Abstract

The implementation of digitalization in the tourism sector has become a crucial agenda for local governments to optimize regional revenue and accelerate service delivery. This study aims to analyze public service innovation through the smart tourism policy implemented by the Banyumas Regency Youth, Sports, Culture, and Tourism Office (Dinporabudpar). The research method used is descriptive qualitative, with data collection techniques through interviews with agency officials, destination managers, and tourists, as well as field observation and documentation. The research findings indicate that the Smart Tourism policy in Banyumas Regency, particularly through the implementation of an integrated e-ticketing system and digitalized promotions, has succeeded in increasing bureaucratic efficiency and transparency in the management of local revenue. However, the effectiveness of this innovation is still hampered by the limited digital literacy capacity of some human resources in the field and infrastructure network constraints in mountainous tourism areas. The implications of this study emphasize the importance for local governments to focus not only on providing technological infrastructure, but also on strengthening regulatory capacity and providing ongoing human resource assistance so that digital-based public service innovations can run inclusively and optimally.

Abstract

Food price fluctuations and inflation in Sukabumi City are triggered by limited land and reliance on external supplies. Responding to this phenomenon, the local government's stabilization strategy is examined qualitatively using the Strategy Change Cycle framework. Analytical findings reveal that market interventions like the Cheap Food Movement and Subsidized Market Operations coordinated by TPID effectively dampen short-term price spikes. However, the implemented strategies remain reactive, constrained by budget capacities, and fail to address structural root problems. Therefore, the direction of local policies must shift toward a preventive approach by strengthening regional food reserves and developing local commodities to achieve sustainable food independence.

Abstract

This study aims to describe the implementation of the role of the Village Consultative Body (BPD) in supervising village government performance and to identify the supporting and inhibiting factors affecting the implementation of such supervision. This research employed a qualitative approach with a descriptive method. Research informants were selected using purposive sampling techniques involving village government officials, BPD members, and community leaders. Data were collected through interviews, observation, and documentation, then analyzed through data reduction, data presentation, and conclusion drawing using source and technique triangulation. The results indicate that BPD has carried out its supervisory role through monitoring activities, evaluation, discussion of village government administration reports, and the channeling of community aspirations. However, the implementation of this role has not been fully comprehensive due to limited BPD involvement in several stages, inconsistent coordination between BPD and the village government, the absence of a structured mechanism for channeling community aspirations, and challenges related to BPD members' understanding of regulations and village financial management. Supporting factors include a clear legal framework, the commitment of BPD members, and community support. Meanwhile, inhibiting factors include limited human resource capacity, inadequate transparency of village government information, lack of inter-institutional coordination, and low community participation in the supervision process.
