Abstract

In recent years, Indonesia has heavily invested in infrastructure development. With the aspiration to become a Global Maritime Fulcrum, Indonesia needs to provide maritime infrastructure such as national and international ports and their facilities to support the realization of this aspiration. This certainly requires adequate project planning so that resources and investments can be optimally utilized. That is why a good front-end planning is required so that proposed maritime infrastructure projects can be well selected. One important process of front-end planning is project scope definition where a project is clearly defined and prepared for execution. This paper provides examples of failed/cancelled maritime infrastructure projects due to poor front-end planning. It also provides an idea to implement Project Definition Rating Index (PDRI) as a powerful tool to ensure the fulfillment of project scope definition. The author presents the importance of front-end planning, where the final project investment decision is being made, and explains some steps in implementing the PDRI for maritime infrastructure projects. Thus, this paper contributes in introducing the importance of front-end planning and the usage of PDRI in Indonesia especially for maritime projects so that it may enhance the overall maritime infrastructure project performance.

Abstract

The uncertainty and complexity of construction projects often result in conflicts and unavoidable claims. Commonly, claims are submitted by the contractor for additional payment or time extensions triggered by the additional works beyond general terms and contract conditions. Unsuitable claims may lead to disputes so there is a need for claims management to avoid potential disputes. Claims can not be avoided in any construction project, but a properly executed management approach is expected to reduce the impact of claim that leads to disputes. Evaluation to problems in the six stages of claims management was conducted through questionnaires distribution to project owner and analyzing using significance index approach. The problems that often arise in each phase are elaborated in a form of Likert question. The results of field data collection are processed to obtain the most significant problems arisen in each claim management phase. The results indicate that from the six phases of claims management, the problems that often arise are related to four aspects, namely the availability of standard in claims management, the availability of competent human resources handling claims, the limitation of communication ability, and the limited ability to document the implementation of the project. Abstract

This study aims to identify hazards and hazard assessment parameters in construction works through scientometric and integrative literature review analysis towards relevant academic literature. Scientometric analysis was adopted using Open Knowledge Maps application and followed by a qualitative analysis that produced new perspectives regarding hazard potentials and hazard assessment parameters in construction works. This study has successfully identified 40 construction hazards which grouped into six types, i.e. physical hazards, biological hazards, chemical hazards, technological hazards, psychosocial hazards, and combination. Furthermore, this study has also identified four assessment parameters, namely severity, probability, frequency, and exposure. The contribution of this study lies in its in-depth understanding on the identification of construction hazards and hazard assessment parameters through a comprehensive literature review. The findings are useful for practitioners to advance their safety management quality, as well as for academics to conduct further research on construction hazards, assessment and mitigations.

Abstract

Sejumlah isu telah menjadi tantangan dalam pelaksanaan penelitian kualitatif. Berbeda dengan penelitian kuantitatif, pendekatan dalam penelitian kualitatif menekankan aspek investigasi mendalam terhadap suatu permasalahan atau fenomena penelitian melalui observasi langsung yang dilakukan oleh peneliti. Salah satu teknik pengumpulan data dalam penelitian kualitatif adalah wawancara. Berbagai isu turut mempengaruhi kualitas data yang dikumpulkan maupun kualitas analisis yang dilakukan melalui teknik wawancara seperti justifikasi jumlah wawancara, kriteria penentu narasumber wawancara, dan saturasi data. Studi ini bertujuan untuk menginvestigasi isu-isu terkait dengan penerapan teknik wawancara dalam penelitian kualitatif, khususnya di bidang manajemen konstruksi. Analisis sistematis terhadap publikasi-publikasi yang diterbitkan oleh dua jurnal ilmiah dalam rentang waktu 20 tahun dilakukan untuk memeriksa berbagai isu dalam penerapan teknik wawancara di bidang manajemen konstruksi. Hasilnya berupa karakteristik dan rekomendasi terkait teknik wawancara yang didiskusikan secara mendalam. Studi ini berkontribusi dengan memberikan panduan bagi pelaksanaan penelitian kualitatif mendatang yang menerapkan teknik wawancara sebagai metode pengumpulan data.

Abstract

The emergence of novel coronavirus disease 2019 (COVID-19) at the end of 2019 has transformed from an epidemic to a pandemic disaster. As of 12 April 2020, this outbreak has spread to more than 210 countries and territories and caused 108,837 deaths. The development of this outbreak has resulted in the closure of several major cities in the world (such as Wuhan, Daegu, and Manila) to country-wide lockdowns as observed in Italy and Malaysia. This also affects the construction sector as a labor-intensive industry. Force majeure has become one of the critical points of discussion, considering that this provision allows a contract party to hinder from fulfilling its obligations on the grounds that events are beyond a party’s control. Nevertheless, the application of this provision often faces challenges considering that in prior legal cases, the Courts tend to interpret this clause narrowly. Thus, it would be problematic when the force majeure clause does not include an epidemic outbreak as a force majeure event in the contract. This paper aims to explore the potential of the COVID-19 outbreak as a force majeure event in construction contracts. A qualitative approach consisting of two-step interdependent methods was done to highlight the fundamental elements of force majeure and to analyze whether the COVID-19 outbreak constitutes a force majeure event or not. Finally, a decision model was developed to assist the contracting parties in determining the COVID-19 outbreak potential as a force majeure event. This paper contributes since research related to the impacts of epidemic or pandemic outbreaks on the construction industry has not been intensified.

Abstract

The COVID-19 outbreak began at the end of 2019, and has evolved to a pandemic threatening various industries’ sustainability. Decisive actions have been taken to tackle the pandemic’s spread, however, various impacts continue to be felt by many industries, including the construction industry. This paper therefore focuses on the COVID-19 outbreak’s impact on Quantity Surveyors’ (QS) construction projects and activities, as a key profession in the industry. A mixed method approach, questionnaire survey followed by expert interviews, was adopted. Subsequently, 199 valid responses for analysis were obtained from the questionnaire distribution, using descriptive statistics and Significance Index. Furthermore, qualitative data were acquired through semi-structured interviews with five experts, and analyzed using a structured thematic analysis. According to the results, 56.78% of respondents experienced project slowdowns, 13.57% experienced project suspensions or terminations, and 12.56% experienced cost overruns. Most respondents acknowledged the pandemic had present changes to projects (84.92%), in the form of changes in organization structure, work culture, technological application, and project objectives. Meanwhile, the Significance Index has successfully established an 11-factors ranking, regarding the pandemic’s impact on QS activities, with impact on the overall project completion as the most profound impact followed by impacts on project scheduling, supply chain, tendering, cost controlling, and claim management. This study’s qualitative and quantitative findings tend to be in accordance, thus, providing some fundamental insights regarding the COVID-19 outbreak’s impact on the construction industry, including direct impacts on project sustainability, technology adoption, and project resiliency issues. In addition, this study also contributes to scientific knowledge by discussing the issues and trends of work culture changes in QS professional activities.

Abstract

The practice of providing safe temporary facilities for pedestrians during the execution of infrastructure projects is still challenging due to project complexity and the management of existing traffic flow. The challenge of ensuring pedestrian safety also becomes a concern in Jakarta, Indonesia, which currently has many ongoing infrastructure projects. The execution of these projects along existing main roads demands contractors to close some road lanes including pedestrian accesses. The circumstance highlights the importance of investigating the current practice in providing safe temporary pedestrian access. This study aims to investigate the safety and comfort measure of pedestrian access adjacent to the construction site. Nonconformities to safety findings from the field later are used as a basis for expert interviews in order to acquire recommendations. This research took a case study of the Light Rail Transit (LRT) project with a section length of 3.6 km. Observations took place every 100 meters and all nonconformities to safety data were recorded. Findings showed that among the potential nonconformities to safety, only six of those factors occurred frequently which later became the basis of questionnaire development for semi-structured expert interviews. Three experts from different backgrounds were chosen. Content analysis was used to analyze the data. Field observation result shows that among the six factors of nonconformity to safety, the unavailability of the separator system between the pedestrian access and road lane becomes the most occurred factor. The research demonstrates that in order to provide safety for pedestrians, access should be prepared with a minimum width of 90-100 cm, durable and stable surface, as well as a barrier that ensures safety against traffic and construction work. This study recommends the practical considerations for pedestrian safety as well as policies in terms of contractor’s organization and government in a broader perspective.

Abstract

Pandemi COVID-19 telah dimulai sejak akhir 2019. Berbagai upaya telah diterapkan pemerintah guna memitigasi penyebaran pandemi COVID-19 di Indonesia, antara lain kewajiban pemakaian masker, jaga jarak, cuci tangan pakai sabun, hingga pelacakan kontak COVID-19. Strategi mitigasi ini turut mempengaruhi keberlangsungan proyek konstruksi. Penelitian ini bertujuan untuk mengidentifikasi faktor penyebab dan jenis perubahan budaya kerja pada proyek konstruksi. Pendekatan kualitatif diterapkan dalam proses pengumpulan dan analisis data. Penelitian diawali dengan studi literatur untuk mengidentifikasi faktor-faktor yang mungkin mempengaruhi perubahan budaya kerja proyek konstruksi. Selanjutnya, observasi langsung pada dua proyek konstruksi dan sepuluh wawancara semi terstruktur dilakukan untuk menginvestigasi faktor dan jenis perubahan budaya kerja proyek konstruksi akibat pandemi COVID-19 di Indonesia. Analisis konten diterapkan untuk mengolah data wawancara, sedangkan hasil observasi digunakan untuk melengkapi hasil analisis wawancara. Penelitian ini berhasil mengidentifikasi delapan faktor berpengaruh yang dapat dikelompokkan menjadi dua kategori yaitu faktor internal (terdiri dari enam faktor) dan faktor eksternal (terdiri dari dua faktor). Penelitian ini juga berhasil mengidentifikasi sebelas perubahan budaya kerja konstruksi yang dapat dikelompokkan ke dalam tiga kategori yaitu perubahan budaya organisasi, perubahan budaya komunikasi, dan perubahan budaya keselamatan dan kesehatan kerja (K3). Penelitian ini berkontribusi dengan menyajikan data dan temuan empiris mengenai dampak pandemi COVID-19 terhadap proyek konstruksi terutama perubahan budaya kerja dari perspektif kontraktor.

Abstract

Abstrak Salah satu konsekuensi dari temuan penyimpangan etika penelitian adalah retraksi artikel ilmiah. Retraksi artikel merupakan upaya menjaga kualitas publikasi sehingga studi terkait retraksi artikel menjadi penting untuk diteliti. Studi ini berusaha menginvestigasi alasan dan tren retraksi artikel ilmiah bidang teknik sipil yang belum pernah dilakukan sebelumnya. Kajian pustaka terfokus terhadap 746 artikel yang diekstraksi dari laman ASCE Library pada 11 April 2022 menunjukkan bahwa hanya sebesar 6,17% dari artikel tersebut yang diretraksi oleh penerbit. Dari jumlah tersebut, 10,87% merupakan retraksi artikel akibat kelalaian pihak penerbit dan 82,61% retraksi murni kelalaian penulis dalam bentuk berbagai penyimpangan penelitian (research misconducts). Hasil analisis juga menunjukkan turunnya tren jumlah retraksi artikel ilmiah teknik sipil sejak 2011, sedangkan dua alasan utama retraksi artikel adalah kurangnya tanggapan dari penulis (lack of author response) sebesar 23,91% dan temuan tumpang tindih yang signifikan dengan publikasi lainnya (significant overlap) sebesar 19,57%. Studi ini berkontribusi pada peningkatan wawasan terkait retraksi artikel ilmiah di bidang teknik sipil sehingga diharapkan dapat meningkatkan kesadaran para peneliti teknik sipil terhadap pentingnya pemenuhan etika penelitian. Abstract One consequence of the findings of research ethics misconducts is the retraction of scientific articles. Article retraction is an effort to maintain the quality of publications so that studies related to article retraction are important to be researched. This study attempts to investigate the reasons and trends in the retraction of scientific articles in the field of civil engineering which has never been done previously. A focused literature review of 746 articles extracted from the ASCE Library on April 11, 2022 showed that only 6.17% of those articles were retracted by publishers. Of that amount, 10.87% were article retractions due to negligence on the part of the publisher and 82.61% were retractions due to the author's negligence in the form of various research misconducts. The results of the analysis also show a decreasing trend in the number of retractions of civil engineering articles since 2011, while the two main reasons for article retractions are the lack of author response by 23.91% and findings of significant overlap with other publications by 19.57%. This study contributes to increasing insight related to the retraction of scientific articles in the field of civil engineering so that it is expected to increase the awareness of civil engineering researchers on the importance of fulfilling research ethics. Abstract

Seiring dengan perkembangan industri konstruksi di Indonesia, peran profesi quantity surveyor (QS) juga mengalami perkembangan yang signifikan. Dalam rangka memastikan kompetensi QS, diperlukan peraturan yang mengatur standar kompetensi sebagai acuan dalam menentukan keterampilan yang diperlukan oleh QS. Di Indonesia, kompetensi QS diatur dalam standar kompetensi kerja nasional Indonesia (SKKNI) berdasarkan keputusan menteri ketenagakerjaan Nomor KEP.06/MEN/I/2011. SKKNI QS ini diperlukan sebagai dasar pemetaan kompetensi yang harus dimiliki dan sekaligus dasar penyusunan program pelatihan bagi QS di Indonesia. Namun sejak diterbitkan pertama kali pada 2011, SKKNI QS belum mengalami pembaruan guna menjaga kualitas dan relevansi tenaga kerja QS dalam menghadapi persaingan global. Penelitian ini bertujuan untuk mengkaji dan memberikan rekomendasi terhadap SKKNI QS melalui pendekatan desktop study dan meta-analysis. Dengan demikian, penelitian ini berusaha mengidentifikasi pembaruan unit kompetensi apa yang perlu dilakukan pada SKKNI QS agar profesi QS Indonesia terus berkembang dan mampu bersaing secara global. Hasil analisis merekomendasikan tiga belas unit kompetensi tambahan yang perlu dimasukkan ke dalam SKKNI QS baru. Dengan demikian, penelitian ini berkontribusi dalam pengembangan profesi QS di Indonesia melalui pembaruan SKKNI sebagai instrumen krusial dalam menjaga kualifikasi dan kompetensi QS di Indonesia.
