Advancement of science and technology is growing rapidly can lead to positive effects and negative effects on mental students, such as the still many students who are less disciplined in dressing at school or even when following the lesson in the classroom and the lower the morale owned of the students themselves. Seeing such a phenomenon is feared will be increasingly declining mental and student behavior. So in this case the improvement of the quality of Hindu religious learning is very important role for Hindus in particular and not limited to students, because religion is a guide in behaving well in accordance with religious norms that will bring good mental changes in improving attitudes and behavior behavior, personality and budhi pekerti and moral existing in learners.

The philosophy of cooperative learning model of Group Investigation is constructivism, which in the learning process is not transferring knowledge from teacher to students, but the students themselves who actively find something and build their own knowledge, not a mechanical process to collect facts. Students are responsible for the learning outcomes. Students make the reasoning of what they learn by means of finding meaning, comparing it with what is already known, and resolving the inequality between what is already known and what is needed in the new experience.

The study on increasing lecturer competence is interesting in relation to the dynamics of education and education. Especially in relation to the higher education of Hinduism is also a thing that is still rare to be observed by practitioners of Hindu religious education in particular and education globally in general. With regard to the competence of lecturers in relation to the quality of Hindu religious education the hope is for the realization of the quality of Hindu human resources. An institution of higher education can be said to have quality, depending on many factors. Many components need to be met in accordance with applicable criteria and conditions. Lately there is a tendency that learners have wisely determine which college option is chosen as a place of college. Physically, that magnificent building can be used as a measure. Then there are also choosing the completeness of facilities owned by the college. In addition, it is also seen that the graduates have the best performance in the regional and national scale. All of that is as the hope and desire of each learner to be able to follow his studies at such higher education institutions

In the past decade, the general method for measuring the performance of research and scientific publications in a Study Program at a Higher Education is by the Rough Value (Nilai Kasar, NK) calculated per three years. This value is derived from the accreditation instrument. In fact, the calculation of the performance of research and scientific publications with NK cannot represent an annual performance. Therefore, this paper presents a new method for calculating research and scientific publications performance with an index (IP-PS and IPub-PS), which is calculated annually. An example of quality measurement practice in the Automotive Diploma Program of Universitas Muhammadiyah Magelang. As a result, calculations with IP-PS and IPub-PS are more likely to present real conditions per year than using NK.

This study aims: (1) to know the application of the use of methods of discussion and recitation can improve the learning outcomes of Hindu religious education fourth graders Elementary School 2 Tumbu. (2) to find out constraints faced in using the method of assignment and recitation in the learning of Hindu religious education fourth grade students of SD Negeri 2 Tumbu. The type of this research is Classroom Action Research (PTK) with the subject of this research is the fourth grader of SD Negeri 2 Tumbu, the Hindu of 17 people from 22 students, consist of 10 men, and 7 women. The research was conducted at SD Negeri 2 Tumbu Karangasem. This research was conducted in two cycles. One cycle consists of preparation, execution, observation and reflection. Data collection is done by test method. Then the data is analyzed by quantitative descriptive technique. The results of this study is an increase in learning outcomes, the initial reflection of the average learning outcomes of Hindu religious education amounted to 54.7 with 29,41% complete learning. Then, in the first cycle the average learning outcomes of Hindu religious education increased to 69.4 and the classical completeness of 64.71% is still less than the classical completeness set 85%. Thus, learning in cycle I has not been completed. In cycle II the average learning outcomes of Hindu religious education increased to 79.1 and 100% classical completeness, thus the learning cycle II completed.

The need of higher education in the community has become the main thing for the future, not all can study at State Universities (PTN) but some must enter in Private Universities (PTS). But the problem that arises is the problem of tuition fees in the PTS course higher than the state university, the tendency of prospective students in choosing Higher Education (PT) based on cost and quality. While the problems from the PT side lies in the budget constraints in improving quality because of talk about the quality of course comprehensive from the means of lectures to the specialization of universities. Limitations of costs can at least be overcome by the synergy of universities, private companies and governments so it is not always student.

One of the effects of globalization is the increase of the opportunity of work but this is accompanied by the strict competition in getting job caused by globalization so the implementation system of university should continually be able to anticipate those dynamic changes that the alumnus has the high competition level. This condition underlines the urgency of system implementation of internal quality guarantee. System implementation of internal quality guarantee was made as the basis control management of the high education quality with national standard. The process of system implementation of internal quality guarantee was not far from quality, target of education implementation quality, and all documentations of quality that mus be socialized elements of academic and institution leader to implement optimally because the important values of effort from system of internal quality guarantee if the discovery gotten, was continued by planning and application of programs for future fixes. There were some crucial urgencies gotten by university in evaluation that was done by system of internal quality guarantee, university should; 1) able to identify power and weakness as the basis of arrangement of continue plan of development. 1) able to learn the opportunity to develop the quality of education, score the success of development effort, and do adaptation of programs; 3) able to know the level of performance success based on Standard, and 4) able to supply the valid report to holder of interest about progress and result-raised.

In line with the implementation of the 2013 curriculum, the term scientific approach becomes the subject of discussion that attracts the attention of educators. Applying this approach becomes a teacher challenge through the development of student activities in learning, which in Hinduism is called catur pramana. This epistemology describes four ways to acquire and develop science, which can be called the Hindu scientific method. These ways are called prataykasa pramana. anumana pramana, upamana pramana and sabda pramana. Catur pramana can be applied in the learning of Hinduism and encourage the realization of student-centered learning. The application of scientific method of catur pramana in Hindu teaching aims to improve the quality of effective and enjoyable learning.

The purpose of this study is: to know the results of student learning through the application of Peer Tutor method in grade 3 students of Primary School Negeri 1 Sukadana.Penelitian is Classroom Action Research conducted in two cycles, each consisting of four stages: planning, observation, reflection. The research subjects are the third grade students of SD Negeri 1 Sukadana which amounted to 24 people. The method used is a test method to collect data on student learning outcomes. After all collected, the data is analyzed descriptively quantitative. Data analysis in this research using quantitative descriptive. The results showed the students' learning outcomes in the first cycle average score of learning outcomes with low categories. The average value of student learning outcomes in the first cycle is 77.08 with 66.66% classical completeness, absorption 77.08%. Then on the second cycle has increased, the average learning outcome becomes 82.29 classical completeness to 91.66% and absorption to 82.29%. And result of analysis of learning result of cycle I and II have increase of average value of result of learning equal to 5,21 classical completeness equal to 25% absorption equal to 5,21% with use of peer tutor method. Based on the results of this study can be concluded the use of peer tutors can improve learning outcomes Hindu Religious Education. (1) Hindu Education Teachers to try to apply the use of peer tutors (2) Other researchers are expected to conduct further research related to the application of innovative learning models.
