IP (Indonesian Perspective) is a scholarly journal published by the Department of International Relations, Diponegoro University. Appears two volumes a year, the journal covers broad subject areas ranging from international politics, global security, global political economy, diplomacy and foreign policy, transnational relations, to theoretical debates concerning contemporary global challenges. The name ‘Indonesian Perspective’ implies that all article submissions must meet requirement to connect their analysis to Indonesia foreign relations, either how Indonesia perceives global politics or how global politics affects Indonesia. It is important as part of a systematic effort to develop Indonesian school of IR in the long run. The Editor welcomes manuscript submission from academics, researchers, as well as practitioners around the globe to enhance our understanding regarding how global politics matters for Indonesia and vice versa.

Abstract

PT PAL Indonesia's collaboration with Damen Schelde Naval Shipbuilding (DSNS) Netherlands in procuring the PKR SIGMA 10514 ship was successful. The two ships have arrived and are operating to date to fulfill Indonesia's national interests. However, the impact of cooperation is Indonesia's lack of prepared capacity to absorb technology and knowledge. The increasing intensity of threats every year encourages increasing independence and defense equipment. Indonesia collaborates with other countries, instead of continuing cooperation with the Dutch DSNS to optimize the transfer of technology. The focus of this research is to analyze the continuation of PT PAL's collaboration with DSNS Netherlands. The theoretical framework of this research uses Donald Nuechterlein's concept of national interests, which focuses on defense interests and economic interests in implementing PKR SIGMA 10514 as research analysis variables. The research results show that Indonesia is pursuing quality and quantity to improve its maritime defense posture from increasingly complex threats and needs a ship with equivalent specifications and weapons to replace the KRI Ahmad Yani. The research discusses it thoroughly and provides several views supported by primary and secondary data to strengthen the results of the discussion. Kerjasama PT PAL Indonesia dengan Damen Schelde Naval Shipbuilding (DSNS) Belanda dalam pengadaan kapal PKR SIGMA 10514 berhasil. Dua kapal tersebut telah tiba dan beroperasi sampai saat ini untuk memenuhi kepentingan nasional Indonesia. Namun, dampak dari kerjasama yaitu kurangnya kesiapan kapasitas Indonesia menyerap teknologi dan ilmu. Intensitas ancaman yang semakin meningkat tiap tahunnya mendorong untuk meningkatkan kemandirian dan alutsista. Indonesia menjalin kerjasama dengan negara lain, bukan melanjutkan kerjasama dengan DSNS Belanda untuk mengoptimalkan transfer of technology. Fokus penelitian ini adalah menganalisis lanjutan kerjasama PT PAL dengan DSNS Belanda. Kerangka teoritis penelitian ini dengan konsep kepentingan nasional pemikiran Donald Nuechterlein, yang terfokus dengan kepentingan pertahanan dan kepentingan ekonomi implementasi PKR SIGMA 10514 sebagai variabel analisis penelitian. Hasil penelitian menunjukkan Indonesia mengejar kualitas dan kuantitas untuk meningkatkan postur pertahanan maritim dari ancaman yang semakin kompleks serta perlu kapal yang setara spesifikasi dan senjatanya untuk menggantikan KRI Ahmad Yani. Penelitian membahas secara menyeluruh dan memberikan beberapa pandangan yang didukung data primer dan sekunder  untuk memperkuat hasil pembahasan.

Abstract

Looking at the contribution of Indonesia's leadership in the region that has been built for a long time, it can be seen, among others, through Indonesia's prominent role in the Southwest Pacific region through the Southwest Pacific Dialogue (SwPd). Seeing how Indonesia became the initiator at that time can be the basis for Indonesia's leadership in the Southwest Pacific region today. This paper aims to find out how Indonesia's geopolitically oriented foreign policy under the leadership of President Jokowi is further examined in the southwest Pacific region. The theory used in this study is poliheuristic theory. The research method used is a qualitative paradigm with descriptive analysis and secondary data collection techniques from various relevant references. The results show that under President Jokowi's leadership, a reorientation of Indonesia's foreign policy in the Southwest Pacific region is crucial. This is based on the orientation of Indonesia's national interests, especially securing and ensuring that the political and security fields become the top priorities in foreign policy.

Abstract

The Riau Islands Province is a province that directly faces the borders of the Republic of Indonesia. The existence of the Riau Islands as a province on the border and northern gateway to Indonesia makes the Riau Islands face the dynamics of border issues. The dynamics of border issues which are in direct contact with the development of the discipline of International Relations with the presence of new actors in International Relations make border issues worthy of study. This research tries to examine the existence of new actors in international relations that have direct contact with border issues in the Riau Islands province. One of the development dynamics raised by researchers is the presence of new actors in the regions who have an important role in carrying out foreign sub-policies related to border issues, especially in the Riau Islands province. This research will discuss this phenomenon by examining the concept of secondary foreign policy used by local and regional actors in the Riau Islands province in building and designing border cooperation. This research use a descriptive qualitative approach with a literature study that focuses on a thematic approach by organizing data through bibliometric analysis. This technique is expected to be able to discover and measure secondary foreign policy concepts used by local and regional actors in the Riau Islands province in building border cooperation.

Abstract

Regional integration in ASEAN has been a delicate and ongoing issue over the years. Such goal is hard to achieved due to the ASEAN Way, including its “Non-Intervention Principle” which consequently has transformed ASEAN into a governmental driven regional institution, instead of supranational organization. The case of South China Sea is one prime example of how incompetent ASEAN is in dealing with regional security threat inflicting its member states. This conflict poses an even larger threat if it is not tackled seriously. This paper uses Juridical normative method by looking at international legal instruments in analyzing ASEAN’s empowerment for regional integration to tackle regional security matters. By looking at EU Model as a source of reference. This paper shows ASEAN-EU relations has grown significantly and many believe ASEAN has the capacity to transform like the EU in the future. There are a number of international legal instruments which under serious amendment, can transform ASEAN towards that goal, particularly in helping to deal with the never ending South China Sea conflict.

Abstract

This paper examines the rise of Islamic populism in Indonesia (2014–2019) as a far-right political movement shaped by both domestic and international forces. Existing literature—rooted in essentialist, institutionalist, or political economy frameworks—often overlooks the global dimensions of this phenomenon, remaining confined within methodological nationalism. To address this, the study employs the Uneven and Combined Development (U&CD) framework, which emphasizes the role of international structures—such as the 1998 Asian Financial Crisis, the U.S.-led War on Terror, the 2008 global financial crisis, and the rise of China—in conditioning domestic political dynamics. The paper argues that Islamic populism in Indonesia emerges from the structural effects of global capitalism and geopolitical instability, which have intensified domestic crises of representation and inequality. In this context, segments of the urban precariat have turned to exclusionary, religiously framed narratives, producing a mass movement that reflects global far-right trends: anti-elite resentment, anti-pluralism, and moral revivalism. Islamic populism in Indonesia, therefore, is not merely cultural or religious—it is a locally embedded but globally conditioned political response.

Abstract

This fascinating book is a product of Benjamin Ho’s PhD dissertation, examining an interpretative concept of exceptionalism distinct from the Western idea. It presents a systematic and well-constructed analysis of how the rise of China as an emerging global power and its international political perspective is being comprehensively interpreted through Chinese exceptionalism discourse. The comparison of four Chinese IR thoughts and mainstream IR theories derived from realism, liberalism, and constructivism presents multiple views to understand the study of China’s international relations. Through his study, Ho unravels China’s exceptionalism in perceiving itself as different and unique in conducting international relations, particularly after President Xi Jinping took office in 2012. Ho further identifies how it influences the dynamics of China’s political actions in the existing international order and the possibility of China’s attempts to establish its preferred world order vis-à-vis the Western-led. A well-combined elaboration of historical, domestic political, cultural value, and sociological factors provides more inclusive outlooks determining the motivation and the way Chinese leaders and policymakers think about and propose expansive strategies to promote Beijing’s norms and objectives to the international realm.

Abstract

Keberadaan pengguna internet yang masif di Indonesia menjadi sebuah tantangan yang serius bagi Pemerintah untuk menjaga keamanan dalam ruang siber Indonesia. Badan Sandi dan Siber Negara menunjukkan dalam 3 tahun terakhir telah terjadi lebih dari 1 miliar serangan siber terhadap Indonesia. Diantara masifnya serangan tersebut, kemunculan serangan siber oleh Bjorka di tahun 2022 dan serangan pada Pusat Data Nasional Sementara di tahun 2024 menunjukkan celah keamanan bagi Pemerintah Indonesia. Artikel ini Konsep Keamanan Siber dan Teori Sekuritisasi Buzan yang dikembangkan oleh Hansen dan Nissenbaum digunakan untuk memahami upaya pemerintah Indonesia di bawah kepemimpinan Joko Widodo dalam memosisikan dan merespons ancaman siber melalui perspektif siber. Melalui pendekatan penelitian kualitatif deskriptif, tulisan ini mencoba untuk menggambarkan dinamika keamanan siber Indonesia, penerapan proses sekuritisasi pada ruang siber, dan implikasi strategi keamanan siber pada ruang siber Indonesia. Temuan pada tulisan menunjukkan Indonesia telah memosisikan isu ancaman siber sebagai permasalahan keamanan yang cukup serius, namun belum sepenuhnya telah berhasil melakukan sekuritisasi secara penuh melainkan berada pada tahap Politisasi menuju Sekuritisasi.

Abstract

This paper aims to examine Indonesia's attitude towards refugees from several countries. This phenomenon is interesting because it is seen from Indonesia's attitude that does not ratify the international immigrant convention, on the other hand Indonesia is trying to fulfill international norms related to human rights. This paper uses the conceptual/theoretical framework of national security and human security. The method used in this paper is a qualitative method with a literature study approach. Indonesia has no obligation to accept immigrants under the international immigrant convention. However, Indonesia chooses to accept immigrants from some countries based on the value of human rights. Thus, Indonesia's prioritization between national security and human security of refugees should prioritize national security if it is threatened by the arrival of immigrants from several countries. The hypothesis in this paper is that the priority level of national security and human security can be determined based on the urgency of the threat to the intended security object. Furthermore, this paper tries to position the state in the implementation of human security.

Abstract

In May 2005, the 58th World Health Assembly adopted the International Health Regulations (IHR) to enhance global responses to public health threats by strengthening state capacities while minimizing disruptions to international travel and trade. Member states are required to report their ability to detect, assess, and respond to global health threats and allocate sufficient budgets to support national health systems. Indonesia committed to implementing the IHR in June 2007, targeting full implementation by 2014 despite challenges in its domestic health sector. This study explores Indonesia’s commitment to implementing the IHR (2005) using Robert O. Keohane’s neoliberal institutionalism approach, which emphasizes the role of international institutions in shaping state behavior through cooperative rules to achieve mutual benefits. Employing a qualitative approach and literature review, it analyzes secondary data from government documents, international reports, and prior research. The findings indicate that Indonesia’s commitment was driven by humanitarian, political, and economic considerations, aiming to balance domestic and international health policies while strengthening its health system to address global challenges.

Abstract

The Organisation for Economic Co-operation and Development (OECD) serves as an intergovernmental organization (IGO) that promotes economic and social welfare through policy coordination, norm-setting, and rule implementation. With member countries averaging a per capita income exceeding US$10,000, the OECD represents a group of high-income economies. Indonesia, currently a key OECD partner, has demonstrated strong interest in joining the organization and has undertaken various reforms to meet membership standards. However, the country faces significant challenges in aligning its sustainable development framework with OECD requirements. This study employs a qualitative-descriptive approach grounded in Institutional Liberalism theory to examine Indonesia's accession efforts. Findings indicate that while Indonesia has implemented economic improvements as part of its OECD membership plan, its middle-income status remains a major hurdle. Key obstacles include the need to boost national income, enhance international trade regulations, and strengthen infrastructure and human capital development. The research highlights that overcoming these barriers is essential for Indonesia to transition from a middle-income to a high-income economy and meet OECD membership criteria.
