Abstract

The enactment of the Nigerian Correctional Service (NCOs) Act, 2019 marked a significant shift in Nigeria's criminal justice system from a punitive approach to a correctional philosophy that emphasizes rehabilitation, reintegration, and restorative justice. One of the major innovations introduced by the Act is the establishment of a Non-Custodial Service responsible for administering community-based correctional measures such as probation, parole, community service, and restorative justice. This study examines the prospects and challenges of community-based corrections and non-custodial measures in Nigeria under the Nigerian Correctional Service Act, 2019. The study adopts a qualitative documentary research design using secondary sources, including statutes, journal articles, government publications, and reports from international organizations. The findings reveal that community-based corrections possess enormous potential to reduce prison overcrowding, lower correctional costs, promote offender rehabilitation, encourage victim participation, and improve public safety. However, implementation has been hindered by inadequate funding, weak institutional capacity, limited public awareness, insufficient trained personnel, poor inter-agency collaboration, and inadequate legislative implementation. The study concludes that although the Nigerian Correctional Service Act provides a sound legal framework for non-custodial measures, effective implementation requires stronger institutional commitment, improved funding, enhanced public education, and increased collaboration among criminal justice stakeholders.

Abstract

Youth unemployment remains one of the most persistent socio-economic and security challenges confronting Nigeria, particularly in the Northwest geopolitical zone. The increasing incidence of kidnapping and banditry in the region has raised concerns regarding the relationship between economic deprivation, unemployment, and criminality among youths. This study examines the nexus between youth unemployment, entrepreneurship development, kidnapping, and banditry in Northwest Nigeria. Using a qualitative research design and documentary analysis of secondary data obtained from government reports, academic publications, security reports, and international development agencies, the study investigates how unemployment and inadequate entrepreneurial opportunities contribute to insecurity in the region. The study is anchored on Relative Deprivation Theory and Social Disorganization Theory, which explain how economic exclusion, social inequalities, and institutional weaknesses influence criminal behaviour. Findings reveal that widespread unemployment, poverty, weak governance, inadequate access to quality education, and limited entrepreneurial opportunities have increased the vulnerability of youths to recruitment into kidnapping and banditry networks. The study further finds that entrepreneurship development through vocational training, business incubation, access to finance, agricultural enterprises, and digital innovation can significantly reduce youth involvement in criminal activities by creating sustainable livelihoods. The paper concludes that entrepreneurship development represents a viable strategy for addressing unemployment and reducing insecurity in Northwest Nigeria. It recommends the integration of entrepreneurship education, youth enterprise development programmes, and employment generation initiatives into national security and development policies.

Abstract

This community engagement program aimed to improve production efficiency and partner empowerment through the implementation of an automatic chicken feather plucking machine based on ESP32 and the Internet of Things (IoT) at Rumah Potong Anindya, Lompoe Village, Parepare City, Indonesia. The program employed a participatory approach consisting of observation, technology design and implementation, socialization, training, hands-on practice, mentoring, and evaluation. Training involved 20 participants and covered machine operation, ESP32 and IoT functions, equipment maintenance, and occupational safety procedures. Evaluation was conducted to assess participants’ understanding and ability to apply the training outcomes, as well as consumer responses to product quality and service. The implementation of the technology reduced the chicken feather plucking time from 5–10 minutes to approximately 1 minute per chicken. Furthermore, 85% of participants demonstrated a positive understanding of ESP32 concepts, while 85% reported being able to apply the training outcomes in business activities. A survey of 34 consumers indicated that 97.1% were highly satisfied with the products and 100% responded positively to service speed. The program concludes that ESP32- and IoT-based appropriate technology can improve production efficiency, technological skills, and service quality while supporting safer and more sustainable production processes.

Abstract

Land use changes and economic needs pose challenges for the Rowolaku village community in maintaining family food security. To address these challenges, training on polybag-based kale cultivation was conducted for women members of the Family Welfare Movement (PKK). Using a Service-Learning method based on the Experiential Learning concept, 30 PKK women from non-farming backgrounds were actively involved in the training process, from preparing the planting medium, planting kale seeds, caring for them, and harvesting. The training results showed that the participants experienced an increase in their understanding and skills in kale cultivation. After three weeks, participants reported good kale plant growth with an average height of 15-20 cm. Challenges such as air access and pest control remain. The economic and social impacts of this training include utilizing the harvest for family consumption and additional income, as well as strengthening relationships among PKK members. The sustainability program is supported by the formation of farmer groups and ongoing mentoring. This training is expected to improve food security and economic empowerment in Rowolaku Village and serve as a model that can be applied to other villages facing similar challenges.
