Abstract

Human Development Index (HDI) is still used for determining the quality of human life in local government. In local government, specially in industrial region, HDI is to hard to be achieved. Bekasi regency as the biggest industrial region of the South-East Asia also has same problem about achieving HDI target annually. With qualitative method, this research tries to identify factors that causing HDI target of Bekasi Regency is not achieved in 2012-2017 period. Some results shows that the factors are natural environment, social environment, and task environment.

Abstract

As the national capital, DKI Jakarta Province is very vulnerable to the spread of Covid-19. The Large-Scale Social Restriction Policy (PSBB) did little to reduce the rate of spread. The number of positive cases continues to grow exponentially. This paper aims to parse the various causes of the increasing number of positives, both in terms of government and society. This research uses qualitative methods and descriptive approaches. Based on the results of the discussion, it was found that various factors led to the uncontrolled spread of the virus, including: The slow response of the Central Government in deciding to take PSBB steps, overlapping policies, the lack of synergy of local governments in implementing PSBB policies, and many residents who did not comply with the policy.

Abstract

The Indonesian government in overcoming the increasingly widespread spread of Covid-19 by issuing a Large-Scale Social Restriction (PSBB) policy. The purpose of this study was to determine the effectiveness of the tax relaxation policy in overcoming the problem of reducing tax participation rates in the tourism sector in Indonesia during Covid-19. The research method used is the model-building method with a descriptive approach. The results of this study of tax easing can be successful in improving the economic situation in a country. The Covid-19 pandemic can enable the Indonesian government to learn to act decisively in making decisions. Taxation efforts that can be made to overcome the decrease in the tax participation rate of the tourism sector in Indonesia during Covid-19 can be done by 1) Improving the tax administration system such as updating databases, monitoring, monitoring and reporting, 2) In planning and handling, predicting tax targets and other regional revenues should not only be based on the prior year of realization, but must also consider the real potential, average growth, economic conditions, as well as political and social conditions, 3) In order to optimize regional revenue it is quite valuable for policy makers to consider priorities for increasing efforts intensification rather than increasing extension efforts in the field of tax collection systems, 4) Implementing rewards and punishments to create tax compliance for taxpayers and administrators and 5) Allocation and distribution of tax funds must be clear and transparent so that it can convince the public t to stimulate their awareness and obedience.

Abstract

BUMDes is very important for village independence because one of its aspects is the economic ones. In the midst of the strong spirit of developing villages in West Java, it turns out that many BUMDes are freezed, one of which is in Jatinangor District. This paper aims to find out the condition of BUMDes in Jatinangor District and efforts to make BUMDes independent. The results of this study indicate that although most villages already have BUMDes, they are only engaged in the waste disposal sector so that they do not contribute to PADes. Then, there are efforts that can be made to make BUMDes independent, including strengthening the improvement of the quality of human resources, and network development.

Abstract

As it is known that many regional heads in several provinces as well as in districts and cities are not free from the problem of corruption. This may be due to the inaccuracy of the requirements for regent, mayor and governor candidates. This article considers it all an irony, because to lead the government in the regency area alone, a regent will later be side by side with the leadership of the vertical elements assigned to the area such as the Dandim, the police chief, the head of the district attorney and the head of the district court, even he will become the coordinator. We all know that positions in these vertical elements are not easy, they have to go through certain structural education levels so that it takes a relatively long time to reach a leadership position at the regional level.

Abstract

Single candidates phenomena have experienced an upward trend in the dynamics of Regional Head Elections (Pilkada) in Indonesia, starting from the 2015 regional elections, and continuing to the 2017, 2018, and in the 2020 regional elections which will be held shortly. This research is a qualitative research with a descriptive approach which aims to describe how the emergence of a single candidate in Indonesian democracy and what are the factors that cause the single candidate to continue to emerge. Based on the discussion, it was found that the single candidate originated from the granting of a judicial review of Law Number 8 of 2015. Then the emergence of single pairs of candidates in various regions was due to the reluctance of other candidates to participate in the pilkada due to the high electability of a single candidate, the rules for legislative members. or other public officials to resign at the time of nominating, political party pragmatism, and the tough requirements to become a candidate.

Abstract

Radicalism is a threat to the security and peace of a community, even a threat to the survival of a nation. Experience in a number of countries shows that radicalism can encourage conflict, both horizontally and vertically. Radicalism can be interpreted as positive or negative or constructive and descriptive. Radicalism is positive or constructive if it is lined with tolerance or restraint in society. In Indonesia, the danger of negative radicalism is evident when many young people are exposed to ideas that lead to violence.

Abstract

This study aims to find out how the implementation of standard operational policies for integrated licensing service procedures in investment agencies and integrated licensing in increasing public satisfaction, what are the inhibiting factors faced in implementing the standard operational policy procedures for integrated licensing services in investment agencies and integrated licensing in improving community satisfaction and the efforts made to overcome the obstacles faced. The theory used in this study, using the implementation theory developed by Hamdi, the implementation of policies is described in three aspects, namely 1) Productivity; 2) Linearity; 3) Efficiency; This research method uses descriptive qualitative research methods with an inductive approach which aims to describe the phenomena associated with the scope of research. Sources of data used are person (person), place (place), paper (data). For data and information retrieval is done using observation techniques, in-depth interviews and document review. Based on the results of the research that 1) the implementation of standard operational policy procedures for integrated licensing services at the investment agency and integrated licensing in Sumedang Regency in increasing community satisfaction has not been fully implemented due to the implementation of policies not linear and the implementation of policies that are not efficient 2) the inhibiting factors for the implementation of standard operating procedures for licensing service policies are the contents of the policies are not aligned, the behavior of service officers is not aligned, the contribution of the community is weak, the lack of use of technology in services, 3) the efforts made to overcome the inhibiting factors are formulating new policies, providing motivation, disseminating information about SOPs, formulating the concept of the official BPMPT website.

Abstract

This research analyzed the implementation processing of Remote Indigenous Communities Empowernment in Buru District by using variable of Van Horn, They are; 1) The policy standarts and objectives; 2) resources ; 3) the communication Among organizations; 4) the characteristic of the implementing agency; 5) sosial, economic and political conditions, 6) implementor disposition. Furthermore, the researcher identified factors that become strength and weakness in the implementation. After that, formulate strategies and models that can applied in the implementation of empowernment. This research used qualitative design with analysis descriptive approach. Informants are determined by purposive sampling. Data collection was carried out by observation, interview, and documentatiom methods. Furthermore, data analysis ia carried out by steps: data reduction, presenting data, drawing conclusions and analyzing new models. The result showed that the implementation of sosial Empowernment to the residents of Remote Indigenous Communities in Wanfudinar Village, Buru District went well, it can be seen in some indicators such as There were semi permanent houses for residents, and the other publik facilities. Ini addition, the implementation Empowernment was also seen through behavior changes of residents who increasingly received change, awareness of embracing religion. Based on the results, the researcher formulate a strategy implementation of Remote Indigenous Communities Empowernment with ASOCA analysis method, and Formulate MARYAM model. (Manage, Acceptable, Review, Yield, Accountability, Measurable) that supports three requirement in the design namely understanding ,commitment, and synergy.

Abstract

The phenomenon used as the object of research is the implementation of Village policies in developing BUM Desa. The research objectives are: first, to analyze the implementation of village policies in developing village-owned enterprises in Klaten Regency; second, compiling a model from the results of the analysis of Village Policy Implementation in developing Village-Owned Enterprises in Klaten Regency. This research uses qualitative research. The 11 research informants were determined by purposive sampling technique and snow ball technique. Secondary data collection using literature study; Primary data collection using interview and observation techniques. The discussion of the research results used descriptive analysis which was developed by using triangulation analysis by observers.
