Jurnal Scientia Regendi merupakan media komunikasi dan informasi perkembangan sejumlah disipilin ilmu di Pascasarjana Universitas Langlangbuana (Unla). Scientia Regendi hadir untuk mendorong perkembangan ilmu hukum, ilmu pemerintahan, ilmu manajemen, dan teknik informatika melalui dokumentasi hasil-hasil penelitian dan telaah kritis terhadap konsep-konsep baru. Scientia Regendi menerima sumbangan artikel hasil penelitian dan artikel konseptual (nonpenelitian) dari penulis umum. Dalam setiap penerbitannya, satu tahun dua kali (periode Agustus dan Februari), Scientia Regendi lebih memberikan penekanan pada artikel-artikel hasil penelitian. Hasil penelitian yang ditulis hendaknya penelitian terbaru maksimal 5 tahun terakhir, baik hasil penelitian mandiri maupun kelompok, artikel ditulis dalam bahasa Indonesia atau Inggris.

Abstract

Negligence or deliberately arresting and detaining someone can cause harm because it violates human rights, namely freedom of movement, dignity and dignity. The procedure for claiming compensation for wrongful arrest and detention must be regulated separately in a law. The research method used is a normative juridical approach and normative juridical research specifications. Meanwhile, the data analysis used qualitative juridical methods. The application of compensation in pretrial criminal offenses linked to the Criminal Procedure Code is that during the investigation stage, the police as the investigating party commits a deviant act, including torture, which aims to obtain a confession from the suspect. Constraints for law enforcement agencies in implementing compensation for pretrial criminal offenses are the lack of public knowledge, another obstacle is the difficulty of processing the right to compensation. Abstract

Suatu kantor mengharapkan pegawai untuk bersedia dan mampu bekerja secara giat, tetapi juga harus memiliki kapasitas sumber daya manusia yang mampu, trampil dan kecakapan yang baik untuk mencapai tujuan organisasi. Pegawai yang kinerjanya baik, maka perilakunya diarahkan dalam bentuk bekerja dan semangat kerja tinggi, memanfaaatkan kemampuan dan keterampilannya seoptimal mungkin, hingga diperoleh suatu kinerja yang baik. Penilaian kinerja atau penilaian prestasi kerja juga mutak dilakukan untuk melihat sejauh mana kapasitas sumber daya manusia, pemberian fasilitas kerja, serta kenyamanan lingkungan kerja kepada pegawai tersebut. Oleh karena itu penelitian ini bertujuan untuk mengetahui memperoleh gambaran yang mendalam dan memberikan bukti empiris mengenai pengaruh Kapasitas Sumber Daya Manusia, Fasilitas Kerja, Lingkungan Kerja, dan pengaruhnya terhadap Kinerja Pegawai. Penelitian ini mengunakan metode analisis deskriptif dan kuantitatif. Pengambilan data dalam penelitian ini mengunakan teknik random sampling, dimana jumlah pegawai Kantor Badan Pengelola Keuangan Dan Aset Daerah Kabupaten (BPKAD) Nabire yang berjumlah 60 orang pegawai dan diambil secara acak menjadi 52 orang pegawai yang dijadikan sebagai subjek dalam penelitian ini. Tehnik pengumpulan data mengunakan kuesioner. Tehnik analisis mengunakan analisis jalur dan pengujian hipotesis secara parsial dan simultan dengan uji t dan uji F. Hasil penelitian menunjukan bahwa Kapasitas Sumber Daya Manusia, Fasilitas Kerja, Lingkungan Kerja memiliki pengaruh yang signifikan dan positif terhadap Kinerja Pegawai. Berdasarkan hasil uji t (parsial ) dan hasil uji F (Simultan) menujukan bahwa Kapasitas Sumber Daya Manusia, Fasilitas Kerja, Lingkungan Kerja memiliki pengaruh yang signifikan dan positif, dimana lingkungan kerja memiliki pengaruh yang lebih besar di bandingkan Kapasitas Sumber Daya Manusia dan Fasilitas Kerja. Hal ini mejelaskan bahwa apabila Lingkugan Kerja dijaga dan didukung pula dengan Kapasitas Sumber Daya Manusia dan Fasilitas Kerja yang baik maka akan mampu meningkatkan Kinerja Pegawai pada Kantor Badan Pengelola Keuangan dan Aset Daerah Kabupaten (BPKAD) Nabire. Abstract

Disperkim Pemprov Jabar has not had effective knowledge management yet, accompanied by the existence of issues related to organizational culture. The purpose of this research is to study the influence of organizational culture on the effectiveness of knowledge management. The research method applied is descriptive verificative method with hypothesis test using simple linier regression. The population studied were the daily contract employees in Disperkim Pemprov Jabar, which the sample respondents were taken using Slovin formula and simple random sampling method. The research instrument used is a questionnaire. The research results showed that organizational culture had significant positive influence on the effectiveness of knowledge management. Abstract

This research focuses on organizational culture, leadership, competence, and performance. The sample of this study was a KB fieldworker with the status of a civil servant in the Population Control Department for Family Planning for Women's Empowerment for Child Protection in Subang Regency. To find out between variables, the analysis used is Path Analysis. This study concludes that organizational culture influences positively insignificant performance. Leadership has a significant effect on performance. Competence has a significant effect on performance. And on average there is an influence of organizational culture, leadership, and competence on performance. Abstract

The purpose of this study is to determine the effect of Liquidity and Solvency on Profitabilitiy either simultaneously or partially. This research is conducted on Basic and Chemical Industry of Cement Subsector Registered in Indonesia Stock Exchange 2012-2017. The samples are obtained by purposive sampling, the samples were chosen with certain criterion, so that according to the research which is designed. The samples obtained in this study there are 3 companies per year. The analysis was performed using multiple linear regression with Path Analysis. The results of this study indicate that liquidity and solvency are at a significant level of “strong” relationship. Liquidity has no significant effect on profitability. Solvency has no significant effect on profitability. Liquidity and solvency simultaneously have a significant effect on profitability. Keywords : Liquidity, Solvency, and Profitability

Abstract

Sistem ujian online merupakan sebuah proses ujian yang dilaksanakan secara komputerisasi dimana siswa mengerjakan soal tidak lagi berbasis kertas tetapi menggunakan computer sebagai media pelaksanaan ujian. Ketika ujian di laksanakan secara komputerisasi maka dibutuhkan sebuah system yang bekerja yang terdiri dari perangkat lunak dan database. Dalam sebuah database yang digunakan oleh sebuah system biasanya terjadi sebuah permasalahan yang disebabkan karena kesalahan pada saat melakukan disain pada database dan penentuan hak akses setiap user terhadap database. Dalam sebuah instansi, salah satu factor yang penting adalah bagaimanacara mengamankan data – data penting yang ada didalam instansi agar tidak bocor. Untuk mengamankan database dapat menggunakan beberapa teknik pengamanan database yang bisa diimplementasikan. Replikasi Basisdata dan Model Discretionary Acces Control dapat merupakan teknik pengamanan database yang bisa diimplementasikan didalam melakukan perancangan database. Model Discretionary Acces Control dapat membuat sebuah model acces control setiap user terhadap database dan Replikasi Database akan membuat sebuah replika dari database yang ada sehingga database yang diakses merupakan database hasil replika bukan database master. Dengan mengimplementasikan Model Discretionary Acces Control dan Replikasi Database maka database yang dipergunakan untuk system ujian online akan lebih aman dan lebih baik karena menunjang tiga aspek keamanan computer yang harus diperhatikan yaitu kerahasiaan data, keutuhan data, dan keberadaan data.

Abstract

Information technology is now widely used for everyday purposes, ranging from administrative affairs of offices, hospitals to the service at the level of education. SMKN 4 Padalarang as an educational institution is expected to follow the development of information technology (IT) in order to support the process of learning and teaching activities and can build the quality of human resources. However, we still do not have an adequate IT governance and management until now. Especially which related to IT services and also faced with the limited problem of human resources where the field is not comparable with the number of IT service users, also the weak awareness of service users to the security factor. Implementation of Information Security Governance in educational institutions has an important role in the development and application of information technology (IT) they have. This research focuses on making Information Security Governance using ITIL V3 Domain Service Design framework so it can be a comprehensive procedure / policy and can be used in every educational institution especially in the plain of SMKN / SMA equal. The result of this design is Standard Operating Procedure (SOP) for IT services. Abstract

This study aims to determine the level of conformity between the expectations of inpatients and the quality of health services at Ciamis Hospital. To determine the effect of service quality on inpatient satisfaction at Ciamis Hospital. In line with the problems and research hypotheses, this research was carried out using a survey design, namely research that took a sample from one population and used a questionnaire as a means of collecting basic data. In this study, a sample of 100 patients was used. The sampling technique in this study used a proportional random sampling technique. Quantitative analysis in this study will use validity and reliability tests with Cronbach's Alpha. Classical assumption test includes heteroscedasticity test and normality test. To test the hypothesis using multiple linear regression. All tests used the SPSS 11.5 computer program. The results show that the overall service dimension, the suitability between the services provided by the Ciamis Hospital and the patient's expectations, there is a gap / level of satisfaction of (-0.36), this score is categorized in the medium group, although it has not fully met the patient's expectations but the services provided have been pretty good. Based on the results of the regression analysis above, it can be concluded that all variables from the dimensions of service quality (reliability, responsiveness, confidence, tangibles and empathy) together have a positive and significant influence on the satisfaction of inpatients at Ciamis Hospital. These results indicate that the alternative hypothesis (Ha) is accepted and the null hypothesis (Ho) is rejected, the biggest influence is the tangible variable (5.191) followed by responsiveness (4.280), reliability (4.059), empathy (1.989), and confidence (-4.205 ) on the satisfaction of inpatients at Ciamis Hospital. The result is R2 of (0.789) indicating that 78.9% of patient satisfaction variables can be explained by service quality, namely reliability, responsiveness, confidence, tangibles and empathy while the remaining 21.1% are explained by other variables that are not included in this research model.

Abstract

Indonesia as a sovereign state recognizes the existence of human rights (HAM) in Article 28 E paragraph (3) of the 1945 Constitution of the Republic of Indonesia (UUD 1945), which reads: "Everyone has the right to freedom of association, assembly and expression. ". The Indonesian government has regulated the freedom to express opinions in public as stated in the Law of the Republic of Indonesia Number 9 of 1998 concerning Freedom to Express Opinions in Public. One of the ways to implement freedom of expression in public based on Article 9 paragraph (1) of the Law on Freedom of Expressing Opinions in Public, is through demonstrations or demonstrations. This demonstration is usually carried out to support or reject a policy issued by the government or private sector. Based on the results of the author's research, the process of law enforcement against perpetrators of anarchist demonstrations by the Police still has obstacles, namely that the law enforcers when enforcing the law with repressive actions are still referred to as human rights violations, arrogant police, etc. because according to anarchist protesters the freedom to express opinions in public is protected by law. The role of the police has three stages, namely pre-emptive, preventive and repressive. The three things that are most dominantly carried out by the police are persuasive and preventive, in other words, the approach is in the form of negotiation, however repressive actions can be taken if the escalation of protesters has led to illegal acts. : There is that every member of the police is less able to control his emotions towards the situation that has flared up due to protests. Lack of professionalism of the police in handling protests. In addition, the field conditions are different from the theoretical conditions that make it difficult for the police to secure protesters. The protesters think that if the police secure one of them who are anarchist, they think that the police have arrested them even though this was done to curb the demonstration. society tends to be negative so that every police action is considered wrong
