Abstract

Abstract Poverty remains one of the fundamental challenges faced by local governments, including Jeneponto Regency, which continues to record a relatively high poverty rate compared to other regions in South Sulawesi Province. This study aims to analyze the role of the Jeneponto Regency Government in poverty reduction efforts and to identify factors influencing the effectiveness of its programs. Employing a qualitative approach, data were collected through in-depth interviews, observation, and documentation involving key informants from local government officials and program beneficiaries. The findings reveal that the local government has undertaken significant initiatives through the implementation of social assistance programs, community economic development, and the enhancement of infrastructure and basic services. However, several challenges hinder program success, including budget constraints, weak inter-agency coordination, and limited community participation. The study recommends strengthening institutional synergy, improving bureaucratic capacity, and encouraging active community engagement in all stages of program implementation to achieve more effective and sustainable poverty alleviation.   Abstrak Kemiskinan merupakan salah satu permasalahan mendasar yang dihadapi oleh daerah, termasuk Kabupaten Jeneponto, yang dikenal memiliki tingkat kemiskinan relatif tinggi dibanding kabupaten lain di Provinsi Sulawesi Selatan. Penelitian ini bertujuan untuk menganalisis peran Pemerintah Daerah Kabupaten Jeneponto dalam upaya penanggulangan kemiskinan, serta mengidentifikasi faktor-faktor yang memengaruhi efektivitas program-program tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi, serta melibatkan berbagai informan dari unsur pemerintah daerah dan masyarakat penerima program. Hasil penelitian menunjukkan bahwa Pemerintah Daerah Jeneponto telah menjalankan peran penting melalui pelaksanaan program bantuan sosial, pengembangan ekonomi masyarakat, serta peningkatan kualitas infrastruktur dan layanan dasar. Namun, masih terdapat berbagai kendala yang memengaruhi keberhasilan program, seperti keterbatasan anggaran, kurangnya koordinasi antar instansi, serta lemahnya partisipasi masyarakat. Penelitian ini menyarankan perlunya penguatan sinergi kelembagaan, peningkatan kapasitas aparatur, serta pelibatan aktif masyarakat dalam setiap tahapan program sebagai strategi penanggulangan kemiskinan yang lebih efektif dan berkelanjutan.

Abstract

The arrangement and management of green open spaces (RTH) is an important part of regional spatial planning policies that focus on sustainable development and improving the quality of public services. This study aims to apply the principles of good governance participation, accountability, effectiveness, efficiency, and transparency in governance in the management of green open spaces in Enrekang Regency. The study used a qualitative descriptive approach with data collection techniques through in-depth interviews, field observations, and reviews of regional planning documents. Data were analyzed using inductive reduction, presentation, and conclusion techniques. The results show that the application of good governance principles in the arrangement of green open spaces in Enrekang Regency is not optimal. The aspect of community participation is still symbolic because community involvement occurs more at the socialization stage than in substantive planning. Accountability for program implementation has not been measured transparently, especially in budget management and reporting of activity results. In addition, program effectiveness is hampered by limited human resource capacity and coordination between local government institutions. Despite the regional government's commitment to expanding green open space (GOS) as mandated by Law Number 26 of 2007 concerning Spatial Planning, its implementation still faces structural and institutional challenges. This study recommends strengthening environmental governance institutions by expanding meaningful public space participation, increasing transparency in planning and budgeting processes, and establishing a performance-based evaluation system to ensure the sustainability of GOS policies. These findings emphasize the importance of integrating good governance and environmental policies to improve the quality of public services and community welfare at the regional level.     Abstrak Penataan dan pengelolaan ruang terbuka hijau (RTH) merupakan bagian penting dari kebijakan tata ruang daerah yang berorientasi pada pembangunan berkelanjutan dan peningkatan kualitas pelayanan publik. Penelitian ini bertujuan untuk mengevaluasi penerapan prinsip-prinsip good governance partisipasi, akuntabilitas, efektivitas, efisiensi, dan transparansi dalam tata kelola pemerintahan pada pengelolaan RTH di Kabupaten Enrekang. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, serta telaah dokumen perencanaan daerah. Data dianalisis menggunakan teknik reduksi, penyajian, dan penarikan kesimpulan secara induktif. Hasil penelitian menunjukkan bahwa penerapan prinsip good governance dalam penataan RTH di Kabupaten Enrekang belum optimal. Aspek partisipasi masyarakat masih bersifat simbolik karena keterlibatan publik lebih banyak terjadi pada tahap sosialisasi daripada pada perencanaan substantif. Akuntabilitas pelaksanaan program belum terukur secara transparan, terutama dalam pengelolaan anggaran dan pelaporan hasil kegiatan. Selain itu, efektivitas program terhambat oleh keterbatasan kapasitas sumber daya manusia dan koordinasi antarlembaga pemerintah daerah. Walaupun terdapat komitmen pemerintah daerah dalam memperluas RTH sesuai amanat Undang-Undang Nomor 26 Tahun 2007 tentang Penataan Ruang, pelaksanaannya masih menghadapi kendala struktural dan kelembagaan. Penelitian ini merekomendasikan perlunya penguatan kelembagaan tata kelola lingkungan dengan memperluas ruang partisipasi publik yang bermakna, meningkatkan transparansi dalam proses perencanaan dan penganggaran, serta membangun sistem evaluasi berbasis kinerja untuk memastikan keberlanjutan kebijakan RTH. Temuan ini menegaskan pentingnya integrasi antara tata kelola pemerintahan yang baik dan kebijakan lingkungan dalam rangka peningkatan kualitas pelayanan publik dan kesejahteraan masyarakat di tingkat daerah.

Abstract

Abstract This study aims to analyze the role of Village-Owned Enterprises (BUMDes) in supporting the achievement of the Sustainable Development Goals (SDGs) at the village level in Gilireng District, Wajo Regency. BUMDes serves as a local economic institution with a strategic function in strengthening sustainable development through the management of local economic, social, and institutional potential. This research employed a qualitative descriptive approach with data collected through in-depth interviews, participatory observation, and document analysis. Informants included BUMDes managers, village heads, community leaders, and beneficiaries. The results show that BUMDes contributes significantly to enhancing local economic activities, creating employment opportunities, and increasing village income. However, the effectiveness of BUMDes in supporting SDGs achievement remains constrained by limited human resource capacity, weak institutional governance, and insufficient policy integration at the regional level. Moreover, BUMDes initiatives have yet to fully incorporate the principles of sustainable development, as most activities remain focused on short-term economic gains. Strengthening institutional capacity, promoting business innovation, and enhancing policy synergy between village governments, local authorities, and communities are essential for maximizing BUMDes’ contribution to SDGs implementation. This study provides both empirical and conceptual insights for developing a sustainable and inclusive governance model for BUMDes within the broader framework of village development management. Abstrak Penelitian ini bertujuan untuk menganalisis peran Badan Usaha Milik Desa (BUMDes) dalam mendukung pencapaian Sustainable Development Goals (SDGs) Desa di Kecamatan Gilireng, Kabupaten Wajo. BUMDes sebagai lembaga ekonomi lokal memiliki fungsi strategis dalam memperkuat pembangunan berkelanjutan di tingkat desa melalui pengelolaan potensi ekonomi, sosial, dan kelembagaan. Pendekatan yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan telaah dokumen. Informan penelitian meliputi pengurus BUMDes, kepala desa, tokoh masyarakat, dan masyarakat penerima manfaat. Hasil penelitian menunjukkan bahwa BUMDes memiliki kontribusi nyata terhadap peningkatan aktivitas ekonomi masyarakat, pembukaan lapangan kerja, dan peningkatan pendapatan desa. Namun, efektivitas BUMDes dalam mendukung pencapaian SDGs Desa masih menghadapi sejumlah kendala, terutama keterbatasan kapasitas sumber daya manusia, lemahnya tata kelola kelembagaan, dan minimnya dukungan kebijakan daerah yang terintegrasi. Peran BUMDes juga belum sepenuhnya menginternalisasi prinsip pembangunan berkelanjutan, karena orientasi kegiatan masih berfokus pada aspek ekonomi jangka pendek. Oleh karena itu, penguatan kapasitas kelembagaan, inovasi usaha, serta sinergi kebijakan antara pemerintah desa, daerah, dan masyarakat menjadi kunci untuk meningkatkan kontribusi BUMDes terhadap pencapaian SDGs Desa. Penelitian ini memberikan kontribusi empiris dan konseptual bagi pengembangan model tata kelola BUMDes yang berkelanjutan dan inklusif dalam kerangka manajemen pembangunan desa.

Abstract

This study examines the role and actions of government agents in community empowerment through the Lorong Wisata Program in Makassar City, employing Anthony Giddens’ Structuration Theory as the analytical lens. This approach enables an understanding of how policy structures and the agency of government actors interact and mutually shape the implementation process. The research uses a qualitative descriptive case study involving thirteen informants who were directly engaged in or knowledgeable about the implementation of the program. The findings reveal five key forms of empowerment efforts performed by government agents: forming productive community groups, creating local tourism attractions, promoting lorong spaces through various media, enhancing the knowledge capacity of government agents, and strengthening inter-agency coordination. These findings indicate that government agents enact not only administrative functions but also actively reproduce policy structures through reflective practices in the field. The program is facilitated by two major enabling factors: the Mayor’s Regulation No. 94 of 2022, which provides institutional legitimacy, and performance-based incentives that motivate agents. However, the implementation also encounters several constraints, including limited budget allocation, community resistance, and discrepancies in cross-agency data. The study concludes that the effectiveness of community empowerment relies on the dialectical relationship between policy structures and the agents’ capacity to navigate local social dynamics. It further highlights the need to strengthen coordination, enhance agent capacity, and improve data integration to ensure the sustainability and success of the Lorong Wisata Program in the future.       Abstrak Penelitian ini mengkaji peran dan tindakan agen pemerintah dalam proses pemberdayaan masyarakat melalui Program Lorong Wisata di Kota Makassar dengan menggunakan pendekatan teori Strukturasi Anthony Giddens. Pendekatan ini memungkinkan analisis yang menempatkan struktur kebijakan dan agensi aparatur sebagai dua elemen yang saling membentuk dalam praktik implementasi program. Penelitian ini menggunakan metode kualitatif dengan tipe deskriptif melalui studi kasus, melibatkan tiga belas informan yang memiliki pengalaman langsung atau mengetahui pelaksanaan Program Lorong Wisata. Hasil penelitian menunjukkan bahwa agen pemerintah melakukan lima bentuk upaya pemberdayaan, yaitu pembentukan kelompok produktif, penciptaan daya tarik wisata, eksposur lorong melalui media, peningkatan kapasitas pengetahuan agen, dan penguatan koordinasi antarinstansi. Temuan ini menunjukkan bahwa agen pemerintah tidak hanya menjalankan peran administratif, tetapi juga mengaktifkan struktur kebijakan melalui praktik reflektif di lapangan. Program ini didorong oleh dua faktor utama, yaitu keberadaan Peraturan Wali Kota Nomor 94 Tahun 2022 yang memberikan legitimasi, serta penghargaan kinerja yang memperkuat motivasi agen. Namun implementasi program juga menghadapi hambatan berupa keterbatasan anggaran, resistensi masyarakat, dan ketidaksinkronan data. Penelitian ini menyimpulkan bahwa keberhasilan pemberdayaan masyarakat bergantung pada hubungan dialektis antara struktur kebijakan dan kapasitas agensi dalam menavigasi dinamika sosial lokal, sekaligus menekankan pentingnya penguatan koordinasi, kapasitas agen, dan integrasi data untuk efektivitas program di masa mendatang.

Abstract

Abstract This study aims to determine the direct and indirect impacts of the presence of PT Mars Cocoa Research Station on the community in Attangsalo Village. This study uses a quantitative research method with a descriptive research type and a research strategy using a survey. This study was conducted by taking 95 community data in Attangsalo Village. Determination of respondents using Stratified Random Sampling based on predetermined criteria. The direct impact of the presence of PT MCRS in Attangsalo Village is as much as 31% of community income increased, 22% absorption of labor by the company, and 100% of many productive community lands lost which were sold to PT MCRS which is now occupied by the company. Meanwhile, the indirect impact of the presence of PT MCRS in the Attangsalo sub-district is the creation of 88% employment opportunities for the community, the existence of 21% business opportunities for the community, the existence of 39% social assistance in the form of distributing basic necessities to employees and underprivileged communities, and the condition of road access which is divided into two, 58% answered that it is getting better because it is rarely passed by large vehicles entering and leaving the company and 32% answered that it is getting worse because almost every day it is passed by large vehicles entering and leaving the company which until now has not been repaired. The presence of a company in an area certainly has direct and indirect impacts that can be positive or negative for the lives of the surrounding community, this happens because between the company and the community there is a relationship that influences each other. Abstrak Penelitian ini bertujuan untuk mengetahui bagaimana dampak langsung dan tidak langsung dari keberadaan PT Mars Cocoa Research Station Terhadap Masyarakat di Kelurahan Attangsalo. Penelitian ini menggunakan metode penelitian kuantitatif dengan tipe penelitian deskriptif dan strategi penelitian menggunakan survei. Penelitian ini dilakukan dengan mengambil 95 data masyarakat di Kelurahan Attangsalo. Penentuan responden dengan menggunakan Sampel berstrata  (Stratified Random Sampling) berdasarkan kriteria yang sudah ditentukan.Dampak langsung dari keberadaan PT MCRS di kelurahan attangsalo yaitu sebanyak 31% pendapatan masyarakat meningkat, 22% penyerapan tenaga kerja oleh perusahaan, dan 100% banyak lahan produktif masyarakat hilang yang dijual kepada PT MCRS yang kini ditempati perusahaan tersebut. Sedangkan Dampak tidak langsung dari keberadaan PT MCRS di kelurahan attangsalo yaitu terciptanya kesempatan kerja 88% bagi masyarakat, terdapatnya 21% peluang usaha bagi masyarakat, adanya bantuan sosial 39% berupa pembagian sembako kepada karyawan dan masyarakat kurang mampu, dan kondisi akses jalan yang terbagi dua sebanyak 58% menjawab semakin baik karena jarang dilewati kendaraaan besar yang kelurar masuk perusahaan dan 32% menjawab semakin buruk karena hampir setiap hari dilewati kendaraan besar yang keluar masuk perusahaan yang sampai sekarang belum dilakukan perbaikan. Kehadiran perusahaan di suatu daerah pastinya memeiliki dampak langsung dan tidak langsung yang dapat bersifat positif maupun negatif bagi kehidupan masayarakat disekitarnya, hal ini terjadi karena antara perusahaan dan masyarakat terdapat hubungan saling memengaruhi satu sama lain.
