IP (Indonesian Perspective) is a scholarly journal published by the Department of International Relations, Diponegoro University. Appears two volumes a year, the journal covers broad subject areas ranging from international politics, global security, global political economy, diplomacy and foreign policy, transnational relations, to theoretical debates concerning contemporary global challenges. The name ‘Indonesian Perspective’ implies that all article submissions must meet requirement to connect their analysis to Indonesia foreign relations, either how Indonesia perceives global politics or how global politics affects Indonesia. It is important as part of a systematic effort to develop Indonesian school of IR in the long run. The Editor welcomes manuscript submission from academics, researchers, as well as practitioners around the globe to enhance our understanding regarding how global politics matters for Indonesia and vice versa.

Abstract

This research aims to explain why Indonesia did not ratify the ILO Convention No. 188/2007. The technique of data collection was conducted with literature study using primary sources in the form of ILO Convention No. 188/2007, and Recommendation, 2007, Law No. 15 of 2016 regarding the Ratification of Maritime Labour Convention, 2006 and secondary sources from data, documents, or reports related with the topic of this thesis. The results of this study showed that the reason why Indonesia did not ratify the ILO Convention No. 188/2007 is based on Indonesia’s rational choices that related to the consideration of profit and loss calculations in order to maximize the profits and minimize the costs in the decision-making process. Indonesia’s profits are not comparable to the economics costs and the administrative burden in reporting and implementing the ILO Convention No. 188/2007. In addition, the ratification of the convention is still not an urgency for the Ministry of Manpower because the Ministry of Manpower considers that the regulations are sufficient in providing protection for fishermen. This is also supported by the fact that only 19 ILO member countries have ratified ILO Convention No. 188 of 2007 so that it does not have a significant impact on Indonesian fishermen.

Abstract

Migration of workers is an important economic activity for both receiving and sending countries. However, apart from the benefits that migrant workers bring, there are many vulnerabilities and insecurities they face such as physical and mental violence, unpaid wages, human trafficking, and others. In fact, freedom from fear, freedom from want, and to live with dignity is the right of every worker as an individual. Using a qualitative approach and the framework of human security concept, this article aims to analyze the efforts made by the Indonesian government in protecting its migrant workers. The study found that the government efforts has demonstrated the practice of human security principles and approaches in its strategies; however, there are still many challenges that need to be addressed.

Abstract

Indonesia implemented a nickel ore export ban policy in 2014 with the aim of maintaining sovereignty and control over natural resources, increasing the added value of nickel products, and optimally utilizing nickel wealth to improve people's welfare and strengthen the country's economy. This policy was also taken to strengthen Indonesia's bargaining position in global trade and to show independence and courage in making decisions that could provide long-term benefits for the country. From the perspective of rational choice theory, the nickel ore export ban policy is the result of considering ideological preferences, which focus on efforts to produce nickel derivative products that are processed from upstream to downstream in Indonesia which can then increase the added value of nickel products in the international market which has an impact on creating economic independence from the nickel industry. The nickel ore export ban policy also aims to strengthen Indonesia's bargaining position in international politics and global trade, especially through nickel diplomacy.

Abstract

Cooperation through the Garuda Canti Dharma exercise in 2022 is the second cooperation in the field of peacekeeping force training between Indonesia through the Indonesian Armed Forces Peacekeeping Centre and the United States through the United States Indo-Pacific Command (USINDOPACOM). Indonesia and the United States are countries that pay attention to peacekeeping operations. To solve the problem in the mission, a trained maintenance team is needed. Therefore, training through predeparture exercises and cooperation in training is needed in this regard. This article uses seven elements of international cooperation according to Messner, Guarín, and Haun in 2013 namely reciprocity, trust, communication, reputation, fairness, enforcement, and we-identity. By obtaining data through interviews and analysis from trusted journals and sources, the result is that each element of international cooperation is included in this cooperation.

Abstract

This research introduces the concept of "Mundane Circular Economy Policy" (MCEP) in the study of International Political Economy (IPE) and explains how this paper relates to broader IR issues such as sustainability, global economic dynamics, and global education policies. The research methodology employed is Multi Criteria Mapping, which analyzes complex and uncertain issues like Circular Schools. Through the participation of 22 primary school principals in Central Java, three outputs were generated from this research: (1) a map of circular school policies, highlighting 58 policy initiatives that implement the 5R principles (Reduce, Rethink, Reuse, Repair, Recycle); (2) a map of assessment criteria for circular policies; and (3) a mapping of optimism and pessimism in implementing the 5R principles in circular schools. These outputs have significant implications within the context of IPE, as they demonstrate how schools can act as agents in creating economically and politically sustainable environments.

Abstract

Modernity is a large concept that can be found in many disciplines, such as philosophy, history, sociology, anthropology, political economy, and International Relations (IR). One of many significant infrastructures of modernity is the concept of nation-states, the definition of which can also be found in the aforesaid disciplines. This article will elaborate on the concept of modernity concerning relations between nation-states and non-nation-states such as native local communities in which rooted in those multi-disciplined courses. This article argues that imagined nation-states of the Westphalian system impose, imprison, and marginalize native communities from within. The birth of nation-states in the European Western discourse has created marginalization of native communities around the world. Using some examples of Indonesian natives, this article shows that modernity is political. The politics of modernity either instrumentalized or marginalized and forced the Indonesian natives to obey the standardization of the Indonesian Westphalian system. As a result, since the Dutch colonialization up to now, the Indonesian natives have not yet embraced full citizenship rights because they are marginalized, subjugated, and discriminated against politically, economically, and socially.

Abstract

Buku ini membicarakan mengenai konsep diplomasi yang diterapkan di era digital. Pembahasan pada buku ini mengaitkan dengan kebijakan luar negeri Indonesia serta memfokuskan pada penerapannya di Indonesia yang mengarah pada konteks diplomasi ekonomi. Diplomasi digital atau diplomasi di era digital seringkali dikaitkan dengan situasi saat ini dimana diplomasi dilakukan dengan cara yang berbeda dibandingkan dengan model diplomasi tradisional. Buku ini menekankan bahwa kehadiran diplomasi digital di sini bukan untuk menggantikan diplomasi tradisional, melainkan untuk melengkapi atau memperkuat kinerja negara dalam hubungan internasional atau dalam konteks diplomasi tradisional. Ini berarti bahwa diplomasi dapat dilakukan untuk mempengaruhi berbagai pihak, yang bahkan tidak pernah mengunjungi kedutaan sekalipun.

Abstract

Relations between Indonesia and China have existed for more than 70 years. Throughout the history of relations between the two countries, there have been ups and downs. In 1967 Indonesia suspended diplomatic relations with China. It took Indonesia 23 years to re-open diplomatic relations with China. Furthermore, Indonesia and China began to build a more cooperative relationship. However, in 2009 tensions resurfaced after China claimed unilaterally that the North Natuna Sea was part of China based on their historical maps. Interestingly, even though there were territorial disputes, Indonesia and China continued to cooperate. This study aims to analyze the reasons why Indonesia has continued to maintain cooperative relations with China until now, even though Indonesia is in an unfavorable position in the dispute over the North Natuna Sea area. This study uses the theory of interdependence by Nye which is then analyzed using qualitative research methods. This article argues that the mechanism of economic cooperation will increase the common security and stability in the region.

Abstract

Amidst the rapid influx of technology, the Indonesian government must prepare for the future evolution of culture and job skills. One of the realizations of this preparation is through the implementation of the Merdeka Belajar — Kampus Merdeka (MBKM) policy. This research discusses how educational diplomacy and cultural diplomacy are implemented through the Indonesian International Student Mobility Awards (IISMA), one of the flagship programs of MBKM. Using a descriptive qualitative method based on literature review, in-depth interviews, and observation, the authors describe this phenomenon through the concepts of soft power and public diplomacy. The results of this research indicate that the implementation of IISMA aims to build nation branding and a positive image of Indonesia in the eyes of the world, as well as to accelerate the improvement of education quality in Indonesia and promote cultural diversity. This program is a correct step towards achieving peaceful foreign policy goals and prioritizing human resource investment, although overall results require a long-term process.
