Jurnal Kebijakan Ekonomi (JKE), is a peer reviewed journal under the Magister Perencanaan Ekonomi dan Kebijakan Pembangunan Fakultas Ekonomi dan Bisnis Universitas Indonesia (MPKP FEB UI) study program that has been published since 2006. It is a scientific publication media containing the results of research, studies, thoughts, and critical analysis on economic policies as well as other related fields such as education, health and environment. This journal has scheduled to be publish in April and October every year. MPKP FEB UI publishes JKE as a media for academics, policy makers at the central and regional levels, as well as the private sector. It also facilitates the experts to communicate various public policy issues at national, regional and local scales.

Abstract

This study aims to see whether appreciation and depreciation have asymmetric impact on Indonesia's industrial exports and which impact is greater. The researcher uses disaggregated panel of Indonesian industrial product export HS Code 10 digit level with all partner country of export. Acquired domestic appreciation has a negative impact and depreciation has a positive impact on exports, where the impact is both asymmetric. The negative impact of appreciation is greater than the positive impact of depreciation. While domestic appreciation, export demand is more elastic due to competition in international markets which makes other countries turn to domestic products in their destination countries or even import goods from other countries and export supply less elastic or less elasticity due to avoiding risk due to reduced export demand even though the price of imported goods is cheaper. Meanwhile, when the depreciation due to competition in the international market resulted in an increase in elasticity of export demand is smaller than when domestic appreciation occurs. In addition, the export supply become more elastic as the industry sees imported goods becoming more expensive which can increase production costs.

Abstract

Infrastructure development is one of the driving wheels of economic that have potential to drive increased production, create jobs and reduce the number of poor people. One of the government's focus on infrastructure is the construction of the Trans Java Toll Road that connects the entire Java Island from Jakarta to Surabaya. The purpose of this research is to analyze the impact of the operation of the Trans Java Toll Road which began in part since 2015, 2017, 2018 and 2019 on the Regency/Municipality economy, especially those passed by toll roads. The indicators of regional economy in this research are GRDP per capita, open unemployment rate, dan poverty rate. The research method used is Difference in Difference (DiD) in the form of Staggered Adoption Design (SAD) using 84 regency/municipality data spread across 6 provinces in Java Island from 2012-2919. Estimation results show that the operation of the Trans Java Toll Road has not yet had a stable impact on increasing GRDP per capita, decreasing unemployment rate and reducing poverty rate. The insignificance of the influence of the Trans Java Toll Road is suspected because the analysis is still conducted in the medium term, where generally the influence of the new toll road is seen in the long term.

Abstract

In determining electricity tariffs in Indonesia, it has changed since 2015, namely by the policy of tariff adjustments or adjustments to electricity tariffs by adjusting to macro indicators namely ICP, exchange rates and inflation. This paper will examine the impact of the tariff adjustment policy on Indonesia's household electricity consumption. By using the Ordinary Least Square (OLS) regression method, the results show that the effect of electricity prices on electricity consumption is negative and insignificant, which means that the effect of changes in electricity prices on household electricity consumption is very small. From this study also added control variables from the social, economic and building aspects that can affect household electricity consumption pattern.

Abstract

Sugar is a strategic food commodity which is targeted to reach self-sufficiency in 2019 although there are many problems in the Indonesian sugar industry. Sugar self-sufficiency can be realized if domestic sugar production is able to fulfill domestic sugar demand. This study analyzes the factors that influence consumption and production of Indonesian sugar and their implications for the 2019 sugar self-sufficiency target. For white sugar, the estimation using the simultaneous equation system resulted that domestic consumption for white sugar was positively affected by previous year's consumption and domestic production of white sugar was positively affected by sugarcane area and negatively affected by the national sugar price in the previous year. For refined sugar, the estimation using multiple linear regression showed that domestic production for refined sugar is positively affected by the maximum production capacity of refined sugar mills and volume of import raw sugar. Production of refined sugar mills negatively affected by the Rupiah/US$ exchange rate. The consumption for refined sugar is positively affected by the number of population. The projection shows that the sugar self-sufficiency target in 2019 has not been fulfilled. Nonetheless, the policy of increasing land area, determining the amount of HPP that increases every year and controlling the price of sugar need to be done to increase production and reduce imports.

Abstract

This study analyzes the impact of the regulation of Spesific Drugs (OOT) applied to pharmaceutical companies producing OOT in 2018 on the number of OOT production. Using the difference-in-differences (DID) approach method, this study looked at the influence of the 5 (five) OOT groups. The results of this study indicate that there has been a decrease in the amount of OOT production which is also influenced by regulations, an increase in the price of medicinal raw materials (active drug ingredients), and the setting of finished drug prices. The variables that affect decreasing production are the generic drug class for the tablet form of drugs, in multi-product companies with the status of state-owned companies (BUMN). The comparison between the level of production and the need for drugs in the year before the enactment of the regulation shows that the amount of production is still above the need and after the regulation, the amount of production is below the amount needed. This will have an impact on the availability and price of OOT in health care facilities. These results underline that regulations in the pharmaceutical sector will have an impact, one of which on the decisions of manufacturers in determining the amount of drug production.

Abstract

This study compares the impact of budget allocations between regions that have carried out direct regional elections and indirectly and their impact on regional per capita income. The budget allocation uses the allocation of capital expenditure and indirect expenditure on the Regional Expenditure Budget (APBD) of regencies and cities in Indonesia. Empirically, in the 2005-2010 period in Indonesia, the estimation results using Pooled Least Square did not show a significant difference in the impact of budget allocation on regional per capita income between the regime and direct versus indirect elections. But regionally there are significant differences in districts and cities in the island group of Sumatra when compared with other island groups in Indonesia, namely there are differences in the impact on the total budget that affects the per capita income where the average head of the region elected through the direct election impacts lower than indirectly selected regional heads.

Abstract

Domestic competition has an influence on the export performance of the firm. Based on theory, the influence will vary depending on the level of efficiency owned by the firm. Using the data of large industrial companies currently manufacturing from 2002 to 2014 aggregated into the ISIC rev 3 3-digit sector, this study shows that domestic competition will have a positive influence on export performance in sectors with low and medium technology levels. While in high technology sectors, domestic competition has a negative effect on export performance.

Abstract

For Indonesia and other developing countries where domestic savings are limited, foreign direct investment (FDI) is a main choice in financing industrial manufacturing development. The problem is that the geographical distribution of FDI is not evenly distributed between provinces in Indonesia. This research empirically analyzes the role of agglomeration in the distribution of FDI in Indonesian Manufacturing Industry. Unlike most previous studies, FDI data available by provinces in Indonesia are aggregated into 2-digit ISIC industry from 2010 to 2014. This is intended to enrich the results of previous studies which mostly assume the effect of agglomeration on FDI is the same for all sectors. By using the Generalized Least Square (GLS) regression method, this research has proven the positive influence of agglomeration on the distribution of FDI. The existence of agglomeration which is measured by localization index and manufacturing density index certainly enhances a provincial’s attractiveness to foreign investment. In addition, besides agglomerations, factors affecting the distribution of manufacturing FDI in Indonesia are infrastructure, PDRB per capita, capital intensity, wages, and labor productivity.

Abstract

Indonesia has two trade representative institutions abroad, namely: Trade Attaché in 23 states and the Indonesian Trade Promotion Centre (ITPC) in 18 countries. Both institutions have a duty to improve the Indonesian non-oil exports. The study aims to look at the effectiveness of the budget ITPC and Trade Attaché of the Indonesian non-oil export performance in 2008-2014 in thirty countries. Model estimation is Random Effect and using panel data. The results showed that an increase of 1% of the budget ITPC and Trade Attaché of Indonesian non-oil and gas exports will increase in the following year by 0.027% and 0.109%.

Abstract

Walking is the main mode of transportation for most people around the world and is a link from one mode of transportation to another. Pedestrian paths in Jakarta have not been able to provide comfort for pedestrians, meaning, it can be said that the sidewalks in Jakarta are not yet walkable and have not been filled with adequate facilities. Pedestrian facilities are measured using walkability. Walkability is included in accessibility that has a good economic impact, namely saving transportation costs, efficiency of land use, increasing property prices (residential), saving health costs, and economic development. The provision of pedestrian areas is not balanced compared to the procurement of other public infrastructure. The purpose of this study was to examine a person's walking intention in terms of socio-economic demographic factors and walking feasibility. These factors are thought to influence the perception of interest and preference for walking. This study used qualitative research methods with observation, questionnaire surveys, and pedestrians as well as using quantitative research methods with logistic regression analysis. The research was conducted on two roads, Jalan Jenderal Sudirman and Jalan Salemba Raya.
