Jurnal Kebijakan Ekonomi (JKE), is a peer reviewed journal under the Magister Perencanaan Ekonomi dan Kebijakan Pembangunan Fakultas Ekonomi dan Bisnis Universitas Indonesia (MPKP FEB UI) study program that has been published since 2006. It is a scientific publication media containing the results of research, studies, thoughts, and critical analysis on economic policies as well as other related fields such as education, health and environment. This journal has scheduled to be publish in April and October every year. MPKP FEB UI publishes JKE as a media for academics, policy makers at the central and regional levels, as well as the private sector. It also facilitates the experts to communicate various public policy issues at national, regional and local scales.

Abstract

This study try to measure the size of the provincial-level underground economy in Indonesia using a monetary approach. Measurements were made in the study period 2007 - 2017, using Ordinary Least Square regression, to estimate the currency demand due to underground economy activities at the regional level that are affected by regional tax burdens. Estimates in this study resulted in the amount of underground economy ranging from 3.8% - 11.6% of the GRDP with an average of 8% per province per year.

Abstract

Domestic competition has an influence on the export performance of the firm. Based on theory, the influence will vary depending on the level of efficiency owned by the firm. Using the data of large industrial companies currently manufacturing from 2002 to 2014 aggregated into the ISIC rev 3 3-digit sector, this study shows that domestic competition will have a positive influence on export performance in sectors with low and medium technology levels. While in high technology sectors, domestic competition has a negative effect on export performance.

Abstract

This study analyzes the influence of the level of company ownership and also analyzes further about evaluating the requirements of foreign capital ownership as a Negative Investment List (NIL). This study uses a panel of Indonesian manufacturing companies 2007-2014 with the estimated GMM method of Arellano-Bond. The estimation results show an increase achieved with foreign ownership, but after reaching a certain point the increase or increase as intended inverted U. Required to achieve optimal needs. Then further analysis showed that NIL Regulations were approved by foreign capital ownership, NIL companies' foreign capital ownership was lower than Non-NIL companies, but the increase in NIL companies on average was lower.

Abstract

This research aims at analyzing to what extent the role of information and communication technology (ICT) could support the performance of the creative economy sector that is rapidly growing in Indonesia. ICT in creative economy is not only helpful in promoting cost reduction or revenue generation as in business as usual, but also in itself is important asset to intensify the creativity of human resources which is the main production factor in creative economy. Using Ordinary Least Square (OLS) analysis method, this study analyzed cross section data from the Special Survey of the Creative Economy (Survei Khusus Ekonomi Kreatif/SKEK) by Indonesian Bureau of Statistics (Badan Pusat Statistik/BPS) in 2016 and found that although the use of ICTs delivers a positive effect on creative economy performance in general, the correlation varies depending on the type of activities or subsector of the creative economy in particular. The negative impact of the use of ICTs on firm performance is found in the visual communication design, music, application and games, and fine art subsectors. Furthermore, this study also uncovered that the use of ICTs in micro scale businesses was associated negatively with its performance. The result indicates that the type of subsectors and the scale of the firms are the determinants of whether ICT would have a positive effect in the performance of the creative economy.

Abstract

For Indonesia and other developing countries where domestic savings are limited, foreign direct investment (FDI) is a main choice in financing industrial manufacturing development. The problem is that the geographical distribution of FDI is not evenly distributed between provinces in Indonesia. This research empirically analyzes the role of agglomeration in the distribution of FDI in Indonesian Manufacturing Industry. Unlike most previous studies, FDI data available by provinces in Indonesia are aggregated into 2-digit ISIC industry from 2010 to 2014. This is intended to enrich the results of previous studies which mostly assume the effect of agglomeration on FDI is the same for all sectors. By using the Generalized Least Square (GLS) regression method, this research has proven the positive influence of agglomeration on the distribution of FDI. The existence of agglomeration which is measured by localization index and manufacturing density index certainly enhances a provincial’s attractiveness to foreign investment. In addition, besides agglomerations, factors affecting the distribution of manufacturing FDI in Indonesia are infrastructure, PDRB per capita, capital intensity, wages, and labor productivity.

Abstract

This study compares the impact of budget allocations between regions that have carried out direct regional elections and indirectly and their impact on regional per capita income. The budget allocation uses the allocation of capital expenditure and indirect expenditure on the Regional Expenditure Budget (APBD) of regencies and cities in Indonesia. Empirically, in the 2005-2010 period in Indonesia, the estimation results using Pooled Least Square did not show a significant difference in the impact of budget allocation on regional per capita income between the regime and direct versus indirect elections. But regionally there are significant differences in districts and cities in the island group of Sumatra when compared with other island groups in Indonesia, namely there are differences in the impact on the total budget that affects the per capita income where the average head of the region elected through the direct election impacts lower than indirectly selected regional heads.

Abstract

Indonesia has two trade representative institutions abroad, namely: Trade Attaché in 23 states and the Indonesian Trade Promotion Centre (ITPC) in 18 countries. Both institutions have a duty to improve the Indonesian non-oil exports. The study aims to look at the effectiveness of the budget ITPC and Trade Attaché of the Indonesian non-oil export performance in 2008-2014 in thirty countries. Model estimation is Random Effect and using panel data. The results showed that an increase of 1% of the budget ITPC and Trade Attaché of Indonesian non-oil and gas exports will increase in the following year by 0.027% and 0.109%.

Abstract

Creative economy has been assigned as the backbone of Indonesian economy in the future. Based on Article 24 of the 2019 Law of Creative Economy, the protection of Intellectual Property Rights upholds an important role in creative economy. This research aims to observe the impact of intellectual property rights to the performance of creative economy as measured by the total income and export decision of creative economy actors, using the Ordinary Least Square (OLS) analytical method. It uses the cross-section data sourced from Badan Pusat Statistik (BPS)/Central Bureau of Statistics in 2016. This research concludes that the ownership of Intellectual Property Rights by economy actors has yielded significantly positive impact to the total income and export decision of creative economy actors.

Abstract

The study attempts to find out to what extent "grease the wheels" hypothesis can explain the bribery phenomena in Indonesia that has been done by the poor to access public services like public administration, police, health, and education. The study used cross-section data from a national survey of the Public Perception of the Corruption Trend 2018 conducted by Lembaga Survey Indonesia (LSI). The survey’s respondents are 3,670 households spread in 34 provinces in Indonesia. The study shows that the grease the wheels hypothesis is found only in health sector, confirming that the characteristics of the public services determine the likelihood of the poor to bribe when the quality of the public service is poor. The result of logit regression shows that the odds ratio of the poor people that have a bad perception on the quality of public service to bribe increases by a factor of 7,61 compared to the poor people that have good perception on the quality of public service. This shows that the characteristics of public services, such as the level of rivalry, cost of alternative services, and the risk to be excluded from the public service are the determinants of bribery in public services.

Abstract

Walking is a main mode transportation for many of the world’s people, and connecting one mode transportation to other transportation. Pedestrian ways in Jakarta is not comfortable for pedestrian. Its mean, the sidewalk is not walkable, inadequate and pedestrian facilities are often dilapidated. Pedestrian facilities measured by walkability index. The aim of this research is to analyze demand walking based on demographic, sosio-economic, and walkability factors. Data collection techniques use observation, questionnaire survey, and short interview to pedestrian. This study use qualitative method with cross tabulation and quantitative method with logistic regression. Pedestrian facilities in Jalan Jenderal Sudirman has walkability index of 67,3 and Jalan Salemba Raya-Kramat Raya has an index walkability of 54,75. That’s mean those way in a sufficient condition. The result found that walkability factor is not related with demand for walking, and there is a good correlation of sosio-ecomomic and demographic factor. This indicate that the local governments in DKI Jakarta have to increasing the demand for walking, based on sosio-economic and demographic factors, not just focus on increasing the quality of pedestrian ways (walkability), even the sidewalk in a good condition, people in Jakarta is not necessarily willing to walk
