Serunai adalah jurnal yang terbit per semester yang fokus kepada studi pengembangan masyarakat dari berbagai multi-disiplin ilmu pengetahuan. Jurnal ini secara umum berupaya untuk mengungkap lebih dalam cara-cara meningkatkan taraf kehidupanan manusia, dengan menawarkan solusi potensial seputar masalah kemiskinan, kesetaraan gender, pengangguran, kerusakan lingkungan, akses kesehatan rakyat yang buruk, ketidakadilan akses ekonomi rakyat, dan kurangnya partisipasi rakyat dalam kehidupan politik. Pengembangan masyarakat merupakan proses perubahan yang melibatkan parapihak antara lain negara, sekstor swasta, masyarakat sipil, aliansi politik, organisasi kemasyarakat, pers dan individu. Pengembangan masyarakat memiliki cara dan proses yang berbeda pada setiap tingkatan. Perubahan dalam keluarga, perusahaan dan pertanian; baik pada skala lokal, provinsi, nasional, dan global. Tujuan Serunai adalah untuk saling belajar dan berbagi pengetahuan antara satau sama lain, tanpa memandang suku bangsa, budaya, ekonomi, disiplin ilmu, maupun profesi. Serunai memberi manfaat dan keuntungan bagi penulis terutama dalam menyebarluaskan gagasan, ide, temuan praktik-praktik baik pengembangan masyarakat kepada khalayak yang sangat luas baik di tingkat nasional maupun global.

Abstract

In this modern era, the Internet and social media are increasingly known by the public without realising that they have positive and negative impacts. Cases of cyber bullying often occur on social media which result in losses for both victims and perpetrators. The importance of morals that must be instilled in everyone. As well as the importance of internet restrictions, especially in using social media and education in using social media properly. This research aimed to reduce and handle cyberbullying with the EOPACT Model (education, observation, positive action). With this model, there were many connections between the parties involved, such as in the family, school and in the community. The analytical method used in this research was the Descriptive-Quantitative Method by looking at and analysing current phenomena on social media. There were still many people who made mistakes when using social media. The results of this research showed that there were many factors that caused cyber bullying, as well as applying the EOPACT Model to prevent and understand cyberbullying.

Abstract

The clean water reservoir construction programme is an important step in improving access to clean water for the community, especially in areas with water crisis. This study evaluated community satisfaction with the construction of clean water reservoirs through the implementation of the Patradaya Programme in 2022 in Rengel Village, Tuban District. Using a quantitative survey method, data was collected from beneficiary respondents. The analysis results showed a high level of satisfaction, with a satisfaction index value of 3.87 and an IKM conversion of 96.72. The quality of service was rated A, and the performance of the service unit was rated as highly satisfactory. The programme was considered successful in creating a positive impact on the Rengel Village community. The policy implications of this evaluation allowed the company to take the right steps in supporting community welfare in a sustainable manner. In conclusion, the 2022 Patradaya Programme in Rengel Village, Tuban Regency received very good ratings from the community, demonstrating congruence with their needs and expectations.

Abstract

The process of drafting legislation that concerns the livelihood of many people needs to be a careful and participatory process, the Job Creation Bill has crucial problems when viewed from the methodological aspects, paradigm and substance of regulation in the policy field of over-regulated and over-lapping issues that occur in the regulation of fields related to development and investment will not be resolved because the Job Creation Bill requires around 500 derivative regulations so that it has the potential to create a complex hyper-regulated. Realising that there is a need to create a conducive investment climate to realise development, it should not ignore the principle of sustainable development. The purpose of this research was to find out the relevance of EIA in sustainable development in Indonesia where the problem with the current job creation law is suspected of changing the function of EIA which was previously one of the licensing requirements to something whose function is no longer important or only needs to increase the problem with the concept of regulation regarding the environment which was previously regulated by Law Number 32 of 2009 concerning Environmental Protection and Management (UPPLH) using a licensing-based approach. This research used normative or doctrinal research methods.

Abstract

One of the efforts that the Indonesian government can undertake to boost the local economy is by encouraging Village-Owned Enterprises, known as “Badan Usaha Milik Desa” or BUM Desa, to become more active. In the case of Tanjungharjo Village, there is a BUM Desa named Tanjungkarya. However, during its implementation, various obstacles were encountered, such as a lack of financial resources, human resources, infrastructure, and effective programme management. This research aimed to describe the Management Strategies of the Village-Owned Enterprise (BUM Desa) for developing the community's economy in Tanjungharjo Village, Kapas Sub-District, Bojonegoro Regency. The study employed a qualitative approach with a descriptive method, and informant selection is based on purposive sampling. The informants consist of the Village Head of Tanjungharjo, the Secretary of Tanjungharjo Village, the Chairman of BUM Desa Tanjung Karya, the Secretary of BUM Desa Tanjung Karya, the Treasurer of BUM Desa Tanjung Karya, and members of the Tanjungharjo community. Data was collected through observation, interviews, and documentary analysis. The data was then analysed through data reduction, data presentation, and drawing conclusions. The research focused on six criteria based on Koteen's strategy, which are 1) organisational strategy, 2) resource strategy, and 3) programme strategy. The research findings indicate that the management strategies of the Village-Owned Enterprise (BUM Desa) to enhance the local economy in Tanjungharjo Village encompass three main aspects. First, in the organizational strategy aspect, there was a formulation of a vision and mission involving various stakeholders, and the implemented programmes align with the vision and mission set by BUM Desa Tanjung Karya. Second, regarding the resource-supporting strategy, there were still several hindrances that impede the optimisation of this strategy. Third, regarding the programme strategy, this pertained to the evaluation and implementation of programmes. Based on the programmes conducted by BUM Desa Tanjung Karya, they had contributed to the Village Revenue (PAD) for the Tanjungharjo Village Annual Village Budget (APB Desa). Thus, the management strategies of BUM Desa had not been fully executed optimally due to the presence of these obstacles.

Abstract

Community or member participation is one of the important aspects in the running of an institution or organisation. This research was conducted to analyse the participation of Gapoktan Sido Makmur members. It is a research that uses qualitative approach. Determination of informants was done by purposive sampling with key informants and snowball sampling techniques, a total of 12 informants. Data validity used triangulation as a method to validate the data. The discussion was conducted with reference to the theory of Totok Mardikanto and Subianto. The results show that the participation of Gapoktan Sidomakmur members is divided into four types, namely decision-making, implementation of activities, monitoring and evaluation of activities, and utilisation of development results. Participation in decision-making is still low due to lack of understanding, ineffective communication, and lack of awareness among members. In contrast, participation in the implementation of development activities is high due to members' commitment and awareness of the benefits. However, participation in monitoring and evaluation is still low due to a lack of understanding of the importance of these activities. On the other hand, participation in utilisation of development outcomes is high, indicating members' awareness and commitment to engage in economic and social activities resulting from development.
