Abstract

The research entitled "Implementation of the Government's Discretionary Authority and Accountability in the Administration of Government" has five problem formulations. First, how is the implementation of discretionary authority in the administration of Government? Second, there are obstacles in the exercise of discretionary authority. The third is how to overcome obstacles. Fourth, the limits of discretion in decision making. Fifth, Government Instruments. The purpose of this study was to identify and analyze the five problem formulations above. This research is qualitative descriptive The results of this study indicate that the exercise of discretionary authority in the administration of Government is a logical consequence of the welfare state where the welfare state government is a state power that is given the task and responsibility for the welfare of its citizens. In contrast, discretionary authority does not mean that it can be used freely. However, it must follow the rules written in Law Number 30 of 2004 concerning Good Governance and Principles of Good Governance (AAUPB). The implementation of discretionary authority in the administration of Government also has several obstacles that cause the Government to be less efficient and less effective. Efforts to overcome these obstacles are not easy because they must involve all parties, namely legislative power, executive power, and judicial power. This is also, of course, requires the role of citizens. These things are to ensure the implementation of discretionary authority in the administration of Government so that it is efficient and effective in realizing people's welfare.

Abstract

Penyelenggaraan pemerintahan desa dilakukan oleh Pemerintah Desa dan Badan Permusyawaratan Desa (BPD).Kepala desa dalam melaksanakan tugasnya mempunyai wewenang memimpin penyelenggaraan pemerintahan desa berdasarkan kebijakan yang ditetapkan bersama BPD.Warga desa, terutama unsur atau tokoh masyarakat berhak melakukan pengawasan atas kebijakan desa yang dibuat oleh Kepala Desa dan Badan Permusyawaratan Desa (BPD).Penelitian ini dimaksudkan untuk mengetahui peran unsur masyarakat dalam melaksanakan pengawasan penyelenggaraan pemerintahan desa di desa Kedaton Kecamatan Penianjauan Raya.Metode yang digunakan deskriptif kualitatif.Data diperoleh melalui observasi, wawancara dan dokumentasi.Berdasarkan Hasil olah data diketahui bahwa unsur masyarakat desa Kedaton telah berperan melakukan pengawasan terhadap penyelenggaraan pemerintahan desa.Pengawasan yang mereka lakukan terutama yang menyangkut keberadaan aset desa terutama yang berupa tanah Marga atau tanah ulayat.Di samping itu, mereka juga sangat mencermati tentang pembangunan desa yang dalam pelaporannya masih manual, belum berbasis teknologi informasi atau online.Demi kebaikan dan kemajuan penyelenggaraan pemerintahan desa Kedaton maka hasil pengawasan tersebut perlu ditindaklanjuti dengan cara mengelola aset desa dan juga pembangunan desa secara produktif, efektif dan efisien dengan asas transparan dan akuntabel yang ditopang oleh Sistem Informasi Desa berbasis pengelolaan data secara online.

Abstract

The problem of Micro, Small and Medium Enterprises (MSMEs) as business actors is the capital used to develop the business. The development of MSMEs is the government's responsibility to empower the community through the KUR program. KUR program issued by the government in 2007. Credit KUR is capital or investment to debtors, business entities or productive business groups through the SIKP application which is used as a means of paying credit subsidy bills. The MSME Cooperative Service helps facilitate, provide training and guidance for the development of MSMEs in Metro City. This research uses literature review, citations and reference articles. The results of the study concluded that the MSME Cooperative Service reached out to the Trade Office, the Tourism Office, and the Agriculture and Livestock Service to upload data to the SIKP application to make it easier for prospective debtors (SME business actors) to get bank channel credit.

Abstract

Education is an effort to educate the nation's life and improve the quality of human resources conducted by giving knowledge or so-called learning in the life of a human being that starts early. University is a college, where people continue after completing high school education to obtain higher education and personality as well as a bachelor's degree. Universities should be able to provide quality services and have competitiveness and affordable for the community. Problems that arise such as changes in the teaching and learning process, obstacles in the fulfillment of internet kuaota. Then it can be carried out the goal to carry out the teaching and learning process or there is a change in the management of services in education and to find a clear solution of obstacles in the fulfillment of internet quotas that must be met descriptive method with qualitative approach. Learning in college is organized in a mix – face-to-face and in-network (hybrid learning). Nevertheless, universities must still prioritize the health and safety of campus residents (students, lecturers, tendik) and the surrounding community. The results of this study are welcomed by the education world by implementing home learning using classroom applications, zoom applications, Edmodo applications and learning through the internet is carried out during the covid-19 pandemic and the validity period is not determined. Overcome the constraints of data charging or pulse can also be controlled with the help of parties related to the world of education and welfare for the community.

Abstract

The City Without Slums Program (Kotaku) is a program of the Kementrian Pekerjaan Umum dan Perumahan that aims to eradicate the slum areas of the closest urban village to the city, this program has the aim of creating a clean, safe and comfortable area in accordance with the 1945 Constitution article 28H paragraph 1 states that "Everyone has the right to live in physical and spiritual prosperity, to have a place to live, and to have a good and healthy living environment and have the right to obtain health services. The method used is descriptive qualitative which is based on the stages of The implementation of the Kotaku program is Planning, Site Survey, Funding, and Implementation and is related to Edward III's theory, namely Communication, Resources, Disposition, and Bureaucratic Structure. Where the data collection techniques by means of interviews, documentation and observation. Informants and research locations were selected through data presentation techniques, and finally drew conclusions. The results showed that the implementation of the Kotaku program in Kelurahan Talang Jawa focused on development such as the construction of footpaths, drilled wells, drainage and communal toilets running well as expected. This Kotaku program provides many benefits to the community and makes Talang Jawa Village a less slum village. at the planning stage the Kotaku program is designed in such a way that what activities will be carried out later in Kelurahan Talang Jawa, at the survey stage carried out by the Village Facilitator accompanied by an LKM, the funding stage of this program is provided through Provinsi and Kabupaten APBD funds through the Perkim service, and at the implementation stage the implementer is the Kelurahan Talang Jawa Community Self-Help Institution.

Abstract

At the end of 2019 the world was shocked by the outbreak of a disease caused by a virus which was later given the name covid 19. Indonesia also could not avoid the attack of the virus. Steps taken to overcome the spread of the virus, namely by reducing and limiting human movement. These policies have an impact on economic life and the provision of education. The Government of the Republic of Indonesia has established social distancing as part of a health protocol that must be implemented throughout Indonesia, including in rural areas. On that basis, this article aims to elaborate on the involvement and synergy between actors in Pakkabba Village in preventing covid 19. To answer this problem, research was carried out by collecting data through observation and interviews. The results showed that the pace of development of covid 19 could be inhibited in Pakkabba Village because of the synergy between actors and the community in enforcing and complying with health protocols set by the government.

Abstract

Employee at the Lambu sub-district office that is the importance of public accountability in order to improve the quality of service by the government bureaucracy as a manifestation of good governance. In the end, it will be able to establish harmony and harmonious relations between the government, the private sector and civil society. The performance of employees at the Lambu sub-district office is a manifestation of the implementation of activities as reflected in the achievement of performance in accordance with the established Vision, Mission, Goals and Targets. Employee performance has very important benefits, besides being the implementation of Strategic Tactical Planning, it is also to show the success of the implementation of the Strategic Plan (Renstra) at the Head of Lambu Office. Performance accountability for employees of the Head of Lambu Office includes the obligation to present and report all actions and activities especially in the field of personnel administration to higher parties/superiors. Employees are one of the vital elements in service. The volume of work and the number of employees are two factors that influence each other in performance accountability. The state of structural officials at the Head of Lambu Office as many as 23 people and staff as many as 22 people

Abstract

BUMDes Karang Dapo belonging to Karang Dapo Village is a business entity engaged in one business unit, namely renting tents and chairs. This BUMDes was established in 2017, classified as a young BUMDes. This is the background of this research whether BUMDes Karang Dapo has a big role for the economy of Karang Dapo village which has just been established and only has one business unit. This research is descriptive in nature which aims to describe, summarize various conditions, situations or variables that arise in the community that is the object of the research. The data collection technique used in this study used primary data in the form of observations and data sources, as well as secondary data in the form of interviews and documentation observations. The results of the study show that the management of BUMDes Karang Dapo has also not run well and its management has not achieved the objectives of implementing BUMDes, only as a complement. The main inhibiting factors are the lack of community participation, the lack of support from the district government and the private sector, as well as the absence of cooperation with third parties so that BUMDes Karang Dapo does not yet have any role as an economic driver for Karang Dapo Village.

Abstract

Based on the results of observations made, several problems were found related to the implementation of the distribution of UMKM assistance funds in order to support the national economic recovery in Hegarsari Village, Pataruman District, Banjar City, including (1) there were restrictions on UMKM activities so that the operating hours of UMKM actors became hampered (2) no direct socialization from the kelurahan party related to UMKM assistance funds (3) lack of supervision carried out directly by the kelurahan party in the utilization of UMKM assistance funds.The purpose of the study was to determine the effectiveness of the UMKM assistance program in Hegarsari Village, to find out the obstacles to the UMKM actors in the national economic recovery program, to find out the efforts made in overcoming the obstacles in the effectiveness of the national economic recovery program. The method used in this study is a qualitative approach with a descriptive method. Sampling technique with purposive sampling method. Collecting data using literature study techniques, observation, interviews and documentation. Data analysis with data reduction techniques, data presentation, and drawing conclusions. The results showed that the effectiveness of the program implemented was not in accordance with what was expected by UMKM actors in Hegarsari Village. Common problems that are still approaching are the pandemic and restrictions on trade activities. the existence of restrictions on trading activities, the majority of UMKM aid recipients prefer to use the capital for daily needs, so that the assistance program becomes less effective.

Abstract

This research was conducted at KUA Ilir Timur II Palembang City. This study aims to find out how the E-Marriage Card Innovation is at the Religious Affairs Office of Ilir Timur II District. Those who have implemented the E-Marriage Card innovation since 2019. The research method is a aqulitative descriptive approach, with data collection techniques through interviews, observations, and interviews. Documentation. Based on the Regulation of the Minister of Religion Article 21 paragraph 1 20/2019, the husband and wife get a marriage regitration book and marrige card. This marriage registration innovation is called E-Marriage Card. The results of the study indicate that, when viewed as a whole, the 5 innovation indicators are relative advantage, compatibility, complexity, variability, observability. The researcher concludes that the E-Marriage Card innovation has good innovation characteristics. Able to provide marriage registration services in accordance with the needs of the community. The government has succeeded in replacing manual services with technology-based innovations. However, if viewed from several aspects, there are still obstacles in the implementation of the innovation, namely the lack of understanding of some people regarding the procedure or flow of marriage registration through E-Marriage Cards. So that it becomes an obstacle for the process of making E-Marriage Card. Because basically all contents of the E-Marriage Card innovation data are managed to be recorded and connected to the Simkah Web which is then also integrated with the civil registry. So if there is an error or data change, it must be changed first in the capil because the data cannot be changed through the SIMKAH WEB application. In addition, network problems are also one of the obstacles in implementing these innovations.
