Abstract

Infrastructure planning is a challenging process especially for Indonesia which has limited investmentresources. Therefore, decision makers need to understand the planning process of infrastructuredevelopment. This study aims to investigate the infrastructure development planning process asimplemented by the three relevant ministries in Indonesia, and identify various aspects that shouldbe considered in the future infrastructure development planning process. Analysis of the interviewsfound that there has been a paradigm shift in infrastructure development planning in Indonesiaincluding governance, decision-making approach, administrative rules, financing sources, budgetingmindset, government role, planning approach, project preparation, and planning process model. Inaddition, this research has also succeeded in identifying various aspects of future infrastructureplanning considerations. Thus, this research is useful, especially for decision makers, by providing abetter understanding of infrastructure development planning practices in Indonesia.

Abstract

An urban mining proposal has been made that offers a lithium battery waste managementsolution. This is motivated by the absence of a waste management system that specificallyhandles lithium batteries. The research was conducted quantitatively for electrochemicaldischarge experiments and qualitatively for data collection, processing and formulation of urbanmining proposals. From the experimental results, it was found that 5% NaCl is the optimumconcentration for electrochemical discharge. Obstacles are still found based on qualitativeanalysis of waste management data in Indonesia, especially for lithium battery waste. The scopeof the proposed urban mining system includes the people as the user and the temporarycollectors. Hopefully this urban mining design is beneficial for an effective and environmentallyfriendly lithium battery waste management plan.

Abstract

Development is basically from and for all people, it must involve and be recognized at all levels ofsociety in order to achieve the intended development goals. The usage of the Rupat Island center asa historical tour in Bengkalis regency is an example of eco-education, in which cultural heritage itempreservation is linked to educational renewal. This is a qualitative research project that usesparticipant observation and in-depth interviews. The findings suggest that regional growth on RupatIsland can be accomplished by leveraging a variety of factors, including districts, suburbs, landmarks,nodes, and paths that require government authorization in the Malacca area. If access to touristlocations is made easier, the development of Rupat Island as a cultural tourism destination has a lotof potential and appeal for regional cultural tourism destinations.

Abstract

The increasing development of tourism activities and the increasing number of tourists in the Ubud Tourism area have resulted in various problems that have an impact on the poor quality ofthe environment in the Ubud Tourism Area. The most crucial problem is congestion caused by various things, and other problems are the condition of infrastructure and utility networks, cleanliness of the area, and limited public green open space. The purpose of this research is to formulate arecommendation concept for structuring the Ubud Tourism Area which can comprehensively be a guide in solving the problem of poor environmental quality, especially in dealing with the adaptation of new habits (new normal) after the Covid-19 pandemic. This study uses a mixedmethod with a descriptive-qualitative analysis method based on policies and relateddocuments. The results obtained from this study are planning for infrastructure arrangement in the Ubud Tourism Area: structuring traffic flow and construction of new roads (ring roads and shortcuts),building parking facilities and the shuttle bus concept, structuring the integrated JalanRaya Ubud, structuring roadside gardens as a public green open space, and the application of the CHSEprotocol concept in the arrangement of the Ubud Tourism Area in adapting new habitsafter theCovid-19 pandemic.

Abstract

One of the Government's National Development Priority agendas in the National Medium-TermDevelopment Plan (RPJMN) 2020-2024 is developing regions to reduce inequality and ensure equity.This effort is carried out through the preparation of a Detailed Spatial Plan (RDTR). RDTR as areference for submitting confirmation/approval of of the Suitability of Spatial Utilization Activities(KKPR) which can be carried out according to the level of risk according to the standards and qualityof space or environment. The Waisai Urban Area, Raja Ampat Regency, West Papua Province is oneof the areas that urgently needs to accelerate the preparation of the RDTR due to the large investmentopportunities there, especially the tourism sector.Preparation of the Detailed Spatial Plan for the Waisai Urban Area by applying the participatoryplanning concept. This is because the community is the beneficiary of the preparation of the DetailedSpatial Plan for the Waisai Urban Area. This research will describe the preparing process that applies the concept of participatory planning. Then in this study will also assess the level of communityparticipation in each activity of discussion forums and public consultations which are carried out usinga combined research approach (mixed method research) and scoring analysis tools. This researchwill assess the level of community involvement in the preparation of the RDTR, as well as the realcontribution of community involvement. This research can be an example of learning for thepreparation of RDTR in Raja Ampat Regency in particular and other regions in Indonesia in generalby applying the concept of community participation.

Abstract

SANIMAS-IsDB Program was initiated by the Ministry of Public Works and Housing during 2015-2018 and Jakarta Capital City Government had contributed to build Communal WWTP in 23 locations. Bappenas (2018) showed that 96% of water body in Jakarta has been highly polluted and based on Environment Agency’s data in 2018, 72,7% contributions of that come from domestic wastewater. To make it operates well, a good and sustainable operation management required. According to PPAPP Agency, the best operating plant located in RW.01 Rawajati, Pancoran, Jakarta. Management operational indicators of Communal WWTP related to public administration theory. Gulick in Ahmad (2015) stated the aspects called POSDCORB (Planning, Organizing, Staffing, Directing, Coordinating, Reporting, Budgeting). These management aspects need to be elaborated with limitations in infrastructure management (Naipospos, 2019). Research Method that applied was qualitative descriptive, with preceded by literature study. The results were certain indicators that affects sustainable operational of the plant, and its relation with public administration theory, as follows: 1) The importance of stakeholders’ participation-related with aspect P, S, O and C; 2) Operation and maintenance costs-related to aspect O and B; 3) Technical design-related to aspect P; and 4) Social aspect-related to aspect R. Based on this, research consclusion is that stakeholders’ participation, technical design and social aspect are indicators related to P, S, O, C and R aspect, needs to be maintain to make a sustainable management. Otherwise, the operation and maintenance cost indicator related to aspect B, need to solve, increase, and become more priority in the management.
