Abstract

This study examines the use of mobile phones on agricultural productivity in East Java Province and its comparison with peer provinces. This study uses a Propensity Score Matching (PSM) approach with a probit model to analyze the impact of using mobile phones for agricultural business activities on the amount of rice output in the form of rice. The data used in this study is IFLS wave 5 2014. The estimation results show that, in general, age, education, marital status, the natural logarithm of income, the number of paddy fields, and location affect the probability of using mobile phones for agricultural purposes. On the other hand, this study also found results that the probability of using a cell phone by individuals in East Java Province is influenced by their level of education. Individual education level in East Java Province positively relates to mobile phone use. It means that the level of education can increase the probability of using mobile phones for agricultural business purposes. Furthermore, the results of the impact of mobile phone use on the amount of rice output found that, on average, individuals who use mobile phones for farming purposes in East Java will get a higher amount of rice output by 841.3 kg compared to individuals who do not use mobile phones for business agriculture.

Abstract

This study aims to determine the export competitiveness of East Java manufactured products based on the harmonized system (HS) through Revealed Comparative Trade Advantage (RTA) analysis to cluster superior manufacturing products in the districts/cities with the largest share of the manufacturing industry using Location Quotient (LQ), as well as analyzing the determinants of East Java exports based on the destination country of trading partners in the short and long term using the Vector Error Correction Model (VECM). The results show that the RTA value of East Java is still competitive in terms of exports of manufactured commodities. In addition, the LQ analysis also concludes that there are industrial agglomerations, namely industries that are close to each other and form industrial areas, such as in Surabaya-Gresik-Sidoarjo-Malang. On the other hand, the short-term and long-term modeling shows that the GDP per capita of partner countries plays a crucial role in the sustainability of East Java’s exports. This result lead to several policy recommendations, such as preventing the demand shock from partner trading country especially non-ASEAN countries, either price and exchange rate volatility or political events as well as strengthening strategy to focus commodity production for export-oriented products.

Abstract

This article evaluates the effect of digitalization and credit access in boosting regional growth performance across 38 districts in East Java over the 2010-2021 period. Using google trend analysis, we capture the pattern and spatial distribution of main explanatory variables, which are digitalization and credit access to support our empirical findings. Results show that overall the google trends’ portraits indicate adequate similarities in credit access, which declare the negative yet significant effect to growth. We also find interesting findings to be highlighted for internet access. Both google trends and empirical data show negative correlation between digitalization and credit access. From the standpoint of spatial spills-over effect, there is significant and positive spatial autocorrelation in internet access across districts in Indonesia. Applying spatial econometric model, two key factors appear to boost economic growth in the recovery period, which are digitalization and education-related variable. This article concludes that digitalization can not work itself. The inclusion of spills-over effect and spatial dependence across districts is needed to accelerate regional growth. Thus, from policy perspectives, our findings suggest that spatial-based policies by combining digitalization with human capital are more appropriate to boost growth performance in East Java.

Abstract

During the pandemic, many MSMEs had to find many ways to survive. Most of the members of Baitul Maal wa Tamwil (BMT) are MSMEs, so BMTs must cooperate with MSMEs so that they can continue to make payment of financing installments smoothly so that BMT finances remain good. This study aims to analyze the strategies used by BMTs during a pandemic among MSME members. The method used is qualitative interviews centered on four BMTs in East Java. The results of the study show that there are three main strategies used by BMTs in dealing with MSMEs that have been affected by the pandemic, namely financing relief, additional capital, and business development. Financing relief is divided into three types, namely margin payments, rescheduling, and reconditioning.

Abstract

The manufacturing industry contribution and its proportion to the exports in recent years has become dominant in supporting the East Java Province economy. Previous literature showed the impact of export participation in increasing a firm’s productivity. Meanwhile, little literature explains how the manufacturing industry learns about the benefits of exports so that it leads to an increase in a firm’s productivity. Using a large and medium industrial panel dataset from 2008 to 2015 in East Java Province, this study found that export participation in the manufacturing industry significantly increases a firm’s productivity. This increased productivity is due to the selectivity of productivity because manufacturing firms experience learning to export. In addition, this study also found that the manufacturing industry in East Java experienced learning by exporting even with a short duration since entering the export market. By knowing the learning scheme of export participation in the manufacturing industry in East Java, policy recommendations can be established, such as export promotion strategies, export market expansion, and decreased export costs so that the manufacturing industry can increase productivity.

Abstract

This study aims to analyze the effect of digital transformation and local government competition on green development efficiency. This study uses panel data of 38 districts/cities in East Java during 2015-2022. This study uses slack-based measurement efficiency analysis and geography-weighted panel regression: spatial durbin model. The results show that in general, East Java has not yet reached the absolute level of technical efficiency. Meanwhile, specifically, digital transformation has a positive effect on green development efficiency. Meanwhile, local government competition does not lead to green development efficiency. The decline in green development efficiency is driven by internet penetration without government moderation and agriculture-oriented regions. Interestingly, this increase in green development efficiency induces positive spillovers for surrounding regions. The implications of this study include the need for further elaboration and exploration related to efforts to encourage input productivity. On the other hand, comprehensive mitigation from the central and local governments related to digital transformation, especially the use of the internet. Thus, green development efficiency can be achieved optimally.

Abstract

The government has made area-based sustainable development strategy as the main focus through the Village SDGs. This study aims to analyze village based superior product in East Java Province using the Potential Village 2021 microdata from Statistics Indonesia. The analytical methods used are linear regression and multinomial logistic regression using the Synthetic Minority Oversampling Technique. This study found that the proportion of villages with superior product had a significant impact on inclusive economic development between districts/cities in East Java Province. Various socio-economic features of the village show significant effect that can be used to optimize the existence and export opportunities of superior product. Village based superior products can become a new regional-based economic resource for accelerating inclusive economic development in East Java Province.

Abstract

This study aims to provide a more holistic understanding of how environmental and fiscal policies can complement each other to promote a circular economy in East Java. The method used in this study is panel data regression analysis using secondary data covering the period 2001-2020. Data were collected from government agencies such as the Ministry of Finance, the East Java Central Bureau of Statistics, the Ministry of Environment and Forestry, and the Supreme Audit Agency. The results show that environmental and fiscal policies significantly impact the circular economy in East Java. Environmental regulations, which include central and local government policies, promote the growth of the circular economy. The Regional Original Revenue (PAD) also plays an essential role in influencing the circular economy in the region. The proposed policy recommendations include the design of incentives to encourage the adoption of circular economy principles, the optimal allocation of special environmental and circular economy funds, the adaptation of education and training to the needs of the circular economy, the promotion of research and innovation in the circular economy, and the joint implementation of environmental regulations.

Abstract

The purpose of this research is to predict the main target and identify relevant antecedent constructs on the transition in MSMEs green business practices. The sample is MSMEs Managers/Owners in the Java region, as many as 287 respondents were analyzed using Mixed Methods (Sequential Explanatory Design). The findings show that government rules and regulations positively encourage the value of environmental practices and the intention of MSMEs to switch to green practices. Furthermore, government support, partnerships and co-creation are effective ways of promoting the shift in MSME green business practices. However, the high cost of transitioning to green practices remains a major barrier for MSMEs, while it needs to be a multi-sectoral focus

Abstract

In line with the global economic recovery, Indonesia's post-pandemic economic recovery is experiencing major challenge caused by uncertainty due to increasing inflationary pressure. Efforts to reduce inflationary fluctuations were carried out by the government in order to maintain optimal economic growth under the inflation targeting policy framework. Hence it is necessary to inspect the inflation threshold for economic growth in determining the inflation target. This study attempts to integrate inflation threshold estimation and nowcasting modelling of regional economic growth as an early warning system for achieving the government's economic growth target by utilizing several classical, machine learning, and ensemble models. Threshold estimation for the National level and East Java is applied to provincial groups obtained from clustering time series with dynamic time wrapping (DTW), author's justification, and the west-east region. In addition, estimates were also carried out in the period before Covid-19 as well as the entire period and the addition of predictor variables to test the sensitivity of the inflation threshold estimate. The results show that there was a non-linear relationship between inflation and economic growth with an inverted U shape. There are differences in the inflation threshold range due to provincial groupings, addition of control variables, both for the National level and for East Java. Evaluation of the inflation level in East Java and eight cities shows that in several periods, East Java inflation has exceeded Bank Indonesia's ITF target. Taking into account the estimated threshold range, it is recommended to set a more flexible inflation target at the regional economic level. Finally, the results of nowcasting with several specifications, such as the use of machine learning models and weighted ensemble models based on accuracy, as well as out-sample predictions with one-step ahead can improve the accuracy and consistency of the model for both short-term and long-term.
