Jurnal Kebijakan Ekonomi (JKE), is a peer reviewed journal under the Magister Perencanaan Ekonomi dan Kebijakan Pembangunan Fakultas Ekonomi dan Bisnis Universitas Indonesia (MPKP FEB UI) study program that has been published since 2006. It is a scientific publication media containing the results of research, studies, thoughts, and critical analysis on economic policies as well as other related fields such as education, health and environment. This journal has scheduled to be publish in April and October every year. MPKP FEB UI publishes JKE as a media for academics, policy makers at the central and regional levels, as well as the private sector. It also facilitates the experts to communicate various public policy issues at national, regional and local scales.

Abstract

This study aims to see whether appreciation and depreciation have asymmetric impact on Indonesia's industrial exports and which impact is greater. The researcher uses disaggregated panel of Indonesian industrial product export HS Code 10 digit level with all partner country of export. Acquired domestic appreciation has a negative impact and depreciation has a positive impact on exports, where the impact is both asymmetric. The negative impact of appreciation is greater than the positive impact of depreciation. While domestic appreciation, export demand is more elastic due to competition in international markets which makes other countries turn to domestic products in their destination countries or even import goods from other countries and export supply less elastic or less elasticity due to avoiding risk due to reduced export demand even though the price of imported goods is cheaper. Meanwhile, when the depreciation due to competition in the international market resulted in an increase in elasticity of export demand is smaller than when domestic appreciation occurs. In addition, the export supply become more elastic as the industry sees imported goods becoming more expensive which can increase production costs.

Abstract

This study analyzes the impact of the regulation of Spesific Drugs (OOT) applied to pharmaceutical companies producing OOT in 2018 on the number of OOT production. Using the difference-in-differences (DID) approach method, this study looked at the influence of the 5 (five) OOT groups. The results of this study indicate that there has been a decrease in the amount of OOT production which is also influenced by regulations, an increase in the price of medicinal raw materials (active drug ingredients), and the setting of finished drug prices. The variables that affect decreasing production are the generic drug class for the tablet form of drugs, in multi-product companies with the status of state-owned companies (BUMN). The comparison between the level of production and the need for drugs in the year before the enactment of the regulation shows that the amount of production is still above the need and after the regulation, the amount of production is below the amount needed. This will have an impact on the availability and price of OOT in health care facilities. These results underline that regulations in the pharmaceutical sector will have an impact, one of which on the decisions of manufacturers in determining the amount of drug production. Abstract

As technology alters the way organizations work, the need for labor adjustment which more adaptable to technological changes has risen in high digital intensive sectors. However, vocational graduates face difficulties regarding this situation as their vocational school failed to equip them with advanced technological skills. Based on signaling and human capital investment theory, this problem can be solved by increasing education and training. Using 2015 and 2018 Sakernas data and logit regression, the result shows that vocational engineering and technology graduates have the highest probability to work in HDI sectors. however, working in a HDI sector cannot be associated with a better type or a more decent job than other sectors. This refers to the second finding that shows graduates of engineering and technology vocational schools have a lower probability of working as a white-collar even working at HDI sectors. According to the last finding, vocational tertiary education has shown to increase the probability of working as white-collar in HDI sectors, therefore a level up in education is needed to increase wages and improve job positions. Abstract

The study aims to investigate the relationship between leverage on firms' opportunities to participate in export markets at the levels of aggregate sectors and subsectors of manufacturing of Indonesia by using Industry Survey data published by Badan Pusat Statistik (BPS) for the period 2007 - 2015. The results of logistic estimation at the sectoral aggregate level indicate that the higher a firm has the financial capacity to meet obligations or that the company is not burdened by debt arising from the use of leverage, the firms are not financially constrained and have greater opportunity for firms to participate in the export market. In addition, at the manufacturing subsector level, opportunities for firms to enter the export market are different due to the heterogeneity on firms' characteristics from respective subsectors. Abstract

In determining electricity tariffs in Indonesia, it has changed since 2015, namely by the policy of tariff adjustments or adjustments to electricity tariffs by adjusting to macro indicators namely ICP, exchange rates and inflation. This paper will examine the impact of the tariff adjustment policy on Indonesia's household electricity consumption. By using the Ordinary Least Square (OLS) regression method, the results show that the effect of electricity prices on electricity consumption is negative and insignificant, which means that the effect of changes in electricity prices on household electricity consumption is very small. From this study also added control variables from the social, economic and building aspects that can affect household electricity consumption pattern. Abstract

This study aimed to analyse the relationship between FDI firms with energy intensity in Indonesian manufacturing industry and its sub-sector. The data used are from the Manufacturing Industry Survey obtained from the Central Statistiks Agency (BPS) with observation period 2007-2015. The model in this study were estimated used the fixed effect estimation method. Estimation results from the model showed FDI firms tend to have a negatifly correlated to the energy intensity that mean there is a decrease in energy intensity which indicates energy efficiency. In the industrial sub-sector FDI firms show varying correlation with the energy intensities. in additional, sub-sector with high energy intensif showed the non-metal excavation industry sector had a negatifly correlation and significant results on energy intensity, However, the base metals sector showed significant positive results that might occur due to the engineering effect of this industrial sector which was so low that there was no decrease in energy intensity Keywords: Energy intensity, Foreign Direct Investment (FDI), Manufacturing industry, Indonesia

Abstract

The national struggle for sustainable development influenced the sub-national governments level in composing their policy directions especially public budget policy. Nonetheless, although the environmental protection function is important, it tends to be marginalized in the national budgetary debates. This study, therefore, attempts to analyse the ‘green budget’ allocation and utilization within the Regional Medium-term Development Plan 2013 – 2017 of Jakarta Province. The methodology draws on descriptive analysis of derived data from annual provincial budget documents, and in-depth interview analysis explored potential barriers and drivers give rise to gaps in budget between the allocation and realization stage. Results show that the allocated ‘green budget’ posture of Jakarta Province was 6.1% in the five years average, significantly higher when compared to the national level at 0.8 – 1 percent. However, the realization was low with average actual spending at 47.1% of the total allocated budget. The interviews point to the collaboration aspect among the profound drivers to support environmental affairs policy. Meanwhile, the aspects of staff capacity, public awareness, and policy alignment are believed to be significant barriers that the government is recommended to take into consideration. Abstract

This study discusses the effect of economic agglomeration on the productivity of manufacturing industry companies by using case studies on the island of Java which is the location of more than 80 percent of large and medium industrial companies in Indonesia. The company productivity used in this study is the total factor productivity (TFP) with the economic agglomeration variable used is localization economies, urbanization economies, and competition. The results showed that agglomeration in the form of urbanization economies had a positive and significant effect on the total growth of company productivity factors, whereas agglomeration in the form of localization economies had a negative effect. Increased business competition due to the company's spatial concentration also has a positive impact on productivity. Thus, spatial concentration in the form of industrial diversity and improving conditions of business competition in the district / city area have a positive impact on increasing the scale of the company's production and need to be considered in the industrial regional policy making process. Abstract

Sugar is a strategic food commodity which is targeted to reach self-sufficiency in 2019 although there are many problems in the Indonesian sugar industry. Sugar self-sufficiency can be realized if domestic sugar production is able to fulfill domestic sugar demand. This study analyzes the factors that influence consumption and production of Indonesian sugar and their implications for the 2019 sugar self-sufficiency target. For white sugar, the estimation using the simultaneous equation system resulted that domestic consumption for white sugar was positively affected by previous year's consumption and domestic production of white sugar was positively affected by sugarcane area and negatively affected by the national sugar price in the previous year. For refined sugar, the estimation using multiple linear regression showed that domestic production for refined sugar is positively affected by the maximum production capacity of refined sugar mills and volume of import raw sugar. Production of refined sugar mills negatively affected by the Rupiah/US$ exchange rate. The consumption for refined sugar is positively affected by the number of population. The projection shows that the sugar self-sufficiency target in 2019 has not been fulfilled. Nonetheless, the policy of increasing land area, determining the amount of HPP that increases every year and controlling the price of sugar need to be done to increase production and reduce imports. Abstract

This thesis discusses the impact of Renewable Energy Power Plant Development in Indonesia on Economy at Indonesia. This research is quantitative descriptive design using Data Input-Output Indonesia 2010 to measuring economic impact. The results showed that the development of Renewable Energy Power Plant Development in Indonesia have a positive impact on the Indonesia economy, because it can create an increase in output, gross value added, and public revenue. The economic impact of the creation of the output in construction phase amounting to Rp. 152.028,12 billion, increased public revenue amounting to Rp. Rp. 19.486,20 billion, and the creation of gross value added amounted to Rp. 59.374,34 billion. The economic impact of the creation of the output in operation phase amounting to Rp. 148.120,84 billion, increased public revenue amounting to Rp.10.423,41 billion, and the creation of gross value added amounted to Rp.47.052,87 billion.
