Abstract

The level of accountability for the performance of the Malang City Government in recent years has increased significantly, so a strategy is needed so that the value of accountability continues to increase. The purpose of this study is to provide an overview of strategies for improving accountability and performance management in the government in Malang City. The results of this study are strategies for increasing accountability and performance management in the Malang City Government, including the Regional Apparatus Organization conducting satisfaction surveys on the community in each of its services periodically, the need to strengthen SOPs (Standard Operating Procedures) in public services, increasing adjustments to standards and review programs by involving the community (citizen charter), increasing the level of intensity of coordination between regional devices in order to improve public service innovation, providing and managing community complaints facilities, encouraging service innovation in every regional apparatus, and socializing service evaluation policies on a regular basis.

Abstract

The study aimed to group sub-districts in Malang City based on regional potential and socio-economic supporting infrastructure using the cluster analysis method with the Ward method and single linkage. The data used in this study were obtained from the Central Bureau of Statistics publication in 2022. In this study, 12 variables were used to describe the potential and infrastructure available in Malang. The grouping results show that there are two clusters. Cluster 1 consists of Kedungkandang and Sukun sub-districts, while cluster 2 consists of Klojen, Blimbing, and Lowokwaru sub-districts. Cluster 1 is superior in area, population, horticulture production, livestock production, plantation production, and the number of elementary schools. While cluster 2 excels in fishery production, number of junior and senior high schools, number of health facilities, cooperatives, and hotels. The originality of this research is the use of the cluster analysis method with the Ward method and single linkage in classifying regions based on regional potential and socio-economic supporting infrastructure in Malang City. The grouping results can be used to formulate policies to utilize the region's potential and the socio-economic supporting infrastructure in each cluster.

Abstract

To grow and improve community literacy and equitable distribution of people's quality of life in terms of ease of accessing information and knowledge, it is necessary to have a measurement to determine the value of the Community Literacy Development Index (IPLM) in Probolinggo Regency The research is carried out in stages, from research design, implementation of field surveys, data, to analysis. The value of the Probolinggo Regency Community Literacy Development Index (IPLM) in 2021 obtained a result of 10.67. The Community Literacy Development Index (IPLM) value of Probolinggo Regency is slightly lower than the National Community Literacy Development Index (IPLM) and Community Literacy Development Index (IPLM) of East Java Province at 12,993 and 13.44, respectively.

Abstract

There are many violations of Building Permits in Kutai Kartanegara Regency, especially in urban areas, Tenggarong District. In addition, several existing land uses in the urban area of ​​Tenggarong District need to be identified in the actual field which can be used as a basis for future spatial planning processes. This study aims to map buildings that already have a Building Permit and those that do not have a Building Permit. The data analysis process is carried out on the Arc GIS software. The analysis is carried out using digitization, query, and overlay operations for the manipulation of spatial features. The results of building mapping that has been carried out in the research area, it was found that 1) Residential buildings that have a Building Permit are 270 buildings or 0.94% of the total residential buildings in the planning area; 2) Business entity buildings that have a Building Permit of 2.5% or 715 buildings of the total business entity buildings in the planning area; 3) Buildings that have a Building Permit of 3.44% or 985 buildings of the total buildings in the planning area; 4) Buildings that do not have a Building Permit are 96.56% or 27,616 buildings of the total buildings in the planning area.

Abstract

Abstract: Creative economy is a concept to realize sustainable economic development based on creativity. Utilization of resources that are not only renewable, even unlimited, namely in the form of ideas, ideas, talents or talents and creativity. The creative economy is the creation of added value (economic, social, cultural, environmental) based on ideas born from the creativity of human resources (creative people) and based on the utilization of knowledge, including cultural and technological heritage. In creative and innovative words, the value of the goods/services produced is certainly of high selling value. Malang City has been designated by the Ministry of Tourism and Creative Economy (Kemenparekraf) as a creative city, where in this case Malang City carries out various innovations to support the creative economy. Malang City has 12,948 creative economy actors in Malang City. This is certainly a great potential for creative economic growth in the city of Malang. The results of the growth in the PDRB figure for the Creative Economy of Malang City in 2021 on the basis of constant prices experienced a significant increase, namely to 3.47% from -8.85% in 2020. This is because creative economy business actors were affected by the COVID-19 pandemic in 2020. Growth will increase in 2021 due to the economy in Malang City which is starting to recover and creative economy business actors starting to adapt to the normal era so that the GRDP value of the creative economy has increased. Abstract

Abstract: Measurement of Malang City Infrastructure Service Satisfaction Index (IKLI) is intended to measure the level of quality and service of infrastructure in Malang City in the 2018-2023 Malang City RPJMD Amendment document, there are target changes to several Regional Performance Indicators based on City Infrastructure Service Satisfaction Index targets Malang in 2022 is 4.35. The measurement of the Malang City Infrastructure Service Satisfaction Index (IKLI) in 2022 is expected to be able to describe the condition of community satisfaction with infrastructure in Malang City. The purpose of this study is to measure the number/achievement of the infrastructure service satisfaction index in 2022. The analysis techniques used are Importance Performance Analysis (IPA), Gap Analysis of Infrastructure Service Satisfaction Index, and Potential Gain Customer Value (PGCV) Analysis. The results of this analysis, namely the 2022 IKLI score of 4.36 are included in the satisfied category which has met the Malang City RPJMD Amendment target for 2018-2023, and there are recommendations for 6 indicators used as indicators of physical availability, physical quality, suitability (appropriateness), utilization (utility), employment (job creation), and contribution to the economy

Abstract

Abstract: Measurement of Regional Performance Indicators (IKD) is intended to identify measures of success in achieving the vision and mission of regional heads and deputy regional heads which are designated as regional Main Performance Indicators (IKU) and performance indicators for regional governance. In the Malang City RPJMD Amendment document for 2018-2023 there are changes in targets on several Regional Performance Indicators based on the results of evaluation of performance achievements up to 2020, as well as targeted interventions due to the Covid-19 pandemic which has not yet been predicted to end. The measurement of Malang City Regional Performance Indicators in 2022 is expected to be able to describe the performance of local governments in general in the implementation of regional government affairs. The purpose of this study was to measure the achievements of nine regional performance indicators, namely the Human Development Index, Poverty Rate, PPKS Reduction Percentage, Gender Development Index, Community Development Index, and Social Capital Index. The analysis technique used is an analysis of the measurement of the results of nine regional performance indicators. The results of this analysis are that there are three indicators that have met the target of changing the Malang City RPJMD for 2018-2023, namely the Human Development Index, the Education Index, and the Health Index. Meanwhile, six other indicators still have not met the set targets.

Abstract

Abstract: Measurement of Social Development Indicators for the City of Malang is carried out to be able to measure the achievement of social sector program performance indicators in 2021 and 2022 until the second quarter, review the targets of social development indicators that have been set, present social indicator data, and be able to provide recommendations policies and steps that need to be taken by the City Government of Malang based on the results of the study. There are 23 (twenty three) P-RPJMD programs and 54 (fifty four) indicators in the social sector that are in accordance with the related regional apparatus. Measuring indicators of the social development program has analysis techniques for measuring the achievements of indicators in the social sector, measuring the effectiveness of target achievements, classifying the level of effectiveness of target achievements, and identifying the determinants of program implementation. The results of the analysis show that 80% of the indicators have a very high level of effectiveness in 2021. This effectiveness has increased from the previous year by a difference of 23%. However, there are still 3 (three) indicators that have a very low level of effectiveness and 2 (two) indicators that have a low level of effectiveness.

Abstract

Abstract: In accordance with the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 17 of 2016 concerning Guidelines for Research and Development at the Ministry of Home Affairs and Regional Government, in order to carry out the research and development function, it is necessary to develop a policy framework for research and development for the domestic government and regional governments that accommodate various aspects of governance in a comprehensive and synergistic concept of a research plan. The Department of Public Works, Spatial Planning, Housing and Residential Areas has the largest percentage, namely 10%, while the Environmental Laboratory Technical Implementation Unit has the smallest percentage, namely 1%. The percentage of implementation of R&D Programs/Activities Plans has increased in 2019 by 71.07% to 80.86% in 2020, then 94.81% in 2021 then in 2022 to 99.30% and increased again by 100% in year 2023.
