Abstract

Rendahnya produksi bawang merah di Indonesia, khususnya di Cirebon dipengaruhi oleh banyak faktor. Cirebon merupakan salah satu daerah pengahasil bawang merah yang termasuk daerah endemis organisme pengganggu tanaman (OPT), termasuk didalamnya endemik penyakit moler yang disebabkan oleh Fusarium oxysporum. Salah satu agen hayati yang sudah terbukti berperan ampuh sebagai pengendali penyakit layu Fusarium oxysporum yaitu menggunakan Trichoderma sp. GAPOKTAN Tani Mulya merupakan organisasi petani bawang merah di Wilayah Timur Cirebon. GAPOKTAN perlu diberikan bimbingan teknis tentang bagaimana melakukan teknik budidaya bawang merah yang sesuai SOP dari mulai penyiapan bibit, pemgolahan lahan, pemeliharaan, pemberian nutrisi tanaman, pengendalian OPT, panen dan pasca panen sehingga dengan manajemen SOP yang benar ini akan dapat meningkatkan produksi bawang merah dan meningkatkan kesejehteraan keluarga petani. Metode pelaksanaan pengabdian dilaksanakan dengan 2 cara. Metode pertama yaitu penyampaian materi-materi melalui metode penyuluhan, yang materinya meliputi 1). Penyampaian hasil riset, 2). Pemaparan langkah dan metode pengengdalian penyakit dengan Trichoderma, 3). Pemaparan SOP teknik budidaya bawang merah dan teknik pembuatan demplot sebagai pembuktian hasil teknologi, dan 4). Materi penguatan kelompok tani. Metode kedua adalah materi praktek langsung dilapangan pada demplot yang telah dibuat. Demplot dilaksanakan dalam luasan lahan ½ hektar, yang dibagi 4 bagian untuk menjadi tempat praktek 4 Kelompok Tani yang ada dalam GAPOKTAN. Kegiatan PKM yang telah dilaksanakan sangat bermanfaat bagi GAPOKTAN Tani Mulya, mampu meningkatkan pengetahuan petani bawang merah dalam menerapkan SOP Teknik budidaya yang benar, mampu memahami penyakit layu Fusarium serta mampu melakukan tindakan pengendalinya. Petani memperoleh pengetahuan tentang pengelolaan orgnaniasi kelompok tani serta manfaatnya sebagai media diskusi untuk memperoleh ilmu dan pengetahuan dalam menyokong pertambahan produksi bawang merah, sebagai upaya mendukung program ketahanan pangan secara nasional.

Abstract

Desa adalah salah satu instansi wilayah pemerintahan dibawah pemerintahan kecamatan. Sebagai satu kesatuan dalam pemerintahan desa, desa merupakan perpanjangan tangan dari pemerintahan tingkata kecamatan yang melaksanakan segala macam bentuk program dan agenda pemerintahan kecamatan. Desa memilki kekhususan pemerintahan tersendiri dibanding dengan pemerintahan lainya dalam menjalankan tugas dan fungsinya untuk mendukung pelaksanaan desentralisasi pemerintahan. Permasalahan penelitian ini masih terdapat kekurangan dalam menjalankan fungsi administratif pemerintahan, sehingga belum optimalnya pengorganisasian pemerintahan sebagai wujud disentralisasi dalam koordinasi dengan warga masyarakat, dimana maksud dan tujuan Desa belum bisa di mengerti oleh warga masyarakat. Oleh sebab itu peneliti ingin mengetahui dan menganalisa bagaimana kepemimpinan Kepala Desa dalam menjalankan fungsi administratif dan untuk megetahui apa saja kendala yang dihadapi oleh kepala desa dalam menjelankan fungsi administratif pemerintahan desa. Untuk menjawab penelitian ini, penulis menggunakan alat ukur sebagai indikator yang diambil dari Peraturan Bupati Cirebon Nomor 22 Tahun 2018 tentang Perangkat Desa terkait Tugas pokok dan Fungsi yang indikatornya terdiri dari: Penyelenggara urusan pemerintahan umum, Penyelenggara urusan pemberdayaan masyarakat, kampung dan Kelurahan, Penyelenggaraan urusan ketentraman dan ketertiban umum, dan Penyelenggara urusan kesejahteraan sosial. Dalam menjalankan fungsi administratif, kinerja Kepala Desa dinilai belum menjalankan dengan baik atau masih belum optimal. Terdapat faktor-faktor yang menjadi penghambat kepala desa dalam menjalankan fungsi administratifnya sangatlah kompleks dan beragam seperti kurangnya koordinasi kepala desa dengan perangkat desa dalam menangani konflik sosial tenaga kerja, perbedaan pemahaman masyarakat dalam menjaga persatuan, tidak efektifnya perangkat- perangkat desa dalam menghadiri rapat, keegoan masyarakat dalam usulan pembangunan, ketidakpuasan masyarakat terhadap hasil kerja, kurangnya pengawasan orangtua terhadap kenakalan remaja, kurang cermatnya pemerintahan desa dalam pendataan masyarakat miskin, dan kurangnya kesadaran masyarakat dalam menjalankan kegiatan-kegiatan sosial.

Abstract

Kuliah Kerja Nyata (KKN) merupakan salah satu bentuk pengabdian kepada masyarakat yang dilakukan oleh mahasiswa secara interdisipliner, institusional, dan kemitraan sebagai salah satu bentuk kegiatan tridharma perguruan tinggi. Seiring perubahan dinamika sosial masyarakat, pemerintah daerah, pemerintah pusat maupun dunia global, maka program KKN di Universitas Swadaya Gunung Jati (UGJ) diarahkan pada pola KKN yang berbasis Membangun Desa untuk Jabar Juara Melalui Pemberdayaan Usaha Mikro Kecil dan Menengah (UMKM). Pembangunan di Indonesia ditujukan ke semua bidang, tidak terkecuali bidang pendidikan, ekonomi, dan social (pemberdayaan UMKM). Hal ini belum mampu dipenuhi oleh pemerintah secara optimal, dikarenakan kurangnya keikutsertaan fungsi keluarga sebagai pendidikan dasar bagi masing-masing individu. Pembangunan pada tiga bidang tadi sangat berpengaruh dalam membangun masyarakat Indonesia. Universitas Swadaya Gunung Jati sebagai salah satu lembaga pendidikan yang berada di kawasan kabupaten Cirebon memiliki kewajiban untuk berperan serta secara aktif dalam model pemberdayaan masyarakat produktif berbasis UMKM. Peran serta tersebut bukan hanya dilakukan oleh mahasiswanya saja, namun juga masyarakat di sekitar kampus ataupun masyarakat luas. Desa Kancikulon sebagai salah satu desa di kecamatan Astanajapura secara demografis memiliki banyak potensi, diantaranya yang dominan adalah di bidang UMKM. Untuk itu berdasarkan permasalahan di atas, dilaksanakanlah program oleh tim Kuliah Kerja Nyata (KKN) Desa Kancikulon Kecamatan Astanajapura Kabupaten Cirebon sebagai salah satu upaya untuk mengoptimalkan fungsi keluarga sebagai anggota Masyarakat. Abstract. Community Service (KKN) is a form of community service carried out by students in an interdisciplinary, institutional, and partnership manner as one of the tridharma activities of higher education. Along with changes in the social dynamics of society, local government, central government and the global world, the KKN program at Universitas Swadaya Gunung Jati (UGJ) is directed at a KKN pattern based on Building Villages for Jabar Juara Through Empowerment of Micro, Small and Medium Enterprises (UMKM). Development in Indonesia is aimed at all fields, including education, economy, and social (UMKM empowerment). This has not been able to be optimally fulfilled by the government, due to the lack of participation of the family function as basic education for each individual. Development in the three fields is very influential in building Indonesian society. Universitas Swadaya Gunung Jati as one of the educational institutions located in the Cirebon district area has an obligation to actively participate in the productive community empowerment model based on UMKM. This participation is not only carried out by its students, but also the community around the campus or the wider community. Kancikulon Village as one of the villages in Astanajapura District demographically has a lot of potential, the dominant one being in the field of MSMEs. For that reason, based on the problems above, a program was implemented by the Real Work Lecture (KKN) team of Kancikulon Village, Astanajapura District, Cirebon Regency as an effort to optimize the function of the family as a member of society.

Abstract

The objective of this research is to analyze the impact of regional autonomy on regional development. This study aims to understand how the implementation of regional autonomy policies, which grant greater authority to local governments in managing resources and making decisions, influences various aspects of regional development. The research focuses on assessing the effectiveness of regional autonomy in improving the quality of public services, local economic growth, and equitable development. The research method employed in this study is literature review, involving the collection and analysis of data from various written sources such as books, journals, articles, and other relevant documents related to the research topic. Data analysis techniques are conducted through literature studies, where the researcher reviews, compares, and synthesizes information obtained from various sources. The results of this study indicate that the implementation of regional autonomy, which provides greater authority to local governments in managing regional affairs, has various positive impacts and challenges for regional development. The success of regional autonomy largely depends on the capacity of local governments to manage the given authority and synergy with the central government in achieving sustainable development goals.

Abstract

The development of Science and Technology (IPTEK) affects various aspects of human life, including in the context of organizations and government agencies. In Cirebon City, the management of Small and Medium Industries (SMEs) by the Trade and Industry Small and Medium Business Cooperative Office faces challenges in updating data that has not been fully computerized. This study uses a descriptive qualitative approach to evaluate the effectiveness of the IKM data update process. The study results show that the number of SMEs is increasing every year, although there are still obstacles, such as incomplete information and manual processes that slow down efficiency. The application of digital technologies, such as applications for data collection and update, is proposed as a solution to improve the efficiency and accuracy of processes. It is hoped that better data updates, facilitated by digital technologies, can significantly support the development of the creative economy of Cirebon City through the identification of more appropriate needs and opportunities, as well as the optimization of government programs in the SME sector.

Abstract

E-Government is one of the solutions in improving public services based on better governance and to improve government performance, e-government-based information and communication technology is needed.  Call center 112 is one of the public service innovations in handling emergencies in Cirebon City. The purpose of this study is to find out how emergency management is handled through the standby 112 e-government platform in Cirebon City and to expose how e-government is applied in Cirebon City through Five indoctrinators from the Nograsek Theory, namely (1) Technology, (2) Process, (3) Human, (4) Organizational Culture, (5) Organizational Structure. The research method used is the Qualitative Descriptive Method, the data collection techniques used are interviews, literature, and documentation. Data analysis is carried out through 3 stages, namely Data Reduction (Simplification), Data Disclosure (Presented), and Verification or Drawing Conclusions. The results of this study show that the handling of Emergencies through the E-government Siaga 112 Platform in Cirebon City has been shown by the cooperation in the field of technology with PT. Jasnita although there are still obstacles in the field such as poor signals, in addition to that there needs to be re-socialization so that the public knows and understands related to the 112 alerts in the event of an emergency in Cirebon City.

Abstract

This research is based on the need for clean water, a vital human need. PERUMDA Tirta Giri Nata Cirebon City is a BUMD responsible for providing clean water in Cirebon City. It has a complaint service to handle various customer problems. This study aims to discover the Customer Complaint Handling Service at the Tirta Giri Nata Regional Public Company (PERUMDA) Tirta Giri Nata, Cirebon City. The research method is qualitative descriptive, using data collection techniques through interviews, observations, and documentation. Public services are a benchmark for the performance of government agencies, and PERUMDA, as one of the BUMDs, is required to provide optimal water services to the community. Along with the times, the public bureaucracy must be more responsive and continue improving its services' quality. This study measures punctuality, service accuracy, politeness, and friendliness of employees, ease of getting services, comfort, service support facilities, and obstacles and efforts. There are still several aspects that need to be improved by PERUMDA Tirta Giri Nata Cirebon City, such as clarity of information regarding the certainty of complaint settlement time, disclosure of information regarding the certainty of complaint settlement time, and more friendly facilities for people with disabilities.

Abstract

The Indonesian government has launched Digital Population Identity (IKD) as a step towards digitalization in the field of population administration. Kuningan Regency in West Java is one of the regions that has optimized IKD activation services. However, further assessment is needed to assess the extent to which the implementation of IKD activation has reached optimal. Based on the findings of the analysis, it shows that the IKD activation service has not reached all levels of society evenly and there are still limitations in existing facilities and infrastructure. Another challenge is the low public awareness of IKD ownership and lack of understanding of technology, especially among the elderly or people who have a low level of digital literacy. This research was conducted at the Population and Civil Registration Office of Kuningan Regency using a qualitative approach. This study uses the theory put forward by Machfud Sidik in (Maulidya & Widiyarta, 2024) which specifically focuses on three key elements: purpose, alternative decisions, and disposition. The data collection technique in this study is through observation, interviews, and documentation at the research site. This research aims to provide deeper insights related to optimizing IKD activation services and overcoming population administration challenges in the digital era.

Abstract

Background. The role of the National Unity and Politics Agency (Kesbangpol) in increasing public political participation during the 2024 Election. Aims. This research aims to analyze the role of Kesbangpol in political participation through the theory of political participation by Sidney Verba and Norman H. Nie as an analysis deep.   Methods. The research in Majalengka Regency uses a qualitative method with observational data sources, interviews, and documentation studies to further carry out validity tests through data triangulation. Result. The study's results show that Kesbangpol plays a strategic role as a facilitator through political education programs, inclusive discussion spaces, and the use of digital media, thereby increasing access to political information. Although Majalengka Regency won the title of the third-highest city/Regency in West Java with a community political participation rate of 76.91 percent, this figure is not optimal because it falls below the West Java KPU target of 86%. Conclusion. The researcher incorporated culture as a complement to Sidney's theory, which originated from Western countries, thereby introducing novelty to the research. Implementation. Culture is an additional element to support increasing community participation in Indonesia, especially in Majalengka Regency.

Abstract

Background. The Public Service Mall (MPP) is an initiative aimed at promoting good governance in Indonesia by enhancing public service standards based on sound governance principles. The Cirebon Regency Government continues to implement various innovations through the Public Service Mall, managed by the Investment and Integrated One-Stop Service Agency (DPMPTSP), which provides both licensing and non-licensing services in one location for various public services from multiple agencies. Based on the above issues, the author employs Everett Rogers' theory of innovation characteristics as a framework for analyzing the innovation of the Public Service Mall in Cirebon Regency. There are several characteristics of innovation, as follows: (1) Relative Advantage, (2) Compatibility, (3) Complexity, (4) Trialability, and (5) Observability. Aims. This study aims to investigate the innovation of the Public Service Mall in Cirebon Regency at the DPMPTSP. Methods. The success of this study can be measured based on the application of relevant theories. The limitation in human resources has resulted in the number of visitors to the Public Service Mall not meeting the institution's expectations. Conclusion. This occurs due to the low public awareness of the Public Service Mall, leading many to be unaware of its existence. Implementation. The one-stop service provided by the Public Service Mall makes it easier for the community to access various public services in one place, in line with the principle of relative advantage in Everett Rogers' theory, which states that an innovation is more likely to be adopted if it is perceived as better than previous approaches or practices.
