Abstract

The purpose of this study first, to determine and analyze the problems in delegating authority management of land and building tax of rural and urban from central government to the Sidoarjo Regency governments. Second, determine and analyze the contribution of land and building tax of rural and urban for improvement local revenue in the Sidoarjo Regency. The research method used qualitative approach. The results showed first, the problem condition concluded inconsistencies related regulations in delegating credit to the Sidoarjo Regency government. Second, the contribution of its authority delegation increased revenue until 100%, balancing the interests of budgetary for discretionary policies in the regency/city, explored potential revenue for a wider network of bureaucracy, improved the quality of services to taxpayers, as well as improved accountability for the use of land and building tax of rural and urban.

Abstract

This research was conducted to determine status and legal consequences of village head on the village management in accordance with the provisions of the village legislation. This research approach used normative juridical approach in the sense of examining norms and rules relating to issues to be discussed. Supporting data were secondary data that is obtained from library, legislation in force, and theories that exist in the literature relating to the village. The data collection is obtained by organizing a literature study (Library Research). This research result showed that the presence village head aimed to implement village government in accordance with the provisions of the legislation in force and obtained legal certainty to the community.

Abstract

The purpose of this study was to determine and analyze the concept of health service innovation through sutera emas programs in the Kepanjen Clinic, Malang Regency; process of community empowerment, benefits of community empowerment; as well as supporting and inhibiting factors in community empowerment through sutera emas program. Methods research used a qualitative approach with descriptive research. Informants in this study included sutera emas cadre, village midwife, clinic personnel, Malang District Health Department officials, and local community. The results showed the concept of sutera emas program was undertaken by community as a key informant to the medics that was linked through via sms, then be processed through sutera emas software applications. The process of community empowerment through sutera emas programs performed on the awareness and behavior stages, it is related to the establishment of clean and healthy living and capacity stages through transfer of knowledge and science to the community that has been done by socialization and training to the sutera emas cadres. Benefits of community empowerment through sutera emas programs namely community as subject and object on the empowerment that served as key informants in its program implementation. Supporting factor in this community empowerment included cooperation and coordination among the stakeholders involved, commitment from local governments, as well as the enthusiasm society. Meanwhile, the inhibiting factor included low quality of human resources, lack of funds and lack of public awareness for healthy living.

Abstract

The purposes of this research described the implementation of the strategic development of the strategic agropolitan area in Jabon district Sidoarjo and described the factors that become an obstacle in the implementation of poverty alleviation social. This study used a qualitative method with descriptive data approach, to gather information through interviews, observation and document analysis. Data analysis is performed with data reduction, presentation and conclusion. The conclusion of this study emphasized that there are two important factors that indicate the results of the development of strategic areas agropolitan such as supporting poverty reduction is still less than optimal. This happens due to several factors namely sub-systems such as the development of agricultural resources and competitive commodities, public facilities and infrastructure, social and agribusiness are required for a support haven’t been provided by the local government to the village administration in the region Jabon. Second the inhibiting factor both government and society itself. The services provided by the district governments do not make the people satisfied besides the communication between the government districts and communities do not occur regularly. In this case, their lack of knowledge and information on how the resource is used as a tool of social poverty alleviation. This happens because the level of public education remains low and access in the process of fulfilling the knowledge and information is still limited.

Abstract

This research aimed to describe and analyze implementation of The National Program of Urban Self Empowerment (PNPM-MP) in the Gisik Cemandi Village, Sedati Sub-District, Sidoarjo Regency; supporting and inhibiting factor in its implementation. This research used qualitative descriptive research. Key informants in this research included member of event organizer in non-governmental organization (PNPM-MP), member non-governmental organization, and head village. The results showed that the implementation of its program was quite good. It is showed that adequate human resources, good coordination between local government, volunteers, and community, characteristics and attitudes implementor enforcement agencies that have a high responsibility to achieve its objectives and realizing the ideals of the poor. Supporting factors in its program implementation namely development and empowerment activities got a positive response from community. Meanwhile, inhibiting factor wasthe lack of discipline for community and community who are less conserve the environment so that the bad habits also remain to be done.

Abstract

This study aimed to determine implementation of Sidoarjo Regulation Number 4 of 2012 on Building Permit (IMB) in Tambak Kalisogo village, Jabon subdistrict, Sidoarjo Regency. This study used qualitative research through descriptive approach. Informants in this study was village officials especially in community development field, community that was doing or newly building houses, community that have supporting data, the parties that have qualified in providing information, as well as data in BPPT Sidoarjo. The results of this study indicated that implementation of regulations concerning building permits in Tambak Kalisogo Village quite good. It was influenced by several factors, namely economic factors, customs were still strong and lack of socialization in the village government. While, supporting factor included encouragement the needs and compensatory of mudflow disaster victims.

Abstract

This research aims to describe community empowerment program synergistic held by local government of Pasuruan regency and the implementation of CSR program by PT HM Sampoerna Tbk in Sukorejo Sub-district, Pasuruan Regency, in addition to describe public-private partnership pattern between local government of Pasuruan regency and private sector. Descriptive type of research and qualitative method through in-depth interview, observation, and documentation were used in this thesis.Result of this research reveals the implementation of PPP with CSR basis between local governments of Pasuruan regency with PT HM Sampoerna Tbk is mutualism partnership. Yet, private sector is a dominant actor in this partnership, whilst local government of Pasuruan regency only play their role and function as regulator, namely to make local government regulation Number 31 Year 2012 about CSR. The lack of government's portion in running this partnership caused by the absence of CSR forum. Public-private partnership here belongs to pseudo partnership due to there are no any written agreements between local government and private sector.

Abstract

The purpose of this study was to describe the process of relocating street vendors, socio-economic impacts of the relocation of street vendors, enabling and inhibiting factors in the relocation of street vendors Buduran Sidoarjo District flyover. The method used is descriptive qualitative. The key informants in this study is a cooperative trade field staff, SMEs, Trade and Industry Sidoarjo. With the technique of collecting data through interviews, observation and documentation and then analyzed through the stages of data collection, data reduction, data presentation and conclusion. The results showed that the process of relocating street vendors are not in accordance with the stages of the relocation as stipulated in the Regulation of Home Affairs Number 41 Year 2012 which begins from the stage of data collection by the two surveys and registration of street vendors, determining the location of street vendors, transfer and removal of the location of street vendors, for the rejuvenation of the location of street vendors. Relocation was finally done by the Department of Hygiene and Sidoarjo Regency which take discretionary acts such policies. The social impact of the relocation of street vendors in the area overpass Buduran district, in terms of comfort PKL more comfortable. But in terms of security is still not fully awake. PKL majority income declined due to the lack of empowerment of government. The government also has obstacles in the relocation of street vendors because of the limited land available as well as street vendors mindset still comfortable selling on the shoulder of the road because there is no money to rent a place.

Abstract

The purpose of this study is to describe the analysis of regional development policy mix use Jabon, from policy making, policy, to implementation and evaluation of policies. This study is also to expose social and economic impact of regional development policy mix use Jabon. Using qualitative research, with the informant as many as six people. The informants field staff of Settlement and Regional Infrastructure (Infrastructure) Planning Agency (Bappeda), Head of a Sub Jabon, staff Kupang Village, the Village Head Tambakkalisogo, Kedungpandan Village Head, and Head of DusunTelocor. The results of this study indicate that first, all policy was appropriate and good. Second, the formulation of policies have done well with the needs of the community. Third, in the implementation of regional development policy mix use Jabon from 2003 to 2016 was still limited to the construction of the road and not in accordance with the concept created. Evaluation until now has not been done by the government of Sidoarjo. Social impact is a positive impact in terms of education and health services increased. There are also negative impacts, road construction makes the location of prostitution in the area Telocor increasingly crowded. Economically there has been no impact is felt by the public.

Abstract

The purpose of this study was to describe the role of Family Planning and Vice builder Family Planning Villages in disseminating contraceptives in the village of the District Kebonagung Sukodono and constraints faced in the field. This study uses data source in the form of primary data and secondary data, data collection techniques by observation, interview and documentation. While the data analysis techniques used in this research is descriptive analysis with qualitative approach that includes: data collection, data reduction, data presentation and conclusion. The results indicate of this study that the role of PLKB and PPKBD have been performing their duties and functions in accordance with the rules, but there are some employees that the power of a response is slow, zoning does not fit the rules due to the small number of officers, and their dual position. So that the delivery of information to the public to experience problems. At least the officer due to their employees who retired due to age and system of recruitment moratorium and that no return.
