outdated, damaged and neglected and require maintenance. By utilizing collaboration between other stakeholders, it can be a solution to help and make it easier to build and maintain tourist facilities so that they can be sustainable.

Public participation in public governance has become a major issue in Indonesian governance. Public governance is defined as a concept that represents the government's ability to assist citizens in an inclusive, non-discriminatory manner, and provide individual satisfaction and prosperity for the people. Society is considered the main force in driving service quality and e-government implementation. In Indonesia, good public governance has been the focus of attention since 1999. However, public participation in public governance is often ignored by the government, so it is only considered a mere formality, which can cause tension and disharmony in public governance. This study aims to determine and analyze the urgency of public participation in public governance in Indonesia. This type of research is the SLR (Systematic Literature Review) method with a qualitative approach. Data sources are obtained from related journals through a literature review. The results of this study indicate that public participation in public governance in Indonesia is urgent because it can produce decisions or policies that are in accordance with the needs of the community, realize the success of development in Indonesia, effectively increase transparency, accountability, and compliance with the law and can realize ideal popular sovereignty.

Openness of public information is a means of optimizing public supervision of the performance of an institution. PPID is a means to make it easier for the public to obtain the information they need. There are problems related to the effectiveness of the role of PPID which is not yet fully effective, this condition is the background for this research in order to find out the effectiveness, obstacles and efforts made to increase the effectiveness of the role of Information and Documentation Management Officers in increasing information openness in the Karangasem Regency KPU. This research uses a qualitative descriptive method approach. The aim of the research is to determine and analyze the effectiveness of the role of Information and Documentation Management Officers in increasing information transparency in the Karangasem Regency KPU. The research results show that the role of Information and Documentation Management Officers in increasing public information openness in the Karangasem Regency KPU, seen from the indicators of achieving goals, is effective, but seen from the integrity and adaptation indicators, it is not yet fully effective. The obstacles are that the service space is not representative enough, there is still a lack of human resources capable of managing PPID, the budget availability to socialize PPID is inadequate and the infrastructure for website-based e-PPID is inadequate. The efforts made include efforts to disseminate information through socialization both directly and online, fulfill the shortage of human resources and improve the quality of website-based e-PPID infrastructure so that it functions optimally.

Political Literacy is knowledge and understanding of political processes and political issues to be able to effectively carry out their role as citizens. Digital-based political literacy has a role in improving the quality of people's opinions and choices to participate in general elections. However, it still appears that not all people use social media for political literacy and the internet network is not adequate so that not all people participate in general elections. The conditions above are the background for this research to find out how to increase voter participation through digital-based political literacy in the General Election in Karangasem Regency as well as the obstacles and efforts to increase voter participation in the general election in Karangasem Regency. This research uses a qualitative descriptive method approach. The aim of the research is to find out and analyze increasing voter participation through digital-based political literacy in the General Election in Karangasem Regency as well as the obstacles and efforts. The research results show that increasing voter participation through digital-based political literacy in the General Election in Karangasem Regency seen from the indicators of need for political information, information communication movements and product evaluation of the final political process is optimal, but the search strategy indicators are not fully optimal. The obstacle is that not all voters take advantage of digital-based political literacy, there are still areas where internet networks are inadequate. The efforts used are to improve internet networks in blank spot areas, create innovations that can attract attention and provide education to the public through social media owned by election organizers, the government and political parties.
