Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Teacher certification application practice in Nangroe Aceh Darussalam, however, facesmany obstacles that caused derived from conflict and tsunami which killed and wiped 2.500teachers, even though 5,429 substitute teachers has available in early 2006, only 30% who consid-ered appropriates for teaching. This long period of multicrisis and tsunami resulted, many ob-stacles to implement this program. According to data 2007, in Nort Aceh regency, from 11,981teachers, both permanent and temporary, only 4000 teachers who hold post graduate and diploma4. Study objective were to analyze teacher certification implementation that intended to improveteacher quality and to indentify stakeholder interest beyond this program. Descriptive-qualitativeanalysis and explorative qualitative methods, informan taken from institution for giving a guarantedof education quality,training far teaching education, education department of Nort Aceh, headmaster, and the teacher passed with a certification, informan is choiced with purposive sampling.Data analysis and interpretation result reveal that teacher certification program had substanceshifting from professionalism to prosperity improvement, hence certification remain not signifi-cantly influence the quality improvement, This shows that this program was not reflecting goodpolitical will to improve teacher professionalism. this program was intended to prosperity improve-ment. Therefore, it is suggested that goverment should not generalizes that all teacher mustprofessional. it will highly wise if intended to increase teacher prosperity than enhancing salary asmuch half main fee can be performed, and another half given to those who work professionally.

Abstract

This study analyzed the involvement of bureaucracy as a political actor in2006 Governor Direct Election (Pilkada) of Banten Province. The main goal of the studyis to capture a comprehensive picture about the involvement of bureaucracy actor inPilkada. This research used qualitative method. The data were collected through in-depthinterview and document analysis. Th eresult of this study find that: First, governor directelection has been fertile soil for paternalism culture in bureaucracy. Second, before andafter election, the strategic position in bureaucracy tended to be positioned as the giftsfor loyal persons. It became pulled factor to bureaucrats to be the candidate supportersin Pilkada. On the other hand, many persons in strategic positions were lost theirpositions due to political reasons. The other phenomenon was how the “outsiderbureaucracy” could show their power to make decision and allocate state resources tothe candidate‟s (mostly incumbent) interests.

Abstract

This study aims to find synergies decentralization policy formulation by taking the caseof policy conflicts management K2I oil palm plantations in Riau years 2005-2010. The method usedqualitative methods. Interactive method that covers data collection, data display, data verification,and withdrawal kesimpulan.This study found that first, the formulation of policy synergy acrossthe ministry after the regional autonomy is characterized by changing patterns of interaction ofbureaucrats, businessmen, politicians and local elites to the increasingly dynamic; Second, the actorsattempt to mobilize resources and conflicting preferences; Third, arenas and networks used by localelites increasingly overlap. The results of this study is expected to contribute to science and technologypolicy formulation in the form of synergy model, conflict mapping and plantation-based policyrecommendations for national and local governments in improving development policies in the future.

Abstract

This study aims to analyze and examine the influence of commitment employee andcultural organizational factors towards employees of the Job Performance, Sekretariat Daerah (SetDa)Riau Province both simultaneously (overall test) and partial (individual test). Research methodused is verifikatif, while the population in this study are the Sekretariat Daerah (SetDa) RiauProvince based on esselonering totaling 402 people. By using the method of proportional stratifiedrandom sampling in the sample amounted to obtain 40 respondents. While data collection tech-niques used by the field study and library that includes observation, interviews and question-naires, and to determine the relationship and the influence of an independent variable to the modelvariables to use Multiple Linear Regression Analysis. The results showed that the calculationresults obtained statistically Multiple Correlation Coefficient (R) is 0.8950 with p <0.05 and thecoefficient value of Determination (R2) 80.11%. This means that approximately 80.11% factor ofemployee commitment and organizational culture have a significant influence on employee job,performance. Partial test showed that the partial coefficient of determination values contained inthe organizational culture variables for (r2) = 54.58% with p = 0.00000 and tresult = 7.515> ttable = 1.678and ttabel variables for employee commitment (r2) = 78, 74% with p = 0.00000 and tresult = 13.196> ttable= 1.678. These results indicate that organizational cultural factors and commitment employees havea relationship significant influence on employee job performance Sekretariat Daerah (SetDa) RiauProvince.

Abstract

The objective of this research was to evaluate fishermen‟s empowerment policies inPangandaran District. There were many empowerment policies that have implemented toimprove fishermen‟s welfare. But in fact, its result has not been felt significantly yet. Qualitativeapproach and descriptive method were used in this research based on five components, they are:concept, procedure, process, outcome, and benefit. In-depth interview and observation were usedto collect qualitative data. Informent taken from fishermen, fish distribution actors, PUSKUDMina‟s aparat, Fishermen Cooperaton aparat, and Fisheries and Marine Services of CiamisRegency were purposive selected in order to get comprehensive data. Data were analyzedthrough reduction, display, and conclusion drawing steps. Results of this study show that thereare no significantly benefits that can increase fishermen‟s welfare in long term. It was necessaryto find out well-concepted policy alternatives that can eradicate poverty root in fishermenvillages. One of policy alternative that can be tried was government intervention on fish farms. Itcan be traditionally approach or fishery industry cluster approach. Both of them should considerthe ideal future condition and the existing condition of fishermen, in order to get optimal resultof empowerment program.

Abstract

DPRD (The House of Local People’s Representatives) as an legislative institution hasthe most important role in making the public policies. For strengthening the role of DPRD inenvironment mainstream so the caucus of DPRD was shaped. Through caucus channels, beprovided that many problems of environment getting the very serious concern from DPRD withusing their authoritative functions such as legislation, budgeting and controlling. The aims of thisresearch are evaluating how the role of caucus of DPRD and identifying supporting and inhibitingfactors of caucus role and recommendation for DPRD’s caucus in mainstreaming environment.This research using descriptive-qualitative method with purposive sampling. Depth interview anddocumentation as tehnique of gathering data. Unit of analysis in this research is environmentcaucus of DPRD at some regencies/municipalities of West Java Province and especially DPRD ofBandung municipality. The result of this research found that the caucus have tried to achieve thetargets in optimum although the caucus has to still work harder for actualizing green party, greenpolitician, green parlement, green policy and green budgeting and even green government. Theimplication of this research, there is the new paradigm in public policy study that based onmainstreaming environment. Further, it can be called Eco-Policy Study.

Abstract

Public trust in government is important because trust is social capital in governancesystem as such as relationship between government and businessman. The problems which arefaced by many government as such as Indonesia in this decade are the decline of public trust intheir government. This study is to explain the degree of businessman trust in Bandung CityGovernment in business licence service delivery. This study based on descriptive-quantitativemethods. Sample size are 100 businessman who were selected by nonprobability sampling withquota sampling technic. Sample were sampled from member of KADIN Bandung who applyed forbusiness license in 2001-2005. Research used survey design with questioner and interview as aprimary research instrumnet to collect data. The data were analyzed using descriptive statisticwith central tendency. Results of this study show that businessman trust in Bandung City Gov-ernment is low or distrusting. Businessman trust is low in local government because bureaucrat oflocal government have low integrity, commitment, concistency and loyality in business lincenceservice delivery.
