The purpose of this study described the empowerment in terms of empowerment dimensions and form of women empowerment in the Bulutengger village. This type of research was qualitative descriptive. The results of this study showed that the dimensions of the women empowerment in the Bulutengger village consists of women's welfare dimension, participation dimension, access dimensions, critical awareness dimensions and control dimensions. In addition, the form of women's empowerment in the Bulutengger village on empowering social aspects included regular activities of the fostering family welfare, gathering and recitation. Political aspects showed that lack of rural women empowerment. It is caused rural women have not been involved in decision-making at the village level. Empowerment of women in the psychological aspects are lacking because rural women still lack the motivation to improve confidence in arguing in a public forum/village.

This research aimed to discuss the substance of the financial management in the village, the legality of evidence administrative Village Budget (APBDes) and determine the legal basis for the financial management in the village. This research used qualitative descriptive approach. Informants in this study consisted of village head, village secretary, village officials, Rural Community Empowerment Agency (LPMD) and Village Consultative agency (BPD), as well as society in Sidoarjo Regency. These Results from this study were first, namely the preparation of village revenue sources in APBDes into three groups: Revenue Village, transfers and other revenues. Second, common irregularities in a village financial management included financing and spending beyond that is set of APBDes and illegal of payment proof that is made by treasurer. It is aimed to keep orderly bookkeeping. Financial management will be better when supported by the accounting records and supporting evidence properly.

The purpose in this research is to describe and analyze implementation of Finance Ministry Regulation Number 214/PMK.01/2011 about Discipline Enforcement Based on Remuneration/ Special allowance of State Financial Guidance at Finance Ministry Area, the support and inhibitor factors, and impact of this regulation to increase discipline civil servants in KPPN Kudus. This research is using descriptive qualitative method. The implementation of Finance Ministry Regulation Number 214/PMK.01/2011 in KPPN Kudus was successfully, it viewed from actors, mechanism and handkey. This regulation has positive impact to increase discipline civil servants in KPPN Kudus. The support factors is the contents of the regulation is detail; the attitude civil servants in KPPN Kudus is willing to receive all provisions contained in regulation; and the comfortable conditions in KPPN Kudus. Inhibitor factors is a outside factors is alleged happened to civil servants; and the workload of a caretaker is too overload. But still there was a cleft in this Finance Ministry Regulation Number 214/PMK.01/2011, this is no regulated about rest hours in this regulation, so needed improvement in this regulation with make provision of electronic absent in rest hour.

This study aimed to describe the results of public perception of the policy implementation on modern market zoning. This type of research used qualitative research through the explanation method. Data was collected through interviews with employees of the modern market and government officials in Sidoarjo Regency as the basis of the policy implementation; in addition it is also supported by literature study related to the zoning policy of the modern market. The results showed that the modern market employees and government officials agree associated with modern market competition that is unhealthy and affect traditional markets. In addition, it was found that the licensing process was not in accordance with the procedure. It can be concluded, based on public perception stated that three main factors that affect of policy implementation zoning the modern market, namely the lack of effective communication between the government and the owners of the modern market; abuse of licensing and lack of socialization of the modern market zoning.

The aim of this research was to discuss the model of recruiting candidates for legislative is conducted by political parties in Sidoarjo Regency. This research used descriptive qualitative. This research was conducted at the Governing Council of Political Parties in Sidoarjo Regency. Informants of this study were leaders of political parties in Sidoarjo, legislative candidates from political parties in Sidoarjo. The results showed that the model of recruiting candidates for legislative in accordance with collaboration models included models of Barber, Snowiss, Rush & Althoff et al. This can be seen from some of the steps in the recruitment socialization of registration, selection, after that determination of legislative candidate by a team of Election Campaign Boar (Bappilu) political party in the Sidoarjo Regency and the serial number in accordance with the criteria of the political party chairman and Election Campaign Boar (Bappilu). Furthermore, it is registered with the General Election Commission (KPU) Sidoarjo regency set to be candidates for Legislative (candidates) remain with serial numbers.

This study aimed to describe the role of government in empowering the elderly in Sidoarjo and its supporting and inhibiting factors. This research is used by qualitative description. This study concluded that the government’s Sidoarjo Regency in implementing empowerment elderly quite good. It is supported by mental spiritual and religious guidance, health aspects like clinic and gymnastics, skills training such as crafts from recycled materials, ease in using facilities, public facilities and infrastucture, as well as social assistance in the form of cash RP.300.000 for poor elderly and unhealthy elderlys. Meanwhile, inhibiting factors first, coordination between three local work unit namely Social Department and Labor; Public Health Service; and Community Empowerment, Women and Family Planning Department. Second, data wasn’t valid related with neglected elderly in the villages. Third, elderly still had low awareness about importance of empowerment for their lives.

The purpose of this study was to describe the process of Implementation Local Regulation number 6 of 2009 on the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency, describe the role of actors and its inhibiting and supporting factors. This research used qualitative descriptive methods. The result study showed that Policy Implementation of Local Regulation number 6 of 2009 the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency wasn’t run yet. Thus, it resulted a chance for certain stakeholders to more concerned of profitable personal and group interests than society interests. Some of the actors that are involved in this policy implementation among other investors, communities, and governments have each role and synergize with each other. However, in reality this policy implementation was not independent of the supporting factors such ideal and good human resources and legal sanctions for violators of the rules. In addition inhibiting factors included the lack of communication that exists between the government and the landowners as well as supervision only as formality.

This study aimed to describe the forms of social movements Sidoarjo mud victim (LUSI) and to describe the factors supporting and inhibiting of the formation of social movements Sidoarjo mud victim (LUSI). The method in this research used descriptive qualitative research. Based on the research, showed that social movements Sidoarjo mud victim was a movement that is arising from a sense of common destiny that wants to fight for compensation due Lapindo mud disaster. Some forms of social movements such as KLM (mud victims sue), GKLL (movement Lapindo mud victims), PPKL (community care of mud victims) and social movements is initiated by the leader of the neighborhood. Some of the supporting factors to form of social movements victims included tighten the relationship of victims; movement to reach agreement on compensation; as supervisor of payment of compensation; as well as a movement justice for the victims. While the factors inhibiting included Sidoarjo Mud Management Agency hard to be found; the leadership of the government was not facilitating the communication between the victim and the Sidoarjo Mud Management Agency; demonstrations or meeting with leaders so difficult; as well as different perception among NGO's with the social movements.

This study aimed to determine the shape of inconsistency of utilization trawl nets policy in Gresik Regency. This research used descriptive qualitative. Sources of data is collected primary data through interview that is submitted to the Kasat Polair Polres Gresik, Kaur Binops Satpolair Polres Gresik, Kanit Gakkum Satpolair Polres Gresik and those involved in illegal fishing. The research showed that (1) fishing in using trawl nets as habit in one of areas in the waters Gresik, so Regulation of Marine and Fisheries Ministry Number 2 on 2015 of Prohibition of Utilization Hela Trawl Fishing Equipment and Trawl Drag (Seine Nets) in Republic Indonesia Water in accordance with mandate on the article 9 of Law Number 45 of 2009 to be less impact on the reduction of fishing in using trawl nets. (2) The government's attitude did not tight; it is caused incosistency towards prohibition on the use of trawl nets in fishing effort in the territorial waters Gresik. Although it has been banned, but in the end the government in this regard as relented and eventually tolerate even within certain time limits. (3) The fact, incosistency made it difficult taking firm steps to follow up on illegal fishing violations that occurred in the waters of Gresik

This study aimed to describe the effectiveness of traffic engineering was conducted by the Surabaya City Government in terms of the use of special lanes motorcycle in Darmo Street, Surabaya. This research used descriptive qualitative. Sources of primary data were collected through the interview method to the Transportation Department in Surabaya City which is connected with the Sub-Directorate of Safety Management and sub field of traffic. The results showed that first, implementation of the use of special lanes motorcycle was proved to decrease jam and provide a positive influence on the smooth traffic. Second, road performance such as Raya Darmo Surabaya Streer tended to have a positive value and stable. It is evidenced by the use of Raya Darmo Street by bikers still rising. Third, some things were still an obstacle for motorcyclists on some streets in Surabaya, such as in Raya Darmo Street: a) there is no special lane U-turn for motorcycles, b) there were no sanctions and threats for motorcyclists didn't use special lanes motorcycle. c) Lack of lighting, markings and traffic signs, d) It has not been the presence of a special officer to supervise the special lanes motorcycles, e) there is no rule speed limit for motors, f) there is no barrier strip permanently between lanes of motorcycles with another lane.
