IP (Indonesian Perspective) is a scholarly journal published by the Department of International Relations, Diponegoro University. Appears two volumes a year, the journal covers broad subject areas ranging from international politics, global security, global political economy, diplomacy and foreign policy, transnational relations, to theoretical debates concerning contemporary global challenges. The name ‘Indonesian Perspective’ implies that all article submissions must meet requirement to connect their analysis to Indonesia foreign relations, either how Indonesia perceives global politics or how global politics affects Indonesia. It is important as part of a systematic effort to develop Indonesian school of IR in the long run. The Editor welcomes manuscript submission from academics, researchers, as well as practitioners around the globe to enhance our understanding regarding how global politics matters for Indonesia and vice versa.

Abstract

Buku First, They Erased Our Name: A Rohingya Speaks yang ditulis Habiburahman dan Sophia Ansel menawarkan pengetahuan dari sisi perjalanan hidup korban. Cerita ini penting sebab kemiskinan, tingkat literasi rendah, dan akses teknologi yang terbatas membuat etnis Rohingya tidak mampu menghadapi penggiringan opini tentang isu Rohingya versi pemerintah Myanmar. Bersamaan dengan itu, selama ini, eksistensi kelompok minoritas sangat bergantung pada pihak lain, seperti para aktivis maupun organisasi internasional yang menyuarakan hak asasi manusia. Habiburahman ingin mendobrak semua itu. Kehadiran buku ini menegaskan: saatnya perspektif dan pengalaman seorang Rohingya berbicara kepada khalayak masyarakat global tentang apa yang sebenarnya terjadi terhadap mereka.

Abstract

Many countries are trying to fight against drugs, but it is not easy as drugs have very high economic value. This make the producers and distributors keep struggling to expand their markets for getting larger profits and fulfilling the demand of those markets. Basically, Indonesia and Mexico face the same problem, drugs circulation. Both countries use different approaches which resulted on the different impacts from the implementation. This paper discusses about the implications from those differences on the same policy to fight against drugs.Keywords: Indonesia, Mexico, Drug, Comparison, Policy

Abstract

This article examines Indonesia’s choice to not join the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP). Piracy is a transnational crime that requires cooperation to deal with. Asian waters has a high level of piracy, especially in the Malacca Strait and Indonesian Waters. ReCAAP, as a regional institution, was formed to deal with piracy and armed robbery against ships in Asian waters. Indonesia has been choosing not to join ReCAAP to combat piracy and armed robbery against ships. The purpose of this article is to explain the causes of Indonesia’s rejection to join ReCAAP. This article uses literature study by collecting related data piracy in the Malacca Strait and Indonesian waters. Beside, this article collecting related data about Indonesia foreign policy. In the end, this article shows there are non-material factors that influencing Indonesia’s behavior not to join ReCAAP. Abstract

This paper explains why Humana, as a Non-Governmental Organization (NGO), provides education to children from Indonesian Migrant Workers (TKI) in Sabah Malaysia. Humana as an NGO in Malaysia has been provided education for marginalized children in Sabah. In fact, Indonesia has given attention to the education of TKI’s children in Sabah. However, Humana continues to provide education services to TKI’s children in Sabah. Humana has a reason to keep up on this issue. This paper collects data from the Indonesian government, including Indonesian Embassy in Malaysia, and the NGO Humana. This paper finds that Humana has a basic idea that encourages targets and goals which in turn provides education for TKI’s children in Sabah.

Abstract

Japan is one country that is consistent with green policies both in domestic and foreign policy through the Chonaikai movement and the green industry. The policy cannot be separated from the role of the development of Japan’s green groups that emerged since the world oil crisis of the 1970s. However, in 2011 there was a policy inconsistency marked by an upward trend in Japanese investment in developing coal-based projects. The biggest investment is in Indonesia in the development of the Batang PLTU. Batang PLTU is a national strategic project as a result of the 2005 Infrastructure Summit which is inconsistent with green politics in Japan’s foreign policy. This article analyzes Japan’s supports the Batang PLTU project using Lovell’s foreign policy process approach. This article argues that Japan’s decision to invest in the Batang PLTU project cannot be separated from the existence of information input in the form of domestic demand, domestic opinion, domestic interests, and Japanese domestic needs. This is inseparable from the financial and political power of business groups that are able to indirect lobbying and direct lobbying.

Abstract

This paper describes the paradiplomacy of the Jember Regency. This paper shows that the Jember Regency’s paradiplomacy through city diplomacy can act as an actor who can cooperate with countries such as Japan and Canada in various fields in order to be a safe and comfortable regency. In doing so, the local government seeks to create international connections through sister cities and smart cities. This effort is a strategy to enter the digital era, which demands more innovative and creative regions. Jember Regency uses a conservative type of paradiplomacy which in line with the Ministry of Foreign Affairs as the foreign relations coordinator. Thus, the relationship built is in the form of a joint coordinator formula and parallel harmony between the capital city and the local government. In addition, educational cooperation was conducted by the University of Jember as a form of soft power to introduce many foreigners’ artistic identity, values, and local culture.

Abstract

Japan has been playing an important role in the international society, especially in the field of the development of developing countries, through its ODA (Official Development Assistance). Indonesia, which has the biggest economic potential in Southeast Asia, is the largest recipient of Japanese ODA. Economic cooperation through ODA now functions as the core of the amicable bilateral relations between the two countries. However, ODA alternatively has had some negative aspects on its recipients. Some of the ODA projects (called Mondai-ankens) have actually triggered various problems at project sites and have consequently afflicted the local people. The most well-known mondai-anken that aroused national discussion on ODA policy is Koto Panjang Hydropower Plant Project implemented in Riau Province, in 1991-1997. The local community has been critical of Japanese ODA since the implementation of the project, which was done in a coercive manner under the Soeharto administration, caused costly damage to the local people such as poverty, scarcity of food, environmental destructuion, and so on. Although the mondai-anken issue caused considerable damage to the recipient country’s people, and the local commnity filed a complaint to the donor country, this issue had no political impact to the bilateral relations between the two countries.Keywords: ODA (Official Depelopment Assistance), Mondai-anken, Economic cooperation, Japan, Indonesia

Abstract

Under Joko Widodo presidency, relations between Indonesia and China has increased dramatically. It is mainly marked by set of effort to intensify economic cooperation between the two countries, both in the investment and trade sectors. However, at the same time the two countries also involve in the territorial disputes, particularly in the Natuna’s waters area. Against that background, do these two different dynamics affect each other? This paper argues that two distinct dynamics circling the Indonesia-China relationship have no significant influence each other. This is because Indonesia’s diplomacy with China in economic and sovereignty has different character and structure of interests. In the economic field, relations between Indonesia and China have been pursued on the principle of pragmatic cooperation in the effort to increase trade and investment relations. While in the Natuna’s issue the relationship between the two countries is based on the principle of strategic importance. This article also argues that China’s investment flows to Indonesia in some infrastructure financing, does not affect Indonesia’s firmness in maintaining Natuna’s sovereignty.Keywords: Indonesia, China, Natuna, Investment

Abstract

This paper reveals two important things: first, to show the relevance of the Pancasila with Sustainable Development Goals (SDGs) as a global norm which both are understood in this paper as embodiment of cosmopolitan values. Second, this case study reinforces the argument that the state remains important and its existence is not a barrier to the achievement of cosmopolitan values. In the middle of the debate over the durability and relevance of the state sovereignty, this paper shows that it is not barrier to cosmopolitanism – as is often argued by critics. Thus, at the level of international organization, the existence of cosmopolitan values are reinforced by state-level commitments to democracy.

Abstract

Artikel ini membahas buku berjudul 'Sanksi Ekonomi: Tinjauan Politik dan Diplomasi Internasional yang ditulis Mohamad Rosyidin dan Elpeni Fitrah. Buku ini sangat komprehensif, terstruktur dan sistematis. Hal tersebut tersurat dari komposisi buku yang disusun. Para penulis membaginya kedalam dua bagian utama. Bagian pertama, para penulis berfokus menjabarkan tentang sanksi ekonomi dalam tataran perspektif teoritis dan bagian kedua, memberikan fokus bahasannya pada beberapa studi kasus penerapan sanksi ekonomi. Inilah yang membuat para pembaca buku ini menjadi lebih paham terkait sanksi ekonomi. Pemahaman ini tercuat karena tidak hanya sekedar dibahas pada tataran teoritis, juga menjadi lebih paham pada beberapa studi kasus secara faktual. Pembabakan seperti ini memberikan pemahaman lebih jelas kepada para akademisi HI memandang sanksi ekonomi ke dalam beberapa perspektif HI, oleh karenanya menjadi penjelas sekaligus pembeda bagaimana beberapa perspektif HI memandang satu fenomena yaitu sanksi ekonomi. Hadirnya beberapa contoh kasus dalam bab buku ini mengindikasikan pula kekuatannya, dengan kata lain, pembaca dihadapkan langsung ke dalam penerapan perspektif HI, keberhasilan/kegagalan serta dilema yang dihadapi dalam penerapan sanksi ekonomi.
