Abstract

This study aims at finding the role of the social service in overcoming homelessness and papa groups in North Sumatra Province. Qualitative research methods was applied in this research, the results of research that the Social Service has a very important role in the handling of the homeless and destitute groups in the city of Medan, North Sumatra Province. The role of the Social Service is to have carried out a Basic Strategy with problem tracking and assessment, Service and Rehabilitation Implementation, Resocialization phase, and advanced guidance stage. Social Service of North Sumatera Province has a program in carrying out rehabilitation of homeless / homeless and destitute groups. The result is homelessness and the papa / beggars gradually want to be fostered. The rehabilitation program provided by the Provsu Social Service for the homeless / homeless and disadvantaged groups, received a positive response from them. The statements of the five respondents who were rehabilitated explained that they were taught various skills to be independent so that they did not take to the streets again. They are also more motivated to become a better life.

Abstract

The focus of this research is about the Role of Members of the North Sumatra Regional House of Representatives in Fighting for the Aspirations of the People in Accordance with Law Number 32 of 2004 which is replaced by Law Number 23 of 2014 concerning Regional Government, the Regional Representative Council of North Sumatra in particular United Nations Justice Faction. The study was conducted using qualitative descriptive methods. The informants of this study were information from North Sumatra DPRD members from the PKB fraction, PKB fraction staff and administrators. The results showed that the forms of aspirations in the community, namely aspirations in the form of oral, personal, demonstration and work visits. These aspirations are not immediately resolved or given a response but are still through the mechanism of following procedures at the North Sumatra Regional Legislative Institution. The aspirations of the community that have been accommodated will be refined to become a policy, the realization of a policy depends on the executive, on the other hand the legislative body only recommends and oversees all the performance and policies of the executive body.

Abstract

ABSTRACT Based on Law No. 9 of 2015 concerning Regional Government, The Regional people's representative assembly (DPRD) has a legislative function, a supervisory function, and a budget function. Thus, this study aims at finding out the DPRD's supervision of the performance of the Medan city government and to find out what are hampering the DPRD's supervision of the performance of the Medan city government. This study uses a qualitative method. The sampling technique uses purposive sampling technique. Data was mining carried out from observation, in-depth interviews with the Medan City DPRD and its staff and documentation from the field. The location of the study was conducted in the secretariat of the Medan City DPRD with its address at Jl. Captain Maulana Lubis No. 1 Petisah. Tengah. The results of the study illustrate that the supervision activities referred to can be seen in the work program and elaboration of the work plan of the Medan City DPRD. The supervisory activities are arranged in the form of hearings, working visits, the formation and supervision of government performance. Obstacles in conducting supervision are those that originate from the internal board and from outside the board. Internal barriers such as education problems. Obstacles from outside the Council are changes in legislation regarding regional government and lack of community participation and media on the implementation of local government performance.

Abstract

The 2018 local election system has come to the attention of the Karo people. Society views candidate pairs based on ethnicity, race and religion not from career backgrounds and competencies, which raises issues that are not good and quite serious. Therefore the KESBANGPOL (United Nations and Politic) and LINMAS (Cross Society) and the KPUD (regional election commission) coordinate to provide socialization and guidance to the public so that they are smart in their choices so as to produce quality regional heads. This study aims at finding out how the Coordination of the KESBANGPOL and LINMAS Karo Regency together with the Regional Election Commission (KPUD) conducted a Regional Election in the District of Karo. This research is descriptive qualitative type. The results of observations and interviews by the author of the Karo district Election Commission and KESBANGPOL and Karo district LINMAS in connection with the 2018 Regional Head General Election, are that the two government agencies have coordinated the implementation of the Regional Head Election in Karo Regency starting from preparation, simulation title voting, carrying out political socialization, and increasing the participation of joint voters. Other coordination is facing vulnerability in elections, black campaigns and political money as well as coordination in efforts to create conducive situations and conditions in dealing with the 2018 elections. The impact makes the implementation of Regional Head Election in Karo district can run well, especially the regional head elections of 2018.

Abstract

This study aims at examining and finding out the functions of the DPRD in the determination of the APBD Regional Regulation and determining answers and problem solving for obstacles in the DPRD supervision practice, and providing solutions to the functions of the DPRD in terms of overseeing the APBD Regional Regulation. This research uses a perspective method / qualitative approach. Data were collected from documents in the field and the results of interviews written and analyzed. The results of this study are that the DPRD has not been optimal in carrying out its supervisory function which involves the community by obtaining information from community leaders. Parliamentary oversight related to Law No. 32/2004 which states that the DPRD carries out oversight of the implementation of the local regulation because it is not the same condition as DPRD members who do not make recommendations for supervision of policies, projects or specific cases.

Abstract

This study aims at determining the role of the Camat (district head) in carrying out his duties and functions related to the implementation of community empowerment in villages in Onohazumba Subdistrict, South Nias Regency and explaining the factors that influence the implementation of the Camat's role in providing direction and orders to its staff regarding empowerment programs in Onohazumba District. The research method is descriptive qualitative approach, so that the data collected is by interview, literature study and observation. The results obtained from the Camat's role in coordinating community empowerment activities are as follows, namely, the Camat has encouraged community participation at the time of counseling to farmer groups in Onohazumba District. The Camat has made intensive communication with his staff for the success of work programs and community empowerment activities in the District's work area. However, the community's response was still lacking in following empowerment carried out from the district
