Abstract

The Cirebon Regency Manpower Office issued a public service innovation in the form of an  Employment Information System website which is an effort to support the implementation of e-government and improve the quality of employment services. However, in its implementation, there are still obstacles such as delays in updating information, limited human resources, and low utilization rates. This study aims to assess the extent of the effectiveness of the employment information system website and identify the inhibiting factors and efforts that occur in the implementation of  the website. The method used was a qualitative descriptive approach with data collection techniques through observation, interviews and documentation. Using the analysis of the theory of the effectiveness of the Campbell J.P. program, namely the success of the program, the success of the targets, satisfaction with the program, the level of input and output, and the achievement of overall goals. The results of the research  on the Employment Information System Website at the Manpower Office are quite effective in supporting public services, but there are those that are less effective in updating information, community utilization and human resources of website managers. Therefore, there is a need for a consistent improvement in information updates, strengthening website management, and developing interactive features so that the effectiveness of digital-based employment services can be continuously improved.

Abstract

The advancement of information technology has transformed public service delivery, particularly through the implementation of e-government systems aimed at improving transparency, accountability, and efficiency. One such innovation in Indonesia is the SP4N-LAPOR application, which serves as a national platform for managing public complaints. However, its effectiveness at the local government level remains a critical issue. This study aims to analyze the effectiveness of the SP4N-LAPOR application in managing public complaints at the Cirebon Regency Communication and Information Office. This research employed a descriptive qualitative method, utilizing in-depth interviews, observations, and documentation as data collection techniques. Informants include application operators, community members, and IT experts, selected through purposive and accidental sampling. Data analysis follows stages of data reduction, data presentation, and conclusion drawing, with validity ensured through triangulation techniques. The findings reveal that while SP4N-LAPOR has functioned as an integrated complaint management system, its effectiveness is not yet optimal. Challenges include limited public awareness, weak inter-agency coordination, low digital literacy, and technical issues such as system errors. Based on the dimensions of organizational effectiveness goal achievement, integration, and adaptation the system has not fully met its intended objectives. In conclusion, improving effectiveness requires strengthening socialization, enhancing coordination among agencies, and upgrading technical infrastructure to support more responsive and inclusive public services.

Abstract

This study examines the implementation of the Dutch colonial taxation system (belasting) in Gorontalo, Indonesia, from 1856 to 1942 and its socio-economic and political consequences for indigenous communities. Colonial taxation functioned not only as a fiscal mechanism but also as an instrument of political domination that reshaped agrarian relations, social hierarchies, and local governance. The study aims to analyze the structure of colonial taxation, the role of local elites in tax administration, and the forms of indigenous resistance that emerged in response to colonial fiscal policies. Using a historical research method, the study applies four stages of historical inquiry: heuristics, source criticism, interpretation, and historiography. Primary data were collected from colonial archives, including Koloniaal Verslag, Memorie van Overgave, and Politiek Verslag, supported by secondary literature on colonial governance and resistance movements. The findings reveal that the belasting system intensified economic dependency through land taxes, poll taxes, maritime levies, and corvée labor obligations. Indigenous elites played ambivalent roles, serving both as colonial collaborators and as occasional supporters of local resistance. Colonial taxation accelerated land dispossession, social stratification, and market dependency among indigenous communities. Resistance emerged in both passive and overt forms, including tax evasion, migration, protests, and attacks on colonial administrative facilities. The study concludes that belasting in Gorontalo served as a central mechanism of colonial control while simultaneously provoking indigenous resilience and resistance, contributing significantly to the historiography of colonialism in the non-Javanese peripheries of the Dutch East Indies.

Abstract

The automotive manufacturing industry faces increasing challenges in maintaining product quality, operational efficiency, and compliance between Standard Operating Procedures (SOPs) and actual practices in the production process. Inconsistent implementation of operational standards often leads to defects, rework, process instability, and reduced quality performance. This study aims to analyze the effect of Genba Walk Improvement on SOP-Actual Alignment and Quality Performance in automotive manufacturing companies. The research employed a quantitative approach using survey methods involving 150 respondents consisting of analysts, engineers, section heads, and department heads working in multinational motorcycle manufacturing companies. Data were collected through observations, interviews, literature studies, and online questionnaires. The analysis was conducted using Structural Equation Modeling-Partial Least Squares (SEM-PLS) supported by SPSS and SmartPLS 3.0 software. The variables examined included Genba Walk Standardization, Genba Walk Execution, Genba Walk Evaluation, SOP-Actual Alignment, and Quality Performance. The results revealed that all variables had positive and significant relationships. Structured and consistent Genba Walk practices were proven to strengthen SOP compliance, reduce process deviations, minimize defects and rework, and improve production stability and customer satisfaction. The study concludes that Genba Walk functions not only as a field observation activity but also as an effective Lean management and quality control mechanism that supports continuous improvement and sustainable operational excellence in manufacturing industries.
